RESUMEN

In summary, Our findings indicate that the research project grant programs of NIH have consistently provided opportunities for newly trained scienitists to receive support for biomedical research projects that they have initiated themselves. The system encourages progress in the biomedical sciences through the continuous influx of creative individuals who can explore their own research ideas, ideas that also correspond to the health research needs of the nation as reflected by the categorical missions of the institutes. Despite the decline (approximately 20 percent) in the total number of active research projects over the past 7 years. the proportion of new PI's among all recipients of new awards remained fairly constant from year to year. From 1966 to 1972, an average of 57 percent of all new research project awards were received by PI's entering the system for the first time, while an average of approximately 10 percent of all the PI's on research projects each year were new PI's being supported by NIH for the first time.

RESUMEN

Recognizing the utility of a regional medical library system in improving the availability of existing and future medical library resources in the country, the Congress included provisions for the support of such a system in the Medical Library Assistance Act. Grants will be made to major medical libraries which have the potential to provide supportive services to other libraries within a geographic area encompassing a major fraction of the nation's health professional manpower. Approximately ten of these regional libraries will receive these grants. Support for the system and consequently the extension of the services of the system will of necessity by implemented in a stepwise fashion. The central function of a regional medical library is to provide back-stopping interlibrary loan service and also to provide access to MEDLARS services for the region. Additional services for the region will include traditional reference service, training, surveillance of regional needs, announcement services, support for programs of continuing education for the health professions, and certain central technical processing for the region.

RESUMEN

The National Library of Medicine Extramural Program, utilizing the authorities of the Medical Library Assistance Act of 1965 and the Public Health Service Act, includes support for library construction, improving and expanding basic library resources, research and development, man-power development, publications, and support for the operation of regional health sciences libraries. The program objectives relating to these various activities have been outlined. A $4,000,000 supplement has been appropriated by the Congress for fiscal year 1966 to implement the authorities of the Act. With the construction provision available in fiscal year 1967, over $13,000,000 has been requested for the second year of the program. The Medical Library Assistance Act is intended to catalyze and stimulate expanded support of medical libraries by their host institutions. Bold and imaginative plans by the medical library community are essential to the full success of the endeavor.
