For a decade or so starting in the early 1990s, Canada's major income support programs underwent substantial reform. Meanwhile, the economy first lingered in a deep recession and then recovered with a period of strong growth. This paper focuses on how the distributional impact of Employment Insurance (EI) evolved during this period. We find that EI was strongly redistributive throughout the whole period with respect to the earnings of individuals, and somewhat less so for family income. But we also show that the distribution of benefits and contributions changed substantially over time, becoming less redistributive. Somewhat counter-intuitively, both the benefit and contribution sides of the program are shown to be redistributive, even though the contribution structure is regressive. These findings are relevant in the current context, as the economy struggles with a combination of high unemployment and fiscal pressures on government spending.

Objetivo: identificar as contribuições da mobilidade acadêmica internacional, realizada na Austrália, para a formação da enfermeira no Brasil. Método: estudo exploratório com abordagem qualitativa, realizado com oito ex-intercambistas do Programa Ciência sem Fronteiras. A análise foi feita pela proposta do Discurso do Sujeito Coletivo. Resultados: a experiência ofereceu às (ex)intercambistas uma gama de oportunidades e de trocas de experiências para a formação em enfermagem. Foi apontada a rica experiência em cursar disciplinas na Austrália, comparando a metodologia Problem Based Learning com a metodologia tradicional vivenciada no Brasil e destacando seus efeitos positivos. O intercâmbio proporcionou desenvolvimento de habilidades técnico-científicas e interpessoais, vivências de sistemas comparados de saúde, além de aperfeiçoamento das competências linguísticas e de construção de compromisso ético-político-social e perspectivas profissionais futuras. Considerações finais: a mobilidade acadêmica internacional contribuiu positivamente na formação das enfermeiras brasileiras, com evidência de desenvolvimento pessoal e profissional.
Objetivo: identificar las contribuciones de la movilidad académica internacional, realizada en Australia, a la formación de enfermeras en Brasil. Método: estudio exploratorio con enfoque cualitativo, realizado con ocho ex alumnos de intercambio del programa Ciencia sin Fronteras. El análisis se realizó mediante la propuesta del Discurso del Sujeto Colectivo. Resultados: la experiencia ofreció a los estudiantes (ex)de intercambio una gama de oportunidades e intercambio de experiencias para la educación de enfermería. Se señaló la rica experiencia en el estudio de asignaturas en Australia, comparando la metodología de Aprendizaje Basado en Problemas con la metodología tradicional experimentada en Brasil y destacando sus efectos positivos. El intercambio proporcionó el desarrollo de habilidades técnico-científicas e interpersonales, experiencias de comparación de sistemas de salud, además de mejorar las habilidades lingüísticas y construir un compromiso ético-político-social y perspectivas profesionales de futuro. Consideraciones finales: la movilidad académica internacional contribuyó positivamente a la formación de enfermeras brasileñas, con evidencia de desarrollo personal y profesional.
Objective: to identify the contributions of international academic mobility, carried out in Australia, to the training of nurses in Brazil. Method: exploratory study with qualitative approach, conducted with eight former exchange students of the Science Without Borders program. The analysis was made by the proposal of the Collective Subject Discourse. Results: the experience offered (ex)exchange students a range of opportunities and exchange of experiences for nursing education. The rich experience in studying subjects in Australia was pointed out, comparing the Problem Based Learning methodology with the traditional methodology experienced in Brazil and highlighting its positive effects. The exchange provided the development of technical-scientific and interpersonal skills, experiences of comparing health systems, in addition to improving language skills and building an ethical-political-social commitment and future professional perspectives. Final considerations: international academic mobility contributed positively to the training of Brazilian nurses, with evidence of personal and professional development.

The factors that contributed to Liebig's success in founding a research school at Giessen have been well known since the publication of Jack Morrell's seminal paper in 1972. Here the familiar Liebig-Giessen story is re-centred in a local geographical and historical context. Historical and political factors played a role in calling Liebig to Giessen and in ousting the existing chair holder, Zimmerman. Working in partnership with the government, Liebig's developed pharmacy teaching as part of the state's plan of modernization. Liebig's success necessarily led to the expansion of the laboratory after 1833. Comparisons with Buff's and Hundeshagen's attempts to do for physics and forestry what Liebig achieved in chemistry show that the encouragement of private enterprise was a key feature of the Hessen-Darmstadt government's strategy for the modernisation of the university.

This study had the aim to verify the necessities of training and improvement of the 4th Regional Coordination in Health of Rio Grande do Sul State family health teams. The data collection was carried out through the application of questionnaires with objective questions, composed by two parts: field and competence nucleus. For data analyses, Normality, Chi-Square and G tests were used as statistical procedures for Easy and Difficult attributions indicated by the professionals. Professionals have shown less difficulty with generic attributions, related with basic methods and techniques of each health area. However, they have revealed a lot of difficulties with attributions relating to the search of new partners in health inside communities, stimulation of the people participation in the discussion of health rights, and completion of the SIA/SIAB forms, and others. Even after 12 years of the foundation of the Family Health Program (PSF), several difficulties are still observed concerning the way to work with this new health strategy in Brazil. Proposals are made for the complete understanding and improvement of the PSF strategy.

Este estudo objetivou verificar as necessidades para a capacitação e aperfeiçoamento dos profissionais das equipes de saúde da família dos 31 municípios que compõe a 4ª Coordenadoria Regional de Saúde do Estado do Rio Grande do Sul. A coleta de dados foi realizada através da aplicação de um questionário com questões objetivas, composto de duas partes: campo e núcleo de competências. Para análise dos dados obtidos, foram utilizados testes de normalidade, qui-quadrado e teste G para as atribuições fáceis e difíceis indicadas pelos profissionais. Os profissionais mostraram menores dificuldades com atribuições genéricas, relacionadas a métodos e técnicas básicas de cada área de formação. Porém, revelaram dificuldades tais como a busca de parcerias nas comunidades, estimulação da participação popular na discussão sobre direitos à saúde e o preenchimento dos formulários do SIA/SIAB. Mesmo após doze anos da criação do Programa de Saúde da Família (PSF), observam-se ainda várias dificuldades em atuar de forma adequada e necessária a este novo modelo de trabalho em saúde. São propostas medidas que visam auxiliar e consolidar o PSF em seus diversos níveis.
