RESUMEN

Values play a significant role in decision-making, especially regarding nature. Decisions impact people and nature in complex ways and understanding which values are prioritised, and which are left out is an important task for improving the equity and effectiveness of decision-making. Based on work done for the IPBES Values Assessment, this paper develops a framework to support analyses of how decision-making influences nature as well as whose values get prioritised. The framework is used to analyse key areas of environmental policy: a) the present model for nature protection in market economies, b) the role of valuation in bringing nature values into decisions, and c) values embedded in environmental policy instruments, exemplified by protected areas for nature conservation and payments for ecosystem services. The analyses show that environmental policies have been established as mere additions to decision-making structures that foster economic expansion, which undermines a wide range of nature's values. Moreover, environmental policies themselves are also focused on a limited set of nature's diverse values. This article is part of the theme issue 'Bringing nature into decision-making'.

To halt further destruction of the biosphere, most people and societies around the globe need to transform their relationships with nature. The internationally agreed vision under the Convention of Biological Diversity-Living in harmony with nature-is that "By 2050, biodiversity is valued, conserved, restored and wisely used, maintaining ecosystem services, sustaining a healthy planet and delivering benefits essential for all people". In this context, there are a variety of debates between alternative perspectives on how to achieve this vision. Yet, scenarios and models that are able to explore these debates in the context of "living in harmony with nature" have not been widely developed. To address this gap, the Nature Futures Framework has been developed to catalyse the development of new scenarios and models that embrace a plurality of perspectives on desirable futures for nature and people. In this paper, members of the IPBES task force on scenarios and models provide an example of how the Nature Futures Framework can be implemented for the development of illustrative narratives representing a diversity of desirable nature futures: information that can be used to assess and develop scenarios and models whilst acknowledging the underpinning value perspectives on nature. Here, the term illustrative reflects the multiple ways in which desired nature futures can be captured by these narratives. In addition, to explore the interdependence between narratives, and therefore their potential to be translated into scenarios and models, the six narratives developed here were assessed around three areas of the transformative change debate, specifically, (1) land sparing vs. land sharing, (2) Half Earth vs. Whole Earth conservation, and (3) green growth vs. post-growth economic development. The paper concludes with an assessment of how the Nature Futures Framework could be used to assist in developing and articulating transformative pathways towards desirable nature futures. In the face of biodiversity loss, it is crucial to broaden the arguments for conservation of protected areas by acknowledging diverse values of nature. We systematically reviewed empirical studies to investigate tourists' values of nature in protected areas over time and across regions. To do so, we explored (1) the main ecological and social characteristics of the case studies; (2) methodological approaches; and (3) value types. Based on the review of 152 articles, we found that economic valuation has received the most scientific attention, while socio-cultural valuation approaches have recently increased. Values were primarily elicited and analyzed quantitatively and in monetary metrics, although valuation methods and frameworks have diversified over the past two decades. However, considering the role of valuation methods and frameworks as value-articulating institutions, we suggest that future research on nature valuation also applies qualitative and non-monetary methods, elicits diverse values, and conducts plural valuation.

The mapping and assessment of ecosystems and their services (MAES) is key to inform sustainable policy and decision-making at national and sub-national levels. Responding to the paucity of research in sub-Saharan Africa, we conduct a pilot study for Eritrea that aims to map and assess the temporal dynamics of key ecosystems and their services. We reviewed policy and legal documents, analyzed land cover changes and estimated the potential for ecosystem services supply through an expert-based matrix approach. Our results showed that from 2015 to 2019, the potential supply of the ecosystem services analyzed (e.g., crop provisioning, water supply and recreation) increased, with the exception of wood supply. Overall, our study presents policy-relevant insights as to where to conserve, develop, or restore ecosystem services supply in Eritrea. Our approach is transferable to similar data scarce contexts and can thereby support policies toward more sustainable land development for people and nature.

While decision-making can benefit from considering positive and negative outcomes of change, over the past half-century, research on non-native species has focused predominately on their negative impacts. Here we provide a framework for considering the positive consequences of non-native species relative to relational, instrumental, and intrinsic values. We demonstrate that their beneficial outcomes are common and profoundly important for human well-being. Identified benefits include social cohesion, cultural identity, mental health, food and fuel production, regulation of clean waters, and attenuation of climate change. We argue that long-standing biases against non-native species within the literature have clouded the scientific process and hampered policy advances and sound public understanding. Future research should consider both costs and benefits of non-native species.

Despite a substantial increase in scientific, public and political interest in pollinator health and many practical conservation efforts, incorporating initiatives across a range of scales and sectors, pollinator health continues to decline. We review existing pollinator conservation initiatives and define their common structural elements. We argue that implementing effective action for pollinators requires further scientific understanding in six key areas: (i) status and trends of pollinator populations; (ii) direct and indirect drivers of decline, including their interactions; (iii) risks and co-benefits of pollinator conservation actions for ecosystems; (iv) benefits of pollinator conservation for society; (v) the effectiveness of context-specific, tailored, actionable solutions; and (vi) integrated frameworks that explicitly link benefits and values with actions to reverse declines. We propose use of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) conceptual framework to link issues and identify critical gaps in both understanding and action for pollinators. This approach reveals the centrality of addressing the recognized indirect drivers of decline, such as patterns of global trade and demography, which are frequently overlooked in current pollinator conservation efforts. Finally, we discuss how existing and new approaches in research can support efforts to move beyond these shortcomings in pollinator conservation initiatives. Unsustainable exploitation of wild species represents a serious threat to biodiversity and to the livelihoods of local communities and Indigenous peoples. However, managed, sustainable use has the potential to forestall extinctions, aid recovery, and meet human needs. We analyzed species-level data for 30,923 species from 13 taxonomic groups on the International Union for Conservation of Nature Red List of Threatened Species to investigate patterns of intentional biological resource use. Forty percent of species (10,098 of 25,009 species from 10 data-sufficient taxonomic groups) were used. The main purposes of use were pets, display animals, horticulture, and human consumption. Intentional use is currently contributing to elevated extinction risk for 28-29% of threatened or near threatened (NT) species (2752-2848 of 9753 species). Intentional use also affected 16% of all species used (1597-1631 of 10,098). However, 72% of used species (7291 of 10,098) were least concern, of which nearly half (3469) also had stable or improving population trends. The remainder were not documented as threatened by biological resource use, including at least 172 threatened or NT species with stable or improving populations. About one-third of species that had use documented as a threat had no targeted species management actions to directly address this threat. To improve use-related red-list data, we suggest small amendments to the relevant classification schemes and required supporting documentation. Our findings on the prevalence of sustainable and unsustainable use, and variation across taxa, can inform international policy making, including the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services, the Convention on Biological Diversity, and the Convention on International Trade in Endangered Species.


Predominio del Uso Sustentable y No Sustentable de Especies Silvestres Inferido a partir de la Lista Roja de Especies Amenazadas de la UICN Resumen La explotación insostenible de especies silvestres representa una verdadera amenaza para la biodiversidad y el sustento de las comunidades locales y los pueblos indígenas. Sin embargo, el uso sostenible gestionado tiene el potencial para prevenir extinciones, auxiliar en la recuperación y satisfacer las necesidades humanas. Analizamos los datos a nivel de especie correspondientes a 30,923 especies de 13 grupos taxonómicos localizados en la Lista Roja de Especies Amenazadas de la Unión Internacional para la Conservación de la Naturaleza (UICN) para investigar los patrones del uso intencional de recursos biológicos. Usamos el 40% de las especies analizadas (10,098 de 25,009 especies pertenecientes a diez grupos taxonómicos con suficiente información). Los principales motivos para el uso de vida silvestre fueron como mascotas, animales de exhibición, horticultura y consumo humano. El uso intencional está actualmente contribuyendo a un riesgo elevado de extinción para 28 - 29% de las especies amenazadas o casi amenazadas (NT) (2,752 - 2,848 de 9,753 especies). El uso intencional también afectó al 16% de todas las especies utilizadas (1,597 - 1,631 de 10,098). Invasive non-native species are important drivers of ecosystem change, yet the driving forces of biological invasions themselves are poorly understood. Such information is essential to ensure policies focus on the most relevant drivers, and that future scenarios capture the full range of potential outcomes for invasive non-native species. I carried out a bibliometric analysis of articles published from 2000 to 2020 that address either invasive non-native species or biodiversity and ecosystem services and that also mention 1 or more drivers of ecosystem change. I examined 5 indirect drivers (demographic, economic, governance, sociocultural, and technological) and 6 direct drivers (climate change, invasive non-native species, land-use or sea-use change, natural hazards, pollution, and resource extraction). Using the Web of Science core collection of citation indexes, I undertook searches of article titles and keywords and retrieved 27,462 articles addressing invasive non-native species and 110,087 articles dealing with biodiversity or ecosystem services. Most research to date on biological invasions as well as on biodiversity and ecosystem services has focused on anthropogenic direct drivers of ecosystem change rather than indirect drivers. Yet currently, less than 18% of articles addressing biological invasions examined drivers of ecosystem change, a similar level to that found over 20 years ago for biodiversity or ecosystem services. Knowledge of the drivers of biological invasions is limited, emphasizes tractable drivers over those that require an interdisciplinary approach, and is biased toward developed economies. Drivers generally deemed important for biological invasions, such as governance and resource extraction, accounted for less than 2% of research effort. The absence of a systematic understanding of the forces that drive invasive non-native species and how they interact means that attempts to mitigate or forecast biological invasions are likely to fail. To address biological invasions requires a much better orientation of national and international research on drivers in relation to both their actual importance as well as their policy relevance.


Importancia de un Mayor Enfoque Geográfico e Interdisciplinario al Abordar las Causas detrás de las Invasiones Biológicas Resumen Las especies invasoras no nativas son causas importantes de los cambios en el ecosistema; sin embargo, las mismas causas de las invasiones biológicas no se entienden claramente. Dicha información es esencial para asegurar que las políticas se enfoquen en las causas más relevantes, y que los escenarios futuros capturen la gama completa de resultados potenciales para las especies invasoras no nativas. Realicé un análisis biométrico de artículos publicados desde el año 2000 y hasta el 2020 que tratan el tema de las especies invasoras no nativas o el de los servicios ambientales y la biodiversidad y que también mencionan uno o más causas de los cambios en el ecosistema. Examiné cinco causas indirectas (demográficas, económicas, de gestión, socioculturales y tecnológicas) y seis causas directas (cambio climático, especie invasora no nativa, cambio en el uso de suelo o del mar, peligros naturales, contaminación y extracción de recursos). Mediante la colección central de índices de referencia de la plataforma Web of Science, realicé la búsqueda de títulos de artículos y palabras clave y recopilé 27,462 artículos sobre especies invasoras no nativas y 110,087 sobre servicios ambientales y biodiversidad. Las especies invasoras no nativas estuvieron menos estudiadas que otras causas antropogénicas directas del cambio en los ecosistemas (p. ej.: cambio climático, cambio en el uso de suelo, contaminación y extracción de recursos). Actualmente, <18% de los artículos que abordan las invasiones biológicas examinaron las causas del cambio ambiental, un nivel similar al hallado hace más de 20 años para la biodiversidad o los servicios ambientales. El conocimiento sobre las causas de las invasiones biológicas está limitado, enfatiza a las causas rastreables por encima de aquellas que requieren de un enfoque interdisciplinario y está sesgado hacia las economías desarrolladas. Las causas que generalmente se consideran importantes para las invasiones biológicas, como la gestión y la extracción de recursos, representaron <2% del esfuerzo de investigación. La ausencia de un entendimiento sistemático de las fuerzas que impulsan a las especies invasoras no nativas y cómo interactúan significa que probablemente fallen los intentos por mitigar o pronosticar las invasiones biológicas. Para abordar las invasiones biológicas se requiere una mucho mejor orientación de la investigación nacional e internacional sobre las causas en relación con su importancia actual y su relevancia política.

Over the past 5 decades, scientists have been documenting negative anthropogenic environmental change, expressing increasing alarm, and urging dramatic socioecological transformation in response. A host of international meetings have been held, but the erosion of biological diversity continues to accelerate. Why, then, has no effective political action been taken? We contend that part of the answer may lie in the anthropocentric ethical premises and moral rhetoric typically deployed in the cause of conservation. We further argue that it is essential to advance moral arguments for biodiversity conservation that are not just based on perceived human interests but on ecocentric values, namely, convictions that species and ecosystems have value and interests that should be respected regardless of whether they serve human needs and aspirations. A broader array of moral rationales for biodiversity conservation, we conclude, would be more likely to lead to effective plans, adopted and enforced by governments, designed to conserve biological diversity. A good place to start in this regard would be to explicitly incorporate ecocentric values into the recommendations that will be made at the conclusion of the 15th meeting of the parties to the Convention on Biological Diversity, scheduled to be held in October 2020.


La Necesidad del Ecocentrismo en la Conservación de la Biodiversidad Resumen Durante las últimas cinco décadas, los científicos han estado documentando el cambio ambiental negativo causado por la actividad humana, expresando cada vez una mayor alarma e insistiendo por una transformación socio-ecológica dramática como respuesta. Se han realizado un número de reuniones internacionales pero la erosión de la diversidad biológica se sigue acelerando. Entonces, ¿por qué no se han tomado acciones políticas efectivas? Sostenemos que parte de la respuesta a esta pregunta puede estar en las premisas éticas antropocéntricas y en la retórica moral que típicamente se despliega para la causa de la conservación. Además, argumentamos que es esencial promover argumentos morales para la conservación de la biodiversidad que no estén solamente basados en los intereses humanos percibidos sino en los valores ecocéntricos, principalmente la convicción de que las especies y los ecosistemas tienen valor e intereses que deberían respetarse sin importar si sirven a las necesidades y aspiraciones humanas. Concluimos que un conjunto más amplio de justificaciones morales para la conservación de la biodiversidad tendría mayor probabilidad de guiar planes efectivos, adoptados y aplicados por los gobiernos, diseñados para conservar la diversidad biológica. Un buen punto de partida al respecto sería la incorporación explícita de los valores ecocéntricos dentro de las recomendaciones que se harán al concluir la decimoquinta reunión de las partes que forman al Convenio sobre la Diversidad Biológica, programada para octubre 2020.

RESUMEN

The first Global Assessment of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) found widespread, accelerating declines in Earth's biodiversity and associated benefits to people from nature. Addressing these trends will require science-based policy responses to reduce impacts, especially at national to local scales. Effective scaling of science-policy efforts, driven by global and national assessments, is a major challenge for turning assessment into action and will require unprecedented commitment by scientists to engage with communities of policy and practice. Fulfillment of science's social contract with society, and with nature, will require strong institutional support for scientists' participation in activities that transcend conventional research and publication.

The goal of ecosystem-based management (EBM) is to support a sustainable and holistic multisectored management approach, and is recognized in a number of international policy frameworks. However, it remains unknown how these goals should be linked to assessments and management plans for marine fauna, such as mammals and fish stocks. It appears particularly challenging to carry out trade-off analyses of various ocean uses without a framework that integrates knowledge of environmental, social, and economic benefits derived from nonstationary marine fauna. We argue this gap can be filled by applying a version of the ecosystem-service approach at the population level of marine fauna. To advance this idea, we used marine mammals as a case study to demonstrate what indicators could operationalize relevant assessments and deliver an evidence base for the presence of ecosystem services and disservices derived from marine mammals. We found indicators covering common ecosystem service categories feasible to apply; examples of indicator data are already available in the literature for several populations. We encourage further exploration of this approach for application to marina fauna and biodiversity management, with the caveat that conceptual tensions related to the use of the ecosystem service concept itself needs to be addressed to ensure acceptance by relevant stakeholders.


Uso de Evaluaciones de Servicios Ambientales para Determinar las Compensaciones en el Manejo de Mamíferos Marinos Basado en Ecosistemas Resumen El objetivo del manejo basado en ecosistemas (EBM) es respaldar una estrategia de manejo multisectorial sustentable y holística, objetivo que es reconocido dentro de varias políticas de marcos de trabajo internacional. Sin embargo, todavía desconocemos cómo deben vincularse este objetivo con las evaluaciones y los planes de manejo de la fauna marina, como los mamíferos y las poblaciones ícticas. Actualmente, parece un reto realizar los análisis de las compensaciones de varios usos oceánicos sin un marco de trabajo que integre el conocimiento sobre los beneficios ambientales, sociales y económicos derivados de la fauna marina no estacionaria. Discutimos que este vacío puede completarse con la aplicación de una versión de la estrategia de servicio ambiental a nivel poblacional para la fauna marina. Para impulsar esta idea usamos mamíferos marinos como estudio de caso para demostrar cuáles indicadores podrían poner en práctica evaluaciones relevantes y entregar una base de evidencias para la presencia de servicios y perjuicios ambientales derivados de los mamíferos marinos. Descubrimos indicadores que cubren las categorías de servicios ambientales comunes cuya aplicación es factible; los ejemplos de datos indicadores ya se encuentran disponibles en la literatura para varias de las poblaciones. Alentamos una exploración más profunda de esta estrategia para su aplicación en la fauna marina y el manejo de biodiversidad, bajo advertencia de que las tensiones conceptuales relacionadas con el uso del concepto de servicio ambiental necesitan ser tratadas para asegurar la aceptación por parte de los actores relevantes.

Abstract: Infrastructure projects and agriculture expansion are increasingly threatening forest conservation in Pará state (Brazil). It becomes necessary to address the implications of these activities on the Amazon complex socio-ecological system, considering both material and non-material aspects of Nature´s Contributions to People (NCP). Multiple studies developed future scenarios for the Amazon, but only a few have focused on discussing positive futures derived from policies and interventions based on conservation and human well-being. Here, we aim at understanding the drivers of forest cover change to produce positive scenarios for the future of the Amazon forest in Pará state. By using the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) conceptual framework, we identified as direct drivers of forest cover change: (i) roads construction; (ii) forest degradation; (iii) hydropower projects; (iv) urban expansion; (v) agriculture and pasture expansion; (vi) rural land occupation; (vii) mining; (viii) climate change. As indirect drivers we identified: (i) energy demand; (ii) population growth; (iii) land prices; (iv) commodity demand; (v) consumption behavior. The development of conservation strategies in the borders of deforested areas is needed given the high demand for Nature´s Contributions to People supply. We also propose policies to address the main drivers of forest cover change, influencing land management and consumption behavior in the state. At last, we envision future positive scenarios that would emerge from policy applications and sustainable actions. Based on our study, we discuss the importance of social learning for developing pathways leading to positive futures that consider the integrity and development of both ecological and social systems.


Resumo: Projetos de infraestrutura e expansão agrícola estão cada vez mais ameaçando a conservação florestal no estado do Pará (Brasil). Assim, torna-se necessário abordar as implicações dessas atividades no complexo sistema sócio ecológico da Amazônia, considerando aspectos materiais e não materiais das Contribuições da Natureza para as Pessoas (NCP).Vários estudos desenvolveram cenários para o futuro da floresta Amazônica, porém poucos foram aqueles focados em discutir futuros positivos, derivados da aplicação de políticas e de intervenções baseadas em estratégias de conservação e de sustentabilidade. Neste trabalho buscamos entender os principais fatores determinantes da mudança na cobertura florestal no estado do Pará, de forma a produzir cenários positivos para o futuro da floresta amazônica nesse estado. A partir da estrutura conceitual proposta pela Plataforma Intergovernamental sobre Biodiversidade e Serviços Ecossistêmicos (IPBES) identificamos as principais pressões diretas e indiretas que influenciam na perda de floresta no estado, e os articulamos em um modelo conceitual. As pressões diretas identificadas foram: (i) construção de estradas; (ii) degradação florestal; (iii) projetos para construção de hidrelétricas; (iv) expansão urbana; (v) expansão da agricultura e da pecuária; (vi) ocupação de terras rurais; (vii) mineração; (viii) mudanças climáticas. As pressões indiretas identificadas foram: (i) demanda por energia; (ii) crescimento populacional; (iii) preços da terra; (iv) demanda por commodities; (v) hábitos de consumo. Assim, evidenciamos a importância do desenvolvimento de estratégias de conservação nas áreas de fronteiras de desmatamento devido à alta demanda e oferta por Contribuições da Natureza para as Pessoas (NCPs). Foram propostas políticas para influenciar mudança no gerenciamento da terra e nos hábitos de consumo de forma a abordar os principais fatores de mudança da cobertura florestal no estado. Por fim, nós construímos cenários futuros positivos que emergiriam da aplicação de políticas e ações voltadas para sustentabilidade da natureza e dos serviços ecossistêmicos. Com base em nossa avaliação, enfatizamos a importância do aprendizado social para que possam ser discutidos os caminhos que levam a futuros positivos, que consideram a integridade e o desenvolvimento tanto dos sistemas sociais quanto dos sistemas ecológicos..

Abstract: Extensive anthropogenic activities driven by the demand for agriculture and forestry products have led to dramatic reductions in biodiversity worldwide and significant changes in the provisioning of ecosystem services. These trends are expected to continue in the future as the world continues to develop without much consideration of the role that nature plays in sustaining human livelihoods. Scenarios and models can be important tools to help policy- and decision-makers foresee the impact of their decisions; thus, increasing capacity in creating such models and scenarios is of utmost importance. However, postgraduate training schools that focus on this topic are still rare. Here we present and reflect on the experience of the São Paulo School of Advanced Science on Scenarios and Modelling on Biodiversity and Ecosystem Services to Support Human Well-Being (SPSAS Scenarios). In addition, we introduce the Special Issue of Biota Neotropica that resulted from the activities taking place during the SPSAS Scenarios. In total, nine case studies emerged from the activities carried out during SPSAS Scenarios. These focused on a variety of ecosystems, their current drivers of change and expected trends, as well as on the development of alternative positive scenarios applying the recently developed Nature Futures Framework. We emphasize the need to increase capacity in scenario and modelling skills in order to address some of the existing gaps in producing policy-relevant scenarios and models for biodiversity and ecosystem services.


Resumo: Atividades antropogênicas extensas, impulsionadas pela demanda por produtos da agricultura e da silvicultura, têm levado a reduções dramáticas na biodiversidade mundial e a mudanças significativas no provimento de serviços ecossistêmicos. Estas tendências devem continuar no futuro, pois o mundo continua a se desenvolver sem muita consideração pelo papel que a natureza desempenha em sustentar a subsistência humana. Cenários e modelos são ferramentas importantes para ajudar os tomadores de decisão a preverem o impacto de suas decisões, auxiliando na definição das melhores opções para políticas de conservação e uso sustentável; portanto o aumento da capacidade para o desenvolvimento de modelos e cenários é de suma importância. Entretanto, ainda são raros os cursos de pós-graduação que foquem na capacitação de profissionais para o desenvolvimento de modelos e cenários em biodiversidade e serviços ecossistêmicos. Neste trabalho apresentamos a experiência da Escola São Paulo de Ciências Avançadas de Cenários e Modelagem em Biodiversidade e Serviços Ecossistêmicos para Apoiar o Bem-Estar Humano (SPSAS Scenarios). Adicionalmente, apresentamos neste Número Especial da Biota Neotropica os resultados dos exercícios de modelagem e cenários desenvolvidos no decorrer da SPSAS Scenarios. No total, as atividades realizadas durante o SPSAS Scenarios resultaram em nove estudos de caso. Estes se concentraram em uma diversidade de ecossistemas, nos atuais drivers de mudança e as respectivas tendências, bem como nas alternativas de desenvolvimento visando cenários mais positivos propostos recentemente no contexto da Framework Futuros para Natureza da Plataforma Intergovernamental de Biodiversidade e Serviços Ecossistêmicos (IPBES). Enfatizamos aqui a necessidade de acelerar a capacitação de profissionais que trabalhem com cenários e modelagem de forma a preencher algumas lacunas existentes na produção de cenários e modelos relevantes para a tomada de decisão em biodiversidade e serviços ecossistêmicos

Despite the increased attention, which has been given to the issue of involving knowledge and experts from the social sciences and humanities (SSH) into the products and works of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), little is known on what the expectations towards the involvement of SSH in IPBES actually are. The aim of this paper is to close this gap by identifying the range of possible SSH contributions to IPBES that are expected in the literature, and discuss the inherent challenges of and concrete ways to realize these contributions in the particular institutional setting of IPBES. We address these two points by: firstly, assessing the literature dealing with IPBES and building a typology describing the main ways in which contributions from SSH to IPBES have been conceived between 2006 and 2017. We discuss these expected contributions in light of broader debates on the role of SSH in nature conservation and analyse some of the blind spots and selectivities in the perception of how SSH could substantially contribute to the works of IPBES. Then, secondly, by looking at one particular example, economics and its use in the first thematic assessment on pollinators, pollination and food production, we will concretely illustrate how works in a given discipline could contribute in many different and unprecedented ways to the works of IPBES and help identify paths for enhancing the conservation of biodiversity. Finally, we propose a range of practical recommendations as to how to increase the contribution of SSH in the works of IPBES.

What does the future hold for the world's ecosystems and benefits that people obtain from them? While the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) has identified the development of scenarios as a key to helping decision makers identify potential impacts of different policy options, it currently lacks a long-term scenario strategy. IPBES will decide how it will approach scenarios at its plenary meeting on 22-28 February 2016, in Kuala Lumpur. IPBES now needs to decide whether it should create new scenarios that better explore ecosystem services and biodiversity dynamics. For IPBES to capture the social-ecological dynamics of biodiversity and ecosystem services, it is essential to engage with the great diversity of local contexts, while also including the global tele-coupling among local places. We present and compare three alternative scenario strategies that IPBES could use and then suggest a bottom-up, cross-scale scenario strategy to improve the policy relevance of future IPBES assessments. We propose five concrete steps as part of an effective, long term scenario development process for IPBES in cooperation with the scientific community.

Managing ecosystems to provide ecosystem services in the face of global change is a pressing challenge for policy and science. Predicting how alternative management actions and changing future conditions will alter services is complicated by interactions among components in ecological and socioeconomic systems. Failure to understand those interactions can lead to detrimental outcomes from management decisions. Network theory that integrates ecological and socioeconomic systems may provide a path to meeting this challenge. While network theory offers promising approaches to examine ecosystem services, few studies have identified how to operationalize networks for managing and assessing diverse ecosystem services. We propose a framework for how to use networks to assess how drivers and management actions will directly and indirectly alter ecosystem services.

National ecosystem assessments form an essential knowledge base for safeguarding biodiversity and ecosystem services. We analyze eight European (sub-)national ecosystem assessments (Portugal, United Kingdom, Spain, Norway, Flanders, Netherlands, Finland, and Germany) and compare their objectives, political context, methods, and operationalization. We observed remarkable differences in breadth of the assessment, methods employed, variety of services considered, policy mandates, and funding mechanisms. Biodiversity and ecosystem services are mainly assessed independently, with biodiversity conceptualized as underpinning services, as a source of conflict with services, or as a service in itself. Recommendations derived from our analysis for future ecosystem assessments include the needs to improve the common evidence base, to advance the mapping of services, to consider international flows of services, and to connect more strongly to policy questions. Although the context specificity of national ecosystem assessments is acknowledged as important, a greater harmonization across assessments could help to better inform common European policies and future pan-regional assessments.

After years of protracted negotiations, the Intergovernmental science-policy Platform on Biodiversity and Ecosystem Services (IPBES) was finally established in 2012. One year on and we have already witnessed two plenary sessions which have, so far, defined procedures for nominating members for observatory and decision-making panels as well as experts and knowledge holders for the compilation of reports. The sessions also determined the work programme for the next 4 years (2014-2018). According to its internally formulated criteria, the success of IPBES will be determined by how credible, relevant and legitimate its institution and operations are. More specifically, these criteria suggest that success is contingent on the transparency of the processes within IPBES, the autonomy and quality of scientific knowledge, and the early integration of different stakeholders and diverse knowledge and value systems. Currently, we see IPBES encompassing open and integrative approaches as well as providing a convenient trading floor for particulate and opaque agendas formulated elsewhere. In any case, without the backing of large and effective publics the policy-support function of IPBES will be limited. Local capacity building and supporting communities to actively participate in research projects dealing with biodiversity are essential for furthering a practical and emancipatory understanding of the relationship between political and economic decisions, the state and functioning of biodiversity and ecosystems, and current and future human well-being.
