RESUMO

In the modern conditions of human life and the functioning of economic entities, government agencies is rapidly expanding the use of electronic computing machines (computers), automated systems, computer networks or networks or telecommunications networks. Their role increased significantly during the COVID-19 pandemic, as the implementation and application of electronic services in a variety of areas intensified to minimize personal contact. Meanwhile, it generates risks of unauthorized interference in their work by criminals who pursue their own selfish goals. According to the results of the research, the elements of the criminal offense from unauthorized interference in the work of electronic computing machines (computers), automated systems, computer networks or telecommunication networks registered by the internal affairs bodies of Ukraine were singled out. The article highlights the results of the judicial practice analysis and makes a generalization in accordance with the court verdicts during the period under study, as well as identifies the characteristics of the offender. Quantitative and qualitative descriptors of criminal offenses registered by the internal affairs bodies of Ukraine are analyzed. In the course of the research a hypothesis was put forward about the influence of probable factors on the result indicator - the number of recorded offenses with unauthorized activities within the cyber space. Such factors are proposed to include the number of the existing population in the country;number of Internet subscribers;number of unemployed population;the volume of the country's GDP;the volume of GDP per 1 person of the current population;the level of the country's shadow economy. To prove the hypothesis, the expediency of using the mathematical apparatus of artificial neural networks with radial-basis functions. The experiment proved the relationship between hypothetical factors influencing the level of criminal offenses with unauthorized activities within the cyber space, as well as the feasibility of using mathematical apparatus of artificial neural networks with radial-based functions for forecasting the number of investigated criminal offenses and the development of state policy to combat computer crime. © 2021 IEEE.
