ABSTRACT

Although traffic police enforcement is widely recognized as a key action in the road safety field, it can be a costly policy to implement. In addition, governments often impose budget constraints that can limit the resources available for activities such as law enforcement and surveillance. To evaluate the impact of human traffic control resources planning on traffic fatalities on Spanish NUTS-3 regions interurban roads, this paper uses an econometric model to investigate the performance of police enforcement intensity by focusing on two crucial traffic law infractions (i.e., speeding and drunk driving). After controlling for a range of economic, demographic, climate, and risk exposure variables, results highlight the relevance of visible, human, and in-person traffic law enforcement through regular vehicle patrols for reducing traffic crashes, with a non-significant effect of automatic enforcement. Our findings have important implications for traffic police resource management regarding the effective maintenance of patrol cars and plans to digitalize and automatize police administrative tasks and procedures.

ABSTRACT

The introduction of non-indigenous species (NIS) induces severe impacts on marine biodiversity and ecosystems. Macaronesia is an ecologically relevant region where several NIS were detected recently. For the first time, a standard experimental approach was designed to examine biofouling assemblages and investigate NIS across the region. In this context, sessile biofouling assemblages were examined in four recreational marinas in all the Macaronesian archipelagos from 2018 to 2020: the Azores, Madeira, Canary Islands, and Cabo Verde. We hypothesised that NIS numbers, abundance, and recruitment differed in each location due to abiotic and biotic features. From the Azores (higher latitudes) to Cabo Verde (lower latitudes), NIS recruitment and percentage cover decreased following a partial latitude gradient. The present study unveiled 25 NIS, with new records for the Azores (two cryptogenic species), Canary Islands (one NIS and two cryptogenic species), and Cabo Verde (three NIS and three cryptogenic species). The present research represents a pioneer and relevant step in advancing our current understanding of marine biological invasions in Macaronesia, employing a standard and low-cost approach.

ABSTRACT

Current quantum systems have significant limitations affecting the processing of large datasets with high dimensionality, typical of high energy physics. In the present paper, feature and data prototype selection techniques were studied to tackle this challenge. A grid search was performed and quantum machine learning models were trained and benchmarked against classical shallow machine learning methods, trained both in the reduced and the complete datasets. The performance of the quantum algorithms was found to be comparable to the classical ones, even when using large datasets. Sequential Backward Selection and Principal Component Analysis techniques were used for feature's selection and while the former can produce the better quantum machine learning models in specific cases, it is more unstable. Additionally, we show that such variability in the results is caused by the use of discrete variables, highlighting the suitability of Principal Component analysis transformed data for quantum machine learning applications in the high energy physics context.

ABSTRACT

Aim: Paroxysmal nocturnal hemoglobinuria (PNH) is a rare blood disorder characterized by hemolytic anemia, bone marrow failure and thrombosis. We evaluated, the cost-effectiveness of pegcetacoplan, a novel proximal C3 inhibitor, versus ravulizumab in patients with PNH and hemoglobin levels <10.5 g/dl despite eculizumab treatment in the UK healthcare and social services setting. Materials & methods: A Markov cohort framework model, based on the data from the pivotal trial of pegcetacoplan (PEGASUS/NCT03500549), evaluated lifetime costs and outcomes. Patients transitioned through 3 PNH hemoglobin level/red blood cell transfusion health states. Results: Pegcetacoplan provides lower lifetime costs/greater quality-adjusted life years (£6,409,166/14.694QALYs, respectively) versus ravulizumab (£6,660,676/12.942QALYs). Conclusion: Pegcetacoplan is associated with enhanced anemia control, greater QALYs and reduced healthcare costs versus ravulizumab in the UK healthcare and social services setting.

ABSTRACT

Anthropogenic pressures such as the introduction of non-indigenous species (NIS) have impacted global biodiversity and ecosystems. Most marine species spreading outside their natural biogeographical limits are promoted and facilitated by maritime traffic through ballast water and hull biofouling. Propagule pressure plays a primary role in invasion success mixed with environmental conditions of the arrival port. Moreover, with the current ocean sprawl, new substrates are offered for potential NIS recruits. Here, differences in the fouling assemblages thriving inside three different ports/marinas facilities in Madeira Island were assessed for comparison. The locations showed significant differences concerning assemblage structure. Most NIS were detected in plastic floating pontoons. Funchal harbour receives most of the marine traffic in Madeira, acting as the main hub for primary NIS introductions, being recreational boating involved in NIS secondary transfers. Our results highlight the need for future management actions in island ecosystems, particularly monitoring and sampling of recreational boating.

ABSTRACT

The Falsified Medicines Directive (FMD) and the Delegated Regulation (DR) impact the pharmaceutical supply chain. Ahead of the deadline for implementation, in February 2019, every entity of the supply chain had to adapt its operations to the regulatory requirements to be compliant with the directive. This paper analyzes the supply chain of a hospital pharmacy and the impact of the FMD implementation. Furthermore, a cost analysis was performed demonstrating that the FMD increases expenditure in the secondary care environment dispensing operations. Governments should be aware that this regulation will certainly impact public healthcare institutions in the long term.

ABSTRACT

INTRODUCTION: The European Union (EU) has developed different strategies to internalize the costs of excessive motor traffic in the road freight transport sector. One of these is a relaxation of restrictions on the size and load capacity of trucks that circulate between member States and a proposal has been made for Longer and Heavier Vehicles (LHVs) to be allowed to circulate across borders. LHVs are the so-called "megatrucks" (i.e., trucks with a length of 25 meters and a weight of 60 tonnes). Megatrucks have allowed to circulate for decades in some European countries such as Norway, Finland, and Sweden, world leaders in traffic accident prevention, although the impact that cross-border traffic would have on road safety is still unknown. METHODS: This article provides an econometric analysis of the potential impact on road safety of allowing the circulation of "megatrucks" throughout the EU. RESULTS: The findings show that countries that currently allow megatrucks to circulate present lower traffic accident and fatality levels, on average. CONCLUSIONS: The circulation of this type of vehicle is only advisable in countries where there is a certain degree of maturity and demonstrated achievements in the field of road safety. Practical applications: European countries that have allowed megatruck circulation obtaining better road safety outcomes in terms of accidents, although the accident lethality rate seems to be higher. Consequently, introducing megatruck circulation requires a prior proper preparation and examination.

ABSTRACT

The threat posed by invasive non-native species worldwide requires a global approach to identify which introduced species are likely to pose an elevated risk of impact to native species and ecosystems. To inform policy, stakeholders and management decisions on global threats to aquatic ecosystems, 195 assessors representing 120 risk assessment areas across all six inhabited continents screened 819 non-native species from 15 groups of aquatic organisms (freshwater, brackish, marine plants and animals) using the Aquatic Species Invasiveness Screening Kit. This multi-lingual decision-support tool for the risk screening of aquatic organisms provides assessors with risk scores for a species under current and future climate change conditions that, following a statistically based calibration, permits the accurate classification of species into high-, medium- and low-risk categories under current and predicted climate conditions. The 1730 screenings undertaken encompassed wide geographical areas (regions, political entities, parts thereof, water bodies, river basins, lake drainage basins, and marine regions), which permitted thresholds to be identified for almost all aquatic organismal groups screened as well as for tropical, temperate and continental climate classes, and for tropical and temperate marine ecoregions. In total, 33 species were identified as posing a 'very high risk' of being or becoming invasive, and the scores of several of these species under current climate increased under future climate conditions, primarily due to their wide thermal tolerances. The risk thresholds determined for taxonomic groups and climate zones provide a basis against which area-specific or climate-based calibrated thresholds may be interpreted. In turn, the risk rankings help decision-makers identify which species require an immediate 'rapid' management action (e.g. eradication, control) to avoid or mitigate adverse impacts, which require a full risk assessment, and which are to be restricted or banned with regard to importation and/or sale as ornamental or aquarium/fishery enhancement.

ABSTRACT

Mass mortality events involving marine taxa are increasing worldwide. The long-spined sea urchin Diadema africanum is considered a keystone herbivore species in the northeastern Atlantic due to its control over the abundance and distribution of algae. After a first registered mass mortality in 2009, another event off the coasts of Madeira archipelago affected this ecologically important species in summer 2018. This study documented the 2018 D. africanum mass mortality event, and the progress of its populations on the southern coast of Madeira island. A citizen science survey was designed targeting marine stakeholders to understand the extent and intensity of the event around the archipelago. Underwater surveys on population density prior, during and after the mass mortality, permitted an evaluation of the severity and magnitude of the event as well as urchin population recovery. A preliminary assessment of causative agents of the mortality was performed. The event was reported in the principal islands of the archipelago reducing the populations up to 90%. However, a fast recovery was registered during the following months, suggesting that the reproductive success was not compromised. Microbiological analyses in symptomatic and asymptomatic individuals, during and after the event, was not conclusive. Nevertheless, the bacteria Aeromonas salmonicida, or the gram-negative bacteria, or the interaction of different types of bacteria may be responsible for the disease outbreak. Further studies are needed to assess the role of pathogens in sea urchin mass mortalities and the compound effects that sea urchins have in local habitats and ecological functioning of coastal marine ecosystems.

ABSTRACT

The recent economic crisis has required the bailout of some European States by the so-called Troika, with capital injections accompanied by financial austerity. This paper analyzes econometrically the impact of this support programme on road safety for an original panel data (1995-2015). The findings also corroborate the Kuznets curve hypothesis for traffic accidents in the long term. Regarding the impact of intervention in the short term, despite reductions in safety policy budgets due to austerity, financial support, and related austerity measures might have led to an improvement in road safety, reducing both the number of accidents and fatalities. Therefore, it seems that our result is more linked to the austerity measures than to the financial support given by the Troika.

ABSTRACT

Aim: The introduction of aquatic non-indigenous species (ANS) has become a major driver for global changes in species biogeography. We examined spatial patterns and temporal trends of ANS detections since 1965 to inform conservation policy and management. Location: Global. Methods: We assembled an extensive dataset of first records of detection of ANS (1965-2015) across 49 aquatic ecosystems, including the (a) year of first collection, (b) population status and (c) potential pathway(s) of introduction. Data were analysed at global and regional levels to assess patterns of detection rate, richness and transport pathways. Results: An annual mean of 43 (±16 SD) primary detections of ANS occurred-one new detection every 8.4 days for 50 years. The global rate of detections was relatively stable during 1965-1995, but increased rapidly after this time, peaking at roughly 66 primary detections per year during 2005-2010 and then declining marginally. Detection rates were variable within and across regions through time. Arthropods, molluscs and fishes were the most frequently reported ANS. Most ANS were likely introduced as stowaways in ships' ballast water or biofouling, although direct evidence is typically absent. Main conclusions: This synthesis highlights the magnitude of recent ANS detections, yet almost certainly represents an underestimate as many ANS go unreported due to limited search effort and diminishing taxonomic expertise. Temporal rates of detection are also confounded by reporting lags, likely contributing to the lower detection rate observed in recent years. There is a critical need to implement standardized, repeated methods across regions and taxa to improve the quality of global-scale comparisons and sustain core measures over longer time-scales. It will be fundamental to fill in knowledge gaps given that invasion data representing broad regions of the world's oceans are not yet readily available and to maintain knowledge pipelines for adaptive management.

Mark-recapture tagging and acoustic telemetry were used to study the movements of Diplodus sargus within the Pessegueiro Island no-take Marine Protected Area (MPA), (Portugal) and assess its size adequacy for this species' protection against fishing activities. Therefore, 894 Diplodus sargus were captured and marked with conventional plastic t-bar tags. At the same time, 19 D. sargus were tagged with acoustic transmitters and monitored by 20 automatic acoustic receivers inside the no-take MPA for 60 days. Recapture rate of conventionally tagged specimens was 3.47%, most occurring during subsequent marking campaigns. One individual however was recaptured by recreational fishermen near Faro (ca. 250 km from the tagging location) 6 months after release. Furthermore, three specimens were recaptured in October 2013 near releasing site, one year after being tagged. Regarding acoustic telemetry, 18 specimens were detected by the receivers during most of the study period. To analyse no-take MPA use, the study site was divided into five areas reflecting habitat characteristics, three of which were frequently used by the tagged fish: Exterior, Interior Protected and Interior Exposed areas. Information on no-take protected area use was also analysed according to diel and tidal patterns. Preferred passageways and permanence areas were identified and high site fidelity was confirmed. The interaction between tide and time of day influenced space use patterns, with higher and more variable movements during daytime and neap tides. This no-take MPA proved to be an important refuge and feeding area for this species, encompassing most of the home ranges of tagged specimens. Therefore, it is likely that this no-take MPA is of adequate size to protect D. sargus against fishing activities, thus contributing to its sustainable management in the region.

ABSTRACT

We examine the impact on the traffic accident rate of the interaction between trucks and cars on Europe's roads using a panel data set that covers the period 1999-2010. We find that rising motorization rates for trucks lead to higher traffic fatalities, while rising motorization rates for cars do not. Empirically, the model we build predicts the positive impact of stricter speed limit legislation for trucks in the reduction of road fatalities. These findings lend support to European strategies and aimed at promoting alternative modes of freight transport, including rail and maritime transport.

ABSTRACT

This study uses data for the EU-27 countries in the period 1999-2009 to estimate determinants of road traffic fatality rates. Controlling for country attributes and road safety policy variables, we examine the influence of variables related with the national health systems; the number of hospital beds per square kilometer, and the percentage of health expenditures over gross domestic product. We find evidence that the density of hospital beds contributes to the fall in traffic-related fatalities. Furthermore, the quality of general medical facilities and technology associated with increases in health expenditure may be also a relevant factor in reducing road traffic fatalities.

ABSTRACT

The goal of this article is to evaluate the impact of the drastic Spanish Penal Code reform on the number of road deaths in Spain and the time that the effects might last. This is achieved by means of multivariate unobserved component models set up in a state space framework estimated using maximum likelihood. In short, with this reform Spain might be considered to be closing the final gap that kept it apart from other developed countries as far as the road accident rate is concerned. We have found two different types of effects on Spanish road traffic fatalities. Initially, a month before the reform was passed there was a 24.7 percent fall in Spanish road deaths. After the Bill had been passed and for the following thirteen months, thereductionstayed at a constant sixteen percent. This reform has reduced Spanish road fatalities by 534 in all between November 2007 and December 2008 and the effects will foreseeably continue during 2009.

ABSTRACT

This article seeks to quantify the effects of the penalty points system driver's license during the 18-month period following its coming into force. This is achieved by means of univariate and multivariate unobserved component models set up in a state space framework estimated using maximum likelihood. A detailed intervention analysis is carried out in order to test for the effects and their duration of the introduction of the penalty points system driver's license in Spain. Other variables, mainly indicators of the level of economic activity in Spain, are also considered. Among the main effects, we can mention an average reduction of almost 12.6% in the number of deaths in highway accidents. It would take at least 2 years for that effect to disappear. For the rest of the safety indicator variables (vehicle occupants injured in highway accidents and vehicle occupants injured in accidents built-up areas) the effects disappeared 1 year after the law coming into force.
