[Organization of medical supply for Russian troops during the Patriotic War of 1812].

Pharmacists and pharmacy assistants made a significant contribution to the successful solution of problems for protection of life and health of soldiers of the Russian Army during the War of 1812. During this period Russia's military pharmacy received a new boost. The first legislatively authorized procedure for medical supplies was established, improved the regulatory framework and the system of training of pharmaceutical personnel, organizational principles of accumulation and the maintenance of a medical emergency reserve property, etc.

[Improvement of the system of medical equipment rationing for military units in peacetime].

We present characteristics of a new regulatory act issued by the Ministry of Defense of the Russian Federation - Medical equipment supply rate for large units, military units and facilities of the Armed Forces of the Russian Federation in peacetime, prepared in the course of modernization of the system of medical equipment rationing. New system of medical equipment rationing answers modern requirements of the Armed Forces. Introduction of modern norms of medical supply into practical activities of military regulatory bodies, medical units, military units and organizations will increase the effectiveness and quality of medical service, will help to maintain servicemen's health and will facilitate the combat readiness of medical units.

[The use of the new loads of expendable medical supplies by the medical service of the Armed Forces].

The new loads of expendable medical supplies adopted by the Armed Forces of the Russian Federation and included into regulating documents are the most important elements of the authorized equipment system. Nine loads of expendable medical supplies, combined into two classification groups, are provided for the medical service. The use of these loads improves the effectiveness of medical supply for all stages of medical evacuation, medical continuity during medical and evacuation procedures and allows to deliver medical aid to patients on the basis of modern and innovative medical technologies.

[Modern ways of actualisation of military formulary system].

Authors presented a historical summary about formation and development of military formulary system and quantitative and qualitative characteristics of the fifth edition of the Drug formulary. The new Drug formulary is a list of drugs developed on the basis of multi-criteria choice of optimal alternatives according clinical and pharmacoeconomic effectiveness, costs with due regard to possible pharmacological support for troops. The fifth edition of the Drug Formulary fully covers medical and social demands of military servicemen, of military retirees and members of their families for the effective drugs during the treatment of socially important and common aliments within the framework of established government guarantee.

[The use of new sets and medical kits by the medical service of the Armed Forces].

Taken to supply in the Armed Forces of the Russian Federation and included in the modern regulating documents new sets and medical kits are a crucial element of the complete-standard-issue equipment. For the military unit of medical service provided 12 sets and medical kits united into 2 classification groups. They allow medical service to perform any surgical interventions and medical procedures in the military echelon in accordance with modern approaches to health care and treatment of the wounded in wartime, in armed conflict and the elimination of the health consequences of emergencies in peacetime.

[Role of researchers and employees of the Military Medical Academy in development of the system of military medical supply].

The Military Medical Academy has been solving theoretical and practical issues, concerning development of military medical supply, for 215 years. At different time periods and according to needs of military medicine and pharmacy researches and employees of the Academy aimed efforts to: development of the theory and practice of medical supply organization, regulatory basis of the system of medical supply, development of new samples of medical equipment, development of medicine manufacturing technologies and methods of quality control, researches in the area of medicine radiochemistry, forensic chemistry and toxicology, herbal and mineral water analysis and etc. At the present time there are the following education programs at the Academy: "Pharmacy", magister program "Management of medical supply", program for resident physicians "Management and economics of pharmacy".

[Use of functional packages of medical stuff by military level of medical service of the Armed Forces].

Authors submitted results of recent developments made by The Kirov Military-Medical Academy and OOO "Special medical equipment" in accordance with State defence order in the area of modernization of the system of organizational equipment of military level of medical service of the Armed Forces of the Russian Federation. Along with other samples of organizational equipment, new functional equipment of medical stuff was developed and approved as supply. New equipment of medical stuff meets modern requirements and is highly valuated by medical services of foreign countries. Authors came to conclusion that functional equipment which is approved as supply and included into the Supply rate provides operational flexibility of set-up/tear-down stages of medical evacuation under the conditions of battlefield, allows to deliver medical aid on the basis of innovative medical technologies.

[At the cutting edge of Russian pharmacy: from the department materia medica to the department of military-medical supply and pharmacy].

The authors presented a historical sketch abouth the department of military-medical supply and pharmacy of the military-medical academy since 1798. During the whole history of the department the academic staff has successfully combined educational and research work with solution of a practical questions of improvement of medical supply of the russian army and navy. During the different historical periods and on the basis of current requirements of military medicine and pharmacy it is necessary to develop theory and practice of medical supply and normative legal acts of the system of medical supply, to develop new examples of medical property, to develop manufacturing processes of medicinal products, quality management, to perform researches in the area of radiochemistry of medical products, forensic chemistry, toxicology, research of medical plants, medicinal water and etc.

[Improvement of the system of medical equipmet rationing for military units during the wartime].

The authors analyze new legal regulatory document--Medical equipment and reserves supply rate for military units and organisations of the Armed Forces of the Russian Federation, developed in the process of modernization of the system of medical equipment rationing for military units. New legal regulatory document was developed with the aim to replace the similar document d.d 1996-1997. The authors came to conclusion that costs of new medical equipment and reserves supply rates are similar to previous rates. At the same time costs new medical equipment supply rates for medical service increased more than 25%. It is related to change of the role of medical service in the system of medical supply of the Armed Forces of the Russian Federation. Modernization of the system of medical equipment supply rates for military unit of the Armed Forces of the Russian Federation, performed for the purpose of medical supplement for military unit in accordance with new state of the Armed Forces of the Russian Federation, allowed to actualize the regulatory framework of medical supply by means of development and adoption of new Supply and reserves rates be the Ministry of defence. Use if these rates will increase effectiveness and quality of medical supply during the wartime, provide a commonality of reserves of medical equipment and maintenance of established level of combat readiness of medical service of the Armed Forces of the Russian Federation.

[Analysis of foreign experience of usage of automation systems of medication distribution in prevention and treatment facilities].

One of the ways of increase of effectiveness and safety of patients medication supplement is the use of automated systems of distribution, through which substantially increases the efficiency and safety of patients' medication supplement, achieves significant economy of material and financial resources for medication assistance and possibility of systematical improvement of its accessibility and quality.

[Experience in organization of drug supply for military personnel and military retirees in the United States].

In the U.S. troops and military retirees realize the right to obtain drugs by participating in a nationwide managed care program TRICARE under the routines TRICARE Pharmacy. Militarily, the U.S. health care holding drug based on the Basic Core Formulary and Extended Core Formulary, which are developed by US Department of Defense Pharmacy and Therapeutics Committee. There are requirements producing to the planning in modem social and economic conditions: solidarity, participation, continuity, flexibility, accuracy. The authors made a conclusion that the main target of the planning of the medical material support is creating of conditions for highly effective function of the system of medical material support on the basis of long-time forecast of status and development of inner and outer factors.

[Use of modern first-aid kits in the Armed Forces of the Russian Federation].

Taken to supply of the Armed Forces of the Russian Federation, individual and group first aid kits include a range of innovative pharmaceuticals and medical devices, which ensures effective implementation of measures of first aid to servicemen injured and wounded in the performance of combat training missions, the conduct of hostilities with conventional weapons and weapons of mass destruction, as well as the occurrence of natural and man-made disasters (catastrophes).

[Improvement of pharmaceutical benefits for military retirees in outpatient care].

For the purpose of improvement of pharmaceutical benefits for military retirees was designed the drug usage standard. This standard consists of 216 drug titles and is utilized in outpatient care in case of consistency. Monthly outpatient care costs for one military retiree are more than 900 rubles. New procedural and institutional mechanisms, ways of interdepartmental interactions, rational forms of its organization are necessary for the improvement of the effectiveness. These measures correspond to main principals of reorganization of the system of health care.

Ilyin (1871-1937)--a major domestic scholar and social activist, organizer of military medical supplies, physician by training, pharmacist, dedicated chemist and educator. Research, first launched in Russia by L.F. Ilyin, served as the basis for the production of morsulus--one of the most widely used dosage forms. Many works of L.F. Ilyin, his fellow workers and students are devoted to studying the structure of the active principles, properties and pharmacological action of wild and cultivated medicinal plants in Russia: herbs of marsh gilled, leaves of lobelia and May lily, roots and rootstocks of serpent grass, all-heal, pieplant, licorice, etc.

[Organization of medical supply of troops of the Red Army during the Great Patriotic War].

The article presents historical aspects of organization of medical supply of the Red Army during pre-war period and during the Great Patriotic war. Studying of experience of military medicine shows that its results depended not only upon organization of functioning of system of supply the troops by medical property, but also upon the work of specialists of medical supply. Various conclusions, made on the base of generalizing of results of activity of different institutes of medical supply in condition of combat actions, are actual for now-day level of development of system of medical supply of the Armed Forces of RF
