RESUMEN

Sustaining the development of rural and pastoral communities' hinges on livelihood resilience. Pastoralist household resilience relies on resource availability and decision-making abilities. Despite extensive studies on pastoralist livelihoods, a significant knowledge gap remains in understanding the nuanced adaptive capacities of diverse households, particularly amid grassland degradation. Thus, this study investigates the household-based livelihood resilience of pastoralists in China's Three-River Headwater Region, offering policy recommendations for resilient livelihoods. Using stratified random sampling, 758 pastoralist household heads underwent semi-structured interviews to collect data. Five household characteristics, encompassing age, gender, energy use, well-being perception, and multi-household grazing participation, were evaluated. Looking ot the nature of data, descriptive statistics and non-parametric tests were performed in this study to draw the valid inferences. The results revealed a positive correlation (p < 0.05) between household head age and livelihood resilience, with divergent resilience across age groups. Varied energy usage yielded distinct impacts; households employing solar or mixed energy sources exhibited heightened resilience (p < 0.05). Household well-being emerged as an invariant variable concerning resilience. Furthermore, engagement in multi-household grazing (an informal institution) significantly (p < 0.05) influenced pastoralist livelihood resilience. These insights advocate targeted support for young household heads and the adoption of clean energy. Exploring the deeper strategies and mechanisms of multi-household grazing can enhance understanding and policy integration, guiding eco-friendly progress within rustic landscapes for pastoral communities.

China is one of the world's most highly-pollutant countries, and over the last few years has experienced severe and persistent haze pollution. Exploring the effects of air pollution on household energy expenditure will provide a more comprehensive and accurate understanding of the economic effects of environmental pollution. It is an important question but remains unanswered because of an estimation endogeneity. Household non-clean energy consumption would increase air pollution. A major challenge in estimates is how to accurately and cleanly identify the unwatched effect of air pollution given the endogeneity. Using the global satellite monitoring data and unique micro-household survey data, we try to construct an instrumental variable to identify the net effect of air pollution on Chinese household energy expenditure. We find that the increase in air pollution has a significantly positive effect on household energy expenditure. The results remain robust after a series of pivotal checks. Our findings highlight that stay-home-avoidance behaviors as a potential mechanism behind the energy-associated effects of air pollution on household energy expenditure. The well-educated, high-income, and urban households in southern China are more likely to engage in stay-home-avoidance behaviors. These findings can provide some useful policy enlightenments for the government in terms of environmental regulation and promotion of household clean energy.

Solid fuel use (SFU) is common in most developing countries and would release many hazardous air pollutants posing high risks on human health. The Global Burden of Disease (GBD) study highlighted risks associated with household SFU in Pakistan, however, high uncertainties prevail because of scanty data on SFU and unaccounted energy stacking. This study conducted a field campaign aiming at collecting first-hand data on household energy mix in Pakistan. The first survey was in Punjab and Azad Kashmir, and revealed that stacked energy use was pervasive, especially for cooking. The stacking was found to be much more obvious in SFU households (defined as those using SFU dominantly) compared to those non-SFU. There were significantly substantial differences between Azad Kashmir and Punjab because of distinct resources available and economic conditions. Woody materials comprised up to nearly 70% in Azad Kashmir, but in Punjab, gas was frequently used for cooking. Only investigating primary household energy would probably overestimate main energy types that being used for a longer time but underestimated other supplements, suggesting the preference of multiple-energy surveys in household energy studies.

The Chinese government implemented a national household energy transition program that replaced residential coal heating stoves with electricity-powered heat pumps for space heating in northern China. As part of a baseline assessment of the program, this study investigated variability in personal air pollution exposures within villages and between villages and evaluated exposure patterns by sociodemographic factors. We randomly recruited 446 participants in 50 villages in four districts in rural Beijing and measured 24 h personal exposures to fine particulate matter (PM2.5) and black carbon (BC). The geometric mean personal exposure to PM2.5 and BC was 72 and 2.5 µg/m3, respectively. The variability in PM2.5 and BC exposures was greater within villages than between villages. Study participants who used traditional stoves as their dominant source of space heating were exposed to the highest levels of PM2.5 and BC. Wealthier households tended to burn more coal for space heating, whereas less wealthy households used more biomass. PM2.5 and BC exposures were almost uniformly distributed by socioeconomic status. Future work that combines these results with PM2.5 chemical composition analysis will shed light on whether air pollution source contributors (e.g., industrial, traffic, and household solid fuel burning) follow similar distributions.

The coronavirus (COVID-19) lockdown in China is thought to have reduced air pollution emissions due to reduced human mobility and economic activities. Few studies have assessed the impacts of COVID-19 on community and indoor air quality in environments with diverse socioeconomic and household energy use patterns. The main goal of this study was to evaluate whether indoor and community air pollution differed before, during, and after the COVID-19 lockdown in homes with different energy use patterns. Using calibrated real-time PM2.5 sensors, we measured indoor and community air quality in 147 homes from 30 villages in Beijing over 4 months including periods before, during, and after the COVID-19 lockdown. Community pollution was higher during the lockdown (61 ± 47 µg/m3 ) compared with before (45 ± 35 µg/m3 , p < 0.001) and after (47 ± 37 µg/m3 , p < 0.001) the lockdown. However, we did not observe significantly increased indoor PM2.5 during the COVID-19 lockdown. Indoor-generated PM2.5 in homes using clean energy for heating without smokers was the lowest compared with those using solid fuel with/without smokers, implying air pollutant emissions are reduced in homes using clean energy. Indoor air quality may not have been impacted by the COVID-19 lockdown in rural settings in China and appeared to be more impacted by the household energy choice and indoor smoking than the COVID-19 lockdown. As clean energy transitions occurred in rural households in northern China, our work highlights the importance of understanding multiple possible indoor sources to interpret the impacts of interventions, intended or otherwise.

The implementation of the movement control order (MCO) to curb the spread of the 2019 novel corona virus disease (COVID-19) have influenced household energy consumption patterns around the world. This study aims to investigate household energy consumption of urban residential buildings in major cities of Indonesia during COVID-19 pandemic. Three representative major cities of Indonesia were selected to investigate detailed information about household appliances and gas consumption through face-to-face interviews in 2021 (n = 311). The factors affecting household energy consumption were investigated by multiple regression analysis. The results showed that, overall, the average annual energy consumption of all samples during pandemic was approximately 23.5 GJ, 3.0 GJ larger than before pandemic. The difference was primarily attributed to the use of air conditioning and cooking. The statistical analysis clearly indicated that the increase in household income (low-to high-cost houses), which would increase household size and number of appliances including air conditioning, thus increased total household energy consumption. We recommended the following potential energy-saving strategies for urban houses in Indonesia: (a) control the number of family members, (b) use more energy efficiency standards for electrical appliances and (c) encourage energy-saving lifestyles, particularly to younger adults by adopting passive cooling techniques (window opening) whereever possible.

China has been promoting one of the world's largest campaigns for clean heating renovation since 2017. Here, we present an integrated cost-benefit analysis in a major prefecture-level city by combining a large-scale household energy survey and PM2.5 exposure measurement, high-resolution chemical transport simulation, and health impact assessment. We find that the completed renovation decreases the share of solid fuels in the heating energy mix from 96 to 6% and achieves a concomitant reduction of cooking solid-fuel use by 70%. The completed renovation decreases the ambient PM2.5 concentration in Linfen by 0.5-5 µg m-3 (2.4 µg m-3 on average) and decreases the integrated PM2.5 exposure by 4.2 (3.5-5.0) µg m-3. The renovation is estimated to avoid 162 (125-225) and 328 (254-457) premature deaths annually based on two health impact assessment methods. The ratios of monetized health benefits to cost are 1.51 (0.73-2.59) and 3.06 (1.49-5.23) based on the above two methods. The benefit-to-cost ratio is projected to remain high if the renovation is further expanded. More polluted and less wealthy households enjoy larger health benefits but also experience a higher expense increase, suggesting that a more carefully designed subsidy policy is needed to protect low-income households.

In 2018, the International Organization for Standardization (ISO) 19867-1 "Harmonized laboratory test protocols" were released for establishing improved quality and comparability for data on cookstove air pollutant emissions, efficiency, safety, and durability. This is the first study that compares emissions [carbon dioxide, carbon monoxide, total hydrocarbons, methane, nitrogen oxides, fine particulate matter (PM2.5), organic carbon, elemental carbon, and ultrafine particles] and efficiency data between the ISO protocol and the Water Boiling Test (WBT). The study examines six stove/fuel combinations [liquefied petroleum gas (LPG), pellet, wood fan, wood rocket, three stone fire, and charcoal] tested in the same US EPA laboratory. Evaluation of the ISO protocol shows improvements over previous test protocols and that results are relatively consistent with former WBT data in terms of tier ratings for emissions and efficiency, as defined by the ISO 19867-3 "Voluntary Performance Targets." Most stove types remain similarly ranked using ISO and WBT protocols, except charcoal and LPG are in higher PM2.5 tiers with the ISO protocol. Additionally, emissions data including polycyclic aromatic hydrocarbons are utilized to compare between the ISO and Firepower Sweep Test (FST) protocols. Compared to the FST, the ISO protocol results in generally higher PM2.5 tier ratings.

Quantifying the energy impact of teleworking has been challenging because of the low prevalence of telework. The coronavirus disease 2019 pandemic and the associated widespread shift to telework provides a new opportunity to study the energy impact of teleworking. Within two months of the lockdowns, we surveyed 278 knowledge-based workers in Canada who started working primarily from home to investigate their energy-related behaviours and attitudes. The survey's major themes are energy-saving actions taken in the office, equipment used for telework, impacts on home energy usage, and both awareness of and response to electricity pricing. Given trends toward increased teleworking in the future, these results can inform public policy related to teleworking and energy.


Quantifier l'impact du télétravail sur la consommation d'énergie a longtemps été difficile en raison du faible recours au télétravail. La pandémie de la COVID-19 et le passage généralisé au télétravail fournit une nouvelle occasion pour étudier l'impact du télétravail sur la consommation d'énergie. Dans les deux mois qui ont suivi les confinements, nous avons interrogé 278 travailleurs ayant des emplois fondés sur le savoir qui ont commencé à travailler principalement de chez eux, afin d'étudier leurs comportements et attitudes quant à la consommation d'énergie. Les thèmes principaux de l'enquête sont les actions prises au travail visant la réduction de consommation d'énergie, l'équipement utilisé pour le télétravail, l'impact sur la consommation résidentielle, et la prise de conscience et la réaction quant au prix de l'électricité. Étant donné la tendance plus accrue au télétravail à l'avenir, ces résultats peuvent éclairer la politique publique en matière de télétravail et d'énergie.

Stove stacking (concurrent use of multiple stoves and/or fuels) is a poorly quantified practice in regions where efforts to transition household energy to cleaner stoves/or fuels are on-going. Using biomass-burning stoves alongside clean stoves undermines health and environmental goals. This review synthesizes stove stacking data gathered from eleven case studies of clean cooking programs in low/middle-income country settings. Analyzed data are from ministry and program records, research studies, and informant interviews. Thematic analysis identify key drivers of stove stacking behavior in each setting. Significant (28%-100%) stacking with traditional cooking methods was observed in all cases. Reason for traditional fuel use includes: costs of clean fuel; mismatches between cooking technologies and household needs; and unreliable fuel supply. National household surveys often focus on 'primary' cookstoves and miss stove stacking data. Thus more attention should be paid to discontinuation of traditional stove use, not solely adoption of cleaner stoves/fuels. Future energy policies and programs should acknowledge the realities of stacking and incorporate strategies at the design stage to transition away from polluting stoves/fuels. Seven principles for clean cooking system program design and policy are presented, focused on a shift toward "cleaner stacking" that could yield household air pollution reductions approaching WHO targets.

China's household energy demands' life-cycle water uses from 2002 to 2015 are quantified with an Input-Output analysis disaggregating rural and urban impacts. 9.73 and 1.60 km3 of water was withdrawn and consumed respectively in the life cycle of Chinese household energy demands in 2015, which was dominated by power and heat uses. An average urbanite's household energy uses, including coal, gas, petroleum products, power and heat, require about four times of life-cycle water uses than its rural counterpart. Among all upstream sectors, while agricultural sectors accounted for the largest shares for all energy uses, oil and gas extraction made significant contributions to petroleum products and gas consumption. A Structural Decomposition Analysis is conducted to disentangle the impacts of four driving factors, i.e. population, demand, economic structure and technology. Population change reduced energy consumption's life-cycle water use for rural households but increased that for urban households. Each economic sector's water intensity decreases, which represent technology advancement, played the dominant role curbing household energy consumption's life-cycle water uses. While power and heat dominates the household energy use profile, urbanization is accompanied by household consumption shifting from coal to gas and petroleum products. In order to reduce household energy consumption's impacts and reliance on water resources, it is imperative to reduce energy production's water use by adopting water-saving technologies, such as air cooling, as well as to reduce upstream sectors' water intensities, such as by promoting drip irrigation.

This study develops a model to study household energy use behavior that can impose common preferences for feasible demand estimation with multiple discrete technology choices and multiple continuous energy consumption uses. The model imposes fixed proportions production and additivity of uses for plausible estimation feasibility while adopting a second-order translog flexible functional form to focus on flexibility in identification of consumer preferences that determine interactions among energy uses and between short-run and long-run choices. Using a unique household-level dataset from California, the model is applied to estimate short-run household demand for electricity and natural gas and the long-run technology choices with respect to clothes washing, water heating, space heating, and clothes drying. The estimation results support commonality of underlying preferences except in one case that is explained by an unavailable variable.

Interim evaluations of government programs can sometimes reveal lower than expected outcomes, leading to the question of how adjustments can be made while the program is still underway. Although adaptive management frameworks can provide a practical roadmap to address this question, a lack of successful learnings and poor implementation have hampered the progress and wider application of adaptive management. Using a case study involving an energy efficiency government program targeting low-income households, this article provides supporting evidence on how adaptive management can be facilitated and applied. Factors such as proactive and responsive leadership, establishing a research-practice interface, and recognizing the skills, expertise, and contributions of multiple stakeholders guided adjustments to the program, and later paved the way for longer-term organizational learning that impacted how other programs are delivered. Implications for knowledge and practice, and a discussion of the challenges faced in the program, advance current thinking in adaptive management.

Studies on environmental behavior commonly assume single respondents to represent their entire household or employ proxy-reporting, where participants answer for other household members. It is contested whether these practices yield valid results. Therefore, we interviewed 84 couples, wherein both household members provided self- and proxy-reports for their partner. For use of electrical household appliances, consumption of hot water, space heating, everyday mobility, and environmental values, many variables fail to achieve criteria for validity. Consistency (agreement between self-reports of household members) is higher if behaviors are undertaken jointly or negotiated between partners. Accuracy (agreement of proxy-reports with corresponding self-reports) is higher for routine behaviors and for behaviors easily observable by the partner. Overall, indices perform better than items on single behaviors. We caution against employing individual responses in place of the entire household. Interventions for energy conservation should approach the specific person undertaking the target behavior.

In the production of solid recovered fuel (SRF), certain waste components have excessive influence on the quality of product. The proportion of rubber, plastic (hard) and certain textiles was found to be critical as to the elemental quality of SRF. The mass flow of rubber, plastic (hard) and textiles (to certain extent, especially synthetic textile) components from input waste stream into the output streams of SRF production was found to play the decisive role in defining the elemental quality of SRF. This paper presents the mass flow of polluting and potentially toxic elements (PTEs) in SRF production. The SRF was produced from municipal solid waste (MSW) through mechanical treatment (MT). The results showed that of the total input chlorine content to process, 55% was found in the SRF and 30% in reject material. Of the total input arsenic content, 30% was found in the SRF and 45% in fine fraction. In case of cadmium, lead and mercury, of their total input content to the process, 62%, 38% and 30%, respectively, was found in the SRF. Among the components of MSW, rubber material was identified as potential source of chlorine, containing 8.0 wt.% of chlorine. Plastic (hard) and textile components contained 1.6 and 1.1. wt.% of chlorine, respectively. Plastic (hard) contained higher lead and cadmium content compared with other waste components, i.e. 500 mg kg(-1) and 9.0 mg kg(-1), respectively.

China is actively encouraging households to replace traditional solid fuels with clean energy. Based on the Chinese Families Panel Survey (CFPS) data, this paper uses propensity scores matching with the difference-in-differences model to examine the impact of clean energy in the household sector on residents' health status, and whether such an energy transition promotes health equity by favoring relatively disadvantaged social groups. The results show that: (1) The use of cleaner cooking fuels can significantly improve residents' health status; (2) The older adult and women have higher health returns from the clean energy transition, demonstrating that, from the perspective of age and gender, the energy transition contributes to the promotion of health equity; (3) The clean energy transition has a lower or insignificant health impact on residents who cannot easily obtain clean energy or replace non-clean energy at an affordable price. Most of these individuals live in low-income, energy-poor, or rural households. Thus, the energy transition exacerbates health inequalities. This paper suggests that to reduce the cost of using clean energy and help address key issues in health inequality, Chinese government efforts should focus on improving the affordability, accessibility, and reliability of clean energy.

The disease burden related to air pollution from traditional solid-fuel cooking practices in low- and middle-income countries impacts millions of people globally. Although the use of liquefied petroleum gas (LPG) fuel for cooking can meaningfully reduce household air pollution concentrations, major barriers, including affordability and accessibility, have limited widespread adoption. Using a randomized controlled trial, our objective was to evaluate the association between the cost and use of LPG among 23 rural Rwandan households. We provided a 2-burner LPG stove with accessories and incorporated a "pay-as-you-go" (PAYG) LPG service model that included fuel delivery. PAYG services remove the large up-front cost of cylinder refills by integrating "smart meter" technology that allows participants to pay in incremental amounts, as needed. We assigned three randomized discounted prices for LPG to each household at ~4-week intervals over a 12-week period. We modeled the relationship between randomized PAYG LPG price and use (standardized to monthly periods), analyzing effect modification by relative household wealth. A 1000 Rwandan Franc (about 1 USD at the time of the study) increase in LPG price/kg was associated with a 4.1 kg/month decrease in use (95% confidence interval [CI]: -6.7, -1.6; n=69 observations). Wealth modified this association; we observed a 9.7 kg/month reduction (95% CI: -14.8, -4.5) among wealthier households and a 2.5 kg/month reduction (95% CI: -5.3, 0.3) among lower-wealth households (p-interaction=0.01). The difference in price sensitivity was driven by higher LPG use among wealthier households at more heavily discounted prices; from an 80% to 10% discount, wealthy households used 17.5 to 5.3 kg/month and less wealthy households used 6.2 to 3.1 kg/month. Our pilot-level experimental evidence of PAYG LPG in a rural low-resource setting suggests that further exploration of subsidized pricing varied by household wealth is needed to ensure future policy initiatives can achieve targets without exacerbating inequities.

Household energy consumption (HEC) is one of the major contributors to global emissions, making it a critical area for addressing sustainability challenges. The impact of personality traits on human behaviour is significant in shaping HEC patterns, and therefore, have important implications for sustainability policies. This study aims to investigate role of biologically predicted big-two personality traits (i.e., stability and plasticity), a higher order solution to five-factor traits and orthogonal traits, on HEC. To that end, a structural equation model is developed using a national household survey in Australia. The performance of the model is benchmarked against a five-factor (i.e., agreeableness, consciousness, emotional stability, extraversion and openness) personality trait model. The performance of the models is measured using six goodness-of-fit indices, all of which show a superior performance in the big-two traits model. The results indicate that a higher score in stability poses energy-intensive behaviour, while a higher plasticity score poses energy-saving behaviours. The plasticity trait is linked to environmentally friendly behaviours, while the stability trait is associated with environmentally unfavourable behavioural practices. The effects of socioeconomic status on HEC are mediated by stability and plasticity to identify those who are more likely to change their energy consumption habits as the target group for policy intervention. This study can assist policy makers to determine energy-intensive and energy-saving behaviours from the big-two traits, and to develop more effective and targeted sustainability policies that can help in reducing HEC and promote sustainable living in societies.

RESUMEN

The equity of mandatory building energy efficiency design standards (BEEDSs) has not received sufficient attention, for there is little study emphasizing the equity between the rich and the poor from the perspective of mandatory energy policies. Therefore, this study is aimed at evaluating the heterogeneous effect of BEEDSs on the energy consumption of households with varying incomes based on household-level data (n = 1196) from Chongqing in China. The study indicates that the actual energy efficiency of the high-income group is 47%, whereas those of the middle- and low-income groups are 32% and 25%, respectively, compared to groups in the absence of BEEDSs. Furthermore, the energy-saving benefits of the rich are approximately twice that of the poor. Also, the Lorenz curve is used to describe the inequality in the distribution of energy-saving benefits, showing that the inequality coefficient is 0.25. This study provides a strong reference for the research and policy-making related to building energy efficiency.

RESUMEN

The article presents and validates an extensive multivariate dataset that offers insights into water-energy-food (WEF) nexus governance for social justice at the intrahousehold, household, and community levels. The lack of insights in the WEF nexus debate that take social justice and governance into account is what spurred the data collection. The initial process involved scoping the originally selected investigated sites and their suitability. Once the research areas were identified, the data were collected from 1184 households in the Matatiele, Magareng, and Greater Taung Local Municipalities in South Africa, using a semi-structured questionnaire and KoboCollect software. The freely available software was installed on Android Tablets which were used by the enumerators. The questionnaires were initially piloted in Matatiele Local Municipality, testing for internal validity and skip patterns, as well as time to complete the questionnaire. The reliability of the Likert responses from the questionnaire was evaluated using Cronbach's alpha. The questionnaire was then refined for data collection and utilized a total of twenty-two (22) locally trained enumerators who were employed at the investigated sites. These enumerators were trained in administering the questionnaire and the use of the KoboCollect software used in data collection. The enumerators also received training on how to conduct the survey ethically, including informed permission, confidentiality, and the option to withdraw from the interview. The design of the data collection process was a cross-sectional survey that was conducted between 6 June and 4 August 2022, using purposive sampling. At the end of each data collection day, the enumerators uploaded their collected data into the KoboTool cloud, which allowed the lead in the survey to assess the data and effect any correctional measures on the questionnaire if the need arose. The enumerators also used a WhatsApp chat group to communicate real time opportunities and challenges in the questionnaire, which allowed the lead in the survey to constantly update the questionnaire. The multivariate questionnaire was divided into sections of socioeconomic and demographic characteristics, community-level governance, decision-making, food, energy, and water security, social justice, legal knowledge, and rights to utilize these resources. The dataset will be of significance to multi-disciplinary researchers focusing on WEF security, governance, and social justice in Southern Africa. Furthermore, environmental and sustainability practitioners can find valuable insights from the provided data. The employed methodology is replicable and adaptable, enabling real-time monitoring of social justice and governance in the context of food, energy, and water security. The real time monitoring of governance and social justice in water, energy and food allows for the possibility of continual data collection and updating, and if a longitudinal design is adopted, it can be used for impact inquiry of any interventions or policies.
