As a low-and middle-income country, Cuba has successfully implementedUniversal Health Coverage ( UHC) in the true sense, of which the major health indicators and human development index are relatively high. Moreover, many aspects of Cuba's healthcare system are worth learning from, especially constructing family doctor system, integrating medicine policy into national economic and social development strategies, focusing on drug re-search and development, standardizing high-quality medical education, etc.

RESUMEN

This article reviewed the milestones of China's taxation system reform since late 1970's,and analyzed the impact of such a reform on government healthcare financing. The author recommended to systemize and develop a scientific growth mechanism for government investment, enhance the transfer payment to central China and rural areas, and further clarify the responsibilities of governments of all levels for deepening such a reform.

RESUMEN

By means of field survey and expert consultation, the paper made a summary of the experiences learnt from medical aid in Wenchuan Earthquake, along with problems found. The summary and assessment covered the disaster-caused casualty and health among local residents, cost estimates for post-disaster medical aid, and targeted measures to improve medical aid plans. In addition, the authors proposed to emphasize the uniqueness of earthquake disasters and develop pre-plans in this regard, as well as such mid-and long-term plans for the promotion of disaster medicine, development of disaster medicine talents, upgrading of emergency medical rescue skills of medical staff, and volunteers management systems.

RESUMEN

Objective To evaluate the efficiency of the township health centers with the appropriate use of data envelope analysis (DEA) so as to provide methodological basis for such evaluation. Methods The composite indexes of the township health centers medical and preventive service output were designed by means of service equivalent and expert consultation and the township health centers relative efficiency scores were calculated by means of DEA. Results There were 9 units where DEA was effective, accounting for 5 4% of all the units, and the township health centers DEA scores took a downward turn year by year. Conclusion ① By developing the composite indexes of the township health centers service output, the present study has put more preventive and medical service output information in the DEA output index system. ② The overall efficiency of the township health centers is pretty low and is moreover taking a downward turn year by year.
