RESUMEN

Commons' problems and solutions have the elements of local, proximate, and large-scale distal processes. Solutions, therefore, require accessing, implementing, and coordinating information and actions at multiple scales. Restoring commons, such as fisheries, will require a better understanding of how stakeholders access and use information at various scales to resolve governance and restrictions problems. In 179 household interviews, perceptions of fisheries conflicts and their causes were identified, and 16 management committee key informants described their methods for mediating hypothetical small-scale fisheries problems in Kenya. The 6 studied sites varied in human development and demographic contexts but had notable similarities that reflected a respondent's focus on localized, direct, and proximate fishing conflicts. The most cited problems included limited space, disagreement about gears, poor resource conditions, and locally inadequate benefits. The most cited sources of information were local households and the community, and there was considerably less acknowledgment of distal problems and solutions. Key informants selected a limited number of local community-focused solutions. For example, informants chose to mediate conflicts between neighbors with local community meetings rather than through formal national institutions. Therefore, distal solutions were likely to be perceived as ineffectual, possibly due to the challenges of polycentric governance coordination. However, widespread overfishing arises from overarching distal processes not fully amenable to local solutions. Therefore, a focus on local action is expected to limit the ability to address distal problems. These include conflicting values, demographic changes, supportive governance frameworks, emerging technologies, resolving conflicting local rules, fair between-group enforcement, responding to temporary shortages of fish, and intercommunity border and rule disputes. Improved coordination and integration of information and institutions to simultaneously address both proximate and distal common's problems are recommended.

Adequate knowledge is essential for responsible inland fisheries. However, many inland fisheries lack monitoring, and therefore, decision-making for fisheries management is not reliable. In this paper, we used data from surveys and literature to estimate the life-history and growth parameters of 16 exploited fish stocks in the Ugandan part of Lake Edward and Lake George (East Africa). The estimated parameters are pivotal indicators of fish stock status, particularly in data-poor fisheries. The estimated parameters included maximum length (Lmax) and mean length (Lmean) as indicators of size structure in experimental and commercial catches, coefficients of length-weight relationships, length at 50% maturity (Lm50), fecundity, von Bertalanffy parameters, total mortality (Z), and natural mortality (M). These parameters were estimated using empirical formulae, statistical methods, and analyses of length frequencies. Only two stocks of semutundu Bagrus docmak exhibited significant and increasing trends in Lmax (Lake Edward) and Lmean (Lake George). The estimates for the remaining parameters were consistent with those in FishBase and other literature resources, either for the same species or related species. This consistency indicates their reliability for application in decision-making and further assessments. Some parameters showed evidence of unsustainable fishing. For example, estimates of Lm50 for four of the assessed stocks belonging to two species (Nile tilapia Oreochromis niloticus and marbled lungfish Protopterus aethiopicus) were lower than baseline estimates in the studied waterbodies. Furthermore, the Lmean in catches for all the stocks were less than the optimum lengths (Lopt), which maximize catches with a minimal impact on biomass and size structure. No significant changes in Lmean, length-frequency distributions, and size at maturity could be attributed to the management changes implemented in 2018, probably because it is too early to observe changes in these parameters. However, there are positive signs attributable to the changes in management as shown by a high proportion of mature individuals in commercial catches for most of the stocks for which the proportion was calculated, and an increase in Lmean and Lmax for some stocks, such as B. docmak, in commercial or experimental catches. New estimates from this study will enhance decision-making and further assessments of fisheries. Routine monitoring is recommended to update and improve the estimates.

Governments play crucial roles in addressing social-ecological traps - situations where feedbacks between social and ecological systems lead to reinforcement between resource degradation and livelihood impoverishment. While it is widely recognized that resolving these traps necesitates integrated measures, empirical studies often focus on the impact of individual measures. This paper investigates all measures employed by the local government to address traps in small-scale fisheries and aquaculture and examines how these measures contribute to solving the traps. Based on empirical data from the Tam Giang lagoon, Central Viet Nam, it finds that the goverment develops measures that align with "good practices" which focus on both ecological and social challenges. Yet, in practice, it prioritizes addressing ecological challenges over the social ones. The government primarily directs resources and efforts toward combating resource degradation. Measures that tackle the high dependency on fisheries resources and lack of alternative livelihoods are often sidelined. These practices fail to address the key drivers and reinforceing feedbacks that create the social-ecological trap. The paper highlights gaps between science, policy and practice in addressing social-ecological traps. Bridging these gaps and transforming government responses to the traps require effective communication of scientific knowledge to the government; facilitation of collaborations among researchers, policymakers, managers and practictioners; provision of financial support to the goverment and addressing the lack of political will of the government.

Marine litter is a growing environmental problem for which fisheries-sourced waste remains poorly understood. In Peru, there is an ongoing challenge of waste management from the small-scale fisheries fleet given the lack of facilities to receive the variety of debris produced by fishers, which includes hazardous wastes such as batteries. In this study, onboard solid waste production was monitored daily by land-based observers upon landing at the port of Salaverry, Peru, from March to September 2017. The analysed small-scale gillnet and longline fishing fleets produced annually an estimated 11,260 kg of solid waste. Of particular concern is the production of single use plastics (3427 kg) and batteries (861 kg) due to their potential long-lasting impacts on the environment and challenges related to their proper disposal. A management plan for solid waste has been developed for Salaverry; therefore, a subsequent assessment was conducted in 2021-2022 of the behaviours and perceptions of fishers regarding the implementation of this plan. Most fishers (96%) reported disposing of their waste on land, except organic waste which is disposed of at sea. While fishers in Salaverry have become more conscious of the issues surrounding at-sea waste disposal and have an interest in better segregating and managing their waste, there remains a need for improved waste management and recycling protocols and procedures at the port to make this possible.

Tropical inland capture fisheries are susceptible to a series of vulnerabilities such as habitat destruction, biodiversity loss, pollution, overfishing, invasive species and anthropogenic climate change. A comprehensive review of the impact of climatic uncertainties on Indian inland fisheries has not been adequately attempted yet. Recent approaches emphasizing ecosystem-based management in a regional context, specific to inland fisheries for combating climatic changes, have not been reported to date. The paper presents a critical bibliometric review of the climatic vulnerabilities faced by Indian inland fishery resources and various adaptive and mitigation strategies put forward by the country for the sustainability of the resources. In this communication, a systematic review of the impact of climate change and other stressors on various inland ecosystems of the subcontinent and the ecosystem-based management strategies adopted in India is presented and discussed.

Regulating the fuel consumption of small-scale fishing vessels could help to keep global warming well below 1.5 °C and lead to effective management in small-scale fisheries (SSF) of developing countries like India. In this regard, a bottom-up approach was carried out to collect the requisite data to explore the fuel consumption of small-scale fishing vessels along India's southeast coast. Consequently, twenty-four fishing vessels (type A to type X) were grouped into seven categories based on fishing methods. The estimated numerical value of fuel use intensity (FUI) ranging from 0.08 to 0.80 was used to examine the fuel-efficient fishing vessel and engine type. In addition, the estimated revenue on fuel ranging from ₹5625.06/l to ₹218.07/l and annual greenhouse gas (GHG) emissions using the Tier 1 method were used to understand the economic efficiency and GHG emission trend, respectively. The total annual GHG emissions from all the fishing vessels at the selected sites were about 1.25E + 08 t CO2-eq year-1. The result shows that longline-cum-gillnetters, seine-netters, longliners and drift-gillnetters largely contributed to 65% of the annual GHG emissions. By recognizing the factors influencing the fuel consumption of fishing vessels in SSF, this sector could be understood, effectively managed, and performed well. Therefore, the possible reasons were extensively discussed through a comparative approach, and potential recommendations for effective management were made.

The presence of microplastics has been reported in the marine environment and these pollutants have also been reported in food webs. Information about the presence of microplastics in the Haller's Round Ray (Urobatis halleri) and bottom sediments off the east coast of the Gulf of California is non-existent. The digestive tracts of individuals of this species and sediment samples were examined for plastic particles in this region. In total, 107 plastic particles were found in the sediment. All were fibers and 94.4% were microplastics, the rest were mesoplastics. The gastrointestinal tracts of 142 rays were analysed, and it was determined that this is a benthic feeder. A total of 386 plastic particles were recovered from 46 individuals (32.4%). On average 10.2 (±7.4) plastic particles were found per specimen, with plastic lengths ranging from 0.00821 mm to 0.953 mm. The FTIR-ATR analysis revealed the presence of six types of polymers: polyamide or nylon polyethylene, polypropylene, and polyacrylic were found in both sediments and gastrointestinal tracts of Haller's Round Ray. Polyethylene terephthalate and polyacrylamide were only found in the gastrointestinal tracts of the ray. These polymers are consistent with the human activities undertaken in this area, specifically intensive small-scale and industrial fisheries, as they are used for the elaboration of fishing nets, plastic bags, storage containers, clothing, and fishing boats maintenance. Our results show that benthic feeders are exposed to plastic debris, and its presence is another potential threat to batoids, which are already threatened by bycatch, overfishing, and other pollutants. However, studies on the ingestion of plastic debris in batoids and its presence in the sediment are still scarce or non-existent for this region. As such, these studies are necessary to help in the preservation of these species.

Climate change is increasing the severity of extreme weather events, particularly hurricanes, presenting a significant challenge to Caribbean coastal communities. In the aftermath of a major disaster, government interventions typically prioritise infrastructure, assets, and the economy through rebuilding roads, reviving economic sectors, and providing financial compensation. This is driven by a focus on macro-level quantitative indicators rather than by local, multidimensional subjective and relational factors, closer to lived experiences and livelihoods. Using frameworks outlining social well-being and agency, this paper explores strategies used by a fisheries-dependent community in Dominica to recover from Hurricane Maria in 2017 and pursue well-being. The findings highlight the importance of multidimensional well-being, particularly relational and subjective dimensions, including existing social networks, and personal relationships critical for recovery after Maria. Furthermore, the paper demonstrates how recovery initiatives that concentrate solely on material well-being, such as employment, can undermine agency in the capacity of a community to recover and build resilience.

During the last decade vessel-position-recording devices, such as the Vessel Monitoring System and the Automatic Identification System, have increasingly given accurate spatial and quantitative information of industrial fisheries. On the other hand, small-scale fisheries (vessels below 12 m) remain untracked and largely unregulated even though they play an important socio-economic and cultural role in European waters and coastal communities and account for most of the total EU fishing fleet. The typically low-technological capacity of these small-scale fishing boats-for which space and power onboard are often limited-as well their reduced operative range encourage the development of efficient, low-cost, and low-burden tracking solutions. In this context, we designed a cost-effective and scalable prototypic architecture to gather and process positional data from small-scale vessels, making use of a LoRaWAN/cellular network. Data collected by our first installation are presented, as well as its preliminary processing. The emergence of a such low-cost and open-source technology coupled to artificial intelligence could open new opportunities for equipping small-scale vessels, collecting their trajectory data, and estimating their fishing effort (information which has historically not been present). It enables a new monitoring strategy that could effectively include small-scale fleets and support the design of new policies oriented to inform coastal resource and fisheries management.

Illegal wildlife trade has been identified as a major source of global commerce of seahorses. The Convention on International Trade in Endangered Species of Wild Fauna and Flora listed the genus Hippocampus in Appendix II in 2004, when several countries that commercialized these species also banned transactions through domestic legislation, Peru being one of them. Nevertheless, since the 2004 ban was decreed in Peru, transactions have continued, including international commerce, as well confiscations of illegal seahorse Hippocampus ingens (Girard 1858) products. The authors reviewed three official government sources for information on seahorse trade in Peru, identifying differences in the reporting of the two agencies that monitor exports and imports of seahorses, likely due to non-standardized use of product categorization codes (Partidas Arancelarias). Confiscations reported by one of the agencies confirmed that illegal trade continued despite the ban and in similar amounts of what was exported by Peru before the ban (1053 kg confiscated in 2019 vs. 1460 kg exported in 2004, an estimated 437,888 and 607,067 seahorses, respectively). This review highlights gaps in seahorse conservation in Peru, which include research gaps (e.g., taxonomy, biology and use of habitats) as well as the identification of fisheries impact and improvements in by-catch reporting. This review also highlights areas for possible improvement in international trade (e.g., standardized descriptions of Partidas) that ultimately would allow the country to follow the Convention for Illegal Trade of Endangered Species regulations for seahorses.

Addressing the multiple anthropogenic and non-anthropogenic factors affecting small-scale fisheries requires collaboration from diverse regions, geographical scales, and administrative levels in order to prevent a potential misfit between governance systems and the socio-ecological problems they address. While connecting actors and stakeholders is challenging, as they often hold opposing perceptions and goals, unveiling the network configurations of governance systems remains one effective way to explore collaborative alliances in light of the diverse drivers of change present in small-scale fishery systems. This study employed descriptive statistics, exponential random graph models (ERGMs), and qualitative data analysis to explore preferential attachments of new nodes to well-positioned nodes within the Galapagos small-scale fishery governance system network and the propensity of cross-sectoral reciprocity and cross-sectoral open triads formation in the network. Our findings identified significant players and network configurations that might be essential in the collaboration diffusion and robustness of the Galapagos small-scale fishery sector governance system.

Globally, fisheries have been the site of multiple documented outbreaks of COVID-19. Existing studies point to the threat posed by the pandemic to livelihoods and health among migrant industrial fishery workers, small-scale fish harvesters, and fishing communities. They show the pandemic enhanced safety, economic, social and political layers of vulnerability in fisheries, while also showcasing examples of resilience. Case studies of COVID-19 response provide an opportunity to explore how existing organizational structures, leadership and networks in fisheries can enable the rapid co-development of customized strategies for fishing safely during large-scale global disruptions such as pandemics. This article contributes to our understanding of governance and fishing safety in small-scale fisheries during the early pandemic, examining the response of small-scale fisheries in the Canadian province of Newfoundland and Labrador. These seasonal fisheries successfully opened with regulator approval after a short delay and operated without documented COVID-19 outbreaks during 2020. Findings draw from key informant interviews with a safety sector association and union leader, complemented with insights from an anonymous online survey of small-scale harvesters. Interviews capture the organizational processes and resources mobilized to rapidly co-develop the COVID-19 Safe Work Practice Guideline. Online survey findings indicate that fifty-nine percent of respondents (crew and skippers) had no COVID-19-related concerns while fishing in 2020; older harvesters and owner-operators were significantly more likely to indicate concerns. When asked about the relative practicality of listed COVID-19 precautions, respondents commonly identified sanitization, reduced interactions with shore workers, social distancing, protection equipment, modifications to eating/rest areas, and reduced crew as impractical. These assessments are generally consistent with those of the interviewed leaders and the Guideline approach. This suggests the co-developed Guideline provided tailored and practical COVID-19 prevention strategies. Pre-existing governance structures and networks can help address small-scale fisheries vulnerabilities to pandemics by supporting co-development of organizational resources and evidence-informed prevention strategies.

Resilience of food systems is key to ensuring food security through crisis. The COVID-19 pandemic presents an unprecedented shock that reveals varying levels of resilience of increasingly interconnected food systems across the globe. We contribute to the ongoing debate about whether increased connectivity reduces or enhances resilience in the context of rural Pacific food systems, while examining how communities have adapted to the global shocks associated with the pandemic to ensure food security. We conducted 609 interviews across 199 coastal villages from May to October 2020 in Federated States of Micronesia, Fiji, Palau, Papua New Guinea, Solomon Islands, Tonga, and Tuvalu to understand community-level impacts and adaptations during the first 5-10 months of the COVID-19 crisis. We found that local food production practices and food sharing conferred resilience, and that imported foods could aid or inhibit resilience. Communities in countries more reliant on imports were almost twice as likely to report food insecurity compared to those least reliant. However, in places dealing with a concurrent cyclone, local food systems were impaired, and imported foods proved critical. Our findings suggest that policy in the Pacific should bolster sustainable local food production and practices. Pacific states should avoid becoming overly reliant on food imports, while having measures in place to support food security after disasters, supplementing locally produced and preserved foods with imported foods when necessary. Developing policies that promote resilient food systems can help prepare communities for future shocks, including those anticipated with climate change.

The responses of small-scale coastal fisheries to pauses in effort and trade are an important test of natural resource management theories with implications for the many challenges of managing common-pool resources. Three Covid-19 curfews provided a natural experiment to evaluate fisheries responses adjacent a marine reserve and in a management system that restricted small-mesh drag nets. Daily catch weights in ten fish landings were compared before and after the curfew period to test the catch-only hypothesis that the curfew would reduce effort and increase catch per unit effort, per area yields, and incomes. Interviews with key informants indicated that fisheries effort and trade were disrupted but less so in the gear-restricted rural district than the more urbanized reserve landing sites. The expected increase in catches and incomes was evident in some sites adjacent the reserve but not the rural gear restricted fisheries. Differences in compliance and effort initiated by the curfew, changes in gear, and various negative environmental conditions are among the explanations for the variable catch responses. Rates of change over longer periods in CPUE were stable among marine reserve adjacent landing sites but declined faster after the curfew in the gear-restricted fisheries. Two landing sites nearest the southern end of the reserve displayed a daily 45 % increase in CPUE, 25-30 % increase in CPUA, and a 45-56 % increase in incomes. Results suggest that recovering stocks will succeed where authorities can achieve compliance, near marine reserves, and fisheries lacking additional environmental stresses.

COVID-19 pandemic is a serious threat for mankind having an extensive socio-economic impact. However, it is considered as an unfortunate event with some positive environmental effects where nature is retrieving itself. The water quality index in different places of the world was reported to be improved during the lockdown, which in turn whipped up the regenerative process of fishes, sea turtles, marine mammals, and aquatic birds. Additionally, ecologically sensitive areas such as mangroves and coral reefs were also seen rejuvenating during COVID-19 seal off. But these favourable implications are temporary as there is an unexpected surge in plastic waste generation in the form of PPE kits, face masks, gloves, and other healthcare equipment. Moreover, the outbreak of the pandemic resulted in the complete closure of fishing activities, decline in fish catch, market disruption, and change in consumer preference. To address these multidimensional effects of the COVID-19 pandemic, government organizations, NGOs, and other concerned authorities should extend their support to amplify the positive impacts of the lockdown and reduce the subsequent pollution level while encouraging the fisheries sector.

Governance regimes that assign exclusive access to support collective action are increasingly promoted to manage common-pool resources under the premise that they foster environmental stewardship. However, experimental evidence linked to existing policies that support this premise is lacking. Overlapping access policies in small-scale fisheries provide a unique opportunity to test the effects of access regimes on users' stewardship behaviors. We performed a lab-in-the-field experiment to assess how fishers' previous experience with access regimes relates to compliance and peer enforcement (n = 120). Fishers' compliance and peer-enforcement decisions were compared in a common-pool-resource game. Treatments differed in framing to represent exclusive access and pseudo-open access regimes, both of which fishers face in real life. To contrast behavior in the game with real-life observations, we compared fishers' associations that have shown relatively high and low management performance under exclusive access policies. Compliance and peer enforcement were higher under the exclusive access treatment than under the pseudo-open access treatment only for fishers' associations with high management performance in real life. Behaviors in the game reflected differences between associations in real life. Our results support previous research on ocean governance by experimentally assessing the role of access regimes in determining users' stewardship and suggest potential mechanisms for stewardship internalization.


Efectos de la experiencia con regímenes de acceso sobre comportamientos de gestión responsable de pescadores a pequeña escala Resumen Las políticas que asignan acceso exclusivo a grupos de usuarios para apoyar la acción colectiva son cada vez más promovidas para el manejo de recursos de uso comunitario bajo la premisa de que fomentan la gestión ambiental responsable. Sin embargo, la evidencia experimental vinculada a políticas existentes que respalde esta premisa es insuficiente. La superposición de diversas políticas de acceso en las pesquerías a pequeña escala proporciona una oportunidad única para analizar los efectos de los regímenes de acceso sobre el comportamiento de gestión de los usuarios. Realizamos un experimento, llevando el laboratorio al campo, para evaluar cómo la experiencia previa de los pescadores con regímenes de acceso se relaciona con sus comporatamientos de cumplimiento y de sanción de pares (n = 120). Comparamos el cumplimiento con cutoas de extracción de los pescadores y sus decisiones de sancionar a pares que incumplian las cuotas en un juego de recursos de uso comunitario entre dos tratamientos. Los tratamientos variaban en la contextualización del juego para representar una pesquería de acceso exclusivo y una de pseudo libre acceso, a las que se enfrentan los pescadores en la vida real. Para contrastar el comportamiento en el juego con las observaciones de la vida real, comparamos los resultados de asociaciones de pescadores que han mostrado un desempeño de manejo relativamente alto y bajo con las políticas de acceso exclusivo. El cumplimiento y la sanción de pares fueron mayores bajo el tratamiento de acceso exclusivo que bajo el de pseudo libre acceso sólo para aquellas asociaciones de pescadores con un alto desempeño de manejo en la vida real. Los comportamientos en el juego reflejaron las diferencias entre las asociaciones en la vida real. Nuestros resultados respaldan investigaciones previas sobre la governanza de recursos marinos mediante la evaluación experimental del papel que tienen las políticas de acceso en la determinación de la gestión del usuario y sugieren mecanismos potenciales para la internalización de dicha gestión.

The illegal harvest of marine species within exclusive economic zones can have a strong impact on the function of local ecosystems and livelihoods of coastal communities. The complexity of these problems is often overlooked in the development of solutions, leading to ineffective and sometimes harmful social and environmental outcomes. One-dimensional, oversimplified perspectives can lead to conservation prescriptions that exacerbate social stressors. This is particularly critical in the case of international illegal trade of endangered, high-value species, which generate a value chain in which artisanal fishers are the first operational and often the weakest link of an intricate web. We examined 2 illegal fisheries, totoaba (Totoaba macdonaldi) and sea cucumber (Isostichopus badionotus and Holothuria floridana), in Mexico. Although these are 2 separate and independent fisheries, important ecological (resource condition, fishery impacts at the ecosystem level) and social (governance, markets) similarities improve understanding of their complexity. Our findings are relevant globally and show the need for interdisciplinary decision-making groups, community engagement, and the development of demand reduction measures.


Pesquerías Ilegales, Crímenes Ambientales y la Conservación de los Recursos Marinos Resumen La cosecha ilegal de especies marinas dentro de las zonas económicas exclusivas puede tener un impacto serio sobre la función de los ecosistemas locales y el economia de las comunidades costeras. La complejidad de estos problemas generalmente se ignora durante el desarrollo de soluciones, lo que conlleva a resultados ambientales y sociales poco efectivos y algunas veces dañinos. Las perspectivas unidimensionales y sobresimplificadas pueden derivar en prescripciones de conservación que empeoran las condiciones sociales sociales. Lo anterior es particularmente crítico para el caso del mercado ilegal de especies en peligro y de alto valor, lo que genera una cadena de valores en la que los pescadores tradicionales son el primer eslabón operativo y con frecuencia el más débil de una red intrincada. Examinamos dos pesquerías ilegales, la de la totoaba (Totoaba macdonaldi) y la del pepino de mar (Isostichopus badionotus y Holothuria floridana), en México. Aunque estas dos pesquerías son diferentes e independientes, las importantes similitudes ecológicas (estado del recurso, impactos de la pesquería a nivel de ecosistema) y sociales (governancia, mercados) mejoran el conocimiento de su complejidad. Nuestros hallazgos son relevantes a escala global y muestran la necesidad de tener grupos interdisciplinarios para tomar decisiones, la participación de la comunidad y el desarrollo de medidas para reducir la demanda por el producto pesquero.

BACKGROUND: There is growing recognition of the need for fish to be better integrated into nutrition-sensitive strategies for addressing malnutrition. Fish are overwhelmingly produced by the small-scale sector, which supports food and nutrition security directly through the provision of fish and indirectly through the generation of income which can be used to purchase other desired foods. However, there has been relatively little research on the extent of food and nutrition security in specialised fishing communities. This study assessed food and nutrition security among households in specialised fishing communities in Komodo District, eastern Indonesia. METHODS: We assessed the seasonal nutrition quality of household diets using the Food Consumption Score for nutritional analysis and food insecurity using the Household Food Insecurity Access Scale in 66 households across three communities, using a modified cluster sampling strategy. We calculated and generated descriptive statistics for these indicators with Microsoft Excel and ran a logistic generalized linear mixed model to determine factors associated with severe food insecurity using SPSS. We used semi-structured interviews and focus group discussions to understand perceptions of, change over time, and strategies for dealing with food shortfalls. RESULTS: While most households have acceptable access to nutritious foods, especially protein and heme iron-rich foods, nearly one half of households consumed vitamin A rich foods on less than 3 days of the 7-day recall period in either season. More than half of households reported experiencing a moderate or severe level of food insecurity, with higher food insecurity in the wet season. Low maternal education (OR: 3.8, 95%CI 1.5-9.9) and lower household wealth (OR: 0.5, 95%CI 0.3-0.9) were found to be associated with a severe level of food insecurity. Household's consumptive and non-consumptive response strategies reflect adaptation to chronic food insecurity but are nutritionally and economically unsustainable. CONCLUSION: Households in specialised fishing communities in Komodo District consumed diets with low diversity and experienced high levels of food insecurity. There is a need for culturally-appropriate nutrition-sensitive strategies to enhance food and nutrition security in vulnerable fishing communities.

The ongoing COVID-19 pandemic and associated mitigation measures have disrupted global systems that support the health, food and nutrition security, and livelihoods of billions of people. These disruptions have likewise affected the small-scale fishery (SSF) sector, disrupting SSF supply chains and exposing weaknesses in the global seafood distribution system. To inform future development of adaptive capacity and resilience in the sector, it is important to understand how supply chain actors are responding in the face of a macroeconomic shock. Comparing across seven SSF case studies in four countries, we explore how actors are responding to COVID-19 disruptions, identify constraints to adaptive responses, and describe patterns of disruption and response across cases. In all cases examined, actors shifted focus to local and regional distribution channels and particularly drew on flexibility, organization, and learning to re-purpose pre-existing networks and use technology to their advantage. Key constraints to reaching domestic consumers included domestic restrictions on movement and labor, reduced spending power amongst domestic consumers, and lack of existing distribution channels. In addition, the lack of recognition of SSFs as essential food-producers and inequities in access to technology hampered efforts to continue local seafood supply. We suggest that the initial impacts from COVID-19 highlight the risks in of over-reliance on global trade networks. The SSFs that were able to change strategies most successfully had local organizations and connections in place that they leveraged in innovative ways. As such, supporting local and domestic networks and flexible organizations within the supply chain may help build resilience in the face of future macroeconomic shocks. Importantly, bolstering financial wellbeing and security within the domestic market both before and during such large-scale disruptions is crucial for supporting ongoing supply chain operations and continued food provision during macroeconomic crises.

The volume and value of fish catches by Indonesia's small-scale fisheries have declined significantly since national government restrictions on travel and social distancing were imposed in response to the COVID-19 pandemic. Using a digital data collection system (OurFish), that records purchases by fish traders from small-scale fishers, data was collected across 82 coastal communities in Southeast Sulawesi. We found that the number of active fishers and traders declined by more than 90% after the onset of the pandemic and the average weight of catch per fishing trip increased across fishers. Although the average price per kilogram of fish declined after the pandemic began, fishers that were able to maintain fishing had on average higher catches and therefore daily catch value was maintained. High value fisheries that usually enter export supply chains were more negatively impacted compared with lower value species that are commonly sold to local markets. We interviewed 185 small scale fishers and fish traders across 20 of the 82 communities in Southeast Sulawesi province, recording the perceived level of impact on local fisheries and the fish trade, causes of this impact and proposed coping strategies. Over 50% of both fishers and fish traders believed low demand for fish from traders and a decline in the price received for fish were disrupting their lives. Approximately 75% of both male and female fishers are coping by continuing to fish, highlighting that there were few alternative livelihoods available at the time of the interviews. Our results provide key insights into the vulnerability of small-scale fishing communities to impacts of the COVID-19 pandemic.
