The high-quality development requirements for public hospitals,national examination orientations,and DIP medical insurance payment reforms present significant challenges to the refined management of public hospitals.Therefore,it is essential to enhance the operational management of these institutions.This paper aims to develop an operation evaluation index system for clinical departments using the Delphi method for assessing the efficiency of resource input and output across various clinical departments.It provides a scientific basis for decision-making regarding resource allocation,transformation towards re-fined management,and the enhancement of operational guidance for departments.

Objective To reduce the amount of public hospital arrears,strengthen debt management,improve the over-all operational efficiency of the hospital,promote fine management of the hospital,and boost high-quality development of the hos-pital.Methods We analyzed relevant data collected from 3 000 inpatients,including 486 with outstanding debts,treated at a tertiary public hospital in Chongqing between 2019 and 2023.Single factor analysis and binary logistic regression analysis were performed to identify the causes of medical arrears,and subsequently propose effective debt management strategies.Results Uni-variate analysis revealed that factors such as medical insurance status,department,gender,age,and cause of arrears significantly influenced the occurrence of medical arrears(P<0.05).The analysis based on the binary logistic model exhibited a good fit with the observed values,with the value of each classification factor's significance less than 0.05.The incidence of arrears was higher among self-funded patients compared to those with medical insurance.The surgical department had the highest rate of arrears,ne-cessitating specialized training for better debt management.The patients aged between 41 and 60 had the highest arrear rate,indi-cating the need for professionally trained nurses to pay close attention to this age group.The primary reasons for arrears included deliberate evasion,disputes,questionable sources(green passage),unforeseen public events,and economic difficulties.Conclusion To effectively manage medical arrears,hospitals should enhance their debt management systems,delineate depart-mental responsibilities and management processes,and implement stringent controls at key points from admission to discharge.

The first working meeting of the 8th Editorial Committee of Chinese Journal of Nephrology was held in Guangzhou, China on November 30, 2023. At the meeting, the list of the 8th Editorial Committee was announced, the work of the journal in the past 5 years was summarized, and the future work of the Editorial Committee was planned and discussed. Jiang Yongmao, former deputy secretary-general of the Chinese Medical Association, Jin Dong, deputy general manager of the Chinese Medical Journals Publishing House Co., Ltd, Lu Quan, editor of the Journal Management Department of Chinese Medical Association, Yu Xueqing, editor-in-chief of the 8th Editorial Committee, Cai Guangyan, Chen Jianghua, Zhao Minghui and Mao Haiping, deputy editor-in-chief of the 8th Editorial Committee, and 69 members of the 8th Editorial Committee, attended the meeting. The meeting came to a successful conclusion, and provided guidance for how to break through the difficulties, publish high-quality content and achieve high-quality development under the new situation.

The five core indicators(the case mix index, the proportion of level-4 surgery, the proportion of technical service income in medical income, the proportion of personnel expenditure in business expenditure, and the proportion of fixed part in personnel salary) and target values determined by the pilot goal of high-quality development of high-level public hospitals jointly built by National Health Commission and Provincial Government had become the core indicators for evaluating the quality and efficiency of public hospital development. The authors proposed the optimization and improvement measures for the five core indicators one by one from the internal reform and innovation in hospitals, as well as the synergetic development and governance of " insurance-medical-medicine linkage", combined with the current situation of a pilot hospital. The authors also proposed the starting points and driving force for promoting the high-quality development of public hospitals through the synergetic development and governance of " insurance-medical-medicine linkage", including implementing government investment responsibilities, streamlining the price evaluation of medical services, deepening the reform of medical insurance payment, accelerating the expansion of drug and consumable procurement, and promoting the application of advanced technologies and products, in order to provide reference for the in-depth promotion of high-quality development of public hospitals.

Discipline construction is the main focus of the high-quality development of public hospitals. The authors elaborated on the practice of Zhongshan Hospital(Xiamen), Fudan University, based on the " double-center" homogenization management, implementing the 123456 strategy of " integrated management and homogeneous development" in discipline construction. The hospital has promoted discipline construction from six aspects: building discipline cluster, promoting talent cultivation, building science and technology innovation platform, precise personnel classification, medical and education collaborative education, and information sharing and support. It has achieved new development goals of filling weak discipline gaps, transforming talent transfusion into hematopoietic, and integrating medical, educational, research and management innovation. However, it also encountered difficulties such as homogenization barrier of discipline construction, shortage of excellent talents, and limited brand influence of superior disciplines. The authors put forward suggestions from three dimensions: deepening homogeneous management, building talent echelon, and increasing publicity, in order to provide experience for the high-quality development of other hospitals.

Due to factors such as an aging population, the Hospital Authority(HA) of Hong Kong is facing a contradiction between limited health resource supply and continuously increasing demand. In order to effectively address challenges, the HA prompted three measures to bridging the demand-supply gap. The HA relied on its management system advantages to continuously increase its capital construction to enhance the service capacity of public health institutions; transformed service delivery mode so as to improve the experience, quality, and efficiency of service delivery; established cooperation with private service providers and communities to shunt population health demand. The practices of HA can provide reference for public hospitals and their sponsors in other regions of China.

The rational use of medical insurance fund(MIF) plays an important role in promoting the high-quality development of public hospitals, and the supervision of MIF is in a trend of under the rule of law, normalization, professionalization and standardization, and unannounced inspection will become the norm. The authors systematically analyzed three main trends of MIF unannounced inspections, namely, gradually increasing intensity, constantly innovating methods, and increasingly serious consequences. The problems exposed in unannounced inspections were sorted out from five dimensions: form of results, severity, scope of attribution, subjective intention, and regulatory screening ideas. The enlightenment of MIF unannounced inspections to hospital management was explored from four aspects: compliance awareness, organizational system, fine management, and daily supervision. It was proposed that public hospitals should transform their roles and positions, improve the working mechanism of departmental collaboration, and achieve fine management in policy understanding, system formulation, process design, information support, data governance, regulatory implementation, personnel training, and performance matching. At the same time, internal simulated unannounced inspections in hospitals should be regarded as a routine work.

Objective:To reveal the research hotspots in hospital supply chain management in China and explore how supply chain management can facilitate the high-quality development of public hospitals.Methods:Bibliometric analysis method was employed, retrieving the Chinese literature on hospital supply chain management from 2000 to 2022 from CNKI, WeiPu, and WanFang databases. Descriptive analysis and cluster analysis of high-frequency keywords were conducted.Results:Through cluster analysis of 34 high-frequency keywords in the 1 113 Chinese literature, it was found that current research on hospital supply chain management mainly focused on 7 research hotspots: big data information systems, procurement management, risk management, refined management, inventory management, supplier management, and traceability management.Conclusions:Future research could focus on construction of hospital supply chain performance evaluation systems, digital technology-driven supply chain transformation and upgrading, enhancing hospital supply chain resilience under risks, and sustainable supply chain management.

It is the source of power to promote the high-quality development of public hospitals. Public hospitals should be guided by the red doctor’s culture, committed to “strengthening politics, optimizing technology, improving work style, and promoting services”, while consistently maintaining political introspection, self-improvement of abilities, self-discipline of morals, and proactive behavior. Public hospitals should play their core role in meeting the growing health needs of the people, as well as assisting in the construction of a “healthy China” and the realization of the great rejuvenation of the Chinese nation.

Objective:To analyze the connotation and realization path of high-quality development of primary health care under the new development pattern,and expects to give full play to the advantages of primary health in the construction of a high-quality,efficient and integrated medical and health service system.Methods:Based on the Donabedian structure-process-outcome three-dimensional quality theory,the core connotation and realization path of high-quality development of primary health care were analyzed.Results:The connotation of high-quality development of primary health care includes three aspects:integrated and collaborative resource structure,innovative connotative service process,and high-quality and efficient outcome output.Through system innovation and development,innovative supply-side structural reform,we will promote the implementation of the main responsibility of health on both the supply and demand sides,and establish an evaluation mechanism guided by health outcome assessment,so as to help grassroots health care achieve high-quality development.Conclusions:The high-quality development of primary health care requires the coordination and linkage between multiple elements,focusing on the coordination and balance between supply and demand,focusing on health goals,innovating service models,extending service provision,realizing the transformation of primary health care from treatment service to health management,and promoting the formation of a virtuous circle of survival and development of primary health care.

Objective To analyze the current status of high-quality development research in public hospitals,sum-marize the connotation and paths,and provide a reference for promoting the high-quality development of public hos-pitals.Methods Using"public hospitals"and"high-quality development"as the title,keywords or themes,1802 articles were retrieved from CNKI and Wanfang databases from January 1,2018,to December 31,2022,for bibliometric analysis.Results The number of articles has increased year by year,published in 235 domestic journals.The authors'institutions are mainly located in the eastern part of China.Among the specific contents,there are the most articles on the"operation management system".In 2021,with the introduction of relevant policies,re-search on the connotation and paths of high-quality development in public hospitals has increased.Conclusion The re-search on high-quality development in public hospitals is growing rapidly,with rich connotations and gradually clear paths,but still faces many difficulties.

Organ donation and transplantation in China are evolving from high-speed growth to high-quality development, which put forward new requirements for the safe, stable and healthy operation of Organ Procurement Organization (OPO). Safety is the foundation and prerequisite for achieving the goal of high-quality development. As an independent and comprehensive department, internal audit should create new achievements in the new era. The department should include OPO and organ donation into the scope of internal audit, shift the emphasis upon the overall development of organ donation. Besides, it should fully consider the actual situation in different places, conduct all-round, objective and fair evaluation, provide evaluation and consulting services for OPO to properly implement organ donation, and give full play to the supervision and prevention role of internal audit.

Objective:To analyze the practice of technology transfer and innovation in public hospitals base on intrapreneurship perspective, explain the foundation of intrapreneurship and put forward the frame for measuring the intrapreneurship practice.Methods:Induction method was introduced to summarize the bottleneck in technology transfer and innovation and the basis of intrapreneurship in public hospitals. Documentary study was introduced to summarize the definition of intrapreneurship in public hospitals context, the difference among related definitions were compared and a frame for measurement was preliminarily established.Results:The Constraints for public hospitals in technology transfer and innovation are the restriction from patents and papers to primary products and the restriction in hospital management. Thereupon, traditional innovation theory couldn not explain the future development of public hospitals. The evolution from innovation to intrapreneurship is deeply needed. Extended services, development of technology, upgrade of process and organized research could be employed to measure the intrapreneurship of public hospitals.Conclusions:As active innovators, not passive recipient, physicians can utilize resources of hospitals to minimize risk of innovation to enhance capability against inner and outer change. Intrapreneurship can be employed to explain this kind of practice. Innovation is based on creation of knowledge and technology, Intrapreneurship on the other hand is featured creating value for organization and personnel. Intrapreneurship is different from innovation theoretically. The research on intrapreneurship would enrich the understanding of high-quality development of public hospital. Intrapreneurship is the evolution of public hospitals in the chain of technology transfer.

The performance appraisal of tertiary public hospitals is key to their high-quality development. Since 2019, Children′s Hospital of Zhejiang University School of Medicine has taken the following measures to leverage performance appraisal. Namely promoting medical technology innovation to enhance the diagnosis and treatment capabilities of difficult and critical diseases; Reasonably setting a target system, improving the performance appraisal mechanism of the hospital; Improving operational efficiency, enhancing the sense of gain by children patients; Building a high-quality talent pool, promoting sustainable development, and effectively promoting high-quality development of hospitals. These measures can provide reference for promoting the high-quality development of hospitals.
