Impacto económico de las medidas restrictivas del uso de la pólvora y del consumo de bebidas alcohólicas en Santa Fe de Bogotá, 1992-1997 / Economic impact of measures restricting the use of gunpowder and the consumption of alcoholic beverages in Santa Fe de Bogota, 1992-1997

RESUMEN
El creciente incremento de delitos en el Distrito Capital, sumado a los aumentos sucesivos de casos por quemaduras en niños y adultos, y al excesivo consumo de alcohol, obligó al alcalde Antanas Mockus a expedir los decretos 755 y 791 de 1995, que prohíben la venta y uso de artículos pirotécnicos, fuegos artificiales y globos; además, para prohibir el expendio y venta de licor en establecimientos públicos de 100 a 600 a.m., exceptuando los días 24 y 31 de diciembre, se expidió el decreto 756/95. Este estudio tiene como objetivo general determinar el impacto económico, social e individual generado con la adopción de las medidas mencionadas. El enfoque fundamental de la propuesta se orienta a la necesidad de evaluar el impacto económico y social de las medidas adoptadas para prevenir el uso de la pólvora y el consumo de alcohol, a través de un análisis retrospectivo, actual y proyectivo.
ABSTRACT
The growing increase in crime in the Capital District, added to the successive increases in cases of burns in children and adults, and the excessive consumption of alcohol, forced Mayor Antanas Mockus to issue decrees 755 and 791 of 1995, which prohibit the sale and use of pyrotechnic articles, fireworks and balloons; in addition, to prohibit the sale and sale of liquor in public establishments from 100 to 600 a.m., except on December 24 and 31, Decree 756/95 was issued. The general objective of this study is to determine the economic, social and individual impact generated by the adoption of the aforementioned measures. The fundamental approach of the proposal is oriented to the need to evaluate the economic and social impact of the measures adopted to prevent the use of gunpowder and alcohol consumption, through a retrospective, current and projective analysis.
