ABSTRACT

Importance: The COVID-19 pandemic is the greatest global test of health leadership of our generation. There is an urgent need to provide guidance for leaders at all levels during the unprecedented preresolution recovery stage. Objective: To create an evidence- and expertise-informed framework of leadership imperatives to serve as a resource to guide health and public health leaders during the postemergency stage of the pandemic. Evidence Review: A literature search in PubMed, MEDLINE, and Embase revealed 10 910 articles published between 2000 and 2021 that included the terms leadership and variations of emergency, crisis, disaster, pandemic, COVID-19, or public health. Using the Standards for Quality Improvement Reporting Excellence reporting guideline for consensus statement development, this assessment adopted a 6-round modified Delphi approach involving 32 expert coauthors from 17 countries who participated in creating and validating a framework outlining essential leadership imperatives. Findings: The 10 imperatives in the framework are: (1) acknowledge staff and celebrate successes; (2) provide support for staff well-being; (3) develop a clear understanding of the current local and global context, along with informed projections; (4) prepare for future emergencies (personnel, resources, protocols, contingency plans, coalitions, and training); (5) reassess priorities explicitly and regularly and provide purpose, meaning, and direction; (6) maximize team, organizational, and system performance and discuss enhancements; (7) manage the backlog of paused services and consider improvements while avoiding burnout and moral distress; (8) sustain learning, innovations, and collaborations, and imagine future possibilities; (9) provide regular communication and engender trust; and (10) in consultation with public health and fellow leaders, provide safety information and recommendations to government, other organizations, staff, and the community to improve equitable and integrated care and emergency preparedness systemwide. Conclusions and Relevance: Leaders who most effectively implement these imperatives are ideally positioned to address urgent needs and inequalities in health systems and to cocreate with their organizations a future that best serves stakeholders and communities.

ABSTRACT

Infrared ship-target detection for sea surveillance from the coast is very challenging because of strong background clutter, such as cloud and sea glint. Conventional approaches utilize either spatial or temporal information to reduce false positives. This paper proposes a completely different approach, called carbon dioxide-double spike (CO2-DS) detection in midwave spectral imaging. The proposed CO2-DS is based on the spectral feature where a hot CO2 emission band is broader than that which is absorbed by normal atmospheric CO2, which generates CO2-double spikes. A directional-mean subtraction filter (D-MSF) detects each CO2 spike, and final targets are detected by joint analysis of both types of detection. The most important property of CO2-DS detection is that it generates an extremely low number of false positive caused by background clutter. Only the hot CO2 spike of a ship plume can penetrate atmosphere, and furthermore, there are only ship CO2 plume signatures in the double spikes of different spectral bands. Experimental results using midwave Fourier transform infrared (FTIR) in a remote sea environment validate the extreme robustness of the proposed ship-target detection.

ABSTRACT

As nanoscale photonic devices are densely integrated, multiple near-field optical eigenmodes take part in their functionalization. Inevitably, these eigenmodes are highly multiplexed in their spectra and superposed in their spatial distributions, making it extremely difficult for conventional near-field scanning optical microscopy (NSOM) to address individual eigenmodes. Here, we develop a near-field transmission matrix microscopy for mapping the high-order eigenmodes of nanostructures, which are invisible with conventional NSOM. At an excitation wavelength where multiple modes are superposed, we measure the near-field amplitude and phase maps for various far-field illumination angles, from which we construct a fully phase-referenced far- to near-field transmission matrix. By performing the singular value decomposition, we extract orthogonal near-field eigenmodes such as anti-symmetric mode and quadruple mode of multiple nano-slits whose gap size (50 nm) is smaller than the probe aperture (150 nm). Analytic model and numerical mode analysis validated the experimentally observed modes.

ABSTRACT

Merging multiple microprocessors with high-speed optical networks has been considered a promising strategy for the improvement of overall computation power. However, the loss of the optical communication bandwidth is inevitable when interfacing between optical and electronic components. Here we present an on-chip plasmonic switching device consisting of a two-dimensional (2D) disordered array of nanoholes on a thin metal film that can provide multiple-input and multiple-output channels for transferring information from a photonic to an electronic platform. In this device, the surface plasmon polaritons (SPPs) generated at individual nanoholes become uncorrelated on their way to the detection channel due to random multiple scattering. We exploit this decorrelation effect to use individual nanoholes as independent antennas, and demonstrated that more than 40 far-field incident channels can be delivered simultaneously to the SPP channels, an order of magnitude improvement over conventional 2D patterned devices.

ABSTRACT

This paper reports a new type of transmitting mode electrochromic device that uses the high-contrast electrochromism of poly(3,4-ethylenedioxythiophene) (PEDOT) and operates at long-wavelength infrared (8-12 µm) . To maximize the transmittance contrast and transmittance contrast ratio of the device for thermal camouflage, we control the thickness of the thin PEDOT layer from 25 nm to 400 nm and develop a design of grid-type counter electrodes. The cyclability can be greatly improved by selective deposition of the PEDOT film on grid electrodes as an ion storage layer without any loss of overall transmittance. The device with optimized architectures shows a high transmittance contrast ratio of 83 % at a wavelength of 10 µm with a response rate under 1.4 s when alternating voltage is applied. Captured images of an LED lamp behind the device prove the possibility of active, film-type camouflage against thermal detection.

ABSTRACT

Control of near-field waves is the key to going beyond the diffraction limit in imaging and manipulating target objects. Here we present the focusing of plasmonic waves, a type of near-field waves, by the wavefront shaping of far-field waves. We coupled far-field waves to a random array of holes on a thin gold film to generate speckled plasmonic waves. By controlling the phase pattern of the incident waves with the wavelength of 637 nm, we demonstrated the focusing of plasmonic waves down to 170 nm at arbitrary positions. Our study shows the possibility of using disordered nanoholes as a plasmonic lens with high flexibility in the far-field control.
