ABSTRACT

The Covid-19 pandemic revealed a concrete and immediate threat to food and nutrition security (FNS), especially for vulnerable groups. This study aimed to identify government strategies implemented in Brazil to provide the Human Right to Adequate and Healthy Food in high social vulnerability contexts during the Covid-19 pandemic. A cross-sectional study was carried out, with analysis of official documents published between March 20 and July 30, 2020, by the Federal Government, Federal District, Brazilian states, and capitals, focusing on measures to ensure availability and physical or financial access to food. Strategies implemented mainly involve food distribution and minimum income assurance. The following were implemented: Basic Emergency Income (Federal Government); Food Acquisition Program (PAA), and emergency financial aid (states); emergency food donation programs (states and municipalities). Existing measures were adapted to the pandemic, such as the National School Food Program (PNAE), the National Food Acquisition Program (PAA), and the distribution of food and staple food baskets. While essential, these strategies have limited scope and are insufficient to ensure FNS.

ABSTRACT

We present views of the Supplemental Nutrition Assistance Program (SNAP) from the perspective of participants. We are SNAP participants and academic researchers who have worked together for 11 years to understand, explain, and address food insecurity.SNAP is ensnared in much larger problems in US society related to the stigmatization of people who are poor and a lack of appreciation for the value and skills of their work. We encourage the public health community to think beyond SNAP, focus more assertively on wages and work supports, and replace our means-tested safety net with a new system of universal income that promotes equity, inclusion, and health for all.Although we offer recommendations to improve SNAP, the goal of most SNAP recipients has always been to move beyond the need for this program. The public health community can take the lead in finding more egalitarian, dignified, and effective ways to address poverty and food insecurity.

ABSTRACT

Over the last decade, multiple studies of food insecurity among college students have found rates from 20% to more than 50%, considerably higher than the 12% rate for the entire US population.Reasons for higher rates of food insecurity among college students include a growing population of low-income college students, high college costs and insufficient financial aid, more financial hardship among many low- and moderate-income families, a weak labor market for part-time workers, declining per capita college resources, and Supplemental Nutritional Assistance Program (SNAP) policies that specifically exclude many college students from participation.This essay reviews the causes and consequences of food insecurity on campus, explores reasons for the low SNAP participation rate, and describes how campuses have responded to food insecurity. It summarizes federal, state, and local changes in SNAP policies that can facilitate college student participation and retention and suggests strategies for more robust and effective university responses to food insecurity, including SNAP enrollment campaigns, a stronger role for campus food services, and a redefinition of the goals and purposes of campus food pantries.

OBJECTIVE: Identify the perception operating agents have on the Brazilian National School Feeding Program. METHODS: This is an observational, cross-sectional and quali-quantitative study developed in non-probability and convenience sampling selected in an event promoted by the National Fund for Educational Development in 2015 in Rio de Janeiro. Data were collected through questions related to pre-defined categories concerning the National School Feeding Program. The questionnaire was answered by 43 nutritionists, 41 members of the School Feeding Board, and 16 school feeding administrators from 38 cities of Rio de Janeiro. The narrative analysis was based on benchmarks of cognitive analysis of public policies. The association among variables was investigated with chi-square test, being calculated the power for association testing. RESULTS: The perception of the implementation of the National School Feeding Program has been characterized by some challenges: 1) low number of nutritionists to meet the demand from schools; 2) low adhesion to the public call for the purchase of family farming products due to bureaucratic difficulties and insufficient local food production; 3) reduced coverage of food and nutritional measures due to the restriction of human, material and financial resources; and 4) limitation of the participation of the School Feeding Board due to insufficient training and transport for regular visits. The adequacy of the number of nutritionists showed statistically significant association with the purchase of family farming products (p = 0.002; power = 99%) and with the food and nutritional education activities (p = 0.021; power = 79%). CONCLUSIONS: The results indicate the need for employment of nutritionist in sufficient numbers to meet the demands of the National School Feeding Program, investment in educational activities of healthy eating in schools, training of the School Feeding Board, greater availability of vehicles for school visits and assistance to family farmers in order to facilitate their participation in programs of institutional purchases and encourage the diversification of production.

RESUMO OBJETIVO Identificar a percepção de agentes operadores sobre o Programa Nacional de Alimentação Escolar. MÉTODOS Trata-se de um estudo observacional, transversal e quali-quantitativo desenvolvido em amostra não probabilística e selecionada por conveniência em um evento promovido pelo Fundo Nacional de Desenvolvimento da Educação em 2015 no Rio de Janeiro. Os dados foram coletados com o auxílio de um questionário cujas questões se relacionavam a categorias pré-definidas relacionadas ao Programa Nacional de Alimentação Escolar. O questionário foi respondido por 43 nutricionistas, 41 membros do Conselho de Alimentação Escolar e 16 gestores da alimentação escolar de 38 municípios do Rio de Janeiro. A análise das narrativas foi baseada em referenciais de análise cognitiva de políticas públicas. A associação entre as variáveis foi investigada com o teste qui-quadrado , sendo calculado o poder do teste das associações. RESULTADOS A percepção da execução do Programa Nacional de Alimentação Escolar foi caracterizada por alguns desafios: 1) baixo quantitativo de nutricionistas para atender à demanda das escolas; 2) baixa adesão à chamada pública para compra de produtos da agricultura familiar por dificuldades burocráticas e insuficiência de produção local de alimentos; 3) reduzida abrangência das ações de educação alimentar e nutricional pela restrição dos recursos humanos, materiais e financeiros; e 4) limitação na atuação do Conselho de Alimentação Escolar por oferta insuficiente de capacitação e de transporte para as visitas regulares. A adequação do quantitativo de nutricionistas mostrou associação estatisticamente significante com a compra de produtos da agricultura familiar (p = 0,002; poder = 99%) e com as atividades de educação alimentar e nutricional (p = 0,021; poder = 79%). CONCLUSÕES Os resultados indicam a necessidade de contratação de nutricionistas em número suficiente para atender às demandas do Programa Nacional de Alimentação Escolar, investimento em atividades educativas de alimentação saudável nas escolas, capacitação do Conselho de Alimentação Escolar, maior disponibilidade de veículos para visitas escolares e assistência aos agricultores familiares para facilitar a participação em programas de compras institucionais e oportunizar a diversificação de produção.

The National School Food Program (PNAE) constitutes an important strategy for the promotion of healthy eating. The objective was to perform a brief analysis of evaluative research on the PNAE. It involved a search of the literature from 2010 to 2015 in the Bireme and Scielo databases. Twelve articles were selected linked to the area, eight of which analyzed the insertion of the nutritionist in the PNAE; seven, to buy food from family farms; five, the implementation of School Food Councils; five, the compilation of menus; and four, funding destined for the PNAE. Problems in the performance of the nutritionist and the School Food Councils, on buying food from family farms and in the compilation of the menus (low fruit and vegetable content) were detected. The need for greater attention to execution of the PNAE was highlighted in order to ensure school food within guidelines that promote food and nutrition security. Further evaluation studies about the program are fundamental for the provision of subsidies to public managers for purposes of enhancing its implementation.

ABSTRACT

Anaemia in children is a public health concern in Mexico; Federal food assistance programmes are being implemented to prevent it. We undertook this research to investigate the indirect association between food assistance programmes (FAP) and anaemia through dietary and socio-economic conditions of beneficiary children. A structural equation model (SEM) was constructed to assess associations among FAP, dietary and socio-economic conditions, as well as anaemia. A cross-sectional comparative study was conducted based on a sample of 1214 households with children <5 years old, beneficiaries of two FAP: Prospera and rescue from malnutrition with amaranth (RMA) and a comparison group in San Luis Potosí, Mexico. The SEM and a decomposition effect analysis revealed the existence of a significant indirect association of FAP on the prevalence of anaemia via dietary and socio-economic conditions in children under 5 years old. The Prospera assistance programme showed a significant indirect positive association with the prevalence of anaemia (standard coefficient=0·027, P<0·031), and the RMA programme showed a significant indirect negative association with the prevalence of anaemia (standard coefficient=-0·029, P=0·047). There was a direct association between FAP and dietary and socio-economic conditions. FAP could indirectly modify the prevalence of anaemia in young children with a direct improvement on dietary and socio-economic conditions. The unexpected finding of the association between RMA, dietary and socio-economic conditions and the prevalence of anaemia reflects differences in the focus of the programmes.

ABSTRACT

The scope of this study is to reflect on the activities of nutritionists in the Brazilian School Nutrition Program, with emphasis on the number of professionals and the attributes, advances and challenges facing these professionals. A critical analysis was conducted based on a review of the literature and official data provided by the National Fund for the Development of Education (NFED) of the Brazilian Ministry of Education. Between the years 2003 to 2011, the percentage of Brazilian municipalities with nutritionists rose from 12% to 79%. The northern region had the lowest percentage of local municipalities covered by nutritionists registered with the NFED (59%) in 2011 and the southern region had the highest percentage (85%), while the national average was 79%. The findings reflect a certain inequality in the distribution of nutritionists among the different regions of Brazil. The diverse activities of these professionals in the Program suggest the need for ongoing updating and training. It is also necessary to comply with and monitor the numerical parameters of reference for hiring nutritionists in the different municipalities and states of the country.

ABSTRACT

This article seeks to describe the viewpoint of purchasing food products from family farmers, analyzing their performance within the new guidelines of the Brazilian School Nutrition Program (PNAE). It is a critical assessment based on a review of the literature and the official data provided by the National Fund for the Development of Education/Ministry of Education relating to 2010. The program budget in 2010 was approximately R$2.5 billion and attended 45.6 million children, adolescents and adults. From the total amount, R$150,397,052.68 was allocated for the purchase of agricultural products from family farmers. In Brazil, 47.4% of the local councils acquired food products from family farmers for the Brazilian School Nutrition Program and the purchase percentage was, on average, 22.7%. Given the nature of recent legislation, other aspects should be explored in order to strengthen the compliance with the regulations in different Brazilian contexts and thus contribute both to local economic development and the provision of school meals which fulfill the principles of a healthy and adequate diet.

ABSTRACT

The aim of this study is to assess Municipal School Nutrition Councils (CAEs) of the Brazilian School Nutrition Program (PNAE) in the state of Santa Catarina, Brazil. A cross-sectional study was conducted with a sample of municipalities in the state (n = 152; 52%). CAE presidents were interviewed and asked about the counselor profile, attributions performed and the relation of CAEs with other local councils. Poisson regression analysis was conducted to obtain unadjusted and adjusted prevalence ratios and the adjusted model adopted a hierarchic approach. The majority of councils analyzed their accounting reports, monitored resources and strived for quality of the CAEs at all levels. They coordinated the storage of food, participated in establishing the menu, monitored the purchasing of food and had an internal control system. However, only 22.4% carried out all their attributions once or more per year. A positive association was found between an adequate performance of the CAE and relations with other local councils. The awareness of the CAEs, as well as a stimulus to acting jointly with other councils and actors involved with food and nutrition security, are essential to ensure the right to healthy and adequate nutrition at school.

This article describes the experience of in-service training for pedagogical coordinators of the Brazilian School Nutrition Program (PNAE) developed by the Cooperation Center for Student Food and Nutrition of the Federal University of Bahia (CECANE-UFBA). Participant observation and analysis of data documented in films, group discussion summaries, procedural and final evaluations and field diaries are used. The formative experiences were in 2011, in two municipalities in Bahia and Sergipe states, involving 118 pedagogical coordinators from 79 municipalities in both states. It was revealed that the objective of raising awareness and guiding pedagogical coordinators for mainstreaming the theme of food and nutrition has been achieved. The educational proposal was evaluated by the coordinators as "dynamic," "productive" and "interactive," promoting the exchange of experiences among participants. Despite considering the theme relevant, the pedagogical coordinators do not have sufficient training about food and nutrition to back their teaching practices. It is considered that their training has some limitations on the impact in the fieldwork, as the knowledge acquired night be dissipated when the coordinators return to their workplace due to the lack of ongoing training.

ABSTRACT

O objetivo deste artigo é refletir sobre a atuação do nutricionista no Programa Nacional de Alimentação Escolar (PNAE), com ênfase no número de profissionais, nas atribuições e nos avanços e desafios do profissional. Ensaio crítico realizado com base em revisão da literatura e em dados oficiais fornecidos pelo Fundo Nacional de Desenvolvimento da Educação/Ministério da Educação (FNDE/MEC). Entre os anos de 2003 a 2011, o percentual de municípios brasileiros com nutricionistas cadastrados no PNAE/FNDE cresceu de 12% para 79%. Em 2011, dentre as regiões do país, a região Norte é a que apresentava o menor percentual de municípios cobertos por nutricionistas cadastrados (59%), a região Sul apresentava o maior valor (85%), enquanto que a cobertura nacional foi de 79%. Os resultados encontrados refletem desigualdade na distribuição dos profissionais entre as regiões. As diversas atividades do profissional no Programa sugerem a necessidade de constante atualização e formação do nutricionista atuante no PNAE. É necessário também o cumprimento e a fiscalização dos parâmetros numéricos de referência para contratação de nutricionistas nos distintos municípios e estados brasileiros.


The scope of this study is to reflect on the activities of nutritionists in the Brazilian School Nutrition Program, with emphasis on the number of professionals and the attributes, advances and challenges facing these professionals. A critical analysis was conducted based on a review of the literature and official data provided by the National Fund for the Development of Education (NFED) of the Brazilian Ministry of Education. Between the years 2003 to 2011, the percentage of Brazilian municipalities with nutritionists rose from 12% to 79%. The northern region had the lowest percentage of local municipalities covered by nutritionists registered with the NFED (59%) in 2011 and the southern region had the highest percentage (85%), while the national average was 79%. The findings reflect a certain inequality in the distribution of nutritionists among the different regions of Brazil. The diverse activities of these professionals in the Program suggest the need for ongoing updating and training. It is also necessary to comply with and monitor the numerical parameters of reference for hiring nutritionists in the different municipalities and states of the country.

ABSTRACT

O artigo tem por objetivo apresentar um panorama da compra de alimentos provenientes da agricultura familiar, analisando o seu cumprimento frente às novas diretrizes de execução do Programa Nacional de Alimentação Escolar (PNAE). Trata-se de ensaio crítico realizado com base em revisão da literatura e em dados oficiais fornecidos pelo Fundo Nacional de Desenvolvimento da Educação/Ministério da Educação/PNAE, referentes às prestações de contas dos órgãos gestores municipais relativas ao exercício 2010. O orçamento do PNAE em 2010 foi de aproximadamente R$ 2,5 bilhões e beneficiou 45,6 milhões de estudantes da educação básica e de jovens e adultos. Deste montante, R$ 150.397.052,68 foram destinados para a compra da agricultura familiar. No Brasil, 47,4% dos municípios adquiriram alimentos da agricultura familiar para o PNAE e o percentual médio de compra nestes municípios foi de 22,7%. Em função do caráter recente da legislação, destaca-se a necessidade de organização de gestores e agricultores para a efetivação desta normativa nos diferentes contextos brasileiros e assim contribuir tanto para o desenvolvimento econômico local, como para o fornecimento de refeições aos escolares que atendam aos princípios de uma alimentação saudável e adequada.


This article seeks to describe the viewpoint of purchasing food products from family farmers, analyzing their performance within the new guidelines of the Brazilian School Nutrition Program (PNAE). It is a critical assessment based on a review of the literature and the official data provided by the National Fund for the Development of Education/Ministry of Education relating to 2010. The program budget in 2010 was approximately R$2.5 billion and attended 45.6 million children, adolescents and adults. From the total amount, R$150,397,052.68 was allocated for the purchase of agricultural products from family farmers. In Brazil, 47.4% of the local councils acquired food products from family farmers for the Brazilian School Nutrition Program and the purchase percentage was, on average, 22.7%. Given the nature of recent legislation, other aspects should be explored in order to strengthen the compliance with the regulations in different Brazilian contexts and thus contribute both to local economic development and the provision of school meals which fulfill the principles of a healthy and adequate diet.

O objetivo deste estudo é avaliar os Conselhos Municipais de Alimentação Escolar (CAE) no Estado de Santa Catarina. Investigação transversal em amostra de municípios catarinenses (n = 152; 52%). Entrevistaram-se preferencialmente os presidentes dos CAE, pesquisando-se o perfil dos conselheiros, as atribuições realizadas e a relação do CAE com outras instâncias de controle social. Utilizou-se Regressão de Poisson para obter razões de prevalências bruta e ajustada. No modelo ajustado seguiu-se uma abordagem hierárquica. A maioria dos conselhos analisava a prestação de contas, fiscalizava os recursos, zelava pela qualidade do PNAE em todos os níveis, orientava o armazenamento dos alimentos, participava da elaboração do cardápio, acompanhava a compra de gêneros e tinha regimento interno. Entretanto, apenas 22,4% realizavam todas as atribuições com frequência maior ou igual à anual. Verificou-se associação positiva entre uma boa atuação do CAE e existência de relação com outros conselhos locais. A sensibilização dos CAE e o estímulo à atua­ção articulada com outros conselhos e atores envolvidos com a segurança alimentar e nutricional, são essenciais para a garantia do direito à alimentação saudável e adequada nas escolas.


The aim of this study is to assess Municipal School Nutrition Councils (CAEs) of the Brazilian School Nutrition Program (PNAE) in the state of Santa Catarina, Brazil. A cross-sectional study was conducted with a sample of municipalities in the state (n = 152; 52%). CAE presidents were interviewed and asked about the counselor profile, attributions performed and the relation of CAEs with other local councils. Poisson regression analysis was conducted to obtain unadjusted and adjusted prevalence ratios and the adjusted model adopted a hierarchic approach. The majority of councils analyzed their accounting reports, monitored resources and strived for quality of the CAEs at all levels. They coordinated the storage of food, participated in establishing the menu, monitored the purchasing of food and had an internal control system. However, only 22.4% carried out all their attributions once or more per year. A positive association was found between an adequate performance of the CAE and relations with other local councils. The awareness of the CAEs, as well as a stimulus to acting jointly with other councils and actors involved with food and nutrition security, are essential to ensure the right to healthy and adequate nutrition at school.

Este artigo descreve a experiência de formação de coordenadores pedagógicos em Alimentação Escolar desenvolvida pelo Centro Colaborador em Alimentação e Nutrição do Escolar da Universidade Federal da Bahia. Utilizou-se da observação participante e análise de dados documentados em: filmagens, resumos de discussão grupal, avaliações processuais e finais e diários de campo. As experiências de formação foram em 2011, em dois municípios da Bahia e na capital de Sergipe, com 118 coordenadores pedagógicos de 79 municípios dos dois estados. Constatou-se que os objetivos da formação de sensibilizar e orientar os coordenadores para a transversalização do tema alimentação e nutrição no currículo escolar foram alcançados. A proposta educativa foi avaliada pelos participantes como "dinâmica", "produtiva" e "interativa", promovendo trocas de experiências. Embora considerem um tema relevante, os coordenadores pedagógicos não têm formação suficiente nos conhecimentos de alimentação e nutrição para subsidiar as suas práticas pedagógicas. Considera-se que a formação apresente limitações quanto a seu desdobramento no campo de trabalho, pois a sensibilização alcançada pode ser fragilizada na volta dos atores ao seu ambiente laboral por falta de uma formação permanente.
