As the political and technological innovation center of China, Beijing-Tianjin-Hebei urban agglomeration (BTHUA) is an important engine of national economic development. However, the BTHUA is faced with uneven industrial development and environmental pollution problems. Energy efficiency of the industrial sector, critical to energy conservation and environmental protection, is the key to achieving green economic transformation. For this reason, this study adopts the parametric meta-frontier approach to measure the industrial total-factor energy efficiency (TFEE) of the BTHUA, centering on the evaluation of regional technology gap ratio (TGR). Empirical results indicate that there are significant regional disparities of industrial TFEE in the BTHUA. In particular, industrial TFEE tends to be underestimated without considering technological heterogeneity in production technology. The TGRs of manufacturing cities, tourist cities, and the modernized metropolis (Beijing) are the highest among the region. On this basis, the influencing factors of industrial TFEE of the BTHUA are further accessed based on the fixed effects model and the Tobit model. This article verifies that the evaluation of TFEE in the BTHUA must take regional technological gap into account, and provides additional empirical evidence on how to promote coordinated regional industrial development and energy efficiency improvement.

This research aims to contribute to efficiency improvement by providing the implications for decision-making on continuous defense R&D investment strategies and acquisition methods via analyzing the current position and measuring the efficiency of overall weapon systems on technological competence and operations. This research is distinctive in comparison to previous studies because it is structured in a two-stage DEA analysis for efficiency by distinguishing between the technology and operations of the current eight fields of weapon systems and by adding the external index for government competence and market competence. In 2016, in comparison to the year 2013, the eight major weapon systems' efficiency fields of the overall system of Korea, efficiency of technological competence, and efficiency of operations all increased. This research introduced the input and output variable that fits in with the defense industry by connecting the weapon systems efficiency with the national innovation system and the sectoral innovation system that are both projected in this industry. It also formed the concepts of technological competence efficiency and operations efficiency using the two-stage Network DEA method.

PURPOSE: To examine the association between attitudes of critical care nurses about influences of technology and their caring attributes. STUDY DESIGN AND METHODOLOGY: In a cross-sectional study, firstly the psychometric properties of caring attributes questionnaire, which was developed to examine caring attributes of a sample of international nurses, was refined in a sample of 200 critical care nurses working in educational hospitals of a city in the southwest of Iran. Results of factor analysis with Varimax rotation decreased 60 items of caring attributes to 47 items which loaded under five subscales of caring negation, caring compassionate, caring advocacy, caring essence and caring communication. Secondly, attitudes of these nurses toward influences of technology on nursing care were assessed using a 22-item questionnaire, developed by the study researchers. Finally, the association between scores of caring attributes and attitudes toward influences of technology of this sample was determined. RESULTS: There was a positive association between caring attributes and influences of technology among our study nurses. Caring attributes scores were higher in female single nurses. Although caring attributes' scores had decreased along with age and work experience, caring commitment was higher in older more experienced nurses. Furthermore, female nurses had a better attitude toward influences of technology on their care. In contrast, younger and less experienced nurses had negative views on the effects of technology on nursing care. CONCLUSION: Continuing education and life-long learning on application of new technological equipment in nursing care and harmonising their use with caring values are necessary for nursing students and registered nurses to ensure delivering a patient-centred care, in a technologically driven environment.

Non-networked sanitation technologies use no sewer, water or electricity lines. Based on a review of 45 commercially distributed technologies, 12 (representing three concepts) were selected for a detailed audit. They were located in six countries of Africa and Asia. The safety of users was generally assured and the costs per use were not excessive, whereas costs were fully transparent for only one technology surveyed. A main drawback was insufficient quality of the byproducts from on-site treatment, making recycling in agriculture a hygienic and environmental risk. Further, no technology was sufficiently mature (requiring e.g. to shift wastes by hand). In order to promote further development and give producers of mature products a competitive advantage, the paper proposes a certification of technologies to confirm the fulfillment of basic requirements to make them attractive for future users.

RESUMO

An indispensable part of our personal and working lives, computing has also become essential to industries and governments. Steady improvements in computer hardware have been supported by periodic doubling of transistor densities in integrated circuits over the past fifty years. Such Moore scaling now requires ever-increasing efforts, stimulating research in alternative hardware and stirring controversy. To help evaluate emerging technologies and increase our understanding of integrated-circuit scaling, here I review fundamental limits to computation in the areas of manufacturing, energy, physical space, design and verification effort, and algorithms. To outline what is achievable in principle and in practice, I recapitulate how some limits were circumvented, and compare loose and tight limits. Engineering difficulties encountered by emerging technologies may indicate yet unknown limits.

Current research policy and strategy documents recommend applying life cycle assessment (LCA) early in research and development (R&D) to guide emerging technologies toward decreased environmental burden. However, existing LCA practices are ill-suited to support these recommendations. Barriers related to data availability, rapid technology change, and isolation of environmental from technical research inhibit application of LCA to developing technologies. Overcoming these challenges requires methodological advances that help identify environmental opportunities prior to large R&D investments. Such an anticipatory approach to LCA requires synthesis of social, environmental, and technical knowledge beyond the capabilities of current practices. This paper introduces a novel framework for anticipatory LCA that incorporates technology forecasting, risk research, social engagement, and comparative impact assessment, then applies this framework to photovoltaic (PV) technologies. These examples illustrate the potential for anticipatory LCA to prioritize research questions and help guide environmentally responsible innovation of emerging technologies.

Patients, clinicians, payers and policy makers face substantial uncertainties in their respective healthcare decisions as they attempt to achieve maximum value, or the greatest level of benefit possible at a given cost. Uncertainties largely come from incomplete information at the time that decisions must be made. This is true in all areas of medicine because evidence from clinical trials is often incongruent with real-world patient care. This article highlights key uncertainties around the (comparative) benefits and harms of medical technologies. Initiatives and strategies such as comparative effectiveness research and coverage with evidence development may help to generate reliable and relevant evidence for decisions on coverage and treatment. These efforts could result in better decisions that improve patient outcomes and better use of scarce medical resources.

Modernity has brought health and social benefits to many societies, not least through the insights of science and technology. Yet, modernity has also been associated with a number of cultural characteristics, such as materialism, individualism, consumerism and an addiction to continuing economic growth, that seem potentially harmful to health and well-being and inimical to social equity. There is an emerging body of evidence that suggests that, in the affluent world, some of our most intractable contemporary health problems are, in fact, the product of modernity. This suggests that the tools of modernity (its science and its technology) are ill suited to finding solutions. This poses a problem for public health, as this discipline is itself a product of modernity and thus appears ill equipped to deal with the conditions and challenges of a rapidly changing and unstable world, one where the very sustainability of human society is now in question. This paper argues that a new paradigm for the future public health is needed. It presents an integrative, ecological framework as a starting point from which public health might grasp the opportunities for change inherent in the 'modern' threats we face. It suggests a number of features that will need to underpin such a paradigm shift in thinking and practice. However, as this paper is written from the perspective of an affluent, developed society (albeit from a perspective that is explicitly critical of the goals, trends and values that seem to characterise such societies), other voices from other places need to be heard. We hope that others will want to engage with our arguments and suggestions, whether to challenge and refute these, or to further their development.

RESUMO

This article summarizes the broad messages from pharmaceutical and diagnostic companies on the collaborations required to support companion diagnostics. Since the groundbreaking herceptin HER2 diagnostic model in 1998, it has taken until 2011 for the US FDA to issue a draft guidance document, which was then immediately followed with approvals for two new drugs and their companion diagnostics. This conference summarized the current state of thinking in new projects and innovative technologies in pharmaceutical and diagnostic codevelopment. Attitudes are slowly changing and collaborations are rapidly ensuing, although the alignment between pharmaceutical and diagnostic understanding of value, timelines, outcomes and impact is difficult and remains a contentious area. The value of this conference has been to address these issues.

Today, in the midst of economic crisis, senior executives at US automakers and influential industry analysts frequently reflect on the progression that safety testing has taken from the crude trials done on the road, to controlled laboratory experiments, and to today's complex math-based simulation models. They use stories of this seemingly linear and natural sequence to justify further investment in simulation technologies. The analysis presented in this paper shows that change in the structures of automakers' organizations co-evolved with regulations specifying who was at fault in vehicle impacts, how vehicles should be built to withstand the force of an impact, and how testing should be done to assure that vehicles met those requirements. Changes in the regulatory environment were bolstered by new theories about crash test dynamics and changing technologies with which to test those theories. Thus, as new technological and regulatory innovations co-evolved with innovations in organizational structuring, ideas about how to best conduct crash tests shifted and catalyzed new cycles of technological, regulatory, and organizational innovation. However, this co-evolutionary story tells us that the move from road to lab to math was not natural or linear as today's managerial rhetoric would have us believe. Rather, the logic of math-based simulation was the result of technological, regulatory and organizational changes that created an industry-wide ideology that supported the move toward math while making it appear natural within the shifting structure of the industry.

To understand what is new in health information technology (IT), we updated a systematic review of health IT with studies published during 2004-2007. From 4,683 titles, 179 met inclusion criteria. We identified a proliferation of patient-focused applications although little formal evaluation in this area; more descriptions of commercial electronic health records (EHRs) and health IT systems designed to run independently from EHRs; and proportionately fewer relevant studies from the health IT leaders. Accelerating the adoption of health IT will require greater public-private partnerships, new policies to address the misalignment of financial incentives, and a more robust evidence base regarding IT implementation.

Burning municipal solid waste (MSW) can generate energy and reduce the waste volume, which delivers benefits to society through resources conservation. But current practices by society are not sustainable because the associated environmental impacts of waste incineration on urbanized regions have been a long-standing concern in local communities. Public reluctance with regard to accepting the incinerators as typical utilities often results in an intensive debate concerning how much welfare is lost for those residents living in the vicinity of those incinerators. As the measure of welfare change with respect to environmental quality constraints nearby these incinerators remains critical, new arguments related to how to allocate the fair fund among affected communities became a focal point in environmental management. Given the fact that most County fair fund rules allow a great deal of flexibility for redistribution, little is known about what type of methodology may be a good fit to determine the distribution of such a fair fund under uncertainty. This paper purports to demonstrate a system-based approach that helps any fair fund distribution, which is made with respect to residents' possible claim for fair damages due to the installation of a new incinerator. Holding a case study using integrated geographic information system (GIS) and fuzzy analytic hierarchy process (FAHP) for finding out the most appropriate distribution strategy between two neighboring towns in Taipei County, Taiwan demonstrates the application potential. Participants in determining the use of a fair fund also follow a highly democratic procedure where all stakeholders involved eventually express a high level of satisfaction with the results facilitating the final decision making process. It ensures that plans for the distribution of such a fair fund were carefully thought out and justified with a multi-faceted nature that covers political, socio-economic, technical, environmental, public health, and industrial aspects.
