The legacy of fish stocking in mountain lake ecosystems has left behind a challenge for land managers around the globe. In the US and Canada, historically fishless mountain lakes have been stocked with trout for over a century. These non-native trout have cascading ecosystem effects, and can accumulate atmospherically deposited contaminants. While the negative impacts of stocking in these ecosystems have become increasingly apparent, wilderness fishing has garnered cultural value in the angling community. As a result, public lands managers are left with conflicting priorities. National park managers across the western US are actively trying to reconcile the cultural and ecological values of mountain lakes through the development of management plans for mountain lake fisheries. However, visitors' social perceptions, attitudes, and values regarding mountain lake fisheries management have remained unquantified, and thus largely left out of the decision-making process. Our study evaluated the recreation habits, values, and attitudes of national park visitors towards fish stocking and management of mountain lakes of two national parks in the Pacific Northwest. We found that most visitors favor fish removal using a conservation approach, whereby sensitive lakes are restored, while fish populations are maintained in lakes that are more resilient. An important consideration for managers is that many mountain lake anglers consume fish on an annual basis, thus we emphasize the use of outreach and education regarding the accumulation of contaminants in fish tissues. Our findings help elucidate the conflicting views of stakeholders, and we provide recommendations to inform management of mountain lakes fisheries in North America and abroad.

Since their introduction two decades ago, Community Wildfire Protection Plans (CWPPs) have become a common planning tool for improving community preparedness and risk mitigation in fire-prone regions, and for strengthening coordination among federal and state land management agencies, local government, and residents. While CWPPs have been the focus of case studies, there are limited large-scale studies to understand the extent of, and factors responsible for, variation in stakeholder participation-a core element of the CWPP model. This article describes the scale and scope of participation in CWPPs across the western United States. We provide a detailed account of participants in over 1,000 CWPPs in 11 states and examine how levels of participation and stakeholder diversity vary as a function of factors related to planning process, planning context, and the broader geographic context in which plans were developed. We find that CWPPs vary substantially both by count and diversity of participants and that the former varies as a function of the geographic scale of the plan, while the latter varies largely as a function of the diversity of landowners within the jurisdiction. More than half of participants represented local interests, indicating a high degree of local engagement in hazard mitigation. Surprisingly, plan participation and diversity were unrelated to wildfire hazard. These findings suggest that CWPPs have been largely successful in their intent to engage diverse stakeholders in preparing for and mitigating wildfire risk, but that important challenges remain. We discuss the implications of this work and examine how the planning process and context for CWPPs may be changing.

Terrestrial land use activities present cross-ecosystem threats to riverine and marine species and processes. Specifically, pesticide runoff can disrupt hormonal, reproductive, and developmental processes in aquatic organisms, yet non-point source pollution is difficult to trace and quantify. In Oregon, U.S.A., state and federal forestry pesticide regulations, designed to meet regulatory water quality requirements, differ in buffer size and pesticide applications. We deployed passive water samplers and collected riverine and estuarine bivalves Margaritifera falcata, Mya arenaria, and Crassostrea gigas from Oregon Coast watersheds to examine forestry-specific pesticide contamination. We used non-metric multidimensional scaling and regression to relate concentrations and types of pesticide contamination across watersheds to ownership and management metrics. In bivalve samples collected from eight coastal watersheds, we measured twelve unique pesticides (two herbicides; three fungicides; and seven insecticides). Pesticides were detected in 38% of bivalve samples; and frequency and maximum concentrations varied by season, species, and watershed with indaziflam (herbicide) the only current-use forestry pesticide detected. Using passive water samplers, we measured four current-use herbicides corresponding with planned herbicide applications; hexazinone and atrazine were most frequently detected. Details about types and levels of exposure provide insight into effectiveness of current forest management practices in controlling transport of forest-use pesticides.

Production and use of pharmaceuticals in the United States is high and continues to grow. This, combined with poor wastewater removal rates for drugs in excreted waste, and improper pharmaceutical disposal leads to the presence of pharmaceuticals in fresh- and marine waters and wildlife. In the United States, safe drug take-back boxes, or dropboxes, were established in pharmacies after federal legislation passed in 2014, allowing for year-round safe collection of leftover pharmaceuticals. The overarching objective of this work was to identify opportunities for improving access to proper pharmaceutical disposal. We assessed consumer behavior regarding drug disposal choices and knowledge of dropboxes at pharmacies, investigated pharmacist attitudes toward and recommendations about leftover drug disposal, and compared responses at locations with and without dropboxes. We also explored obstacles to dropbox adoption and usage. We found that customer awareness of dropboxes as well as knowledge about risks of improper disposal are low, however awareness was greater at pharmacies with dropboxes. Additionally, pharmacists at dropbox locations were more consistent in their messaging to customers, more likely to recommend proper disposal methods, and more supportive of drug take-back programs. Through a focus group, we learned that further consumer education would overwhelm the capacity of the existing dropboxes. Based on our findings, we recommend solutions to improper disposal focus on legislation mandating dropboxes at pharmacies and pressure on the pharmaceutical industry to fund proper disposal of unused pharmaceuticals.

Increasing concentrations of greenhouse gases (GHGs) are causing global climate change and decreasing the stability of the climate system. Long-term solutions to climate change will require reduction in GHG emissions as well as the removal of large quantities of GHGs from the atmosphere. Natural climate solutions (NCS), i.e., changes in land management, ecosystem restoration, and avoided conversion of habitats, have substantial potential to meet global and national greenhouse gas (GHG) reduction targets and contribute to the global drawdown of GHGs. However, the relative role of NCS to contribute to GHG reduction at subnational scales is not well known. We examined the potential for 12 NCS activities on natural and working lands in Oregon, USA to reduce GHG emissions in the context of the state's climate mitigation goals. We evaluated three alternative scenarios wherein NCS implementation increased across the applicable private or public land base, depending on the activity, and estimated the annual GHG reduction in carbon dioxide equivalents (CO2e) attributable to NCS from 2020 to 2050. We found that NCS within Oregon could contribute annual GHG emission reductions of 2.7 to 8.3 MMT CO2e by 2035 and 2.9 to 9.8 MMT CO2e by 2050. Changes in forest-based activities including deferred timber harvest, riparian reforestation, and replanting after wildfires contributed most to potential GHG reductions (76 to 94% of the overall annual reductions), followed by changes to agricultural management through no-till, cover crops, and nitrogen management (3 to 15% of overall annual reductions). GHG reduction benefits are relatively high per unit area for avoided conversion of forests (125-400 MT CO2e ha-1). However, the existing land use policy in Oregon limits the current geographic extent of active conversion of natural lands and thus, avoided conversions results in modest overall potential GHG reduction benefits (i.e., less than 5% of the overall annual reductions). Tidal wetland restoration, which has high per unit area carbon sequestration benefits (8.8 MT CO2e ha-1 yr-1), also has limited possible geographic extent resulting in low potential (< 1%) of state-level GHG reduction contributions. However, co-benefits such as improved habitat and water quality delivered by restoration NCS pathways are substantial. Ultimately, reducing GHG emissions and increasing carbon sequestration to combat climate change will require actions across multiple sectors. We demonstrate that the adoption of alternative land management practices on working lands and avoided conversion and restoration of native habitats can achieve meaningful state-level GHG reductions.

We characterized wildfire transmission and exposure within a matrix of large land tenures (federal, state, and private) surrounding 56 communities within a 3.3 million ha fire prone region of central Oregon US. Wildfire simulation and network analysis were used to quantify the exchange of fire among land tenures and communities and analyze the relative contributions of human versus natural ignitions to wildfire exposure. Among the land tenures examined, the area burned by incoming fires averaged 57% of the total burned area. Community exposure from incoming fires ignited on surrounding land tenures accounted for 67% of the total area burned. The number of land tenures contributing wildfire to individual communities and surrounding wildland urban interface (WUI) varied from 3 to 20. Community firesheds, i.e. the area where ignitions can spawn fires that can burn into the WUI, covered 40% of the landscape, and were 5.5 times larger than the combined area of the community core and WUI. For the major land tenures within the study area, the amount of incoming versus outgoing fire was relatively constant, with some exceptions. The study provides a multi-scale characterization of wildfire networks within a large, mixed tenure and fire prone landscape, and illustrates the connectivity of risk between communities and the surrounding wildlands. We use the findings to discuss how scale mismatches in local wildfire governance result from disconnected planning systems and disparate fire management objectives among the large landowners (federal, state, private) and local communities. Local and regional risk planning processes can adopt our concepts and methods to better define and map the scale of wildfire risk from large fire events and incorporate wildfire network and connectivity concepts into risk assessments.
