A década de 1880 marcou o início do diálogo entre as elites intelectuais brasileiras e as teorias raciais e isso se deu no mesmo momento em que a Câmara dos Senhores Deputados discutia, aprovava e encaminhava para o Senado Imperial o projeto de Reforma Eleitoral. O projeto em questão foi o apresentado pelo Gabinetede 28 de Março de 1880, chefiado pelo Conselheiro José Antônio Saraiva, ele trazia, em termos formais, modificações substanciais no processo eleitoral imperial. A principal delas seria a substituição do sistema indireto em dois graus estabelecido na Constituição Imperial, donde figuravam o votante e o eleitor, pelo voto direto. O votante, primeiro grau, elegia o eleitor, segundo grau, este elegia os deputados e ossenadores. Todavia, optou-se por abordar aqui outra modificação no sistema eleitoral que se fazia presente no projeto de Reforma Eleitoral, esta versava acerca da inclusão dos libertos como cidadãos políticos plenos. A Carta Constitucional de 1824 assegurava aos libertos que comprovassem a renda mínima, estabelecida pelo censo eleitoral, a possibilidade de se alistarem enquanto votantes, mas não comoeleitores. Segundo, a proposta de lei eleitoral aprovada pela Câmara dos Deputados em junho de 1880 e enviada para o Senado no mesmo mês, eliminou a figura do votante, mediante a criação do voto direto, passando a existir assim somente eleitores.
The 1880s marked the beginning of a dialogue between the Brazilian intellectual elites and racial theories. During the same period, the House of Gentlemen discussed, approved and headed The Electoral Reform Project for the Imperial Senate. The project under discussion was submitted by the House of Gentlemen's Office on March 28th, led by the Councilor Jose Antonio Saraiva. It brought in formalterms substantial modifications to the imperial electoral process. The main change was the replacement of the indirect system of two degrees, established in the Imperial Constitution, which was composed by the voter and the elector, through direct vote. The voter chose the elector, in the first degree. After that, in the seconddegree, the elector voted for deputies and senators. However, we chose to address another modification in the electoral system that was present in the Electoral Reform Project the inclusion of the ex-slaves as full political citizens. The Constitution of 1824 ensured freedmen that had the minimum income established by the electoral census the possibility of enlisting themselves as voters, though not as electors.According to the electoral legislation, that was passed by the House ofRepresentatives in June 1880 and was sent to the Senate in the same month, the role of the voter was eliminated through the creation of the direct vote, that is, only the role of the elector remained. Therefore, the freedmen would be able to enlist themselves as electors, provided that they satisfied other requirements, for example,proof of minimum income.
