ABSTRACT

En las últimas décadas, el estudio de la seguridad en organizaciones de alta fiabilidad no ha prestado la suficiente atención al papel de las personas y su contribución a una operación fiable. Debido a ello, la literatura sobre comportamiento humano de seguridad es escasa e inconexa. El presente trabajo integra el conocimiento existente sobre las personas y su comportamiento de seguridad en industrias de alta fiabilidad, más específicamente en la industria nuclear. Para tal fin, se proporciona una revisión de la literatura donde se acota y clarifica el concepto de "desempeño de seguridad", y al mismo tiempo se presentan las últimas investigaciones y modelos sobre el mismo


Over the last few decades, the study of safety in high reliability organizations has not paid enough attention to the human role and its contribution to a reliable operation. Therefore, the literature about human safety performance is scarce and disjointed. The present paper integrates the existing knowledge on workers' safety performance in high risk industries, specifically in the nuclear industry. In order to do this, we provide a literature review in which the concept of "safety performance" is clarified, and at the same time, we present the most recent research studies and models on this concept

ABSTRACT

INTRODUCCIÓN: El proceso de gestión de la seguridad basada en los comportamientos (PGSBC), se basa en el desarrollo de observaciones a las personas en el cumplimiento de las tareas y retroalimentación de información y reforzamiento positivo en tiempo real, con el propósito de eliminar los comportamientos a riesgos observados, así como, en algunos de los casos más avanzados, modificar los factores ambientales y organizativos que los originan. Esta reflexión se desarrolló con el objetivo de brindar un marco referencial resumido sobre la gestión de la seguridad basada en los comportamientos y aportar datos y fundamentos que permiten resaltar los beneficios e impactos para las empresas. Se realizaron revisiones de una importante información publicada sobre resultados de este proceso. De esta reflexión se deducen y resumen cambios e impactos positivos en la gestión de la seguridad en muchas empresas en las últimas décadas, basada en indicadores proactivos y reactivos de la Seguridad Industrial


The behavior based safety process (PGSBC), is based on observations of people developing tasks and getting feedback in the form of positive reinforcement in real time, with the aim of eliminating risky behaviors observed and, in some of the more advanced cases, to modify the environmental and organizational factors that cause them. This reflection was developed with the aim of providing a summarized framework on behavior based safety and provide data and rationale that highlights the benefits and impacts for businesses. Reviews of important information published on the process results were performed. From this reflection the changes and positive impacts on safety management in many companies in recent decades have been deducted and summarized, based on proactive and reactive indicators of Industrial safety

ABSTRACT

Objetivo: Identificar, na literatura científica, as ocupações mais envolvidas com acidentes de trabalho por queimaduras. Método: Foram consultadas as bases de dados LILACS e PUBMED e incluídos artigos publicados nos últimos dez anos, nos idiomas português, inglês e espanhol; realizados com seres humanos, sendo estes maiores de 19 anos e que na descrição da amostra fizessem menção aos casos que envolviam acidentes de trabalho com queimaduras. Identificaram-se 160 títulos e resumos. Após a aplicação dos critérios de inclusão, foram selecionados 36 para análises na íntegra. Resultados: Nos estudos analisados, o número de vítimas por acidentes laborais variou de um até 872. O sexo predominante foi o masculino, com idade entre 20 e 39 anos, e as ocupações mais identificadas foram têxtil, eletricistas, soldadores, mecânicos, cozinheiros, garçons, encanadores. Conclusões: Os acidentes de trabalho envolvendo queimaduras ocorreram em ambientes distintos, tanto nos considerados saudáveis/seguros quanto nos ambientes não saudáveis/inseguros ou de risco inerente à atividade e/ou função desempenhada, sendo estas as ocupações que apresentaram maior risco de acidente de queimaduras: têxtil, eletricistas, soldadores, mecânicos, cozinheiros, garçons, encanadores. Nas atividades cotidianas, destaca-se a importância da educação permanente para os trabalhadores, sendo um importante meio para a redução de acidentes ocupacionais por queimaduras.


Objective: To identify the scientific literature, the professions involved with more accidents from burns. Method: The foundation LILACS and PubMed were consulted and included articles with abstracts published in the last ten years, in Portuguese, English and Spanish; only studies with humans, both higher than 19 years; and that the description of the study sample did mention to cases involving accidents with burns. We identified 160 titles and abstracts, after the application of the inclusion criteria, 36 studies were selected for analysis in full. Results: In the studies analyzed the number of victims of accidents at work varied, from one to 872. Predominant sex in accidents was male aged between 20 and 39 years. These professions that had higher risk of accident textile burns, electricians, welders, mechanics, cooks, waiters, plumbers. Conclusions: Accidents in the workplace burns occurred in different environments both considered healthy, or safe, as in unhealthy or unsafe/risk environments inherent to the activity and/or function performed, and these occupations that had higher risk of accident textile burns, electricians, welders, mechanics, cooks, waiters, plumbers. In everyday activities stands out the importance of continuing education for workers is an important way to reduce occupational accidents from burns.

ABSTRACT

This study examines the relationships between components of organizational safety climate, including employee attitudes to organizational safety issues; perceptions of the physical working environment, and evaluations of worker engagement with safety issues; and relates these to self-reported levels of safety behavior. It attempts to explore the relationships between these variables in 1189 workers across 78 work groups in a large transportation organization. Evaluations of safety climate, the working environment and worker engagement, as well as safe behaviors, were collected using a self report questionnaire. The multilevel analysis showed that both levels of evaluation (the work group and the individual), and some cross-level interactions, were significant in explaining safe behaviors. Analyses revealed that a number of variables, at both levels, were associated with worker engagement and safe behaviors. The results suggest that, while individual evaluations of safety issues are important, there is also a role for the fostering of collective safety climates in encouraging safe behaviors and therefore reducing accidents (AU)

Presentación de una de las prácticas realizadas en materia de Seguridad y Salud en el Trabajo que se llevan a cabo en la Compañía, reseñable por su carácter innovador y alto grado de efectividad. Esta práctica va más allá del cumplimiento de lo legalmente establecido en el ámbito de la Prevención de Riesgos Laborales (PRL), y tienen como objetivo principal la participación en materia de PRL de todos los trabajadores de la Empresa, independientemente de su puesto o cargo. Para que esta participación sea efectiva, y la implantación completa a todos los niveles, es necesario contar con la colaboración activa de los representantes de los trabajadores, en este caso los Delegados de Prevención. Formación, información, inspecciones de seguridad, auditorías e implantación a todos los niveles de la política de PRL son pilares básicos para la existencia de una verdadera cultura preventiva en Hero España (AU)

This practice overpasses, the working risk prevention law in force, having as a target the participation of all the staff of the company, regardless of positions. It is essential to rely on all staff, Prevention managers in this case, for a effective participation and a complete establishment. Una vez alcanzada una madurez en IBERDROLA, en el ámbito de la prevención de riesgos laborales, dado que se ha llegado a niveles importantes de información, formación, certificaciones, inspecciones, comités, etc., con una accidentalidad reducida, se ha buscado ir más lejos generando un mayor compromiso en el liderazgo de: -El empleado en la gestión segura de las actividades que realizan individualmente -Su grupo de pertenencia -Las Organizaciones que componen la empresa. La aplicación del Programa Radar en las empresas de IBERDROLA Grupo ha sido fundamental para generar un cambio cultural en el ámbito de la prevención en los diferentes colectivos a los que se dirige así como en el aumento de motivación y compromiso personal, especialmente de las personas que más oportunidad tienen de intervenir, los propios trabajadores. A nivel práctico se ha observado que ha provocado mejoras más allá del ámbito de la prevención de riesgos laborales como la mejora en la autoestima del trabajador, incremento de la comunicación con estamentos al mismo nivel, de nivel superior, con el Servicio de Prevención y con organizaciones especializadas, también se ha incrementado el sentido de pertenencia al equipo y la orientación a resultados de los grupos que han intervenido. Los positivos resultados obtenidos han hecho que esta iniciativa se expanda, fuera del ámbito español, a otras empresas del grupo tanto en Europa como en América (AU)


Industrial risk prevention is already at an advanced stage in IBERDROLA, where the accident rate is low and high standards have been attained as regards information, training, certification, inspections, committees, etc. For this reason, the group decided to go one step further and generate a higher degree of commitment in the following areas: personal leadership by the employees that make up the IBERDROLA Group's companies in Spain; daily management of industrial risk prevention; activities carried out on an individual basis and in the groups to which the employees belong, as well as in the organisations that make up the company. Rolling out the Radar Programme in the companies that make up the IBERDROLA Group has been instrumental in fostering cultural change in the field of prevention among the various target groups. It has also resulted in higher levels of motivation and enhanced personal commitment, particularly as regards the people that have the most opportunities to get involved, i.e. the workers themselves. In practical terms, there are advantages outside the field of industrial risk prevention: improved employee self-esteem; increased communication with peers, superiors and with Prevention Services; greater sense of belonging to a team and a more results-oriented approach among the groups that have taken part in the programme. These positive outcomes mean that the initiative is now being extended outside Spain to other companies belonging to the group, both in Europe and America (AU)

ABSTRACT

El objetivo es reflexionar, bajo el principio de precaución, sobre la relación entre causalidad científica y responsabilidad legal, a propósito de una demanda en materia de recargo de prestación por falta de medidas de seguridad e higiene tras la muerte de un trabajador por mesotelioma, reconocida previamente como enfermedad profesional. Se trata de un trabajador que tras 28 años como soldador en unos astilleros, se le reconoció en 2007 un mesotelioma como enfermedad profesional, falleciendo en 2009. Después de valorar que a) el conocimiento científico de la relación de la exposición a amianto y el mesotelioma se consolida entre 1955 y 1976, y b) que la normativa legal para la protección de los trabajadores en España se inicia en 1940 con carácter genérico y en 1982 de manera específica, concluimos que nuestro caso posiblemente se hubiera beneficiado si el principio de precaución, que ahora está ampliamente aceptado, se hubiera aplicado(AU)


The aim of this paper is to reflect, under the precautionary principle, on the relationship between scientific causation and legal liability in connection with a lawsuit regarding compensation for lack of occupational safety and hygiene controls following the death of a worker with mesothelioma that had been previously accepted as an occupational disease. The worker had spent 28 years as a shipyard welder, with a diagnosis of occupationally-related mesothelioma in 2007, and who died in 2009. After reviewing the advances in a) scientific knowledge on the health effects of asbestos exposure, which were consolidated between 1955 and 1976, and b) the development of a regulatory framework for the protection of workers in Spain that began generically in 1940 and became more specific in 1982, we conclude that our case probably would have benefited from application of the precautionary principle, which is now widely accepted(AU)

ABSTRACT

In this article, we study the psychometric properties of a short scale (TRANS-18) which was designed to detect safe behaviors (personal and vehicle-related) and psychophysiological disorders. 244 drivers participated in the study, including drivers of freight transport vehicles (regular, dangerous and special), cranes, and passenger transport (regular transport and chartered coaches), ambulances and taxis. After carrying out an exploratory factor analysis of the scale, the findings show a structure comprised of three factors related to psychophysiological disorders, and to both personal and vehicle-related safety behaviors. Furthermore, these three factors had adequate reliability and all three also showed validity with regard to burnout, fatigue and job tension. In short, this scale may be ideally suited for adequately identifying the safety behaviors and safety problems of transport drivers. Future research could use the TRANS-18 as a screening tool in combination with other instruments (AU)


En el presente artículo estudiamos las propiedades psicométricas de una escala breve (TRANS-18) creada con el objetivo de detectar las conductas de seguridad (personales y en el vehículo) y los trastornos psicofisiológicos. Los participantes de la presente investigación son 244 conductores de vehículos de mercancías (comunes, peligrosas y especiales), grúas, pasajeros (línea regular y discrecional), ambulancias y taxis. Los resultados obtenidos constatan, después de realizar un análisis factorial exploratorio de la escala, una estructura constituida por tres factores que hacen referencia a los trastornos psicofisiológicos, a las conductas de seguridad tanto personales como de seguridad en el vehículo. Además, los tres factores obtenidos tienen una fiabilidad adecuada e igualmente se constatan indicios de validez de los tres factores si se toman como referencia el burnout, la fatiga y la tensión laboral. En suma, la presente escala puede resultar idónea para identificar de manera apropiada las conductas seguras y los trastornos que tienen los transportistas. Futuras investigaciones podrían utilizar el TRANS-18 como una herramienta de screening en combinación con otros instrumentos (AU)

ABSTRACT

Objetivo: El propósito del presente trabajo es evaluar los riesgos biológicos a los que están expuestos los trabajadores del estabulario de la Unidad de Investigación Sanitaria con el fin de determinar la necesidad de adoptar medidas preventivas que permitan controlar el riesgo, determinar dichas medidas y conocer la aplicabilidad de la metodología elegida en el caso específico del trabajo con animales. Metodología: Se utilizó la metodología de evaluación BIOGAVAL propuesta por el Gabinete de Seguridad e Higiene en el Trabajo de Valencia para la evaluación del riesgo biológico existente en los puestos de técnico de animalario y veterinario. El método seleccionado requiere, para la determinación del nivel de riesgo, la identificación de los microorganismos involucrados, el daño a la salud, las vías de transmisión, la posibilidad de vacunación y el porcentaje de personal vacunado o las medidas higiénicas existentes en el momento de llevar a cabo la evaluación. Resultados: Los resultados de la evaluación de los puestos de trabajo indican la necesidad de medidas preventivas, en especial encaminadas al control de Leptospira y Brucella. Una vez adoptadas las medidas de prevención se observa que el nivel de riesgo de todos los agentes se sitúa en valores inferiores a los límites de exposición biológica establecidos por el método. Se constata la falta de datos determinantes para la valoración numérica del riesgo relativo a algunos agentes identificados. Se considera que los niveles de riesgo emanados del método pueden ser superiores a los reales al no contabilizarse en el "Formulario de medidas higiénicas adoptadas" aquellas medidas realizadas sobre los propios animales. Conclusiones: La metodología de evaluación prueba ser un método ágil, ordenado y relativamente sencillo para la determinación del riesgo biológico al que están expuestos los trabajadores. El método de evaluación BIOGAVAL supone una herramienta muy práctica a la hora de sistematizar evaluaciones de elevada complejidad dada por su característica de indeterminación de presencia de los agentes biológicos, si bien su aplicación se ve drásticamente mermada debido a la ausencia de datos estadísticos fiables sobre variables determinantes como duración de incapacidades temporales o tasas de incidencias para muchos agentes biológicos. El método proporciona orientación sobre el tipo de medidas preventivas a adoptar. Por otro lado, se propone una ampliación en el "Formulario de Medidas Higiénicas Adoptadas" con la intención de recoger el hecho característico del trabajo con animales


Aims: The purpose of this study is to assess the biological risks to which workers in the animal facilities of the Health Research Unit are exposed in order to determine the need for preventive measures to control risk, determine those measures and test methodology chosen in the specific case of working with animals. Methods: BIOGAVAL evaluation methodology proposed by Office of Security and Hygiene in the Work of Valencia was used to evaluate the technician and veterinarian biological risks. The chosen methodology needs, for the determination of the risk level, identification of the involved microorganisms, damage to the health, routes of transmission, possibility of vaccination and percentage of vaccinated personnel and the hygienic existing measures in the moment to carry out the evaluation. Results: The results show the need of preventive measures, especially directed to the control of Leptospira and Brucella. Once adopted the measures, the risk level for all agents places in values lower than the level established by the method. It is stated the lack of determinant information for the numerical risk evaluation relative to some identified agents. The levels of risk came from the method could be superior to the real ones as in the «Form of hygienic adopted measures» there are not considered those measures realized on the proper animals. Conclusions: The methodology of evaluation proves to be an agile, orderly and relatively simple method for the determination of the biological risk to which the workers are exposed. The method of evaluation BIOGAVAL is a practical tool as systematized evaluations of high complexity, due to its characteristic uncertainty on the presence of the biological agents, though its application results drastically reduced due to the absence of statistical trustworthy information on determinant variables as duration of temporary disabilities or rates of incidents for some biological agents. The method provides orientation on the type of preventive measures to adopt. It is proposed an extension in the «Form of Hygienic Adopted Measures» to take into account the fact of the working with animals

Esta disertação consiste em uma pesquisa bibliográfica e documental associadas a u estudo de caso descritivo e explicativo, acerca da evolução das práticas de gestão em saúde do trabalhador na indústria do petróleo, a partir de unma análise deste processo no âmbito da Petróleo Brasileiro A.A. - PETROBRAS, Maior empresa do ramo no Brasil. Confrontou-se a evolução das práticas de gestão em saúde do trabalhador e a evolução tecnológica ocorrida nesta empresa, estudando-se a relação entre várias categorias de análise como, por exemplo, as práticas de gestão, as tecnologias de produção, os cenários, os atores e os acontecimentos, entre outras, e buscou-se interpretar os dados obtidos através de uma abordagem dialética. Observou-se que as práticas de gestão em saúde tem evoluido em função direta das transformações tecnológicas e conjunturais. As transformações tecnológicas de maior impacto sobre a gestão em saúde foram aquelas decorrentes do processo de reestruturação produtiva, associadas aos riscos ocupacionais inerentes à exploração de petróleo no mar. O fator conjuntural de maior impacto no contexto de trabalho dos petroleiros foi sem dúvida a quebra do monopólio estatal...
