ABSTRACT

The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as 'High risk plants, plant products and other objects'. This Scientific Opinion covers plant health risks posed by plants of Tilia cordata and T. platyphyllos imported from the United Kingdom (UK) as: (a) bundles of budwood/graftwood; (b) 1- to 2-year-old whips, seedlings or transplants; (c) bundles of 1- to 2-year-old cell grown plants; (d) 1- to 7-year-old bare root single plants; and (e) up to 25-year-old single plants in pots, taking into account the available scientific information provided by the UK. A list of pests potentially associated with the commodities was compiled. The relevance of any pest was assessed based on evidence following defined criteria. None of the pests on the list fulfilled all relevant criteria and therefore none were selected for further evaluation. As a result, risk mitigation measures proposed in the technical dossier from the UK were listed, but not further evaluated.

This Scientific Opinion covers plant health risks posed by plants of the evergreen Ligustrum ovalifolium and the semi-evergreen Ligustrum vulgare imported from the United Kingdom (UK) as: (a) bare root plants and (b) plants in pots, taking into account the available scientific information, including the technical information provided by the UK. The category (a) 'bare root plants' includes bundles of 1- to 3-year-old bare root whips or transplants and single 1- to 7-year-old bare root plants. The category (b) 'plants in pots' includes bundles of 1- to 2-year-old cell grown plants (only L. vulgare) and 1- to 5-year-old plants in pots. All pests associated with the commodities were evaluated against specific criteria for their relevance for this opinion. Two EU quarantine pests, Bemisia tabaci and Scirtothrips dorsalis, and one pest not regulated in the EU, Diaprepes abbreviatus, fulfilled all relevant criteria and were selected for further evaluation. For the selected pests, the risk mitigation measures proposed in the technical dossier from the UK were evaluated taking into account the possible limiting factors. For these pests, an expert judgement is given on the likelihood of pest freedom considering the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. In the assessment of risk, the age of the plants was considered, reasoning that older trees are more likely to be infested mainly due to longer exposure time and larger size. The degree of pest freedom varies among the pests evaluated, with B. tabaci being the pest most frequently expected on the imported plants. The Expert Knowledge Elicitation indicated with 95% certainty that between 9915 and 10,000 per 10,000 bare root plants and plants in pots will be free from B. tabaci.

ABSTRACT

Background: Europe has a long history of non-native species introductions given its central role in global trade in recent centuries. Currently, approximately two hundred cerambycid species have been found in Europe, as the result of introductions between and within biogeographical regions; still, despite better monitoring and stronger restrictions, the arrivals and spread of non-native Cerambycidae continue. New information: The aim of this contribution is to report and discuss the first European records of the non-native longhorn beetle Olenecamptusbilobus (Fabricius, 1801) on the basis of three specimens recorded almost simultaneously in Spain and Greece, respectively.

ABSTRACT

Insect and disease outbreaks in forests are biotic disturbances that can profoundly alter ecosystem dynamics. In many parts of the world, these disturbance regimes are intensifying as the climate changes and shifts the distribution of species and biomes. As a result, key forest ecosystem services, such as carbon sequestration, regulation of water flows, wood production, protection of soils, and the conservation of biodiversity, could be increasingly compromised. Despite the relevance of these detrimental effects, there are currently no spatially detailed databases that record insect and disease disturbances on forests at the pan-European scale. Here, we present the new Database of European Forest Insect and Disease Disturbances (DEFID2). It comprises over 650,000 harmonized georeferenced records, mapped as polygons or points, of insects and disease disturbances that occurred between 1963 and 2021 in European forests. The records currently span eight different countries and were acquired through diverse methods (e.g., ground surveys, remote sensing techniques). The records in DEFID2 are described by a set of qualitative attributes, including severity and patterns of damage symptoms, agents, host tree species, climate-driven trigger factors, silvicultural practices, and eventual sanitary interventions. They are further complemented with a satellite-based quantitative characterization of the affected forest areas based on Landsat Normalized Burn Ratio time series, and damage metrics derived from them using the LandTrendr spectral-temporal segmentation algorithm (including onset, duration, magnitude, and rate of the disturbance), and possible interactions with windthrow and wildfire events. The DEFID2 database is a novel resource for many large-scale applications dealing with biotic disturbances. It offers a unique contribution to design networks of experiments, improve our understanding of ecological processes underlying biotic forest disturbances, monitor their dynamics, and enhance their representation in land-climate models. Further data sharing is encouraged to extend and improve the DEFID2 database continuously. ABSTRACT

The European Commission submitted to the EFSA Panel on Plant Health a dossier by USDA proposing to use sulfuryl fluoride on ash log shipments to treat Agrilus planipennis for phytosanitary certification. After collecting additional evidence from USDA APHIS, external experts and literature, the Panel performed a quantitative assessment on the likelihood of pest freedom from A. planipennis, at the point of entry in the EU, of two different commodities fumigated with sulfuryl fluoride: (a) ash logs with bark; and (b) debarked ash logs. An expert judgement is given on the likelihood of pest freedom taking into consideration the measures acting on the pest, including uncertainties associated with the assessment. The likelihood of pest freedom from A. planipennis is lower for ash logs with bark compared with debarked ash logs. With 95% certainty, the Panel concludes that between 9,740 and 10,000 containers of ash logs with bark per 10,000 and between 9,989 and 10,000 containers of debarked ash logs per 10,000 will be free from A. planipennis, when fumigated with sulfuryl fluoride at the specific treatment regime proposed by the USDA APHIS.

ABSTRACT

We present the first record of the tropical ambrosia beetle Xyleborus bispinatus in the Iberian Peninsula, collected in traps located in Murcia, Alicante and Valencia provinces (Spain). Insects have been captured in baited traps of long-time trapping networks (ESFP, MUFFET, RAT and SAMFIX) installed in Eastern Spain. Several individuals (410) of X. bispinatus have been collected in seven locations, first in 2009 in Murcia Region, and from 2018 to 2021 in Valencia Region. No attacks by X. bispinatus have been detected on plants thus far, and therefore the host plant in Spain remains unknown. Stable X. bispinatus populations have been detected in a wide area of central Valencian province. We may consider this as an alarming scenario that should be kept under surveillance by maintaining the current trapping network and intensifying the search for the host plants.

For these pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. While the estimated degree of pest freedom varied among pests, Lopholeucaspis japonica was the pest most frequently expected on the commodity. The Expert Knowledge Elicitation indicated, with 95% certainty, that 9,336 or more bare rooted plants per 10,000 will be free from L. japonica. For Anoplophora chinensis and Anoplophora glabripennis, the Panel considers that China applies the relevant measures as specified in Commission Implementing Decision (EU) 2012/138 and Commission Implementing Decision (EU) 2015/893.

The European Commission requested the EFSA Panel on Plant Health to prepare and deliver a scientific opinion on the risk posed by bonsai plants from China consisting of Pinus parviflora grafted on Pinus thunbergii taking into account the available scientific information, including the technical information provided by China. All pests associated with P. parviflora and/or P. thunbergii were evaluated against specific criteria for their relevance for this Scientific Opinion. Forty-three pests that fulfilled all relevant criteria were selected for further evaluation. For 24 pests that are not quarantine in the EU, the risk mitigation measures described in the technical dossier from China were evaluated taking into account the possible limiting factors. For these pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. While the estimated degree of pest freedom varied among pests, Setoptus parviflorae was the pest most frequently expected on the commodity. The Expert Knowledge Elicitation indicated, with 95% certainty, that 9,114 or more bonsai plants per 10,000 will be free from Setoptus parviflorae. For 19 pests that are quarantine in the EU, the implementation of specific measures defined in point 30 and 31 of Annex VII of Commission Implementing Regulation (EU) 2019/2072 was evaluated. The requirements of point 31 are met, whereas those of point 30 are not completely fulfilled.

For these pests, an expert judgement was given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pests, including uncertainties associated with the assessment. While the estimated degree of pest freedom varied among pests, Lasiodiplodia pseudotheobromae was the pest most frequently expected on the commodity. The expert knowledge elicitation indicated, with 95% certainty, that 9,554 or more grafted bare rooted plants per 10,000 will be free from Lasiodiplodia pseudotheobromae.

A list of pests potentially associated with the commodities was compiled. The relevance of any pest was assessed based on evidence following defined criteria. None of the pests in the list fulfilled all relevant criteria and therefore none were selected for further evaluation. As a result, risk mitigation measures proposed in the technical dossier from Moldova were listed, but not further evaluated.

ABSTRACT

The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as 'High risk plants, plant products and other objects'. This Scientific Opinion covers the plant health risks posed by the two following hazelnut commodities to be imported from Serbia. 1. Bare rooted plants: 1- to 3-year-old plants of Corylus avellana or C. avellana grafted on C. colurna, without leaves. 2. Plants in pots: 2-year-old plants of C. avellana, without leaves. The assessment was performed by taking into account the available scientific information, including the technical information provided by Serbia. The relevance of any pest for this Opinion was based on evidence following defined criteria. One EU quarantine pest, i.e. Flavescence dorée phytoplasma, fulfilled all relevant criteria and was selected for further evaluation. For this pathogen, the risk mitigation measures proposed in the Technical Dossier from Serbia were evaluated separately for bare rooted plants and for plants in pots, taking into account the possible limiting factors. For the selected pathogen, an expert judgement was given on the likelihood of pest freedom of plants for planting, for both commodities taken together, considering the risk mitigation measures, including uncertainties associated with the assessment. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9,837 and 10,000 bare rooted plants and plants in pots per 10,000 would be free of Flavescence dorée phytoplasma.

This Scientific Opinion covers the plant health risks posed by the following commodities: (i) dormant and free of leaves 1-year-old bare rooted plants and (ii) free of leaves 1-year-old liners of Ficus carica imported from Israel, taking into account the available scientific information, including the technical information provided by Israel. The relevance of any pest for this opinion was based on evidence following defined criteria. Four EU quarantine pests, Euwallacea fornicatus, Hypothenemus leprieuri, Scirtothrips dorsalis and Spodoptera frugiperda, and 11 EU non-regulated pests fulfilled all relevant criteria and were selected for further evaluation. For these pests, the risk mitigation measures proposed in the technical dossier from Israel were evaluated separately for bare rooted plants and for liners, taking into account the possible limiting factors. For these pests, an expert judgement was given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The estimated degree of pest freedom varied among the pests evaluated. Aonidiella orientalis and Russellaspis pustulans were the most frequently expected pests on the imported bare rooted plants, and Scirtothrips dorsalis on liners. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9,585 and 10,000 bare rooted plants per 10,000 would be free of Aonidiella orientalis and Russellaspis pustulans and between 9,456 and 10,000 liners per 10,000 would be free of Scirtothrips dorsalis.
