Marine and coastal environments are diverse and dynamic, supporting competing human interests and demands. As society seeks to balance contested uses of space, more holistic planning processes have emerged, which consider social, economic, and ecological factors. One approach that considers social factors, and more specifically social acceptance, is "social license to operate" (SLO). Originating in the terrestrial mining industry, SLO has been adopted by various marine industries. Except for some emerging work in the conservation field, SLO is typically applied to industrial marine and coastal contexts. To understand SLO's uses in other marine and coastal planning contexts, namely conservation, adaptation, and restoration, we conducted a scoping review using the term SLO and similar concepts, including public or social acceptance, support, and buy-in. Results indicate the concept of SLO is still emerging in non-industrial marine and coastal planning, with an emphasis on gaining public acceptance rather than maintaining it. The concept of SLO was applied broadly, including as a measurement for public support and a product of effective engagement. Most publications focused on barriers and drivers of SLO. Influential factors are identified and organized by theme, then discussed based on their relationships within a social-ecological system framework. Considering the common factors and their associated systems helps to link elements necessary to obtain SLO, highlighting their interconnectedness with each other, society, and the natural environment. The findings of this review illustrate SLO's utility for academics and practitioners alike, through its application in methods, tools, values, and concepts that characterize public inclusion for marine and coastal planning.

Opposition to mines endures even in countries with relatively strong environmental assessment processes and regulations. Why proposed mines fail to obtain a social license to operate is analyzed by developing a framework comprised of three concepts-process legitimacy, distributional outcomes, and values compatibility-drawing from the social license to operate, interactive governance, and environmental justice literatures. The framework is applied to understand opposition from local Indigenous people to two mine projects, one in Sweden and the other in British Columbia, Canada. Evidence from interviews with Sami legal experts and Reindeer Herding Community representatives and an advisor with the Tsilhqot'in National Government, as well as from secondary sources is used to analyze the contestation. Despite the proposed mines being situated in different governance contexts, the reasons for the opposition are markedly similar - environmental assessment processes are illegitimate, distributional outcomes unfair, and values incompatible. The comparative empirical analysis leads to refining the framework as a scaffold with values compatibility as the foundational plank, rather than three independent planks contributing to a social license to operate. The analysis offers insights into company commitments to Indigenous engagement, enhancements to process legitimacy, and evolving and paradigmatic shifts in governance processes, as articulated by Indigenous peoples and international governance mechanisms such as the 2007 United Nations Declaration on the Rights of Indigenous Peoples.

The role of corporations in societal outcomes continues to grow. Mining companies now face the expectation of not only providing economic benefits to communities, but act as a facilitator for social wellbeing and environmental stewardship. In the mining sector, this has placed renewed attention to defining corporate social responsibility and, in turn, how social license to operate is understood. These developments are particularly pertinent when mining operations affect Indigenous communities - where land use is central to livelihood. This study looks at the community engagement strategies of two mining companies in northern countries, Cameco (Canada) and Boliden (Sweden). By comparing their approaches, this paper explores the development of their practices over time and assess to what extent their corporate policy has translated into everyday practice and outcomes. The findings of demonstrate that high levels of trust are established when corporate approaches are built around transparency and collaboration - resulting in agreements that include long-term partnerships around socio-economic and environmental management.

Wastewater monitoring as a public health tool is well-established and the SARS-CoV-2 (COVID-19) pandemic has seen its widespread uptake. Given the significant potential of wastewater monitoring as a public health surveillance and decision support tool, it is important to understand what measures are required to allow the long-term benefits of wastewater monitoring to be fully realized, including how to establish and/or maintain public support. The potential for positive SARS-CoV-2 detections to trigger enforced, community-wide public health interventions (e.g., lockdowns and other impacts on civil liberties) further emphasises the need to better understand the role of public engagement in successful wastewater-based monitoring programs. This paper systematically reviews the processes of building and maintaining the social license to operate wastewater monitoring. We specifically explore the relationship between different stakeholder communities and highlight the information and actions that are required to establish a social license to operate and then prevent its loss. The paper adds to the literature on social license to operate by extending its application to new domains and offers a dynamic model of social license to help guide the agenda for researcher and practitioner communities.

The social license to operate framework considers how society grants or withholds informal permission for resource extractors to exploit publicly owned resources. We developed a modified model, which we refer to as the social license to hunt (SLH). In it we similarly consider hunters as operators, given that wildlife are legally considered public resources in North America and Europe. We applied the SLH model to examine the controversial hunting of large carnivores, which are frequently killed for trophies. Killing for trophies is widespread, but undertaken by a minority of hunters, and can pose threats to the SLH for trophy-seeking carnivore hunters and potentially beyond. Societal opposition to large carnivore hunting relates not only to conservation concerns but also to misalignment between killing for trophies and dominant public values and attitudes concerning the treatment of animals. We summarized cases related to the killing of grizzly bears (Ursus arctos), wolves (Canis lupus), and other large carnivores in Canada, the United States, and Europe to illustrate how opposition to large carnivore hunting, now expressed primarily on social media, can exert rapid and significant pressure on policy makers and politicians. Evidence of the potential for transformative change to wildlife management and conservation includes proposed and realized changes to legislation, business practice, and wildlife policy, including the banning of some large carnivore hunts. Given that policy is ultimately shaped by societal values and attitudes, research gaps include developing increased insight into public support of various hunting policies beyond that derived from monitoring of social media and public polling. Informed by increased evidence, the SLH model can provide a conceptual foundation for predicting the likelihood of transient versus enduring changes to wildlife conservation policy and practice for a wide variety of taxa and contexts.


Cacería de Grandes Carnívoros y la Licencia Social para Cazar Resumen El marco de trabajo de la licencia social para operar considera cómo la sociedad otorga o restringe permisos informales para que los extractores de recursos puedan explotar los recursos públicos. Desarrollamos un modelo modificado, al cual nos referimos como la licencia social para cazar (LSC). En este modelo consideramos a los cazadores como símiles de los operadores puesto que en América del Norte y en Europa a la fauna se le considera legalmente como recurso público. Aplicamos el modelo de la LSC en un análisis de la cacería controversial de grandes carnívoros, a los cuales con frecuencia se les caza para convertirlos en trofeos. La cacería para trofeos es común pero sólo la realiza una minoría de los cazadores y puede presentar una amenaza para la LSC para los cazadores que cazan carnívoros para trofeos e incluso para otros tipos de cazadores. La oposición social a la cacería de grandes carnívoros se relaciona no sólo con el interés de conservación sino también con la discordancia entre la caza para trofeos y las actitudes y valores públicos dominantes con respecto al trato hacia los animales. Students completing advanced degrees in dairy or animal science may go on to have a major impact on the food animal agriculture industries. The aim of this study was to better understand student views of the future of dairying, including changes in practices affecting animal care on farms as well as perceived public perceptions. We conducted 6 focus group sessions with undergraduate students enrolled in the 2019 US Dairy Education and Training Consortium held in Clovis, New Mexico, and used explorative key word analysis of written notes and thematic analysis of the semi-structured discussions. Some "must-haves" of future animal care on dairy farms included increased use of technology, group housing of calves, and adequate facilities, including enrichment. Students also discussed their views of public expectations regarding animal care on dairy farms, and measures that they felt must be put into place to address these expectations in the coming years. Although the influence of the public was highlighted by the students, they were not always certain what specific values the public holds and doubted the feasibility and practicality of some expectations, such as providing pasture access or keeping the calf and cow together. They further demonstrated uncertainty about how best to align the directions of the industry with public expectations. Although they felt that public education could be used to demonstrate the legitimacy of dairy practices, they also believed that the industry should strive to find compromises and work toward meeting public expectations. Deciding what animal welfare considerations (e.g., naturalness, affective states, or animal health) were most relevant was a challenge for the students, perhaps reflecting diverging messages received during their own education.

BACKGROUND: The use of government health data for secondary purposes, such as monitoring the quality of hospital services, researching the health needs of populations, and testing how well new treatments work, is increasing. This increase in the secondary uses of health data has led to increased interest in what the public thinks about data sharing, in particular, the possibilities of sharing with the private sector for research and development. Although international evidence demonstrates broad public support for the secondary use of health data, this support does not extend to sharing health data with the private sector. If governments intend to share health data with the private sector, knowing what the public thinks will be important. This paper reports a national survey to explore public attitudes in Australia toward sharing health data with private companies for research on and development of therapeutic drugs and medical devices. OBJECTIVE: This study aims to explore public attitudes in Australia toward sharing government health data with the private sector. METHODS: A web-based survey tool was developed to assess attitudes about sharing government health data with the private sector. A market research company was employed to administer the web-based survey in June 2019. RESULTS: The survey was completed by 2537 individuals residing in Australia. Between 51.8% and 57.98% of all participants were willing to share their data, with slightly fewer in favor of sharing to improve health services (51.99%) and a slightly higher proportion in favor of sharing for research and development (57.98%). There was a preference for opt-in consent (53.44%) and broad support for placing conditions on sharing health information with private companies (62% to 91.99%). Wide variability was also observed in participants' views about the extent to which the private sector could be trusted and how well they would behave if entrusted with people's health information. In their qualitative responses, the participants noted concerns about private sector corporate interests, corruption, and profit making and expressed doubt about the Australian government's capacity to manage data sharing safely. The percentages presented are adjusted against the Australian population. CONCLUSIONS: This nationally representative survey provides preliminary evidence that Australians are uncertain about sharing their health data with the private sector. Although just over half of all the respondents supported sharing health data with the private sector, there was also strong support for strict conditions on sharing data and for opt-in consent and significant concerns about how well the private sector would manage government health data. Addressing public concern about sharing government health data with the private sector will require more and better engagement to build community understanding about how agencies can collect, share, protect, and use their personal data.

Similar to the situation in many countries, the dairy industry in Canada is challenged by the need to adapt to changing societal demands. An industry-led initiative (Dairy Farmers of Canada's proAction Initative, known as proAction) was developed to respond to this challenge, providing mandatory national standards for on-farm practices. Farmers are more likely to follow such standards if they are aligned with their values and beliefs. The aim of this study was to better understand farmers' perspectives on the future of the Canadian dairy industry, with a focus on the role of mandatory policies such as those related to proAction. Seven focus groups were conducted, with discussions based on the principles of appreciative inquiry. Participants were each asked to write down key words that represent the "must-haves" on dairy farms in 20 yr from now. Although participants were encouraged to focus on aspects directly related to animal care, all answers were accepted. Key words were then used to facilitate a discussion and elicit ideas on how to achieve these must-haves. Particular focus was on the direction that participants believed policy should take to meet these goals. Explorative qualitative analysis was used for the written key words, and transcripts of the audio-recorded focus group discussions were analyzed using thematic analysis. Examples of farm-specific considerations that were raised as future must-haves of animal care on dairy farms included cow comfort, employee management, responsible health management, and use of advanced thechnologies. Participants agreed that objectives can only be achieved through collaboration among farmers and between farmers and researchers, and they regarded citizen education as a promising approach to align differing expectations of the public and farmers. Citizen trust in the dairy industry was considered a must-have, and participants believed that one of the benefits of mandatory policies for animal care is their potential to increase trust. These results may help guide the development of new animal care policies and increase understanding of the perceived legitimacy of new policies by dairy farmers.

When confronted with concerns or backlash as a result of their environmental or sustainability performance, companies may elect to address them head-on by directly correcting their real or perceived misdeeds. However, it is often the case that businesses are unwilling or unable to address their transgressions directly; in these cases, they may elect to draw attention to indirect substantiality benefits unfolding in areas unrelated to where the concerns or backlash initially arose. In this study, we sought to test the effect of these indirect and direct responses to sustainability challenges on two dependent variables: public perception of company reputation, and their willingness to grant a company "social license" for future business activities. Compared to a business-as-usual control condition, and across three company contexts, consumers provided favorable ratings of reputation, and were willing to grant social license, when companies responded indirectly to a sustainability challenge. These results highlight the powerful effect of indirect responses, which may be perceived as "greenwash", and the importance of intuitive judgmental heuristics and individual value orientations when consumers form impressions about corporate sustainability.

BACKGROUND: Personal health information is a valuable resource to the advancement of research. In order to achieve a comprehensive reform of data infrastructure in Australia, both public engagement and building social trust is vital. In light of this, we conducted a study to explore the opinions, perceived risks and trustworthiness regarding the use of personal health information for research, in a sample of the public attending a tertiary healthcare facility. METHODS: The Consumer Opinions of Research Data Sharing (CORDS) study was a questionnaire-based design with 249 participants who were attending a public tertiary healthcare facility located on the Gold Coast, Australia. The questionnaire was designed to explore opinions and evaluate trust and perceived risk in research that uses personal health information. Concept analysis was used to identify key dimensions of perceived risk. RESULTS: Overall participants were supportive of research, highly likely to participate and mostly willing to share their personal health information. However, where the perceived risk of data misuse was high and trust in others was low, participants expressed hesitation to share particular types of information. Performance, physical and privacy risks were identified as key dimensions of perceived risk. CONCLUSION: This study highlights that while participant views on the use of personal health information in research is mostly positive, where there is perceived risk in an environment of low trust, support for research decreases. The three key findings of this research are that willingness to share data is contingent upon: (i) data type; (ii) risk perception; and (iii) trust in who is accessing the data. Understanding which factors play a key role in a person's decision to share their personal health information for research is vital to securing a social license.

Hydraulic fracturing has provided a persistent, polarizing, and highly politicized source of controversy internationally and in numerous national contexts for just under a decade. This research uses hydraulic fracturing (i.e., fracking) operations in New Zealand as a vignette through which to understand the underlying causes of controversy and the appropriateness of attempts to address them. A multi-method approach using interviews (n = 25), diagrammatic analysis, and newsprint media was applied to evidence two major findings. First, previous attempts to explain fracking controversy based on social constructivist theory lack a multi-scalar approach to the assessment of factors that influence risk perceptions. It is found that risk perception surrounding fracking in New Zealand reflects intra-scalar interactions between factors originating at the international, national, regional, and local scale. Second, there is a concerning absence of critique pertaining to the concept of "social license to operate" (SLO), which has been advocated both internationally and nationally as an appropriate form of stakeholder engagement. This article contributes to the SLO outcomes literature by establishing a need to consider multi-scalar influences on risk perception when explaining diverse SLO outcomes in communities where fracking operations are prospective or already taking place.

Using reproduction parameters as indicators for cattle welfare has limitations and, at best, these parameters should only be viewed as indirect indicators of welfare. On a farm level, measures such as fertility rates emphasize biological performance of the herd but fail to consider the welfare of individual animals. Even on an individual level, the relationship between reproductive effectiveness and animal welfare is complex. Good reproductive performance does not automatically signify good welfare, as domestication and targeted breeding programmes have led to prioritization of high productive and reproductive performance in most modern farm animal species. In this review, we synthesize literature regarding cattle husbandry, reproduction, welfare and their multidimensional relationships. We argue that practices such as artificial insemination or the use of sexed semen may provide potential welfare advantages as these practices reduce the risk of disease transmission and injury or enable selection of specific beneficial traits. Furthermore, they may offer a solution to current practices jeopardizing welfare, such as the management of surplus bull calves in the dairy industry. Conversely, the animals' ability to perform natural behaviours such as oestrous expression, an aspect arguably contributing to welfare, is often limited on commercial farms; this limitation is particularly evident in housing systems such as tie stalls where movement is restricted. Moreover, common management practices such as oestrus manipulation may lead to negative attitudes in citizens who often regard naturalness as important element of animal welfare.

The proliferation of linear infrastructure such as roads and railways is a major global driver of cumulative biodiversity loss. One strategy for reducing habitat loss associated with development is to encourage linear infrastructure providers and users to share infrastructure networks. We quantified the reductions in biodiversity impact and capital costs under linear infrastructure sharing of a range of potential mine to port transportation links for 47 mine locations operated by 28 separate companies in the Upper Spencer Gulf Region of South Australia. We mapped transport links based on least-cost pathways for different levels of linear-infrastructure sharing and used expert-elicited impacts of linear infrastructure to estimate the consequences for biodiversity. Capital costs were calculated based on estimates of construction costs, compensation payments, and transaction costs. We evaluated proposed mine-port links by comparing biodiversity impacts and capital costs across 3 scenarios: an independent scenario, where no infrastructure is shared; a restricted-access scenario, where the largest mining companies share infrastructure but exclude smaller mining companies from sharing; and a shared scenario where all mining companies share linear infrastructure. Fully shared development of linear infrastructure reduced overall biodiversity impacts by 76% and reduced capital costs by 64% compared with the independent scenario. However, there was considerable variation among companies. Our restricted-access scenario showed only modest biodiversity benefits relative to the independent scenario, indicating that reductions are likely to be limited if the dominant mining companies restrict access to infrastructure, which often occurs without policies that promote sharing of infrastructure. Our research helps illuminate the circumstances under which infrastructure sharing can minimize the biodiversity impacts of development.

The development of third party assessment and certification of fisheries and aquaculture has provided new forms of governance in sectors that were traditionally dominated by state based regulation. Emerging market based approaches are driven by shareholder expectations as well as commitment to corporate social responsibility, whereas community engagement is increasingly centered on the questions of social license to operate. Third party assessment and certification links state, market and community into an interesting and challenging hybrid form of governance. While civil society organizations have long been active in pursuing sustainable and safe seafood production, the development of formal non-state based certification provides both opportunities and challenges, and opens up interesting debates over hybrid forms of governance. This paper explores these developments in coastal marine resources management, focusing on aquaculture and the development and operation of the Aquaculture Stewardship Council. It examines the case of salmonid aquaculture in Tasmania, Australia, now Australia's most valuable seafood industry, which remains the focus of considerable community debate over its siting, operation and environmental impact.

The commercial greyhound racing industry in New Zealand is struggling with an eroding social license and 'on-notice' status. Multiple independent reviews of the industry have identified ongoing issues of animal welfare during and between races, euthanasia decisions, poor data tracking, a lack of transparency and problems with rehoming dogs, resulting in New Zealand animal advocacy agencies and the general public questioning the continuation of greyhound racing. The current paper assessed the New Zealand public's awareness and familiarity with commercial greyhound racing, identified current levels of public support or opposition for racing, and provided context in terms of engagement with greyhound racing using a comprehensive survey of a robust sample of New Zealanders. The results confirm that the social license of the greyhound industry is under challenge with most respondents expressing disagreement with or lack of knowledge of current industry practices and indicating they would vote in support of a ban. There is scope for increasing public acceptability by addressing welfare issues, increasing awareness of positive industry practices, and encouraging transparency of the greyhound racing agency. However, as greyhound racing is on the decline worldwide, calls are likely to continue for a phase-out of commercial greyhound racing.

RESUMEN

Risk rates for and predisposing factors to fractures occurring in Thoroughbred racing that have been published in peer reviewed journals are documented. The potential for currently available techniques to identify horses at increased risk for fracture is discussed on the bases of principles, practicalities, advantages, disadvantages and current data. All are reviewed in light of justifiable decision making and importance of fractures to horseracing's social license.

This article presents data collected using online surveys conducted in Norway, Tasmania (Australia) and Iceland, with the aim of exploring public perceptions of the salmon aquaculture industry in each country. A total of 2085 survey participants provided responses, with 1183 from Norway, 406 from Tasmania, and 496 from Iceland. The survey encompassed various aspects of attitudes towards and perceptions of the aquaculture industry. Participants were asked questions regarding their environmental concerns, trust in governance and management, and knowledge of the aquaculture industry in their respective country. Additionally, attitudes towards the industry were explored using questions related to preferences regarding information sources, perceptions of industry contributions, distribution of economic benefits, financial significance in local community, sustainability, and acceptance and tolerance of industry production. Respondents were also given the opportunity to provided text comments regarding the areas in which they thought the industry should become more sustainable. Demographic data on the respondents were collected, directly from the participants and from existing panel data from the survey company. However, the dataset excludes information on residence on the local level (postal code) to ensure anonymity of the respondents. The survey design was created by the SoLic-project (2019-2022, supported by the Research Council of Norway, no. 295114), drawing on the social license literature and the team's extensive research experience on topics related to the aquaculture industry, social acceptance, and legitimacy. The dataset presented in the article combines raw survey data with additional analysis data derived from grouping answer options or recoding data variables. The data provided in this article offers a valuable resource for researchers, industry representatives, public authorities, and other parties interested in salmon aquaculture. It enables comparative analyses and further investigations into public perceptions in Norway, Tasmania, and Iceland. This dataset can be used to explore a wide range of topics and extend the research conducted by the SoLic project team.

INTRODUCTION: The social licence of the Australian thoroughbred (TB) industry relies on the general public's perception of how they manage the animal in their care. METHOD: This study examines the horse, race and activity records for the 37,704 horses racing and training in Australia from 1 August 2017 to 31 July 2018. Three-quarters (75%, n = 28,184) of TBs started in one of the 180, 933 race starts that occurred during the 2017-2018 Australian racing season. RESULTS: Horses participating in the 2017-2018 Australian racing season had a median age of 4 years, with geldings more likely to be aged 5 years and older. The majority of the TB racehorse population were geldings (51%, n = 19,210), with 44% (n = 16,617) females and only 5% (n = 1877) entire males. Horses aged 2 years were three times more likely to not start in a race in that year compared with older horses. At the end of the 2017-2018 racing season, 34% of the population had an inactive status recorded. Horses aged 2 years (median two starts) and 3 years (median five starts) had fewer starts than older horses (median seven starts). Eighty-eight percent (n = 158,339) of race starts were over distances of 1700 metres or less. Race starts by horses aged 2 years (46%, 3264 of 7100) were more likely to have occurred at a metropolitan meeting compared with starts by older horses. CONCLUSION: This study provides a national overview of the racing and training activities and TBs participating in the 2017-2018 Australian racing season.

As society debates the use of animals in sport, entertainment, and leisure, there is an increasing focus on the welfare, social, and ecological impacts of such activities on the animals, human participants, people close to them, and the physical environment. This article introduces the "Enhanced One Welfare Framework" to reveal significant costs and benefits associated with Thoroughbred breeding and racing globally. In addition, relative to calls to ban horseracing and similar activities as part of sustainability approaches that focus chiefly on animals, the "Enhanced One Welfare Framework" is better positioned politically to guide discussions that renegotiate the conditions under which horses are used for sport and the impact racing has on humans and the planet. In 2020, the International Federation of Horseracing Authorities issued its minimum horse welfare standards based on the Five Domains model, positioning lifelong horse welfare as "fundamentally important to the viability and sustainability of the industry". In this article, we critique the One Welfare framework's historic lack of focus on sport and enhance it by including sport, leisure, and entertainment and framing it within the Five Domains model. We offer a novel extension of the Five Domains model beyond animal welfare to consider human welfare and the physical environmental impacts of the sport, leisure, and entertainment industries and propose innovations that may help thoroughbred breeding and racing assure a sustainable future.

RESUMEN

What is a social license to operate (SLO)? Why would this concept matter for horse sport? In perhaps its simplest form, "social license to operate" is the public's perception of an industry or activity. It is a challenging concept to fully grasp because it does not arrive as a document given by a government agency. Yet it is every bit as important-perhaps more so. Does the industry in question operate with transparency? Does the public believe in the integrity of the stakeholders who are most likely to benefit from the activity? Do people believe there is legitimacy in the scrutinized industry or discipline? Industries who operate with impunity, during our current era of 24-7-365 scrutiny do so at their own risk. It is no longer acceptable to say, "but we've always done it this way." It is no longer acceptable to say, "if we just educate the naysayers, they'll understand our position." Our horse industry will have a challenging time in the current environment convincing stakeholders that horses are "happy athletes" if we are merely avoiding blatantly abusive practices. The public, as well as a large percentage of equestrian stakeholders, want to be convinced that we truly believe "horse welfare shall be paramount." This is not merely a hypothetical, ethical assessment exercise. This is real; this is a threat; and the horse industry should consider themselves put on notice.
