Os espaços de lazer na cidade: a política urbana de Belo Horizonte / The leisure areas in the city: the urban policy of Belo Horizonte

RESUMO

Tendo em vista a diversidade de maneiras de pensar o lazer na cidade, este estudo se dedica a fazê-lo tendo como foco o planejamento urbano. Teve como objetivo analisar como a cidade de Belo Horizonte planejou seus espaços de lazer, através da legislação urbanística e outros documentos. Possui abordagem qualitativa, combinando Pesquisa Bibliográfica e Pesquisa Documental. Nesta última, verificamos o planejamento relativo aos espaços de lazer a partir de categorias acessibilidade, distribuição espacial, recuperação/manutenção e construção de novos espaços de lazer. A análise dos documentos indica, no Plano Diretor, como o lazer é tratado junto ao esporte, mas aparece também em outros trechos do documento. Questões acerca do lazer tiveram maior visibilidade quando o debate foi realizado por diferentes setores da sociedade, nas Conferências Municipais de Política Urbana.

ABSTRACT

Given the diversity of possibilities for thinking of leisure in the city, this study dedicates itself to doing it with a focus on urban planning. As a goal, the study tried to analyze, through urbanistic legislation and other documents, how the city of Belo Horizonte has planned its leisure areas. Has a qualitative approach, combining Bibliographic and documentary research. In the latter, we find planning on leisure spaces from categories accessibility, spatial distribution, repair/ maintenance and the construction of new leisure space. The analysis of the documents indicates, in the Master Plan, leisure is treated with the sport, but also appears elsewhere in the document. Questions about leisure had increased visibility when the debate was carried out by different sectors of society, the Conference of Municipal Urban Policy.
