RESUMEN

Predicting species survival in the face of climate change requires understanding the drivers that influence their distribution. Emperor penguins (Aptenodytes forsteri) incubate and rear chicks on landfast sea ice, whose extent, dynamics, and quality are expected to vary substantially due to climate change. Until recently, this species' continent-wide observations were scarce, and knowledge on their distribution and habitat limited. Advances in satellite imagery now allow their observation and characterization of habitats across Antarctica at high resolution. Using circumpolar high-resolution satellite images, unique fast ice metrics, and geographic and biological factors, we identified diverse penguin habitats across the continent, with no significant difference between areas with penguins or not. There is a clear geographic partitioning of colonies with respect to their defining habitat characteristics, indicating possible behavioral plasticity among different metapopulations. This coincides with geographic structures found in previous genetic studies. Given projections of quasi-extinction for this species in 2100, this study provides essential information for conservation measures.

RESUMEN

The European Commission launched the Coronavirus Response Investment Initiatives in March 2020, which aimed to help European economic actors, including the fishing sector, to cope with the COVID-19 crisis. This initiative was translated into French law in April 2020, through a decree laying down conditions for obtaining temporary cessation subsidies. Here, we demonstrate that, in stark contradiction with the European Union's international commitments and binding objectives, France allocated this fund in a way that mostly benefited large-scale, high-impact fisheries. In particular, we show that seven companies/groups received 28.5% of all subsidies, for only 53 vessels, i.e. 0.8% of the French fleet. We also show that vessels smaller than 12 m and operating lower impact, 'passive' gears only accounted for 8.7% of subsidies although they account for 74.5% of the French fleet. In contrast, vessels larger than 12 m (and up to 89.4 m) and operating higher impact, 'active' gears captured 70.5% of all subsidies, although they only account for 10.7% of the fleet. These results support the fact that despite celebrated commitments and objectives aiming to support low impact, coastal communities and to rebuild thriving marine ecosystems - including during the COVID-19 crisis - a key fishing state such as France keeps implementing policies that are tailored by and for the most powerful companies and impactful fishing practices.

In a fast-changing world, polar ecosystems are threatened by climate variability. Understanding the roles of fine-scale processes, and linear and nonlinear effects of climate factors on the demography of polar species is crucial for anticipating the future state of these fragile ecosystems. While the effects of sea ice on polar marine top predators are increasingly being studied, little is known about the impacts of landfast ice (LFI) on this species community. Based on a unique 39-year time series of satellite imagery and in situ meteorological conditions and on the world's longest dataset of emperor penguin (Aptenodytes forsteri) breeding parameters, we studied the effects of fine-scale variability of LFI and weather conditions on this species' reproductive success. We found that longer distances to the LFI edge (i.e. foraging areas) negatively affected the overall breeding success but also the fledging success. Climate window analyses suggested that chick mortality was particularly sensitive to LFI variability between August and November. Snowfall in May also affected hatching success. Given the sensitivity of LFI to storms and changes in wind direction, important future repercussions on the breeding habitat of emperor penguins are to be expected in the context of climate change.

The Marine Stewardship Council (MSC) sets a standard by which sustainable fisheries can be assessed and eco-certified. It is one of the oldest and most well-known fisheries certifications, and an estimated 15% of global fish catch is MSC-certified. While the MSC is increasingly recognized by decision-makers as an indicator for fishery success, it is also criticized for weak standards and overly-lenient third-party certifiers. This gap between the standard's reputation and its actual implementation could be a result of how the MSC markets and promotes its brand. Here we classify MSC-certified fisheries by gear type (i.e. active vs. passive) as well as by length of the vessels involved (i.e. large scale vs. small scale; with the division between the two occurring at 12 m in overall length). We compared the MSC-certified fisheries (until 31 December 2017) to 399 photographs the MSC used in promotional materials since 2009. Results show that fisheries involving small-scale vessels and passive gears were disproportionately represented in promotional materials: 64% of promotional photographs were of passive gears, although only 40% of MSC-certified fisheries and 17% of the overall catch were caught by passive gears from 2009-2017. Similarly, 49% of the photographs featured small-scale vessels, although just 20% of MSC-certified fisheries and 7% of the overall MSC-certified catch used small-scale vessels from 2009 to 2017. The MSC disproportionately features photographs of small-scale fisheries although the catch it certifies is overwhelmingly from industrial fisheries.

RESUMEN

The imperative to increase seafood supply while dealing with its overfished local stocks has pushed the European Union (EU) and its Member States to fish in the Exclusive Economic Zones of other countries through various types of fishing agreements for decades. Although European public fishing agreements are commented on regularly and considered to be transparent, this is the first global and historical study on the fee regime that governs them. We find that the EU has subsidized these agreements at an average of 75% of their cost (financial contribution agreed upon in the agreements), while private European business interests paid the equivalent of 1.5% of the value of the fish that was eventually landed. This raises questions of fisheries benefit-sharing and resource-use equity that the EU has the potential to address during the nearly completed reform of its Common Fisheries Policy.

Sustainable provision of seafood from wild-capture fisheries and mariculture is a fundamental component of healthy marine ecosystems and a major component of the Ocean Health Index. Here we critically review the food provision model of the Ocean Health Index, and explore the implications of knowledge gaps, scale of analysis, choice of reference points, measures of sustainability, and quality of input data. Global patterns for fisheries are positively related to human development and latitude, whereas patterns for mariculture are most closely associated with economic importance of seafood. Sensitivity analyses show that scores are robust to several model assumptions, but highly sensitive to choice of reference points and, for fisheries, extent of time series available to estimate landings. We show how results for sustainable seafood may be interpreted and used, and we evaluate which modifications show the greatest potential for improvements.
