RESUMO

Ce document est un rapport résumé d'une analyse structurée de l'évaluation de l'aide humanitaire en Haïti suite au séisme de janvier 2010. L'objectif est d'évaluer la portée et l'impact de la réponse humanitaire apportée. Cette évaluation fournit des recommandations programmatiques pour le gouvernement (et la population) d'Haïti, les donateurs et les organismes exécuteurs qui ont pour but de favoriser la résilience du peuple haïtien et du gouvernement. Après avoir introduit la méthodologie utilisée, les résultats dans les domaines de la résilience sociale, économique, environnementale et infrastructurelle sont présentés.

RESUMO

Economic recovery from disaster is about the resilience of local economies, although it may concern regional or national economics, especially in small or poor countries. Is the aim of recovery simply to restore the pre-disaster state? Or should disasters be embraced as opportunities to make local economies more resilient? Overall economic activity is the normal measure, but we are also concerned with what the activity is doing for the people and enterprises within the region under study - including a range of intangible factors. Depending on our spatial and temporal scales, we may find that economic recovery from disaster is partial at best. We may find that the economy boomed following disaster but that some sectors are left devastated. In some cases, there may be no recovery. We argue that the priority in economic recovery should be on maintaining the economic flows that support the prosperity and activities of the affected area. (AU)

RESUMO

This article argues that a reappraisal of emergency management systems might be of assistance to organisations concerned with risk assessment in all phases of disaster. Taylor suggests a revised classification of disaster migt support risk organisations when managing the enormity and widespread effects of events such as those culminating in the terrorist attacks of September 11, 2001 and in the collapse of corporate empires. Taylor justifies his assertion by defining disasters, presenting a disaster classification system and identifying potential casualties in the aftermath of any major traumatic event. (AU)
