ABSTRACT

Soil erosion is a significant environmental issue worldwide. It affects water quality, biodiversity, and land productivity. New Zealand government agencies and regional councils work to mitigate soil erosion through policies, management programmes, and funding for soil conservation projects. Information about cost-effectiveness is crucial for planning, targeting, and implementing erosion mitigation to achieve improvements in sediment-related water quality. While there is a good understanding of the costs of erosion mitigation measures, there is a dearth of literature on their cost-effectiveness in reducing sediment loads and improving water quality at the catchment level. In this study, we estimate the cost-effectiveness of erosion mitigation measures in meeting visual water clarity targets. The analysis utilizes the spatially explicit SedNetNZ erosion process and sediment budget modelling in the Manawatu-Whanganui Region and region-specific mitigation costs. The erosion mitigation measures considered in the analysis include afforestation, bush retirement, riparian retirement, space-planted trees, and gully tree planting. We modelled two scenarios with on-farm erosion mitigation implemented across the region from 2021 to 2100, resulting in a 48% and 60% reduction of total sediment load. We estimate the marginal costs to achieve the visual national bottom line for water clarity, as assessed by the length of waterways that meet the clarity targets. We also estimate the marginal costs of improving average water clarity, which can be linked with non-market valuation studies when conducting a cost-benefit analysis. We find that gully tree planting and space-planted trees are the most cost-effective mitigation measures and that riparian retirement is the least cost-effective. Moreover, cost-effectiveness is highly dependent on current land use and the biophysical features of the landscape. Our estimates can be used in cost-benefit analysis to plan and prioritize soil erosion mitigation at the catchment and regional levels.

ABSTRACT

Climate change is forcing cities to reassess their water management practices, particularly for water-intensive applications like park irrigation. If water scarcity requires governments to deviate from current park management norms and allocate less water towards parks, it is essential that park managers design spaces that maintain community wellbeing. We apply the hedonic pricing method and use detailed park management information to assess the value of parks in a region where local climatic conditions require extensive irrigation to keep turf green, and where climate change is further constraining water supplies. Here we show that the impacts of irrigation on the value of parks differ depending on the dwelling types of the nearby housing populations that they serve. In most cases, the convention that parks have to be irrigated to deliver ecosystem services to the public is supported. However, we find that non-irrigated park areas are also valued positively by nearby apartment dwellers. Accelerating rates of urbanization and shifts towards high-density living may support the development of more diverse park options that are less water-intensive. Increased visibility of these alternative park forms, which could include more areas of native vegetation that do not require irrigation, may subsequently influence public expectations for landscape design.

ABSTRACT

In this paper, we assess residents' preferences for different options of large-scale water sensitive urban improvement of a heritage site in Melbourne, the Main Outfall Sewer (MOS) reserve. We use a hedonic pricing analysis and a discrete choice experiment to understand the benefits associated with improving the MOS reserve. We find that there are significant non-market benefits associated with various options, both in terms of the potential to reflect increases in house value and in terms of people's willingness to pay for improvements in amenity and environmental quality. This information will contribute to determining investment options for this important heritage site. Importantly, we demonstrate the combination of the hedonic and stated choice willingness to pay estimates to provide an aggregate estimate of welfare, revealing a useful approach for greenspace valuation applications where multiple non-market values should be considered.

ABSTRACT

Restoration scientists and practitioners have recently begun to include economic and social aspects in the design and investment decisions for restoration projects. With few exceptions, ecological restoration studies that include economics focus solely on evaluating costs of restoration projects. However, economic principles, tools, and instruments can be applied to a range of other factors that affect project success. We considered the relevance of applying economics to address 4 key challenges of ecological restoration: assessing social and economic benefits, estimating overall costs, project prioritization and selection, and long-term financing of restoration programs. We found it is uncommon to consider all types of benefits (such as nonmarket values) and costs (such as transaction costs) in restoration programs. Total benefit of a restoration project can be estimated using market prices and various nonmarket valuation techniques. Total cost of a project can be estimated using methods based on property or land-sale prices, such as hedonic pricing method and organizational surveys. Securing continuous (or long-term) funding is also vital to accomplishing restoration goals and can be achieved by establishing synergy with existing programs, public-private partnerships, and financing through taxation.

ABSTRACT

An opportunity represents an advantageous combination of circumstances that allows goals to be achieved. We reviewed the nature of opportunity and how it manifests in different subsystems (e.g., biophysical, social, political, economic) as conceptualized in other bodies of literature, including behavior, adoption, entrepreneur, public policy, and resilience literature. We then developed a multidisciplinary conceptualization of conservation opportunity. We identified 3 types of conservation opportunity: potential, actors remove barriers to problem solving by identifying the capabilities within the system that can be manipulated to create support for conservation action; traction, actors identify windows of opportunity that arise from exogenous shocks, events, or changes that remove barriers to solving problems; and existing, everything is in place for conservation action (i.e., no barriers exist) and an actor takes advantage of the existing circumstances to solve problems. Different leverage points characterize each type of opportunity. Thus, unique stages of opportunity identification or creation and exploitation exist: characterizing the system and defining problems; identifying potential solutions; assessing the feasibility of solutions; identifying or creating opportunities; and taking advantage of opportunities. These stages can be undertaken independently or as part of a situational analysis and typically comprise the first stage, but they can also be conducted iteratively throughout a conservation planning process. Four types of entrepreneur can be identified (business, policy, social, and conservation), each possessing attributes that enable them to identify or create opportunities and take advantage of them. We examined how different types of conservation opportunity manifest in a social-ecological system (the Great Barrier Reef) and how they can be taken advantage of. Our multidisciplinary conceptualization of conservation opportunity strengthens and legitimizes the concept.
