RESUMEN

Responding effectively to climate crisis requires strong science-policy links to be put in place. Past research on the research-policy interface indicates longstanding challenges that have become more acute in the case of climate science, since this requires multi-disciplinary approaches and faces distinctive political challenges in linking knowledge with policy. What can be learned from the experiences of university-based researchers seeking to influence policy as they try to operate in the brokering space? With this in mind, an empirical study was designed to capture the detailed views and experiences of forty researchers in four universities across four countries-Bangladesh, Germany, Uganda and UK. It found a wide range of different researcher attitudes to policy engagement, diverse methods of engaging, a preference for working with government and civil society over private sector policy actors, and a perceived need for more university support. The findings suggest a need to rethink conditions for engagement to create spaces for knowledge exchange and cooperation that can contribute to policies for societal transformation. More attention also needs to be paid to interdisciplinary research approaches, improving research connections with private sector actors, and strengthening university research links with local communities. Finally, the position of university based researchers in the Global South will require strengthening to improve North-South knowledge exchange, capacity development, and incentives for policy engagement.


Afin de répondre efficacement à la crise climatique, il est nécessaire de mettre en place des liens solides entre la science et la politique. Les recherches antérieures sur l'interface recherche-politique indiquent des défis de longue date qui sont devenus plus aigus en ce qui concerne la science du climat, car cela nécessite d'adopter des approches pluridisciplinaires et de faire face à des défis politiques bien distincts pour faire le lien entre les connaissances et les politiques. Que peut-on apprendre des expériences des chercheurs et chercheuses universitaires qui cherchent à influencer les politiques tout en essayant d'entrer en négociation ? Dans cette optique, une étude empirique a été conçue pour recueillir les points de vue et les expériences détaillés de quarante chercheur·euse·s de quatre universités réparties dans quatre pays - le Bangladesh, l'Allemagne, l'Ouganda et le Royaume-Uni. L'étude a détecté un large éventail d'attitudes différentes des chercheur·euse·s à l'égard de l'engagement politique, diverses méthodes d'engagement, une préférence pour le travail avec le gouvernement et la société civile par rapport aux acteurs politiques du secteur privé, et un besoin perçu de plus de soutien universitaire. Les résultats suggèrent la nécessité de repenser les conditions d'engagement afin de créer des espaces d'échange de connaissances et de coopération qui peuvent contribuer aux politiques de transformation sociétale. Il faut également accorder une plus grande attention aux approches de recherche interdisciplinaires, à l'amélioration des liens entre la recherche et les acteurs du secteur privé et au renforcement des liens entre la recherche universitaire et les communautés locales. Enfin, la position des chercheur·euse·s universitaires dans les pays du Sud devra être renforcée pour améliorer l'échange de connaissances Nord-Sud, le développement des capacités et la motivation à l'engagement politique.

Because of ethnic and cultural violence in Myanmar, approximately a million Rohingya fled to neighboring Bangladesh starting from August 2017, in what the UN has called a "textbook example of ethnic cleansing". Those arriving in Bangladesh were able to escape decade-long ethnic violence in Myanmar, but the Rohingya's immediate destination, Cox's Bazar district is one of the most climate-vulnerable and disaster-prone areas in Bangladesh. Currently, they have been subjected to extreme rainfalls, landslides, and flashfloods. With the COVID-19 pandemic, they continue to face fear and further marginalization in resource-constrained Bangladesh, as well as increased vulnerability due to tropical cyclones, flashfloods, and landslides. The Rohingya in southeast Bangladesh are now at the epicenter of a humanitarian and sustainability crisis. However, their situation is not entirely unique. Millions of displaced, stateless or refugees around the world are facing multi-dimensional crises in various complex geopolitical, and climatic situations. Using the theoretical lens of political ecology and critical development studies, this paper analyzes the sustainability-peace nexus for millions of Rohingya in Myanmar and in Bangladesh. This paper is based on information from various sources, including three ethnographic field visits in recent years, which helped to get local insights into the current sustainability challenges in this humanitarian context. The core arguments of this paper suggest that sustainability-peace nexus will especially be compromised in climate-vulnerable resource-constrained conditions. To overcome this challenge, decolonizing Rohingya solutions would be critical, by engaging the Rohingya in the process of development and meaningful change, which can affect their lives, livelihoods, and wellbeing. Even though this paper has a specific geographical focus, the insights are relevant in parts of the world facing similar social, economic, political, and environmental challenges.

The COVID-19 pandemic and climate change are complex existential threats, unpredictable in many ways and unprecedented in modern times. There are parallels between the scale and scope of their impacts and responses. Understanding shared drivers, coupled vulnerabilities, and criteria for effective responses will help societies worldwide prepare for the simultaneous threats of climate change and future pandemics. We summarize some shared characteristics of COVID-19 and climate change impacts and interventions and discuss key policy implications and recommendations.

Novel coronavirus (SARS-CoV-2) causing COVID-19 disease has arisen to be a pandemic. Since there is a close association between other viral infection cases by epidemics and environmental factors, this study intends to unveil meteorological effects on the outbreak of COVID-19 across eight divisions of Bangladesh from March to April 2020. A compound Poisson generalized linear modeling (CPGLM), along with a Monte-Carlo method and random forest (RF) model, was employed to explore how meteorological factors affecting the COVID-19 transmission in Bangladesh. Results showed that subtropical climate (mean temperature about 26.6 °C, mean relative humidity (MRH) 64%, and rainfall approximately 3 mm) enhanced COVD-19 onset. The CPGLM model revealed that every 1 mm increase in rainfall elevated by 30.99% (95% CI 77.18%, - 15.20%) COVID-19 cases, while an increase of 1 °C of diurnal temperature (TDN) declined the confirmed cases by - 14.2% (95% CI 9.73%, - 38.13%) on the lag 1 and lag 2, respectively. In addition, NRH and MRH had the highest increase (17.98% (95% CI 22.5%, 13.42%) and 19.92% (95% CI: 25.71%, 14.13%)) of COVID-19 cased in lag 4. The results of the RF model indicated that TDN and AH (absolute humidity) influence the COVID-19 cases most. In the Dhaka division, MRH is the most vital meteorological factor that affects COVID-19 deaths. This study indicates the humidity and rainfall are crucial factors affecting the COVID-19 case, which is contrary to many previous studies in other countries. These outcomes can have policy formulation for the suppression of the COVID-19 outbreak in Bangladesh.

The forced displacement of over 700,000 Rohingyas from Myanmar to Bangladesh since the crackdown in August 2017 has resulted in a critical humanitarian and environmental crisis. Groundwater is the primary source of drinking water in the camps that were constructed to provide shelter for the refugee population. The current study explores occurrence of Mn in groundwater in the Rohingya camps and adjacent areas. A total of 52 groundwater samples were collected between August and October 2018 from different camps sites and the adjacent host area. It was found that 64% exceeded the Bangladesh standard (100 µg/L) suggesting the presence of elevated concentrations of Mn in some groundwater aquifers in the camp sites. Mn is a neurotoxicant and previous studies have reported intellectual impairment in children exposed to Mn levels similar to those detected in groundwater in the camp sites. Nearly 450,000 migrant and new-born children live in the camps in already stressed conditions. The occurrence of elevated Mn concentrations in groundwater in the camps and their adjacent areas is likely an additional stressor exposing these children to an increased risk of neurotoxicity. Based on the results of this small-scale study, we recommend undertaking an in-depth study on the occurrence of Mn in groundwater in the camps to come up with appropriate strategies to minimise exposure. In addition, we recommend conducting a systematic epidemiological study on potential impacts of manganese in drinking water on neurological development of the Rohingya children in the camps.

There are two principal strategies for managing climate change risks: mitigation and adaptation. Until recently, mitigation and adaptation have been considered separately in both climate change science and policy. Mitigation has been treated as an issue for developed countries, which hold the greatest responsibility for climate change, while adaptation is seen as a priority for the South, where mitigative capacity is low and vulnerability is high. This conceptual divide has hindered progress against the achievement of the fundamental sustainable development challenges of climate change. Recent attention to exploring the synergies between mitigation and adaptation suggests that an integrated approach could go some way to bridging the gap between the development and adaptation priorities of the South and the need to achieve global engagement in mitigation. These issues are explored through a case study analysis of climate change policy and practice in Bangladesh. Using the example of waste-to-compost projects, a mitigation-adaptation-development nexus is demonstrated, as projects contribute to mitigation through reducing methane emissions; adaptation through soil improvement in drought-prone areas; and sustainable development, because poverty is exacerbated when climate change reduces the flows of ecosystem services. Further, linking adaptation to mitigation makes mitigation action more relevant to policymakers in Bangladesh, increasing engagement in the international climate change agenda in preparation for a post-Kyoto global strategy. This case study strengthens the argument that while combining mitigation and adaptation is not a magic bullet for climate policy, synergies, particularly at the project level, can contribute to the sustainable development goals of climate change and are worth exploring.

The Ganges-Brahmaputra delta enables Bangladesh to sustain a dense population, but it also exposes people to natural hazards. This article presents findings from the Gibika project, which researches livelihood resilience in seven study sites across Bangladesh. This study aims to understand how people in the study sites build resilience against environmental stresses, such as cyclones, floods, riverbank erosion, and drought, and in what ways their strategies sometimes fail. The article applies a new methodology for studying people's decision making in risk-prone environments: the personal Livelihood History interviews (N = 28). The findings show how environmental stress, shocks, and disturbances affect people's livelihood resilience and why adaptation measures can be unsuccessful. Floods, riverbank erosion, and droughts cause damage to agricultural lands, crops, houses, and properties. People manage to adapt by modifying their agricultural practices, switching to alternative livelihoods, or using migration as an adaptive strategy. In the coastal study sites, cyclones are a severe hazard. The study reveals that when a cyclone approaches, people sometimes choose not to evacuate: they put their lives at risk to protect their livelihoods and properties. Future policy and adaptation planning must use lessons learned from people currently facing environmental stress and shocks.
