ABSTRACT

Thermal discharge from a nuclear power plant (NPP) provides an opportunity to foresee changes in faunal communities that may be induced by ocean warming. I assessed these changes by identifying characteristics of the fish community near the thermal discharge from a NPP and by recording temporal changes that occurred after the suspension of the NPP. Underwater visual censuses were conducted near Takahama NPP in the Sea of Japan, and fish assemblages were compared to those in two other sites: a site with discharge from a coal-fired power plant and a control site. During the surveyed period (8 years) when the NPP was in operation, the sea water temperature at the site near the NPP was warmer, had a significantly higher fish abundance, and a higher species richness, including tropical fishes, than the other two sites. However, once the NPP was suspended, tropical fishes dramatically decreased near the NPP. This abrupt change in fish assemblage may be due to the lowest lethal temperatures of tropical fishes being only slightly higher than the winter temperature in this area. Relatively poor ecosystem structure in the local warming area may also have contributed to low resilience of tropical fish species to this temperature change.

ABSTRACT

"Big science" has prompted scientific collaboration, ultimately leading to multidisciplinary, co-operative science. This has paved the way for organizational "champions", leading experts with the ability of driving organizational change. This study investigates the involvement of how "champions" contributed to the rapid failures of the 1980s case of the cold fusion initiative NCFI in Utah, and the 2000s case of BBMRI.se, the Swedish node of a biobank harmonization initiative, and how these two examples would become "failed scientific megaprojects". This descriptive comparative case study has utilized available literature and documents covering the two megaprojects, with some supplemental interviews. The study shows that "champions" indeed enable research but simultaneously also risk becoming the downfall of the collaborative endeavors that have been set up. Moreover, this study has been able to uncover and analyze some of the most common types of organizational failure found in the two failed scientific megaprojects investigated. The common lesson inferred from both cases is that the unquestionable trust placed into some of the "champions" led to a lack of procedural transparency and professional candidness, ultimately leading to a loss of trust from their respective funding bodies.

ABSTRACT

INTRODUCTION: Mindful organizing (also known as collective mindfulness) is a team level construct that is said to underpin the principles of high-reliability organizations (HROs), as it has shown to lead to almost error-free performance. While mindful organizing research has proliferated in recent years, studies on how to measure mindful organizing are scarce. Vogus and Sutcliffe (2007) originally validated a nine-item "Mindful Organizing Scale" but few subsequent validation studies of this scale exist. The present study aimed to validate a Spanish version of the Mindful Organizing Scale. METHOD: The sample included 47 teams (comprising of a total of 573 workers with an average team size of 12.19) from a Spanish nuclear power plant. A confirmatory factor analysis (CFA), reliability analysis, and an analysis of aggregation indices were carried out. A correlation analysis and CFA were used to further validate the scale in terms of its distinctiveness from, and relationship with, other team-related variables such as safety culture, team safety climate, and team learning. Finally, evidence of criterion-related validity was collected by testing the incremental validity of the mindful organizing scale in the association with various workplace safety outcomes (safety compliance and safety participation). RESULTS: The results confirmed a unidimensional structure of the scale and indicated satisfactory internal consistency. Aggregation of the scores to the team level was justified while significant positive correlations between mindful organizing and other team-related variables (safety culture, team safety climate, team learning) were found. Moreover, mindful organizing showed distinctiveness from safety culture, team safety climate and team learning. Finally, incremental validity of the scale was supported, as it shows to be associated with safety compliance and safety participation above and beyond other related constructs. CONCLUSIONS: The Spanish version of the Mindful Organizing Scale has shown to be a valid and reliable scale that can be used to measure mindful organizing. CONTRIBUTIONS: The validation of the unidimensional Spanish version of Vogus and Sutcliffe's (2007) Mindful Organizing Scale provides researchers and practitioners with a reliable and valid tool to use in Spanish speaking organizations to measure mindful organizing, which has been shown to result in more reliable performance. Theoretically, this study offers four contributions. Firstly, it validates a scale that operationalizes the 'mindful organizing' construct in a traditional high-reliability organization (nuclear power plant) which has never been done before. Secondly, it offers evidence that a mindful organizing scale can be validated in a new cultural context and language (Spanish) to any of the previous studies done before it. Thirdly, it adds to our understanding of mindful organizing's nomological network by distinguishing it from other team and safety-related variables. Lastly, it builds on current research showing sound psychometric properties of a one-dimensional, quantitative measure of mindful organizing.

ABSTRACT

BACKGROUND: To determine if construction and trades workers employed at U.S. Department of Energy (DOE) nuclear sites facilities are at significant risk for diseases associated with occupational exposures, we compared the mortality experience of participants in the Building Trades National Medical Screening Program (BTMed) to that of the US population. METHODS: The cohort includes 24,086 BTMed participants enrolled between 1998 and 2016 and 5203 deaths. Cause-specific standardized mortality ratios were calculated based on US death rates. RESULTS: Mortality was elevated for all causes, all cancers, cancers of the trachea, bronchus, and lung and lymphatic and hematopoietic system, mesothelioma, chronic obstructive pulmonary disease, asbestosis, transportation injuries, and other injuries, particularly those caused by accidental poisoning, suggesting a possible effect of the opioid epidemic. CONCLUSIONS: Apart from other injuries, mortality patterns were very similar to those reported in the past in this population. Construction workers employed at DOE sites have a significantly increased risk for occupational illnesses. Risks are associated with employment during all time periods covered including possibly after 1990. The cancer risks closely match the cancers identified for DOE compensation from radiation exposures. The high risk of lung cancer supports the value of early lung cancer detection. Continued medical surveillance is important.

ABSTRACT

OBJECTIVES: Well-managed workplace communication may promote well-mental health status among workers, even those who may have experienced drastic changes in their workplace and living environment after the Fukushima Daiichi Nuclear Power Plant accident. This study aimed to compare the workplace and living environment of workers in the evacuation area to the non-evacuation area, as well as the association between workplace communication and psychological distress. METHOD: This cross-sectional questionnaire survey was conducted in two manufacturing companies in the evacuation area and a company in the non-evacuation area. Psychological distress was defined by a Kessler K6 distress scale score ≥5. Workplace communication was measured by the status of communication ("Do you feel that you can talk freely?") and consultation ("Can you consult when having troubles?") with superiors, managers and colleagues. Work burden, overtime, and irregular mealtimes as changes in the workplace and domestic life were determined. Differences in the workplace and living environment were compared using the chi-squared test, with the association between workplace communication and psychological distress analyzed by logistic regression. RESULTS: The proportion of workers with an increased work burden, overtime, and irregular meals was significantly higher among workers in the evacuation areas. There was also a significant association between low-psychological distress status and communication and consultation with superiors or managers, with no significant association with colleagues. CONCLUSION: Only workplace communication with superiors or managers was associated with low-psychological distress, even after drastic changes in the workplace. Therefore, superiors or managers should initiate open communication and active consultation after a disaster.

ABSTRACT

This study aims to develop a taxonomy of coordination behaviours during emergencies in nuclear power plants (NPPs). We summarised basic coordination behaviours from literature in aviation, health care and nuclear field and identified coordination behaviours specific to the nuclear domain by interviewing and surveying control crew operators. The established taxonomy includes 7 workflow stages and 24 basic coordination behaviours. To evaluate the reliability and feasibility of the taxonomy, we analysed 12 videos of operators' training sessions by coding coordination behaviours with the taxonomy and the inter-rater reliability was acceptable. Further analysis of the frequency, the duration and the direction of the coordination behaviours revealed four coordination problems. This taxonomy provides a foundation of systematic observation of coordination behaviours among NPP crews, advances researchers' understanding of the coordination mechanism during emergencies in NPPs and facilitate the possibility to deepen the understanding of the relationships between coordination behaviours and team performance. Practitioner Summary: A taxonomy of coordination behaviours during emergencies in nuclear power plants was developed. Reliability and feasibility of the taxonomy was verified through the analysis of 12 training sessions. The taxonomy can serve as an observation system for analysis of coordination behaviours and help to identify coordination problems of control crews.

ABSTRACT

This paper presents the Safety Culture Enactment Questionnaire (SCEQ), designed to assess the degree to which safety is an enacted value in the day-to-day running of nuclear power plants (NPPs). The SCEQ is based on a theoretical safety culture model that is manifested in three fundamental components of the functioning and operation of any organization: strategic decisions, human resources practices, and daily activities and behaviors. The extent to which the importance of safety is enacted in each of these three components provides information about the pervasiveness of the safety culture in the NPP. To validate the SCEQ and the model on which it is based, two separate studies were carried out with data collection in 2008 and 2014, respectively. In Study 1, the SCEQ was administered to the employees of two Spanish NPPs (N=533) belonging to the same company. Participants in Study 2 included 598 employees from the same NPPs, who completed the SCEQ and other questionnaires measuring different safety outcomes (safety climate, safety satisfaction, job satisfaction and risky behaviors). Study 1 comprised item formulation and examination of the factorial structure and reliability of the SCEQ. Study 2 tested internal consistency and provided evidence of factorial validity, validity based on relationships with other variables, and discriminant validity between the SCEQ and safety climate. Exploratory Factor Analysis (EFA) carried out in Study 1 revealed a three-factor solution corresponding to the three components of the theoretical model. Reliability analyses showed strong internal consistency for the three scales of the SCEQ, and each of the 21 items on the questionnaire contributed to the homogeneity of its theoretically developed scale. Confirmatory Factor Analysis (CFA) carried out in Study 2 supported the internal structure of the SCEQ; internal consistency of the scales was also supported. Furthermore, the three scales of the SCEQ showed the expected correlation patterns with the measured safety outcomes. Finally, results provided evidence of discriminant validity between the SCEQ and safety climate. We conclude that the SCEQ is a valid, reliable instrument supported by a theoretical framework, and it is useful to measure the enactment of safety culture in NPPs.

ABSTRACT

What insights can the accident at the Fukushima Daiichi nuclear power plant provide in the reality of decision making on actions to protect the public during a severe reactor and spent fuel pool emergency? In order to answer this question, and with the goal of limiting the consequences of any future emergencies at a nuclear power plant due to severe conditions, this paper presents the main actions taken in response to the emergency in the form of a timeline. The focus of this paper is those insights concerning the progression of an accident due to severe conditions at a light water reactor nuclear power plant that must be understood in order to protect the public.

ABSTRACT

Nuclear hazards, linked to both U.S. weapons programs and civilian nuclear power, pose substantial environment justice issues. Nuclear power plant (NPP) reactors produce low-level ionizing radiation, high level nuclear waste, and are subject to catastrophic contamination events. Justice concerns include plant locations and the large potentially exposed populations, as well as issues in siting, nuclear safety, and barriers to public participation. Other justice issues relate to extensive contamination in the U.S. nuclear weapons complex, and the mining and processing industries that have supported it. To approach the topic, first we discuss distributional justice issues of NPP sites in the U.S. and related procedural injustices in siting, operation, and emergency preparedness. Then we discuss justice concerns involving the U.S. nuclear weapons complex and the ways that uranium mining, processing, and weapons development have affected those living downwind, including a substantial American Indian population. Next we examine the problem of high-level nuclear waste and the risk implications of the lack of secure long-term storage. The handling and deposition of toxic nuclear wastes pose new transgenerational justice issues of unprecedented duration, in comparison to any other industry. Finally, we discuss the persistent risks of nuclear technologies and renewable energy alternatives.

ABSTRACT

Computer-based procedures (CBPs) are expected to improve operator performance in nuclear power plants (NPPs), but they may reduce the openness of interaction between team members and harm teamwork consequently. To support teamwork in the main control room of an NPP, this study proposed a team-level integrated CBP that presents team members' operation status and execution histories to one another. Through a laboratory experiment, we compared the new integrated design and the existing individual CBP design. Sixty participants, randomly divided into twenty teams of three people each, were assigned to the two conditions to perform simulated emergency operating procedures. The results showed that compared with the existing CBP design, the integrated CBP reduced the effort of team communication and improved team transparency. The results suggest that this novel design is effective to optim team process, but its impact on the behavioural outcomes may be moderated by more factors, such as task duration. PRACTITIONER SUMMARY: The study proposed and evaluated a team-level integrated computer-based procedure, which present team members' operation status and execution history to one another. The experimental results show that compared with the traditional procedure design, the integrated design reduces the effort of team communication and improves team transparency.
