ABSTRACT

We examined the laws and legal provisions governing the commercial trade of terrestrial wild fauna across the trade chain in some of the world's megadiverse countries and how these relate to key animal welfare and conservation concerns. Over the past century, an increase in the quantity and complexity of laws related to commercial wildlife trade has been observed in the 11 focal countries examined. Our review identified 95 laws with 560 provisions adopted since 1910 across these countries. Surprisingly, the level of biological diversity in a country does not correlate with the extent of legislation addressing wildlife trade. Moreover, legislation is unevenly distributed across different stages of the wildlife trade chain, with more provisions on extraction and transportation compared to captive management. Notably, animal welfare considerations are relatively underrepresented in legislation related to wildlife trade, despite their broad implications for public health and economies. Urgent legislative action is needed to meet global biodiversity targets and respond to the challenges posed by the growing scale and complexity of the wildlife trade. Recommendations are made to streamline legislation, consider the legal status of wild animals, and address gaps in enforcement mechanisms. We conclude that alignment of national and international regulations is crucial for the effective protection of both wild animal populations and individual animals' welfare in the context of commercial trade. Further research is needed to assess the effectiveness of existing laws, bridge legal gaps, and address diverse concerns related to wildlife trade, including public health and the rights of local communities.

ABSTRACT

Exploitation of wildlife represents one of the greatest threats to species survival according to the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services. Whilst detrimental impacts of illegal trade are well recognised, legal trade is often equated to being sustainable despite the lack of evidence or data in the majority of cases. We review the sustainability of wildlife trade, the adequacy of tools, safeguards, and frameworks to understand and regulate trade, and identify gaps in data that undermine our ability to truly understand the sustainability of trade. We provide 183 examples showing unsustainable trade in a broad range of taxonomic groups. In most cases, neither illegal nor legal trade are supported by rigorous evidence of sustainability, with the lack of data on export levels and population monitoring data precluding true assessments of species or population-level impacts. We propose a more precautionary approach to wildlife trade and monitoring that requires those who profit from trade to provide proof of sustainability. We then identify four core areas that must be strengthened to achieve this goal: (1) rigorous data collection and analyses of populations; (2) linking trade quotas to IUCN and international accords; (3) improved databases and compliance of trade; and (4) enhanced understanding of trade bans, market forces, and species substitutions. Enacting these core areas in regulatory frameworks, including CITES, is essential to the continued survival of many threatened species. There are no winners from unsustainable collection and trade: without sustainable management not only will species or populations become extinct, but communities dependent upon these species will lose livelihoods.

ABSTRACT

Wildlife commodification can generate benefits for biodiversity conservation, but it also has negative impacts; overexploitation of wildlife is currently one of the biggest drivers of vertebrate extinction risk. In the present article, we highlight 10 issues that in our experience impede sustainable and humane wildlife trade. Given humanity's increasing demands on the natural world we question whether many aspects of wildlife trade can be compatible with appropriate standards for biodiversity conservation and animal welfare, and suggest that too many elements of wildlife trade as it currently stands are not sustainable for wildlife or for the livelihoods that it supports. We suggest that the onus should be on traders to demonstrate that wildlife use is sustainable, humane, and safe (with respect to disease and invasion risk), rather than on conservationists to demonstrate it is not, that there is a need for a broad acceptance of responsibility and, ultimately, widespread behavior change. We urge conservationists, practitioners, and others to take bold, progressive steps to reach consensus and action.

ABSTRACT

With around 3,200 tigers (Panthera tigris) left in the wild, the governments of 13 tiger range countries recently declared that there is a need for innovation to aid tiger research and conservation. In response to this call, we created the "Think for Tigers" study to explore whether crowdsourcing has the potential to innovate the way researchers and practitioners monitor tigers in the wild. The study demonstrated that the benefits of crowdsourcing are not restricted only to harnessing the time, labor, and funds from the public but can also be used as a tool to harness creative thinking that can contribute to development of new research tools and approaches. Based on our experience, we make practical recommendations for designing a crowdsourcing initiative as a tool for generating ideas.

ABSTRACT

Wildlife tourist attractions offering opportunities to observe, touch, and interact with wild animals, are visited by millions of people every year. Wildlife tourism has considerable economic value in many countries and can have positive impacts on wild animal populations (e.g. through habitat protection); it can also have negative impacts on population conservation and individual welfare (due to, e.g. habitat encroachment, disturbance, or disease). The recent phenomenon of 'wildlife selfies' shared on social media may seem harmless but can involve animals illegally or unsustainably captured from the wild, kept in poor conditions, or subject to cruel treatment. To address this issue, Instagram introduced a pop-up alert system that is triggered when users search for wild animal selfie hashtags (e.g. #elephantselfie), warning of the potential negative impacts of wildlife selfies on wild animals. Using elephant selfies as a case study, we found that Instagram's alert was triggered by only 2% of 244 elephant selfie-related hashtags tested. By comparing three pairs of similar hashtags (one of each pair that triggered the warning and one that did not), we were unable to detect a consistent difference in the type of post using each of the hashtags, the popularity of posts, or the sentiment of viewer comments. The warning is not shown when posting an image, or if a post is viewed directly by a follower, only if the post is encountered via a hashtag search. Currently, what is portrayed on social media appears to be inconsistent with apparent recent shifts in social acceptibilty regarding tourism, particularly as concerns direct contact between tourists and elephants. Instagram's wildlife selfie initiative was commendable but given its apparent lack of effect, we urge Instagram and other social platforms to do more to prevent harmful content from being posted on their platforms and to promote fair, ethical and sustainable interactions between wild animals and people.

ABSTRACT

Fish are traded, caught, farmed, and killed in their trillions every year around the world, yet their welfare is often neglected and their sentience regularly disregarded. In this review, we have sought to (1) catalogue the extent to which fish sentience has featured over the past 31 years in the scientific literature and (2) discuss the importance of fish sentience in relation to their commercial uses. We searched the journal database Science Direct using 42 keywords that describe traits or elements of sentience to find articles that were referring to or exploring fish sentience. Our review returned 470 results for fish sentience in 142 different species and subspecies of fish, and featured 19 different sentience keywords. The top four keywords were; 'stress' (psychological) (n = 216, 45.9% of total results), 'anxiety' (n = 144, 30.6%), 'fear' (n = 46, 9.7%), and 'pain' (n = 27, 5.7%). Our findings highlight an abundance of evidence for fish sentience in the published scientific literature. We conclude that legislation governing the treatment of fish and attitudes towards their welfare require scrutiny so that their welfare can be safeguarded across the globe.

ABSTRACT

African lions (Panthera leo) are commercially farmed across South Africa for sport hunting, tourism, and the international bone trade, primarily in Southeast Asia. Despite its legal status, South Africa's growing lion farming industry is a contentious issue. In 2020 a high-level panel was initiated to review the policies, legislation, and management regarding the breeding, hunting, trade, and handling of four wildlife species, including lions. In May 2021, it was announced that the government intends to amend existing permit conditions to prohibit lion breeding and tourism interactions with captive lions, as well as to stop issuing permits to new entrants into the industry, effectively ending lion farming. In order to follow this line of action, a comprehensive, well-managed plan will be necessary to execute a responsible exit from the industry as it currently stands. Using a "gap analysis" management tool, we aim to: (1) outline some of the key considerations regarding the current state of the lion farming industry in South Africa; and (2) propose specific action steps that could be taken within five key areas (regulation, animal welfare, health and safety, equitability, and conservation) to help inform a responsible transition away from this type of wildlife farming in the biodiversity economy. For our gap analysis, we conducted a semi-systematic literature search to compile key background information about the current state of the industry. This information was then used to identify corresponding desired management states, and steps that could facilitate a successful phase out of lion farming in South Africa. We hope our approach helps identify key considerations for a responsible transition and can help aid decisions during the management of this process.

Keeping exotic pets has become a popular habit in the UK in recent decades. Yet, information on the current scale of the trade and the diversity of animals involved is lacking. Here, we review the licensed sale of amphibians, reptiles, birds, and mammals as exotic pets in the UK, identifying current geographical hotspots of trader activity, data gaps, and compliance issues related to this trade. In terms of trade volume, records showed large numbers of individual wild animals, across a wide range of species groups, are being legally sold in the UK. Maximum numbers of exotic pets permitted for sale included 54,634 amphibians, 64,810 reptiles, 23,507 birds, and 6,479 mammals. Moreover, nearly 2000 pet traders located in 283 different local authority areas had permission to sell exotic pets. The scope and scale of the trade draws additional attention to the substantial animal welfare challenges associated with it, and our review serves to highlight several shortcomings associated with the licensed exotic pet trade in the UK. Pet shop licences often lacked detailed information about the specific type and number of animals permitted for sale, which raises compliance concerns and hinders efforts to carry out adequate inspection and monitoring. Ninety-five pet traders in England had been given a one star rating, indicating 'minor failings' in animal welfare, and some local authorities in England were still operating under the old Pet Animals Act (1951). We recommend that resources should be prioritised and focused towards local authorities in England that are not operating under the new Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations (2018), and that local authorities should improve data reporting on all licenses issued to aid inspection and monitoring.

ABSTRACT

The Covid-19 outbreak has brought about fresh and intensified scrutiny of the wildlife trade, which substantively involves commerce in exotic pets. In response, major policy decisions involving trade bans have ensued, with calls for similar such action to be applied across the trade chain. Yet, these measures have been criticised, largely based on concerns that they risk exacerbating poverty, undermining human rights, damaging conservation incentives, and otherwise harming sustainable development and conservation efforts. Instead, many critics propose improved regulation of the status quo, with the intention of nurturing a legal, sustainable, safe, humane, and equitable wildlife trade. Herein, we provide a countering view that outlines how the risks presented by the wildlife trade are becoming increasingly recognised as being both manifold and severe; and raise concerns that the goal of a well-regulated wildlife trade is becoming increasingly exposed as a mirage. We conclude that while pursuing the United Nation's Sustainable Development Goals (with their focus on poverty alleviation, food security, public health, and conservation) is enduringly vital, a flourishing wildlife trade is not. Given that the exploitation of wildlife, including for the pet trade, has been identified as one of the dominant drivers of biodiversity loss, emergence of zoonotic infectious disease, animal suffering, and financial instability, perpetuating the concept of utilising a regulated wildlife trade as the default approach to protect people and planet is in urgent need of re-evaluation.

International wildlife trade is recognised as a major transmission pathway for the movement of pathogenic organisms around the world. The UK is an active consumer of non-native live wild animals and is therefore subject to the risks posed by pathogen pollution from imported wildlife. Here, we characterise a key yet overlooked portion of the UK wildlife import market. We evaluate the trade in live non-CITES (Convention on International Trade in Endangered Species) wild terrestrial animals entering the UK over a 5-year period using data reported by the Animal and Plant Health Agency (APHA). Between 2014 and 2018, over 48 million individual animals, across five taxonomic classes and 24 taxonomic orders, were imported into the UK from 90 countries across nine global regions. The largest volumes of wild animals were imported from North America and Asia, and most of the import records were from Europe and Africa. Excluding Columbiformes (pigeons) and Galliformes ('game birds'), amphibians were the most imported taxonomic class (73%), followed by reptiles (17%), mammals (4%), birds (3%), and arachnids (<1%). The records described herein provide insight into the scope and scale of non-CITES listed wildlife imported in to the UK. We describe the potential for pathogen pollution from these vast and varied wildlife imports and highlight the potential threats they pose to public health. We also draw attention to the lack of detail in the UK wildlife import records, which limits its ability to help prevent and manage introduced infectious diseases. We recommend that improved record keeping and reporting could prove beneficial in this regard.

ABSTRACT

African lions (Panthera leo) are bred in captivity on commercial farms across South Africa and often have close contact with farm staff, tourists, and other industry workers. As transmission of zoonotic diseases occurs through close proximity between wildlife and humans, these commercial captive breeding operations pose a potential risk to thousands of captive lions and to public health. An understanding of pathogens known to affect lions is needed to effectively assess the risk of disease emergence and transmission within the industry. Here, we conduct a systematic search of the academic literature, identifying 148 peer-reviewed studies, to summarize the range of pathogens and parasites known to affect African lions. A total of 63 pathogenic organisms were recorded, belonging to 35 genera across 30 taxonomic families. Over half were parasites (35, 56%), followed by viruses (17, 27%) and bacteria (11, 17%). A number of novel pathogens representing unidentified and undescribed species were also reported. Among the pathogenic inventory are species that can be transmitted from lions to other species, including humans. In addition, 83 clinical symptoms and diseases associated with these pathogens were identified. Given the risks posed by infectious diseases, this research highlights the potential public health risks associated with the captive breeding industry. We recommend that relevant authorities take imminent action to help prevent and manage the risks posed by zoonotic pathogens on lion farms.

Ball pythons (family Pythonidae) remain a commonly exploited species, readily available for purchase in North America and Europe. We assessed the housing conditions of more than 5000 Ball pythons across six exotic pet expositions and 113 YouTube videos. We scored provisions for hygiene, mobility, shelter, substrate and water provision, based on the Royal Society for the Protection of Animals (RSPCA) minimum guidelines. We found most entities involved in this commercial enterprise are not providing housing conditions that meet the minimum welfare recommendations for Ball pythons, either publicly or privately. We found that breeders and vendors typically utilised small and highly restrictive enclosures, with dimensions that prevented occupants from extending their bodies to full and unrestricted natural length. Our study also highlights that most vendors are not providing adequate written husbandry guidance to potential consumers, either at exotic pet expositions, on their commercial website, or on associated social media pages. Furthermore, our study also indicates that most potential consumers may themselves be unable to recognise unsuitable housing conditions that do not meet minimum animal welfare standards for Ball pythons. We suggest that more consistent guidance, adherence to agree principles and more potent operating models that are formally incorporated into relevant legislation would greatly aid existing and future efforts to safeguard animal welfare in this regard.

Extensive numbers of Ball pythons are caught, bred, traded and subsequently kept in captivity across the world as part of the exotic pet industry. Despite their widespread availability as pets, relatively little is known about the potential welfare challenges affecting them. We reviewed the literature for research focused on the health and welfare of Ball pythons in the international pet trade. From a total of 88 articles returned from the search criteria, our analysis showed that very few actually focused on trade (10%) or animal welfare (17%). Instead, the majority (64%) of articles focused on veterinary science. There was a considerable bias towards physical health, with most studies neglecting the four other domains of animal welfare (behaviour, nutrition, environment and mental health). Furthermore, very few studies considered Ball pythons prior to resulting pet ownership, during wild capture and transportation or captive breeding operations. Our review demonstrates that our current understanding of welfare for Ball pythons traded as exotic pets is limited. We recommend that future research should focus on aspects of the industry that are currently overlooked, including the potential consequences of genetic selection during captive-breeding and the conditions provided for snakes prior to and during international transportation.

ABSTRACT

We searched a selection of the scientific literature to document evidence for, and explorations into reptile sentience. The intention of this review was to highlight; (1) to what extent reptile capability for emotions have been documented in the scientific literature; (2) to discuss the implications this evidence has for the trade in reptiles; and (3) to outline what future research is needed to maximise their captive welfare needs. We used 168 keywords associated with sentience, to search through four journal databases and one open-access journal. We recorded studies that explored sentience in reptiles and those that recognised reptile sentience in their experiments. We found that reptiles were assumed to be capable of the following emotions and states; anxiety, distress, excitement, fear, frustration, pain, stress, and suffering, in 37 articles. We also found four articles that explored and found evidence for the capacity of reptiles to feel pleasure, emotion, and anxiety. These findings show that reptiles are considered to be capable of experiencing a range of emotions and states. This has implications for how reptiles are treated in captivity, as a better understanding could help to inform a range of different operational initiatives aimed at reducing negative animal welfare impacts, including improved husbandry and consumer behaviour change programmes.

ABSTRACT

Zoonotic diseases cause millions of deaths every year. Diseases such as Ebola, severe acute respiratory syndrome (SARS), and avian influenza cause economic losses at the global level and jeopardize diplomatic relations between countries. As wildlife are the source of at least 70% of all emerging diseases and given the on-going concerns associated with wildlife trade as a disease transmission mechanism, we provide a 'global snapshot' of the legal trade in live wild animals and take stock of the potential health risks that it poses to global human health. Our analysis showed that 11,569,796 individual live wild animals, representing 1316 different species were exported from 189 different countries between 2012 and 2016. China was the largest exporter of live mammals (with 98,979 animals representing 58.7% of global trade). Nicaragua was the largest exporter of live amphibians (with 122,592 animals representing 53.8% of global trade). South Africa was the largest exporter of live birds (with 889,607 animals representing 39.2% of global trade). Peru was the largest exporter of live reptiles (with 1,675,490 animals representing 18.8% of global trade). Our analysis showed that mostly the USA and other high-income countries, the largest importers, drive the live animal trade. High-income countries and not the countries where wildlife diseases and pathogens are more likely to occur reported almost all of the disease reports to the World Organisation for Animal Health. Based on our findings, we discuss how maximising trade bans; working on human behaviour change and improving regulatory efforts to improve surveillance will decrease the risk of future pandemics, epidemics and outbreaks.

We provide an initial insight into the occurrence and characteristics of animal-visitor interactions (AVIs) involving captive wild animals within zoos and aquaria. Using information provided online via official public websites of modern zoos and aquaria, we found that AVIs were provided by the majority of facilities. Our study revealed that a variety of AVI types were being offered. Globally, petting captive wild animals was the most prevalent AVI type advertised (n = 1241 observations, 43% (534) of facilities) and Mammalia was the most advertised taxonomic class (n = 5142; 53% (2739)). We found certain AVI types that were more commonly offered than predicted. These were opportunities to: (1) Hand feed captive wild animals in Asia, North America and Oceania; (2) ride wild animals in Europe and North America; (3) walk with or swim through wild animal enclosures in Asia; and (4) walk with wild animals in Asia and Europe. Given the global prevalence of AVIs in modern zoos and aquaria, and an apparent lack of animal welfare focused research, we provide recommendations to help effectively balance and manage captive wild animal welfare with other primary interconnected goals.

The use of wild animals as photo props is prevalent across the globe and is widely recognised to represent a potential animal welfare concern. However, detailed information regarding the specific impacts of such activity on wild animal behaviour is currently lacking. Herein, we investigated how brown-throated three-toed sloths (Bradypus variegatus) were handled by tourists, and how sloths behaved during wildlife 'selfies' taken in Manaus, Brazil and Puerto Alegria and Iquitos in Peru. In total, we observed 17 sloths (during 70 focal observations) that were provided for use in wildlife selfies on 34 different tours. We found that an average number of 5 people held each sloth during each focal observation. For 48.6% of the time the sloths were handled in a way which involved physical manipulation of the sloths' head and/or limbs and/or being held by the claws. From the eight different types of sloth behaviour observed, we found that the two types performed for the longest average duration of time were surveillance (55.3%) and limb stretching (12.6%). Our findings show that when being handled sloths were frequently held in ways that may compromise their welfare. Although to date the behaviour of sloths while being handled has not been reported in any published literature, in this study we document certain behaviours which may act as indicators of compromised welfare. We suggest that our data provides a potential baseline for future study into the behaviour and welfare of sloths.

ABSTRACT

Tourism accounts for 9% of global GDP and comprises 1.1 billion tourist arrivals per annum. Visits to wildlife tourist attractions (WTAs) may account for 20-40% of global tourism, but no studies have audited the diversity of WTAs and their impacts on the conservation status and welfare of subject animals. We scored these impacts for 24 types of WTA, visited by 3.6-6 million tourists per year, and compared our scores to tourists' feedback on TripAdvisor. Six WTA types (impacting 1,500-13,000 individual animals) had net positive conservation/welfare impacts, but 14 (120,000-340,000 individuals) had negative conservation impacts and 18 (230,000-550,000 individuals) had negative welfare impacts. Despite these figures only 7.8% of all tourist feedback on these WTAs was negative due to conservation/welfare concerns. We demonstrate that WTAs have substantial negative effects that are unrecognised by the majority of tourists, suggesting an urgent need for tourist education and regulation of WTAs worldwide.

ABSTRACT

Habitat fragmentation studies have produced complex results that are challenging to synthesize. Inconsistencies among studies may result from variation in the choice of landscape metrics and response variables, which is often compounded by a lack of key statistical or methodological information. Collating primary datasets on biodiversity responses to fragmentation in a consistent and flexible database permits simple data retrieval for subsequent analyses. We present a relational database that links such field data to taxonomic nomenclature, spatial and temporal plot attributes, and environmental characteristics. Field assessments include measurements of the response(s) (e.g., presence, abundance, ground cover) of one or more species linked to plots in fragments within a partially forested landscape. The database currently holds 9830 unique species recorded in plots of 58 unique landscapes in six of eight realms: mammals 315, birds 1286, herptiles 460, insects 4521, spiders 204, other arthropods 85, gastropods 70, annelids 8, platyhelminthes 4, Onychophora 2, vascular plants 2112, nonvascular plants and lichens 320, and fungi 449. Three landscapes were sampled as long-term time series (>10 years). Seven hundred and eleven species are found in two or more landscapes. Consolidating the substantial amount of primary data available on biodiversity responses to fragmentation in the context of land-use change and natural disturbances is an essential part of understanding the effects of increasing anthropogenic pressures on land. The consistent format of this database facilitates testing of generalizations concerning biologic responses to fragmentation across diverse systems and taxa. It also allows the re-examination of existing datasets with alternative landscape metrics and robust statistical methods, for example, helping to address pseudo-replication problems. The database can thus help researchers in producing broad syntheses of the effects of land use.
