ABSTRACT

CONTEXT: Millions of people living in the Eastern Gangetic Plains (EGP) of India engage in agriculture to support their livelihoods yet are income poor, and food and climate insecure. To address these challenges, policymakers and development programs invest in irrigation-led agricultural intensification. However, the evidence for agricultural intensification to lift farmers' incomes above the poverty line remains largely anecdotal. OBJECTIVE: The main objective of this study is to use a large household survey (n = 15,572; rice: 8244, wheat: 7328; 2017/18) to assess the link between agricultural intensification and personal daily incomes from farming (FPDI) in the rice-wheat systems of the EGP - the dominant cropping system of the region. METHODS: We use the Intensification Benefit Index (IBI), a measure that relates farm size and household size to FPDI, to assess how daily incomes from rice-wheat production change with irrigation-led intensification across the EGP. RESULTS AND CONCLUSIONS: Relative to the international poverty line of 1.90 Purchasing Power Parity (PPP)$ day-1 and accounting for variations in HH size in the analysis, we found that small farm sizes limit the potential for agricultural intensification from irrigation to transform the poverty status of households in the bottom three quartiles of the IBI. The estimated median FPDI of households with intensified systems in the bottom three quartiles is only 0.51 PPP$ day-1 (a 0.15 PPP$ gain). The median FPDI increases to 2.10 PPP$ day-1 for households in the upper quartile of the IBI distribution (a 0.30 PPP$ gain). Irrigation-led agricultural intensification of rice-wheat systems in the EGP may provide substantial benefits for resilience to climatic change and food security but achieving meaningful poverty reduction will require complementary investments. SIGNIFICANCE: Transforming the poverty status of most smallholder farmers in the EGP requires diversified portfolios of rural on- and off-farm income-generating opportunities. While bolstering food- and climate security, agronomic intervention programs should consider smallholders' limited monetary incentives to invest in intensification. Irrigation-led agricultural intensification programs and policies should explicitly account for the heterogeneity in household resources, irrigation levels, and degree of dependence on agricultural income.

ABSTRACT

The global food system is failing to deliver sufficient and nutritious food to all, while damaging the earth and unsustainably drawing down its resources. We argue that trees and forests are essential to solving these challenges. We outline the current contributions of trees and forests to the global food system and present recommendations to leverage these contributions as part of the efforts to reshape food systems to better support healthy diets and environmental sustainability. Trees and forests provide nutrient-rich foods, incomes for food security, ecosystem services for food production, and add resilience to food systems. At the same time, trees and forests protect biodiversity and mitigate climate change through carbon sequestration. We recommend four approaches to realise the full potential of trees and forests to contribute to healthy and sustainable food systems: scaling up current tree-based food production, reorientating some agricultural investments towards nutrient-dense food production, repurposing production incentives from support of calorie-rich but nutrient-poor foods to support nutrient-dense foods, and integrate nutrition objectives into forest conservation and restoration programmes. Trees and forests have important roles to play in the transformation of our food systems, but more needs to be done to ensure that these roles are realised.

ABSTRACT

Female plot managers in Sub-Saharan Africa often realize significantly lower crop yields than their male counterparts. Even for legumes, which are often referred to as 'women's crops', yields are significantly lower. This study investigated the underlying causes of this gender yield gap in groundnut production. The analysis is based on survey data from 228 farm households from two groundnut growing regions in Uganda. We used the Blinder-Oaxaca model to decompose factors that contribute to this yield gap. Results show 63% and 44% gender yield gaps for improved and local varieties, respectively, with female plot managers realizing less than their male counterparts. Improved groundnut seeds increase female plot manager's yields but not the yields of male plot managers. Male advantage and female disadvantage combined account for more than 70% of the yield gap in both improved and local groundnut variety production and exceed pure productivity differences. Labor use differences between female and male plot managers and variety types explain the observed yield gap. Interventions and policies that increase women's access to productive inputs including improved seed will significantly contribute to closing the yield gap, and thereby increase crop production, food security, as well as women's incomes.

ABSTRACT

Many studies detail constraints deemed responsible for the limited adoption of new technologies among smallholder farmers in sub-Saharan Africa. By contrast, here we study the conditions that led to the remarkably fast spread of improved chickpea varieties in Ethiopia. Within just seven years, the adoption rate rose from 30 to 80% of the farmers. A combination of factors explains the rapid uptake. Their attraction lay in superior returns and disease resistance. Chickpea was already an important crop for rural households in the studied districts, for both cash income and consumption. Good market access and an easy accessibility of extension services advanced the adoption process. Thus, an attractive technology suitable for rural households in a conducive environment enabled adoption. Our findings prompt us to stress the importance of tailoring agricultural innovations to the realities and demands of rural households, and the need to design and deploy interventions on the basis of ex-ante knowledge on factors potentially determining their success or failure.

ABSTRACT

PURPOSE: New agricultural technologies are continuously generated and promoted for adoption by farmers with the expectation that they bring about higher benefits than older technologies. Yet, depending on the perceived benefits, the user of the technology may choose to stop using it. This paper aims to analyze what drives farmers to dis-adopt climate smart sorghum varieties in Tanzania. DESIGN/METHODOLOGY/APPROACH: The study uses cross-sectional farm household level data collected in Tanzania from a sample of 767 households. The determinants of dis-adoption are explored using a bivariate probit with sample selection model. FINDINGS: The authors find that while farmers switch between different sorghum varieties, most farmers actually quit sorghum production. Older farmers and those facing biotic stresses such attacks by birds are more likely to dis-adopt sorghum. PRACTICAL IMPLICATIONS: These findings suggest that there is scope for improving and sustaining the adoption of sorghum varieties in Tanzania once extension services are strengthened. The findings also point to a well-founded theory on the role of markets in enhancing the overall sustainability of food systems. SOCIAL IMPLICATIONS: The study findings have broader implications for understanding the sustainability of improved technology adoption. ORIGINALITY/VALUE: Dis-adoption is also positively associated with the lack of access to markets underscoring the role of markets in enhancing the overall sustainability of technology adoption and food systems.

ABSTRACT

We analyse the impact of improved chickpea adoption on welfare in Ethiopia using three rounds of panel data. First, we estimate the determinants of improved chickpea adoption using a double hurdle model. We apply a control function approach with correlated random effects to control for possible endogeneity resulting from access to improved seed and technology transfer activities. To instrument for these variables we develop novel distance weighted measures of a household's neighbours' access to improved seed and technology transfer activities. Second, we estimate the impact of area under improved chickpea cultivation on household income and poverty. We apply a fixed effects instrumental variables approach where we use the predicted area under cultivation from the double hurdle model as an instrument for observed area under cultivation. We find that improved chickpea adoption significantly increases household income while also reducing household poverty. Finally, we disaggregate results by landholding to explore whether the impact of adoption has heterogeneous effects. Adoption favoured all but the largest landholders, for who the new technology did not have a significant impact on income. Overall, increasing access to improved chickpea appears a promising pathway for rural development in Ethiopia's chickpea growing regions.
