ABSTRACT

An anonymous web-based survey was developed to check different aspects (SHAMISEN SINGS project): stakeholder awareness and perceptions of available mobile applications (apps) for measuring ionising radiation doses and health/well-being indicators; whether they would be ready to use them in the post-accidental recovery; and what are their preferred methodologies to acquire information etc. The results show that participation of the citizens would be most beneficial during post-accident recovery, providing individual measurements of external ionizing dose and health/well-being parameters, with possible follow-up. Also, participants indicated different preferences for sources to gain knowledge on ionising radiation and for the functions that an ideal app should have. The level of awareness and readiness to use apps to measure ionising radiation dose depended on two main aspects: individual differences (age & gender) and whether people were from countries affected by the previous major accidents. We concluded that stakeholders could have benefits from the data management plan: (1) it potentiates resilience at individual and community level; (2) citizens' measurements contribute to environmental monitoring and public health screening; (3) linkages between different types of data (environmental exposure, individual behavioural diaries, and measurements of health indicators) allow to perform more rigorous epidemiological studies.

ABSTRACT

In order to reduce lung cancer due to radon exposure situations, not only authorities and organisations but also citizens may meaningfully contribute to radon mitigation actions. Citizen science (CS) initiatives are recognised for their scientific, societal and policy value related to environmental issues. The purpose of this paper is to identify which CS initiatives in the field of radon exist and evaluate to what extent these CS initiatives contribute to radon research and/or radiation protection from radon. We conducted a systematic review of internet pages and scientific literature (September-December 2020) as well as expert consultation to help us identify and assess CS initiatives on radon (September 2020-February 2021). The ten principles of the European Citizen Science Association have been used as a starting point to develop indicators for the analysis of CS contributions to radon research. The results show that there are at least eight CS initiatives in the world contributing to radon related research which comply, to some degree, with each of the ten principles. In all these initiatives citizens contributed or are contributing meaningfully to radon testing and measurements. However, most of them apply the simplest form of participation (crowdsourcing) and only one focuses on radon mitigation. Moreover, unlike CS initiatives in other environmental areas, those focusing on radon are always led by the authorities and/or universities, in a top-down manner. Yet, results confirm that both the experts in radon-related fields and the citizen scientists from radon prone areas benefit from taking part in radon CS initiatives. Experiences and lessons learned in radon related to CS initiatives are identified and discussed in order to inspire future CS initiatives potentially contributing to reducing exposure to radon as well as to the implementation of national radon action plans.

ABSTRACT

Many radiation protection actions carry a multitude of direct and indirect consequences that can impact on the welfare of affected populations. Health surveillance raises ethical challenges linked to privacy and data protection, as well as questions about the net benefit of screening. The SHAMISEN project recognized these issues and developed specific recommendations to highlight ethical challenges. Following a brief overview of ethical issues related to accident management, this paper presents the SHAMISEN recommendations: R1 The fundamental ethical principle of doing more good than harm should be central to accident management; and R4 Ensure that health surveillance respects the autonomy and dignity of affected populations, and is sensitive to any inequity in the distribution of risks and impacts. While a holistic approach to accident management means that decisions will be complicated by different values, perceptions and uncertainties about outcomes, addressing ethical issues could help ensure that the assumptions and potential conflicts behind eventual decisions are as transparent as possible.

ABSTRACT

This paper explores how health concerns of populations living in contaminated areas following radiological accidents can be considered in developing health surveillance. The research was performed in the framework of the SHAMISEN project, and aimed at identifying the impacts on, and challenges associated with, living and social conditions of affected populations. These objectives were achieved through the analysis of specific Case Studies in different situations observed after the Chernobyl accident (Belarus and Norway) and the activities carried out after the Fukushima accident. It incorporates an analysis of testimonies of medical experts and local stakeholders from contaminated territories in Japan within two Case Studies as well as through a dedicated workshop jointly organised with Fukushima Medical University in Japan in March 2016. The analysis addresses the following topics:Thus, this paper outlines key lessons learned from each of these topics, by providing tangibles examples from the analysis of the various Case Studies.

ABSTRACT

Experience suggests that current nuclear accident response planning in European countries mostly has a technical focus, with less attention paid to social, psychological and ethical issues. Information provided tends to be directed towards decisions made by experts, rather than for the support of affected populations. The SHAMISEN (Nuclear Emergency Situations - Improvement of Medical And Health Surveillance) consortium, composed of close to 50 experts from 10 countries, performed a critical review of current recommendations and experiences regarding dose assessment and reconstruction, evacuation decisions, long-term health surveillance programmes and epidemiological studies. The review included case studies and lessons drawn from the living conditions and health status of populations affected by the Chernobyl and Fukushima accidents, taking an integrative approach to health and well-being. Based on this work, SHAMISEN developed a series of comprehensive recommendations aimed at improving the preparedness, response, long-term surveillance and living conditions of populations affected by past or future radiation accidents, in a manner responding to their needs, while minimising unnecessary anxiety.

ABSTRACT

This paper presents the results of a large study of 1340 articles published by two major newspapers in six European countries (Belgium, Italy, Norway, Slovenia, Spain and Russia) in the first 2 months after the Fukushima Daiichi nuclear disaster. The focus of the analysis is on the application and overall impact of protective actions, both during the emergency phase and later, how the newspapers describe those actions, which differences were apparent between countries and what recommendations can be extracted in order to improve general communication about these issues. A clear lesson is that, even under uncertainty and recognising limitations, responsible authorities need to provide transparent, clear and understandable information to the public and the mass media right from the beginning of the early phase of any nuclear emergency. Clear, concise messages should be given. Mass media could play a key role in reassuring the public if the countermeasures are clearly explained.

ABSTRACT

Coordination of public communication has become a key issue in management of complex emergencies, and is a matter of debate between nuclear emergency management professionals. A particular problem is when inconsistent information is sent to the media and public by official sources from different levels, which has led to calls for a more coordinated approach. The IAEA created guidelines recommending a one-voice communication approach that provides clear, consistent and coordinated information by relevant stakeholders. The reviewed theory on the emergency communication coordination and the empirical results in this paper demonstrate some challenges regarding the feasibility of the above stated goal. This paper explores the communication process in the two-month period of the Fukushima nuclear emergency by using a quantitative comparative content and discourse analysis of 1340 printed media articles on the Fukushima nuclear disaster from two major newspapers in Spain ('El País' and 'El Mundo'), Italy ('Corriere della Sera' and 'La Repubblica'), Norway ('Aftenposten' and 'Dagsavisen'), Slovenia ('Delo' and 'Vecer'), Belgium ('Le Soir' and 'De Standaard') and Russia ('Komsomolskaya Pravda' and 'Izvestiya'). The results show that it will be difficult to achieve a truly coordinated approach and one-voice communication in severe nuclear and radiological emergency due to the communication difficulties created by the dispersion of information sources, a broad and dispersed focus of the reported information, partially subjective and conflicting media reporting. The paper suggests ways to improve public communication coordination in nuclear and radiological disasters.

ABSTRACT

Any activity that might result in exposure of a population to contaminants requires communication of the associated risks. This communication is complicated by several factors including public perceptions, distrust, uncertainties in risk assessment and news media. These factors are especially prominent in communication of risks from ionizing radiation. A number of guidelines about the communication of risks related to radiation exposures have been made by national and international authorities and other stakeholders. The present paper investigates whether those guidelines were followed and evaluates how the radiation risk related information was presented in European newspapers and Russia in the aftermath of the Fukushima accident. It examines the use of measurement units and risk comparisons, the quality of the statements on radiation risk related issues and the use of visual materials in 1340 newspaper articles from Belgium, Italy, Norway, Russia, Slovenia and Spain. Our results indicated several misinterpretations and misrepresentations of radiological risks in the newspaper articles. We also show an inconsistency in the information that was reported with advice provided to risk communicators (e.g. authorities and experts) in the guidelines. The results suggest that risk communicators should improve their communication practices regarding radiological risks, in order to improve emergency management response.
