RESUMEN

The western United States is under invasion from cheatgrass (Bromus tectorum L.), an annual grass that alters the pattern of phenology in the ecosystems it infests. This study was conducted to investigate methods for monitoring this invasion. As a result of its annual phenology, cheatgrass is not only an extremely competitive invader, it is also detectible from time series of remotely sensed data. Using the MODerate resolution imaging spectro-radiometer (MODIS) normalized difference vegetation index (NDVI) and spatially interpolated precipitation data, we fit splines to monthly observations to generate time series of NDVI and precipitation from 2001 to 2005 in the state of Utah. We generated a variety of existing metrics of phenology and developed several metrics to describe the relationship between the NDVI and the precipitation time series. These metrics not only describe the pattern of response to precipitation in ecosystems of various infestation levels, but they are predictive of cheatgrass infestation. We tested several popular data mining algorithms to investigate the predictive ability of the time series-based metrics. Our results show that presence-absence can be predicted with 90% accuracy, and four categorical levels of infestation can be predicted with 71% accuracy. The results show that time series-based metrics are effective in prediction of cheatgrass abundance levels, are more effective than metrics based only on NDVI, and provide more information that existing approaches to cheatgrass mapping using phenology. These results are important for designing strategies to monitor ecosystem health over long periods of time at a landscape scale.

Complying with proposed Water Framework Directive (WFD) water quality standards for 'good ecological status' in England and Wales potentially requires a range of Programmes of Measures (PoMs) to control point and diffuse sources of pollution. There is an urgent need to define the benefits and costs of a range of potential PoMs. Water quality modelling can be used to understand where the greatest impact in a catchment can be achieved through 'end of pipe' and diffuse source reductions. This information can be used to guide cost-effective investment by private water companies and those with responsibilities for agricultural, industrial and urban diffuse inputs. In the UK, river water quality modelling with the Environment Agency SIMCAT model is regarded as the best current approach to support decision making for river water quality management and planning. The paper describes how a SIMCAT model has been used to conduct a trial WFD integrated catchment planning study for the River Ribble catchment in the North West of England. The model has been used to assess over 80 catchment planning scenarios. The results are being used support a national assessment of the cost-effectiveness of proposed PoMs.

Abstractions of surface and groundwater for irrigation in Scotland are currently subject to control in only two small catchments. Under the terms of the EU Water Framework Directive, it will be necessary to introduce new legislation to control abstractions elsewhere. To help in the development of appropriate policy for Scotland a study has been carried out to examine the significance of irrigation and the effectiveness of different types of control strategies in terms of the economics of potato cropping and stream hydrology in Scotland. This paper presents the findings of the hydrological study and highlights some of the spatial and temporal issues that need to be considered in the selection of control mechanisms, if they are to be successful in achieving objectives for environmental improvement. The study was focussed on two catchments in the east of Scotland, the Tyne and West Peffer. The effectiveness of several different abstraction control strategies was examined to see how stream flows in the catchment would be modified by their implementation. The results of the study demonstrated that the West Peffer catchment in particular is significantly affected by irrigation abstractions. Control mechanisms based on allowable monthly abstraction volumes and flow-based abstraction bans would be of considerable help in restoring stream flows to their natural levels, but would modify the hydrological regime in slightly different ways. A spatial analysis of stream flows demonstrated that implementation of controls based on a single monitoring point may be ineffective at maintaining acceptable levels of flow throughout the catchment and that this may require a tighter control at the monitoring point.
