ABSTRACT

Background and objective Physician credentialing and verification in the medical education setting are challenging for the modern workforce. The credentials verification process may be time-consuming and challenging for participants. Blockchain technology is a potential resource for authenticating records with reduced administrative burden and time spent. This study investigates whether the use of blockchain technology reduces the time until verification of a participant's credentials. Methods An anonymous letter designation was assigned to 23 medical students. All students enrolled in, and completed, a course designed and run by the Edward Via College of Osteopathic Medicine at Auburn (VCOM) as part of the routine medical education curriculum. At the completion of the training, a credentials certificate was produced, which showed course completion. The anonymous letter designation was utilized in the creation of the certificates. The letter designations were shared with an anonymous investigator. No student names were shared with the investigator. The investigator posed as an employing/credentialing entity and contacted VCOM to record the time required to verify the credentials certificate indicating course completion. The elapsed time until credentials verification was completed for each student in the current system (CS) was recorded. Subsequently, the credentials certificate was minted as a blockchain-based, non-fungible token (NFT) and uploaded to a document software management system. An investigator again posed as an employing/credentialing entity and utilized this system to verify the credentials of the 23 students in the study using the NFT system. The times elapsed until verification of credentials were recorded as the NFT pathway. Data from the NFT pathway and non-NFT pathway were compiled and reviewed. Results Data were normally distributed per the Andersen-Darling Test. A t-test (Welch's method) was performed. The mean time of 111,214 seconds (30.89 hours or 1.29 days) in the CS varied significantly from the mean time of 14 seconds in the NFT blockchain system (p<0.01). The standard deviation of 56,568 seconds in CS varied significantly from 9.9178 seconds in the NFT blockchain (p<0.01).  Conclusions The NFT/blockchain system reduces the mean time until the credential verification is completed and reduces the variance seen in time until credentialing is completed. The NFT/blockchain system may significantly bring down the administrative burden and time spent in the credentialing process.

ABSTRACT

Fake news can rapidly spread through internet users and can deceive a large audience. Due to those characteristics, they can have a direct impact on political and economic events. Machine Learning approaches have been used to assist fake news identification. However, since the spectrum of real news is broad, hard to characterize, and expensive to label data due to the high update frequency, One-Class Learning (OCL) and Positive and Unlabeled Learning (PUL) emerge as an interesting approach for content-based fake news detection using a smaller set of labeled data than traditional machine learning techniques. In particular, network-based approaches are adequate for fake news detection since they allow incorporating information from different aspects of a publication to the problem modeling. In this paper, we propose a network-based approach based on Positive and Unlabeled Learning by Label Propagation (PU-LP), a one-class and transductive semi-supervised learning algorithm that performs classification by first identifying potential interest and non-interest documents into unlabeled data and then propagating labels to classify the remaining unlabeled documents. A label propagation approach is then employed to classify the remaining unlabeled documents. We assessed the performance of our proposal considering homogeneous (only documents) and heterogeneous (documents and terms) networks. Our comparative analysis considered four OCL algorithms extensively employed in One-Class text classification (k-Means, k-Nearest Neighbors Density-based, One-Class Support Vector Machine, and Dense Autoencoder), and another traditional PUL algorithm (Rocchio Support Vector Machine). The algorithms were evaluated in three news collections, considering balanced and extremely unbalanced scenarios. We used Bag-of-Words and Doc2Vec models to transform news into structured data. Results indicated that PU-LP approaches are more stable and achieve better results than other PUL and OCL approaches in most scenarios, performing similarly to semi-supervised binary algorithms. Also, the inclusion of terms in the news network activate better results, especially when news are distributed in the feature space considering veracity and subject. News representation using the Doc2Vec achieved better results than the Bag-of-Words model for both algorithms based on vector-space model and document similarity network.

ABSTRACT

La Fiscalía General de la República ha jugado un rol importante en relación con la COVID-19. Esta institución ha generado un amplio volumen de documentos archivísticos como reflejo de sus actuaciones en el enfrentamiento a la pandemia. El propósito de este trabajo fue mostrar los resultados de una identificación documental realizada sobre las acciones de enfrentamiento y prevención de la COVID-19 en la en la Fiscalía General de la República de Cuba. La identificación se realizó a partir de 11 elementos relacionados con la gestión documental, para lo cual se realizó un análisis de los documentos correspondientes a los meses de abril y mayo del año 2020. Se expusieron las debilidades encontradas en relación con la gestión documental de la Fiscalía, lo que contribuirá a mejorar su trabajo organizacional(AU)


The Office of the Attorney General of the Republic has played an important role in relation to COVID-19. This institution has generated a large number of archival documents reflecting its actions in response to the pandemic. The purpose of the study was to present the results of a document identification effort concerning the response to and prevention of COVID-19 at the Office of the Attorney General of the Republic. The identification started from 11 elements related to document management, for which an analysis was performed of the documents corresponding to the months of April and May 2020. ABSTRACT

El objetivo de la presente investigación fue proponer una especificación de requisitos generales para el sistema de gestión documental de la Universidad de La Habana consecuente con un ejercicio de gobierno más responsable, abierto, transparente e inclusivo, con un enfoque orientado a la rendición de cuentas y a un mayor control social. La investigación presentó un diseño descriptivo y un enfoque mixto, con predominio cualitativo. Para contribuir al desarrollo de un sistema de información que creara capacidades sobre la base de información de calidad en esta institución, el estudio se basó en la triangulación de dos metodologías: una desde el dominio de la gestión documental y otra desde la ingeniería de requisitos. Como resultado, se presentaron 22 elementos y 201 requisitos, entre funcionales y no funcionales, con un carácter flexible y modular, que deben ser establecidos para el funcionamiento efectivo del sistema de gestión documental de esta Universidad(AU)


The purpose of the study was to propose a general requirements specification for the document management system at the University of Havana, in keeping with more responsible, open, transparent and inclusive governance, an accountability-oriented approach and greater social control. The research had a descriptive design, a mixed approach and qualitative predominance. To contribute to the development of an information system which would build capacities on the basis of quality information in this institution, the study was based on the triangulation of two methodologies: one from the document management domain and the other from requirements engineering. As a result, 22 items and 201 requirements were presented, both functional and non-functional, of a flexible and modular nature, which should be established for the effective operation of the document management system at this university(AU)

ABSTRACT

The qualitative functioning of any medical institution depends on both professional competence of its staff and document management. The contemporary society is moving towards e-document management. The topicality of investigation stems from necessity to give scientific rationale and put into practice modern information systems and electronic technologies in the activities of head nurses. The article considers realization issues of the Decree of the President of the Russian Federation of May 7, 2018 No. 204 "On national goals and strategic objectives of the development of the Russian Federation for the period until 2024". Among other "national development goals of the Russian Federation for the period until 2024, the Decree sets the goal to ensure the accelerated digital enabling in the economy and social sphere". Therefore, it is no coincidence that the Federal project "Creating a single digital circuit in health care based on unified state health information system" takes central position in the National Health Care Project. The study used content analysis, expert judgment, sociological and statistical methods. The introduction of the AWP SMS program into professional activities of senior medical nurses allows optimizing documents processing. Its effectiveness was evaluated using mathematical modeling methodology.

ABSTRACT

Research data management is a major necessity for the digital transformation in material science. Material science is multifaceted and experimental data, especially, is highly diverse. We demonstrate an adjustable approach to a group level data management based on a customizable document management software. Our solution is to continuously transform data management workflows from generalized to specialized data management. We start up fast with a relatively unregulated base setting and adapt continuously over the period of use to transform more and more data procedures into specialized data management workflows. By continuous adaptation and integration of analysis workflows and metadata schemes, the amount and the quality of the data improves. As an example of this process, in a period of 36 months, data on over 1800 samples, mainly materials libraries with hundreds of individual samples, were collected. The research data management system now contains over 1700 deposition processes and more than 4000 characterization documents. From initially mainly user-defined data input, an increased number of specialized data processing workflows was developed allowing the collection of more specialized, quality-assured data sets.

ABSTRACT

El objetivo de este trabajo fue establecer el impacto de la implementación de un sistema de gestión de calidad (SGC) en el desempeño del laboratorio de análisis clínicos del Hospital Materno Provincial. Se diseñaron diez indicadores de calidad (IC), que se midieron pre y posimplementación del sistema documental. Se encontró para el indicador solicitud médica incorrecta (SMI) una disminución de 11,2% a 6% cuando se implementó la gestión documental. Para el indicador omisión del diagnóstico (OD), el porcentaje bajó de 41,6% a 27,9% luego de la intervención. Se encontró un 5% de errores en ingreso al sistema informático del laboratorio (EI-SIL) en situación basal y 3,9% posimplementación, mientras que el indicador muestras mal remitidas (MMR) disminuyó de 3,1% a 1,9%. El 58% de los analitos disminuyó el índice de error total (IET) y el 80% aumentó el valor de sigma luego de la intervención. El 61% de los analitos disminuyó el valor de incertidumbre, mejorando de esta manera el desempeño de los métodos analíticos. El porcentaje de valores críticos (VC) comunicados al médico terapeuta antes de los 60 minutos aumentó del 20 al 54% después de la implementación de la gestión documental, mientras que el indicador reimpresión de informes (RI) disminuyó de 5,2 a 1,8%. El tiempo de respuesta (TAT) disminuyó de 164 a 125 minutos. La implementación de un SGC bajo los requisitos de normas internacionales mejoró el conocimiento y funcionamiento de los procesos del laboratorio clínico, evidenciado por la disminución de los errores en las etapas preanalítica, analítica y posanalítica.


The purpose of this study was to analyze the impact of implementing a quality management system (QMS) in the performance of a clinical laboratory of Hospital Materno Provincial. Ten quality indexes (QI) have been designed; they were measured before and after the implementation of the document management system (DMS). For the "incorrect medical application" index, there was a reduction from 11.2% to 6% when the DMS was implemented. For the "diagnostic omission" index, the percentage decreased from 41.6% to 27.9% after the implementation. Five per cent of mistakes were found in the admission of the laboratory computer system in the baseline state and 3.9% of the mistakes were found after implementation of the system. Meanwhile, the "incorrect sent samples" index decreased from 3.1% to 1.9%. Fifty eight per cent of the analytes decreased the total error index and 80% of them increased the sigma value after the intervention. Sixty one per cent of the analytes decreased the uncertainty value, thus improving the performance of analytical methods. The percentage of critical values communicated to the physician before the 60 minutes increased from 20% to 54% after the implementation of the DMS, while the "reprint of reports" index decreased from 5.2% to 1.8%. The turn around time (TAT) decreased from 164 to 125 minutes. The implementation of a QMS, under the requirements of international standards, improved the knowledge and the functioning of different processes of the clinical laboratory. This has been evidenced by the decrease of mistakes in the pre-analytical, analytical and post-analytical phases.


O objetivo deste trabalho foi estabelecer o impacto da implementação de um sistema de gestão de qualidade (SGC) no desempenho do laboratório de análises clínicas do Hospital Materno Provincial. Foram desenhados dez indicadores de qualidade (IQ), que foram medidos antes e depois da implementação do sistema documental. Foi achada uma diminuição de 11,2% para 6% no indicador solicitação médica incorreta, (SMI) quando se aplica a gestão documental. Para o indicador omissão do diagnóstico, a porcentagem baixou de 41,6% para 27,9% após a intervenção. Foram encontrados 5% de erros em entrada ao sistema informático do laboratório (EI-SIL) em situação basal e 3,9% pós-implantação, enquanto que o indicador amostras mal encaminhadas (AME) diminuiu de 3,1% para 1,9%. cincuenta e ocho por ciento dos analitos diminuíram o índice de erro total (IET) e 80% aumentou o valor de sigma após a intervenção. Sesenta e uno por ciento dos analitos diminuiu o valor de dúvidas, melhorando desta maneira o desempenho dos métodos analíticos. A porcentagem de valores críticos (VC) comunicados ao médico terapeuta antes dos 60 minutos aumentou de 20 para 54% depois da implementação da gestão documental, enquanto que o indicador reimpressão de relatórios diminuiu de 5,2 para 1,8%. O tempo de resposta diminuiu de 164 para 125 minutos. A implementação de um SGC sob os requisitos de normas internacionais melhorou o conhecimento e funcionamento dos processos do laboratório clínico, evidenciado pela diminuição dos erros nas etapas pré-analítica, analítica e pós-analítica.

ABSTRACT

This article is a case study that discusses the development and implementation of an internal learning object repository (LOR) for a large national organization with a distributed working environment. It describes the organizational environment and why an internal LOR was needed. It describes technical considerations, including the various document management systems (DMS) available, and why an open source DMS was selected to use as an internal LOR. Lastly, this article weighs the benefits and challenges of implementing a LOR across a distributed working environment and reflects on challenges associated with implementation.

ABSTRACT

Scientific research is increasingly characterised by the volume of documents and data that it produces, from experimental plans and raw data to reports and papers. Researchers frequently struggle to manage and curate these materials, both individually and collectively. Previous studies of Electronic Lab Notebooks (ELNs) in academia and industry have identified semantic web technologies as a means for organising scientific documents to improve current workflows and knowledge management practices. In this paper, we present a qualitative, user-centred study of researcher requirements and practices, based on a series of discipline-specific focus groups. We developed a prototype semantic ELN to serve as a discussion aid for these focus groups, and to help us explore the technical readiness of a range of semantic web technologies. While these technologies showed potential, existing tools for semantic annotation were not well-received by our focus groups, and need to be refined before they can be used to enhance current researcher practices. In addition, the seemingly simple notion of "tagging and searching" documents appears anything but; the researchers in our focus groups had extremely personal requirements for how they organise their work, so the successful incorporation of semantic web technologies into their practices must permit a significant degree of customisation and personalisation.

ABSTRACT

Resumo A Fundação Oswaldo Cruz é detentora de expressivo patrimônio cultural constituído por coleções biológicas, edificações, objetos e documentos históricos qualificados como ativos estratégicos para preservação da memória institucional, para o ensino e para a pesquisa no campo das ciências e da saúde. No entanto, uma parte relevante do acervo documental estava indisponível para consulta pública até 2014. Este artigo apresenta o processo de disponibilização integral do acervo, descrevendo os problemas enfrentados, as soluções encontradas e os resultados obtidos. Ao final, a gestão dos documentos físicos e digitais é apontada como componente central para constituir fontes de informação para o presente e fontes históricas para o futuro.


Abstract The Oswaldo Cruz Foundation is home to significant cultural heritage comprising biological collections, buildings, and historical documents and objects denoted as strategic assets for preserving institutional memory as well as for teaching and research in the field of science and health. However, a major portion of these collections was unavailable to the public until 2014. This article introduces the process involved in providing full access to these collections and describes the challenges, solutions, and results. Finally, the management of physical and digital documents is indicated as a central component in constituting sources of information for the present and historical sources for the future.

ABSTRACT

In order to save and control the processes and quality of medical services, a suitable steering system of all relevant documents is essential from the point of view of clinical quality management. Systems supporting an automated steering system of documents are called document management systems (DMS), and they also enter the healthcare sector. The use of DMS in the German healthcare sector has hardly been investigated so far. To close this knowledge gap, interviews were carried out with German university hospitals over a six-month period and subjected to a qualitative content analysis according to Mayring. In total, 25 university hospitals agreed to participate in this study, 19 of which have been working with a digital DMS for about six years on average. There was a great variety among the IT systems used. Document management and usability of the DMS as well as its integration into existing IT structures were key decision-making criteria for the selection of a digital DMS. In general, the long-term usability of the DMS is supported by regular evaluation of one's own requirements for the system, administration and training programs. In addition, DMS have a positive effect on patient safety and the quality of medical care.

ABSTRACT

In 2015, the quality group of the radiotherapy clinic Groupement de Radiothérapie et d'Oncologie des Pyrénées (GROP, Pau, France) decided to review the deployment of its quality approach in order to optimize it continuously. For this, two improvements were proposed: an involvement of process drivers and a material and financial investment in document management software. The implementation of these organizational and managerial provisions enabled us to better cover the requirements of the ISO 9001 standard, the international reference in quality management.

Proponer el diseño de un sistema de gestión documental para organizaciones cubanas, en el territorio de Camagüey, teniendo en cuenta la importancia de la conservación del patrimonio documental en las organizaciones. Métodos: se incluyeron como muestra 42 empresas del territorio camagüeyano que se encuentran en perfeccionamiento empresarial. Se aplicaron encuestas para evaluar la situación sobre el dominio y el conocimiento de la gestión documental en estas organizaciones. Resultados: los datos obtenidos en las encuestas aplicadas en las diferentes entidades empresariales sirvieron de base para desarrollar la propuesta del sistema de gestión documental, el cual se realizó a partir de la programación de 4 etapas, donde se definieron los objetivos a alcanzar en cada una de ellas. Propose the design of a documentary management system for Cuban organizations in the territory of Camagüey, bearing in mind the importance of the preservation of the documentary heritage in the organizations. Methods: the sample was composed of 42 organizations undergoing enterprise improvement in the territory of Camagüey. Surveys were applied to evaluate the current status of knowledge about and command of document management in these organizations. Results: the data obtained from the surveys applied in the various enterprises served as basis for developing the proposal of document management system, which was structured into four stages with specific objectives defined for each of them. Introducción: la mejora de los servicios de archivo requiere la implementación de procedimientos específicos y normas para la gestión documental y una cultura organizacional orientada a los principios de la calidad. Objetivo: establecer las acciones que permiten dar cumplimiento a los principios de gestión de la calidad en los archivos y la normativa aplicable a la gestión documental. Material y Métodos: se revisaron las normas internacionales empleadas para la gestión documental y la gestión de la calidad en los archivos, empleando el motor de búsqueda de Google con los descriptores normas, calidad y archivos. Fue consultado, también, el catálogo de normas de la Organización Internacional de Normalización. Resultados: el liderazgo, el enfoque al cliente y de procesos, la implicación de los empleados, la colaboración con los proveedores y la mejora del desempeño son principios básicos de la gestión de la calidad de los archivos y para su cumplimiento fueron establecidas un conjunto de acciones. Por otra parte, la identificación de los requisitos de las normas de sistemas de gestión de la calidad y gestión documental permitió establecer el marco organizacional y técnico necesario para garantizar la calidad del servicio del archivo de historias clínicas. Conclusiones: la aplicación de los principios de gestión de calidad a los archivos y la implantación de las normas de gestión documental reportaría a estas instituciones beneficios derivados de una mayor eficacia y eficiencia en la prestación del servicio dirigida a satisfacer las necesidades y expectativas de sus usuarios y otras partes interesadas(AU)


Introduction: the improvement of archival services requires the implementation of specific procedures and standards for documental management and organizational culture oriented to the principles of quality. Objective: establish the actions which ensure the compliance with quality management principles in archival practice and the standards applicable to documental management. Material and Methods: employed international standards for document management and quality management in the archival activities were reviewed using the search engine Google with the descriptors standards, quality and archives. Also, the catalog of standards of the International Organization for Standardization was consulted. Results: leadership, focus on customers, processes approach, employee involvement, partnership with suppliers and performance improvement are basic principles of quality management of archives and a set of actions for compliance with these principles were established. Moreover, the identification of the requirements of the quality management system standards and document management allowed us to establish the organizational and technical framework necessary to ensure quality in patient record service. Conclusions: the application of quality management principles to archives and implementation of document management standards for these institutions would bring benefits from increased efficiency and effectiveness in service delivery aimed at satisfying the needs and expectations of its users and other stakeholders(AU)

Methods: Using J2EE, JSP, and component object model technology, the system establish the pathological sample library work platform for the pathology network resources, documentation, and intelligent. Results:The system established pathology samples and workflow management system architecture for the collection, storage and analysis of pathology specimens. Conclusion:The system designed to enhance the authenticity and credibility of the sample test results, thereby improve the accuracy of the sample analysis and provides a good reference for information technology-related departments.

BACKGROUND: Documentation is very important; a considerable number of documents exist for use in accreditation inspection. However, most laboratories do not effectively manage the processes of documentation, organization, and storage. The purpose of this study was to facilitate the establishment of a strategically effective and sustainably standardized document management system. METHODS: A document code formatting system was modified by comparing the document list data received from 3 major university hospitals. In addition, a questionnaire regarding document code standardization was created and sent to 268 institutes to establish document classifications and generate a standard coding scheme. A computerized document management system was developed. RESULTS: Only 32% (8 out of 25 institutes) answered that they were able to identify all of the document types and their numbers. In total, 76% of institutes (19 out of 25) answered that a systematic document management system was necessary. Disorganized document files were systemized by classifying them into 8 major groups according to their characteristics: patient test records (T), test quality control (Q), manuals (M), equipment and environment management (E), statistics (S), division administration (A), department administration (R), and others (X). CONCLUSIONS: Our documentation system may serve as a basis for the standardization of documents and the creation of a document management system for all hospital laboratories.

ABSTRACT

The quality management system that must be implemented in a MBL to meet the requirements of the standard NF EN ISO 15189 is based, among other things, on the creation and use by staff of a documentary system approved and updated. This documentary system is constituted by external documents (standards, suppliers' documents...) and internal documents (quality manual, procedures, instructions, technical and quality recordings...). A procedure of the documentary system control must be formalized. The documentary system should be modeled in order to identify the various procedures to be drafted and the incurred risks in the case a document would be missing in this system. Each document must be indexed in a unique way and document management must be carried out rigorously. The use of document management software is a great help to manage the life cycle of documents.

ABSTRACT

BACKGROUND: Documentation is very important; a considerable number of documents exist for use in accreditation inspection. However, most laboratories do not effectively manage the processes of documentation, organization, and storage. The purpose of this study was to facilitate the establishment of a strategically effective and sustainably standardized document management system. METHODS: A document code formatting system was modified by comparing the document list data received from 3 major university hospitals. In addition, a questionnaire regarding document code standardization was created and sent to 268 institutes to establish document classifications and generate a standard coding scheme. A computerized document management system was developed. RESULTS: Only 32% (8 out of 25 institutes) answered that they were able to identify all of the document types and their numbers. In total, 76% of institutes (19 out of 25) answered that a systematic document management system was necessary. ABSTRACT

En este estudio se busca una reflexión, basada en la literatura especializada, sobre el papel de la gestión documental frente a los principios y normativas de la ética en la investigación científica en Brasil. Esta investigación cualitativa, de carácter bibliográfico y documental, adoptó la técnica del análisis del contenido. La hipótesis que se presenta en esta reflexión es que la gestión documental no es una conducta éticamente neutra; por el contrario, posee implicaciones en el valor ético de consideraciones de los intereses implicados en las investigaciones que involucran a seres humanos sometidos a los comités de ética en investigación. Este estudio permitió conocer el funcionamiento y las necesidades de los comités de ética de la investigación, en cuanto a su gestión documental, considerando los valores éticos involucrados. También se consiguió investigar los principales aspectos definidores de la gestión documental, la tipología y el flujo documental, entre otros aspectos relevantes al tema.


The aim of this study is to reflect based in the specialized literature about the role of document management considering the principles and norms of ethic in research in Brazil. The research has a qualitative interpretation and a bibliographic and documental character. It was adopted the technique of content analysis for the survey of the information obtained. The main hypothesis involved in this reflection is that the document management is not an ethically neutral conduct, but instead of it, have implications in the ethical evaluation of the interests implied in the researches that involves human beings, submitted to the Research Ethics Committees. This study makes possible to knew the functioning and needs of the Research Ethics Committees in respect to its document management, taking consideration of the ethical principles involved. Makes possible also to investigate the outlines of documental management, the document typology and the document circle, between some other relevant questions.
