RESUMO
This article analyzes the dynamic interaction between the Health in All Policies (HiAP) agenda and the ongoing implementation of the 2030 Agenda for Sustainable Development. At the World Conference on Social Determinants of Health, held in Rio de Janeiro in October 2011, the Rio Political Declaration pledged to use HiAP as a mechanism to address health inequities. In 2014, the Ministers of Health of the Region of the Americas approved a regional Plan of Action of the Pan American Health Organization (PAHO) that sought to call attention to the health consequences and benefits of policies and actions developed by other sectors. The HiAP approach seeks to integrate activities across the pillars of the sustainable development governance framework (economic, social, and environmental development). Advocates of the process are challenged to consider, using guiding questions outlined at the close of this article, how to pursue action at the country level and in what ways the HiAP approach can contribute to timely and effective implementation of the Sustainable Development Goals (SDGs). The authors propose that coordination between the 2030 Agenda and the regional Plan of Action on HiAP can make an important contribution to the implementation of both processes in the Region.

O presente trabalho analisa o intercâmbio internacional do Brasil no âmbito da saúde pública, com ênfase nas ações da Fundação Oswaldo Cruz, discute os fatores que contribuem para um maior interesse pelo desenvolvimento ocorrido no Brasil chamando a atenção para a atração do Sistema Único de Saúde, ao propor uma cobertura universal, integral e com equidade. Destaque especial é apresentado em relação à orientação utilizada na resposta brasileira, com ênfase na oferta de cooperação estruturante dos sistemas de saúde, combinando intervenções exógenas com o aproveitamento dos recursos locais e estimulando a formação de redes temáticas que propiciam uma mais ampla inter-relação entre os países participantes, com o aproveitamento mútuo das abordagens adotadas. Na revisão das atividades são apresentadas as agendas estabelecidas pelos dois grupos considerados prioritários na cooperação brasileira, incluindo a América do Sul e os países africanos de língua oficial portuguesa e descritos os principais projetos em curso.
This paper analyzes the Brazilian international exchange program in the public health domain, with special emphasis on actions conducted by the Oswaldo Cruz Foundation. It discusses the factors that have been contributing to increased interest of other countries in Brazilian development, calling attention to the attraction of the Brazilian Unified Health System, which proposes comprehensive and equitable care. Special attention is given to the Brazilian response oriented to the 'structuring cooperation' of health systems, combining exogenous intervention with the use of local resources and encouraging the establishment of thematic networks that provide a more extensive inter-relationship amongst the participating countries, with mutual benefits reaped from the approaches adopted. When reviewing the activities, the authors present the agendas established by the two priority groups for Brazilian cooperation, namely South America and the Portuguese-speaking African countries, and describe the major projects in progress.
