RESUMEN

The accompanying article of Horo witz et al. concluded with the view that the COSPAR recommendations re garding Mars should be adjusted to re flect new environmental information. Specifically, it was concluded that viable terrestrial microorganisms which are transported to Mars inside solid components in sealed spaces have a low probability of being released to the sur face or atmosphere, and that, if any are released, they are not likely to in fect the planet. We suggest, in addition, that both the COSPAR recommenda tions and U.S. planetary quarantine policy should be altered to take into account past and continuing Soviet prac tice regarding the. exploration of Mars and Venus. No amount of analysis by COSPAR, or of costly, self-imposed restrictions by the U.S. on its own planetary exploration program, can reduce the probability of contamination of either Venus or Mars below what the Soviets have already made it, or will make it as they continue their large planetary effort. All that U.S. policy can accomplish is to insure that U.S. efforts do not significantly increase the probability above that level. Any rec ommended policy which would require the U.S. to apply significantly more stringent restrictions is illogical in that, in effect, the U.S. would be asked to increase greatly the cost and complexity of its planetary program without achieving any significant reduction in the probability of actual contamination. There exists some parallelism be tween the problem of planetary quaran tine and that of radioactive fallout from atmospheric nuclear testing, al though the desirable solution to the quarantine problem is not merely to stop all activity. Both are multilateral problems, and individual national policy necessarily must reflect the policy of other nations. Thus, the real questions that must be faced by COSPAR, and by the U.S., are, (i) What is the prob able number of viable terrestrial micro organisms alreadyr transported to Venus and to Mars? and (ii) What is the to tal number to be expected in the next decade or so from foreseeable Soviet efforts alone? Then COSPAR can rec ommend, and the U.S. can decide, that the total U.S. contribution should be equal to some specified fraction of the total present and future Soviet contribu tion. This approach in turn suggests that every effort should be made to induce the Soviets to supply additional de tails on the Zond 2 and Venus 3 mis sion and trajectory and, particularly, on the procedure used for sterilizing the components and assembly of both space craft. With such information, the proba ble number of viable terrestrial microor ganisms deposited on Venus and Mars could be estimated well enough to per mit a. realistic quantitative analysis of what U.S. policy and practice should be. However, if more complete informa tion on Soviet practice cannot be ob tained, then, it seems to us, the U.S. has no logical alternative but to per mit greater engineering freedom in lander delivery technique and to ac cept gaseous and other nonthermal sterilization procedures, where neces sary, in its own program. By relying on the demonstrated U.S. spacecraft reliability to insure that the U.S. con tribution to planetary contamination will remain significantly less than the Soviet contribution, we could reduce significantly the cost and time required to carry out serious scientific investiga tions of the surfaces of Venus and Mars.

A stellar-occultation light curve for Triton shows asymmetry that can be understood if Triton's middle atmosphere is distorted from spherical symmetry. Although a globally oblate model can explain the data, the inferred atmospheric flattening is so large that it could be caused only by an unrealistic internal mass distribution or highly supersonic zonal winds. Cyclostrophic winds confined to a jet near Triton's northern or southern limbs (or both) could also be responsible for the details of the light curve, but such winds are required to be slightly supersonic. Hazes and clouds in the atmosphere are unlikely to have caused the asymmetry in the light curve.

Mercury has a heavily cratered surface cotntaining basins up to at least 1300 kilometers diameter flooded with mare-like material. Many features are closely similar to those on the moon, but significant structural differences exist. Major chemical differentiation before termination of accretion is implied.

The Mariner 10 television camieras imaged the planet Venus in the visible and near ultraviolet for a period of 8 days at resolutions ranging from 100 meters to 130 kilometers. Tle general pattern of the atmospheric circulation in the upper tropospheric/lower stratospheric region is displayed in the pictures. Atmospheric flow is symmetrical between north and south hemispheres. The equatorial motions are zonal (east-west) at approxiimnately 100 meters per second, consistent with the previously inferred 4-day retrograde rotation. Angular velocity increases with latitude. The subsolar region, and the region downwind from it, show evidence of large-scale convection that persists in spite of the main zonal motion. Dynamical interaction between the zonal motion and the relatively stationary region of convection is evidenced by bowlike waves.

The surface morphology and optical properties of Mercury resemble those of the moon in remarkable detail and record a very similar sequence of events. Chemical and mineralogical similarity of the outer layers of Mercury and the moon is implied; Mercury is probably a differentiated planet with a large iron-rich core. Differentiation is inferred to have occurred very early. No evidence of atmospheric modification of landforms has been found. Large-scale scarps and ridges unlike lunar or martian features may reflect a unique period of planetary compression near the end of heavy bombardment by small planetesimals.

Voyager 2, during its encounter with the Jupiter system, provided images that both complement and supplement in important ways the Voyager 1 images. While many changes have been observed in Jupiter's visual appearance, few, yet significant, changes have been detected in the principal atmospheric currents. Jupiter's ring system is strongly forward scattering at visual wavelengths and consists of a narrow annulus of highest particle density, within which is a broader region in which the density is lower. On Io, changes are observed in eruptive activity, plume structure, and surface albedo patterns. Europa's surface retains little or no record of intense meteorite bombardment, but does reveal a complex and, as yet, little-understood system of overlapping bright and dark linear features. Ganymede is found to have at least one unit of heavily cratered terrain on a surface that otherwise suggests widespread tectonism. Except for two large ringed basins, Callisto's entire surface is heavily cratered.

RESUMEN

Images of Venus taken at 418 (violet) and 986 [near-infrared (NIR)] nanometers show that the morphology and motions of large-scale features change with depth in the cloud deck. Poleward meridional velocities, seen in both spectral regions, are much reduced in the NIR In the south polar region the markings in the two wavelength bands are strongly anticorrelated. The images follow the changing state of the upper cloud layer downwind of the subsolar point, and the zonal flow field shows a longitudinal periodicity that may be coupled to the formation of large-scale planetary waves. No optical lightning was detected.

The first images of the asteroid 243 Ida from Galileo show an irregular object measuring 56-kilometers by 24 kilometers by 21 kilometers. Its surface is rich in geologic features, including systems of grooves, blocks, chutes, albedo features, crater chains, and a full range of crater morphologies. The largest blocks may be distributed nonuniformly across the surface; lineaments and dark-floored craters also have preferential locations. Ida is interpreted to have a substantial regolith. The high crater density and size-frequency distribution (-3 differential power-law index) indicate a surface in equilibrium with saturated cratering. A minimum model crater age for Ida-and therefore for the Koronis family to which Ida belongs-is estimated at 1 billion years, older than expected.

Multispectral images of the lunar western limb and far side obtained from Galileo reveal the compositional nature of several prominent lunar features and provide new information on lunar evolution. The data reveal that the ejecta from the Orientale impact basin (900 kilometers in diameter) lying outside the Cordillera Mountains was excavated from the crust, not the mantle, and covers pre-Orientale terrain that consisted of both highland materials and relatively large expanses of ancient mare basalts. The inside of the far side South Pole-Aitken basin (>2000 kilometers in diameter) has low albedo, red color, and a relatively high abundance of iron- and magnesium-rich materials. These features suggest that the impact may have penetrated into the deep crust or lunar mantle or that the basin contains ancient mare basalts that were later covered by highlands ejecta.

Galileo images of Gaspra reveal it to be an irregularly shaped object (19 by 12 by 11 kilometers) that appears to have been created by a catastrophic collisional disruption of a precursor parent body. The cratering age of the surface is about 200 million years. Subtle albedo and color variations appear to correlate with morphological features: Brighter materials are associated with craters especially along the crests of ridges, have a stronger 1-micrometer absorption, and may represent freshly excavated mafic materials; darker materials exhibiting a significantly weaker 1-micrometer absorption appear concentrated in interridge areas. One explanation of these patterns is that Gaspra is covered with a thin regolith and that some of this material has migrated downslope in some areas.

High-resolution images of the martian surface at scales of a few meters show ubiquitous erosional and depositional eolian landforms. Dunes, sandsheets, and drifts are prevalent and exhibit a range of morphology, composition (inferred from albedo), and age (as seen in occurrences of different dune orientations at the same location). Steep walls of topographic depressions such as canyons, valleys, and impact craters show the martian crust to be stratified at scales of a few tens of meters. The south polar layered terrain and superposed permanent ice cap display diverse surface textures that may reflect the complex interplay of volatile and non-volatile components. Low resolution regional views of the planet provide synoptic observations of polar cap retreat, condensate clouds, and the lifecycle of local and regional dust storms.

The cameras aboard Voyager 1 have provided a closeup view of the Jupiter system, revealing heretofore unknown characteristics and phenomena associated with the planet's atmosphere and the surfaces of its five major satellites. On Jupiter itself, atmospheric motions-the interaction of cloud systems-display complex vorticity. On its dark side, lightning and auroras are observed. A ring was discovered surrounding Jupiter. The satellite surfaces display dramatic differences including extensive active volcanismn on Io, complex tectonism on Ganymnede and possibly Europa, and flattened remnants of enormous impact features on Callisto.

Multispectral images obtained during the Galileo probe's second encounter with the moon reveal the compositional nature of the north polar regions and the northeastern limb. Mare deposits in these regions are found to be primarily low to medium titanium lavas and, as on the western limb, show only slight spectral heterogeneity. The northern light plains are found to have the spectral characteristics of highlands materials, show little evidence for the presence of cryptomaria, and were most likely emplaced by impact processes regardless of their age.

With accumulating evidence indicating the importance of cytotoxic T lymphocytes (CTLs) in containing human immunodeficiency virus-1 (HIV-1) replication in infected individuals, strategies are being pursued to elicit virus-specific CTLs with prototype HIV-1 vaccines. Here, we report the protective efficacy of vaccine-elicited immune responses against a pathogenic SHIV-89.6P challenge in rhesus monkeys. Immune responses were elicited by DNA vaccines expressing SIVmac239 Gag and HIV-1 89.6P Env, augmented by the administration of the purified fusion protein IL-2/Ig, consisting of interleukin-2 (IL-2) and the Fc portion of immunoglobulin G (IgG), or a plasmid encoding IL-2/Ig. After SHIV-89.6P infection, sham-vaccinated monkeys developed weak CTL responses, rapid loss of CD4+ T cells, no virus-specific CD4+ T cell responses, high setpoint viral loads, significant clinical disease progression, and death in half of the animals by day 140 after challenge. In contrast, all monkeys that received the DNA vaccines augmented with IL-2/Ig were infected, but demonstrated potent secondary CTL responses, stable CD4+ T cell counts, preserved virus-specific CD4+ T cell responses, low to undetectable setpoint viral loads, and no evidence of clinical disease or mortality by day 140 after challenge.

As Voyager 1 flew through the Saturn system it returned photographs revealing many new and surprising characteristics of this complicated community of bodies. Saturn's atmosphere has numerous, low-contrast, discrete cloud features and a pattern of circulation significantly different from that of Jupiter. Titan is shrouded in a haze layer that varies in thickness and appearance. Among the icy satellites there is considerable variety in density, albedo, and surface morphology and substantial evidence for endogenic surface modification. Trends in density and crater characteristics are quite unlike those of the Galilean satellites. Small inner satellites, three of which were discovered in Voyager images, interact gravitationally with one another and with the ring particles in ways not observed elsewhere in the solar system. Saturn's broad A, B, and C rings contain hundreds of "ringlets," and in the densest portion of the B ring there are numerous nonaxisymmetric features. The narrow F ring has three components which, in at least one instance, are kinked and crisscrossed. Two rings are observed beyond the F ring, and material is seen between the C ring and the planet.

Voyager 2 photography has complemented that of Voyager I in revealing many additional characteristics of Saturn and its satellites and rings. Saturn's atmosphere contains persistent oval cloud features reminiscent of features on Jupiter. Smaller irregular features track out a pattern of zonal winds that is symmetric about Saturn's equator and appears to extend to great depth. Winds are predominantly eastward and reach 500 meters per second at the equator. Titan has several haze layers with significantly varying optical properties and a northern polar "collar" that is dark at short wavelengths. Several satellites have been photographed at substantially improved resolution. Enceladus' surface ranges from old, densely cratered terrain to relatively young, uncratered plains crossed by grooves and faults. Tethys has a crater 400 kilometers in diameter whose floor has domed to match Tethys' surface curvature and a deep trench that extends at least 270 degrees around Tethys' circumference. Hyperion is cratered and irregular in shape. Iapetus' bright, trailing hemisphere includes several dark-floored craters, and Phoebe has a very low albedo and rotates in the direction opposite to that of its orbital revolution with a period of 9 hours. Within Saturn's rings, the "birth" of a spoke has been observed, and surprising azimuthal and time variability is found in the ringlet structure of the outer B ring. These observations lead to speculations about Saturn's internal structure and about the collisional and thermal history of the rings and satellites.

In the course of 71 days in lunar orbit, from 19 February to 3 May 1994, the Clementine spacecraft acquired just under two million digital images of the moon at visible and infrared wavelengths. These data are enabling the global mapping of the rock types of the lunar crust and the first detailed investigation of the geology of the lunar polar regions and the lunar far side. In addition, laser-ranging measurements provided the first view of the global topographic figure of the moon. The topography of many ancient impact basins has been measured, and a global map of the thickness of the lunar crust has been derived from the topography and gravity.

At orbit insertion on 14 November 1971 the Martian surface was largely obscured by a dust haze with an extinction optical depth that ranged from near unity in the south polar region to probably greater than 2 over most of the planet. The only features clearly visible were the south polar cap, one dark, spot in Nix Olympica, and three dark spots in the Tharsis region. During the third week the atmosphere began to clear and surface visibility improved, but contrasts remained a fraction of their normal value. Each of the dark spots that apparently protrude through most of the dust-filled atmosphere has a crater or crater complex in its center. The craters are rimless and have featureless floors that, in the crater complexes, are at different levels. The largest crater within the southernmost spot is approximately 100 kilometers wide. The craters apparently were formed by subsidence and resemble terrestrial calderas. The south polar cap has a regular margin, suggsting very flat topography. Two craters outside the cap have frost on their floors; an apparent crater rim within the cap is frost free, indicating preferentia loss of frost from elevated ground. If this is so then the curvilinear streaks, which were frost covered in 1969 and are now clear of frost, may be low-relief ridges. Closeup pictures of Phobos and Deimos show that Phobos is about 25 +/-5 by 21 +/-1 kilometers and Deimos is about 13.5 +/- 2 by 12.0 +/-0.5 kilometers. Both have irregular shapes and are highly cratered, with some craters showing raised rims. The satellites are dark objects with geometric albedos of 0.05.

Voyager 2 images of the southern hemisphere of Uranus indicate that submicrometersize haze particles and particles of a methane condensation cloud produce faint patterns in the atmosphere. The alignment of the cloud bands is similar to that of bands on Jupiter and Saturn, but the zonal winds are nearly opposite. At mid-latitudes (-70 degrees to -27 degrees ), where winds were measured, the atmosphere rotates faster than the magnetic field; however, the rotation rate of the atmosphere decreases toward the equator, so that the two probably corotate at about -20 degrees . Voyager images confirm the extremely low albedo of the ring particles. High phase angle images reveal on the order of 10(2) new ringlike features of very low optical depth and relatively high dust abundance interspersed within the main rings, as well as a broad, diffuse, low optical depth ring just inside the main rings system. Nine of the newly discovered small satellites (40 to 165 kilometers in diameter) orbit between the rings and Miranda; the tenth is within the ring system. Two of these small objects may gravitationally confine the e ring. Oberon and Umbriel have heavily cratered surfaces resembling the ancient cratered highlands of Earth's moon, although Umbriel is almost completely covered with uniform dark material, which perhaps indicates some ongoing process. Titania and Ariel show crater populations different from those on Oberon and Umbriel; these were probably generated by collisions with debris confined to their orbits. Titania and Ariel also show many extensional fault systems; Ariel shows strong evidence for the presence of extrusive material. About halfof Miranda's surface is relatively bland, old, cratered terrain. The remainder comprises three large regions of younger terrain, each rectangular to ovoid in plan, that display complex sets of parallel and intersecting scarps and ridges as well as numerous outcrops of bright and dark materials, perhaps suggesting some exotic composition.

Voyager 2 images of Neptune reveal a windy planet characterized by bright clouds of methane ice suspended in an exceptionally clear atmosphere above a lower deck of hydrogen sulfide or ammonia ices. Neptune's atmosphere is dominated by a large anticyclonic storm system that has been named the Great Dark Spot (GDS). About the same size as Earth in extent, the GDS bears both many similarities and some differences to the Great Red Spot of Jupiter. Neptune's zonal wind profile is remarkably similar to that of Uranus. Neptune has three major rings at radii of 42,000, 53,000, and 63,000 kilometers. The outer ring contains three higher density arc-like segments that were apparently responsible for most of the ground-based occultation events observed during the current decade. Like the rings of Uranus, the Neptune rings are composed of very dark material; unlike that of Uranus, the Neptune system is very dusty. Six new regular satellites were found, with dark surfaces and radii ranging from 200 to 25 kilometers. All lie inside the orbit of Triton and the inner four are located within the ring system. Triton is seen to be a differentiated body, with a radius of 1350 kilometers and a density of 2.1 grams per cubic centimeter; it exhibits clear evidence of early episodes of surface melting. A now rigid crust of what is probably water ice is overlain with a brilliant coating of nitrogen frost, slightly darkened and reddened with organic polymer material. Streaks of organic polymer suggest seasonal winds strong enough to move particles of micrometer size or larger, once they become airborne. At least two active plumes were seen, carrying dark material 8 kilometers above the surface before being transported downstream by high level winds. The plumes may be driven by solar heating and the subsequent violent vaporization of subsurface nitrogen.
