ABSTRACT

Organisational aspects of medical support for civilians employed in the Armed Forces in the military-medical institutions of the Ministry of Defence, deployed in Moscow. To ensure social protection of the civilian personnel of the Armed Forces is one of the main tasks of the Ministry of Defence of the Russian Federation. In Moscow formed a territorial system of medical support of citizens who have the right for medical care in military medical institutions of the Ministry of Defence of the Russian Federation. Russian legislation does not provide the right for medical assistance provision to the civilian personnel of the Armed Forces in military medical institutions at the expense of funds allocated from the federal budget for the maintenance of the Ministry of Defence of the Russian Federation. The function of the physician in providing primary medical care performs primary care physician. Providing medical assistance to the civilian personnel of the Armed Forces of the Russian Federation in military medical institutions on the basis of their attachment to the clinics onlv the Russian Defence Ministrv. or in the direction of the clinics of Moscow.

ABSTRACT

The article presents the results of the medical service of the Armed Forces of the Russian Federation on prevention of non-infectious diseases among the military, the results reported on May 12, 2016 at the meeting of the Committee for the Protection of Health of the State Duma of the Federal Assembly of the Russian Federation. Attention paid to the fact that the Armed Forces are an integral part of society and the state, and therefore the negative trend in the health status of the population are also reflected in the troops. In the common-ness of non-communicable diseases in the Armed Forces have an influence, especially of military service. Consider an organization and legal framework to combat non-communicable diseases in the Armed Forces successes in this direction, problematic issues and their solution.

ABSTRACT

The current task of the implementation of medical information systems in the military and medical organizations is an automation of the military-medical expertise as one of the most important activities. In this regard, noteworthy experience of the 9th Medical Diagnostic Centre (9th MDC), where on the basis of medical information system "Interi PROMIS" for the first time was implemented the automation of the work of military medical commission. The given paper presents an algorithm for constructing of the information system for the military-medical examination; detailed description of its elements is given. According to military servicemen the implementation of the Military Medical Commission (MMC) subsystem of the medical information system implemented into the 9th MDC has reduced the time required for the MMC and paperwork, greatly facilitate the work of physicians and medical specialists on military servicemen examination. This software can be widely applied in ambulatory and hospital practice, especially in case of mass military-medical examinations.

ABSTRACT

Development of effective information support for monitoring of internal health, based on the principles of complex diagnostics, provides the necessary tools objektive evaluation and prediction of mental health in servicemen. Effectiveness of psychiatric prophylaxys technologies depends on compliance with a number of fundamental principles, the main of which should be considered as a multidimensional assessment of mental health in servicemen and real cooperation of different specialists (commanders, specialists of medical and psychological service) for its implementation. In this case, an introduction of information and communication technologies on the basis of the district (fleet) and the Central Military Hospital, as well as other bodies of military control will be almost justified only when creating a full-fledged "information field of military psychiatry" that implements the basic principles of the monitoring system of mental health and includes necessary infrastructure. The practical implementation of this system will allow to personjfyfy medical and psychological assistance to military personnel, to improve early diagnosis of mental disorders, addictive .and suicidal behaviour, and thus increase the effectiveness throughout psychiatric prophylaxis in the army.

ABSTRACT

Equipment of field units or ine meaical service of the Armed Forces with modem medical complexes on the basis of pneumo-frame modules, and procedure of the use. On the basis of experience of medical supply in local wars and modern armed conflicts, when liquidating medical and sanitary disaster consequences the authors revealed the main organizational problems in army echelon of the medical service. It is shown that these problems can be solved by means of deployment of medical units and subunits. Requirements for means of deployment are defined. Present organic equipment is assessed. The authors showed advantages ofpneumo- framed modules, their tactic and technical characteristics, variants of the use when deploying army levels of field medical evacuation.

Analysis of the state of nutritional support in military medical institutions of the Ministry of Defence of the Russian Federation. In order to study the state of nutritional support chiefs (heads) of anaesthesiology and resuscitation military medical organizations of the Ministry of Defense of the Russian Federation on the practice of Clinical Nutrition were interviewed. These amounts reflect the organization, strategy, equipment and the need for means and methods of nutritional support, depending on the level of the organization, as well as provide a basis for improving the practice of nutritionally metabolic support in critically ill patients.

ABSTRACT

The article is devoted to the current issues of providing hi-tech medical care in hospitals of the Ministry of Defence. Since the beginning of 2013 the executive body of the Russian Ministry of Defense pays special attention to improvement of the quality and accessibility of health care contingent of the Ministry of Defence. Thus, according to decision of the Minister of Defense of the Russian Federation, General of the Army Sergei Shoigu in 2013 more than 1.1 billion rubles (in 2012, targeted funding of high-tech medical care in the Ministry of Defence did not materialize) was allocated for military medical institutions of the Ministry of Defense of the Russian Federation to provide high-tech medical care. As a result, in 7 months in 2013 the volume of medical care has increased by 32% in comparison with the same period in 2012. Currently the main military medical department of the Ministry of Defense is working to resolve the order of delivery and financing hi-tech medical care in the Armed Forces in the following areas: inclusion of military medical institutions of the Ministry of Defence in the list of health organizations, providing high-tech medical care, approved by Order of the Ministry of Health of the Russian Federation, legal regulation of the provision of high-tech medical care in military medical establishments of the Ministry of defense of the Russian Federation within the budget appropriation allocated to the Ministry of Defence.

ABSTRACT

Due to this fact specialists underline the necessity of implementation of constant drug testing system of servicemen. The most effective researches individuals suffering from substance abuse are sample and control survey. Promising areas of prevention of addictive disease include the use of modem technologies for early detection of drug narcotic drugs and psychotropic substances, using the psychophysiological and laboratory techniques. The most common rapid laboratory procedure is the use of test strips (tablets) based immunoassay analysis. To facilitate the evaluation of the results is increasingly incorporated hardware and software systems based on photometric detection. The work done on the testing of such complexes allowed us to determine the algorithm of screening soldiers to assess the effectiveness of various hardware and software systems and identify promising technologies to identify individuals with addictive disorders.

ABSTRACT

Respiratory diseases for many years in the Armed Forces of the Russian occupy the leading position in the structure of the pathology of internal organs. Preventive measures to prevention of the emergence and spread of acute respiratory infections among soldiers can help to reduce the incidence of community-acquired pneumonia in the armed forces. Particular attention is drawn to the control of the conditions of accommodation, food and combat training of military personnel, as well as the implementation of the commanders of their duties. Shows typical action plans for the prevention of outbreaks of infectious diseases of the respiratory tract in military units and algorithms for the treatment of respiratory infections in military personnel in military units and hospitals.

ABSTRACT

Authors presented information about medical support of the tank biathlon competition taking part on 12-17 August 2013 at the Alabino. Crews from Belarus, Kazakhstan and Armenia (The Collective Security Treaty Organization) were invited for the contest. On the basis of the idea of the contest and location of the Alabino, the Main military-medical board of the Ministry of Defence of the Russian Federation developed and passed the Programme of medical support of the contest, gave the word to medical service of the Western Military District and central military-medical facilities about appropriation of funds. Personnel, providing the contest, was training every day during the period of preparation. Over a period of field ambulance station 73 people sought medical advice, 12 of them were sent to hospital. Authors came to conclusion the set tasks were completely fulfilled.

ABSTRACT

140 patients with paroxysmal supraventricular reciprocating tachycardia were treated with the help of radio frequency ablation; results of treatment were analyzed. First group consisted of 76 patients with atrioventricular nodal reentrant tachycardia, second group--64 patients with atrioventricular reentrant tachycardia accompanied with WPW syndrome and preexcitation syndrome. In first group the operation ended up with success in 94.7%, in the second group--90.6%, after the second operation--100% and 96.1% relatively. Different complications in patients from the first group occured in 3.9%, in the second group--in 6.3%. Taking into account high effectivennes and safety of radio frequency ablation, it is recommended to reconsider principals of categorisation of fitness for service among conscripts and servicemen doing call-up and under the contract military service and also citizens, entering military educational institutions.

ABSTRACT

Was effectuated a complex clinical-psychological observe of 303 wounded military servicemen. Among them there were separated 5 groups in order of character and strength of psychic manifestations (without features of psychic disadaptation, with psychological stress reactions, pathological psychogenic reactions, posttraumatic stress disorders and long neurotic reactions). Common in structure educed psychic disorders was dominating of psychological and neurotic disorders. Straight correlation between heaviness of wounds and character of psychic disorders was absent. It bears record to necessity of realizing of rehabilitation measures for all wounded persons, without reference to level of damage and existence of psychic disorders, and for almost healthy.
