RESUMEN

Capability Accreditation Program of Ethics Review for Chinese Medicine Research (CAP Accreditation) is the first medical ethics certification project in China. Institutions can further improve their ethics review work level after passing the CAP accreditation. However, the operational efficiency of each department in the ethics review system needs to be further improved when performing relevant functions in accordance with the certification requirements. Based on the experience and summary in the work of the ethical review system, this paper analyzed the main factors that affect the efficiency of the ethical review system and put forward improvement strategies from six aspects: organizational leadership, incentive policies, quality supervision, system construction, talent training, and promotion through evaluation, with a view to providing reference for improving the efficiency of ethical review, and promoting multi-department coordination and system integration.

RESUMEN

Objective To examine the operation efficiency of hospital clinical departments and explore ways to improve inefficient units from an input-output perspective.Methods We used the data envelopment analysis(DEA) to analyze the panel data in 2013-2017 from 30 clinical departments of a hospital,applying the CCR model and the BCC model.Results The overall operation efficiency of the hospital was as high as 26.32% of its clinical departments showed the increasing returns to scale.The scale efficiency was found to be high when the bed size in clinical departments ranged from 1 to 20,from 41 to 80,or from 91 to 100.There was an irrationality in fixed assets and staff deployment.Conclusions Size and input of clinical departments should be carefully planned to increase resource utilization efficiency.

RESUMEN

Objective To analyze the static and dynamic efficiency of the county-level public hospitals in Jiangsu province, and the influencing factors of efficiency. Methods The static and dynamic efficiency of 43 such hospitals was analyzed using the super-efficiency DEA and the Malmquist index method, and the influencing factors were studied using the Tobit regression model. Results Overall efficiency of the 43 county-level public hospitals varies significantly, mostly found in their technical efficiency. From 2014 to 2015, the total factor productivity index of some hospitals declined, mostly due to declining technical efficiency changing index. The efficiency is positively correlated to the location of the hospital, medical personnel, and the ratio of beds available. On the other hand, the efficiency is a negatively correlated to hospital grading, drug proportion per 100 yuan medical income. Conclusions Differential strategies are recommended to improve their operational efficiency, by optimizing hospital resource allocation, rationalizing hospital scale, and improving internal management system.

Objective To estimate the operational efficiency of 37 county level public general hospitals in Hubei province using the world popular method of Bootstrap-data envelopment analysis.The aim is to make up for the theory and methodology gaps on DEA research for hospitals in China,and to provide policy and management recommendations for their further improvement.Methods The input and output indicators of hospital efficiency evaluation were selected based on our previous research.R Software was used to describe the current input and output indicators,while FEAR package used to measure Bootstrap-DEA efficiency value of the sample hospitals with bias corrected,along with such applied analysis as efficiency benchmarking for the technical efficiency outcomes.Results There are great differences among the healthcare input and output of these hospitals.In particular,the difference in the number of actual beds was 4.67 times between the highest hospital and the lowest one.All of the bias corrected efficiency scores were lower than those before correction,and the average bias corrected score of the sample hospitals is 0.717 9.Moreover,only 20 hospitals(54.05%)have their efficiency scores above the median level.Conclusions The healthcare resources allocation of these hospitals needs to be further optimized.Hospitals still have big potential to improve their efficiency.Besides providing policy support,the government is advised to guide hospitals to innovate their management mechanisms,such as introducing and applying benchmarking,ranking,inter-hospital learning among others,so as to continuously improve their operational efficiency.

Objective:To analyze the operational efficiency of public specialized hospitals and private specialized hospitals in Guangdong.Methods:Using the Malmquist index model of DEA to analyze operational efficiency of public specialized hospitals and private specialized hospitals in Guangdong from 2010 to 2015.Results:From 2010 to 2015,the overall operation efficiency of specialized hospitals were in low condition;the operational efficiency of public specialized hospitals was better than private specialized hospitals.Conclusion:Medical and health reform policy should attach great importance to the construction of specialized subject hospitals.Private specialized hospital was the cornucopia of hospital development which needed accurate and professional.

Objective To select indicators to evaluate operating efficiency of public hospital group .Meth-ods Application of Delphi to two rounds of expert consultation .Results The first round of expert consultation re-covery rate is 88%for six indicators have been deleted , modified the three indicators , an increase of four indicators;The second round of expert consultation recovery is 100%, preliminary screening 6 indexes of the first class , 20 inde-xes of the second class .Conclusion Because of the complexity of the structure of public hospital group , experts also has certain controversial for indicators , so further empirical research is needed .

Objective:In order to provide policy-makers with basis and reference for improving the operational efficiency of county general public hospitals, this paper studies the changes in overall efficiency, technical efficiency and scale efficiency of 40 county general public hospitals in Fujian province from 2009 to 2014 , as well as how the to-tal factor productivity changes over the time. Methods: After collecting the relevant data of hospital operations from 2009 to 2014, this paper uses CCR, BBC, Malmquist model and other data envelopment analysis (DEA) methods to analyze the data. Results:The vast majority of those 40 county general public hospitals are in decreasing state. The total factor productivity of 40 hospitals from 2009 to 2014 is 1. 019. There are 21 hospitals (52. 5%) that slightly im-proved their productivity, of which 3 hospitals increased their productivity mainly due to technological progress, 3 hospitals due to efficiency increase, and the rest 15 hospitals due to the effect of both technological progress and effi-ciency increase. Conclusions:The operational efficiency of county general public hospitals in Fujian province is gen-erally insufficient, and there are significant differences between operating efficiency of different regions. The efficien-cy of hospitals in mountainous areas had increased, but the efficiency of hospitals in coastal areas had decreased. Therefore, in order to increase investment in county general public hospitals, the government should take differential policy and pay attention to the reasonable control of hospital size, as well as to strengthen the connotation building and attach importance to improving medical service technologies.

Objective Analysis of the operational efficiency trends of and problems with the public tertiary hospitals. Methods A retrospective statistics analyzed the indicators of ten public tertiary general hospitals in Shanghai during 1997-2006. Results The outpatients number per capita for the hospital staff maintains an rising trend, averaging 12.2% per year prior to year 2000; The yearly-averaged total assets turnover of the hospitals decreases from 0.89 in 1997 to 0.69 in 2003, then maintaining unchanged; The yearly-averaged receivables turnover began to fall since 1999, falling from 21.4 in 1999 to 9.7 in 2006; hospital income growth fluctuated during the years, yet with a high level of total assets growth; given the fluctuations in asset-liability ratio, such ratio has been growing slowly, maintaining at 20 % since 2004. Conclusion Problems are found with the operational efficiency of these public tertiary general hospitals as follows: the rapid growth of productivity in such hospitals finds no concurrent improvements in assets related indicators. Against a low income ratio, high debt ratio will plague hospital development to some extent.
