RESUMEN

Climate policies that target greenhouse gas emissions can improve air quality by reducing co-emitted air pollutant emissions. However, the extent to which climate policy could contribute to the targets of reducing existing pollution disparities across different populations remains largely unknown. We quantify potential air pollution exposure reductions under U.S. federal carbon policy, considering implications of resulting health benefits for exposure disparities across U.S. racial/ethnic groups. We focus on policy cases that achieve reductions of 40-60% in 2030 economy-wide carbon dioxide (CO2) emissions, when compared with 2005 emissions. The 50% CO2 reduction policy case reduces average fine particulate matter (PM2.5) exposure across racial/ethnic groups, with greatest benefit for non-Hispanic Black (-0.44 µg/m3) and white populations (-0.37 µg/m3). The average exposure disparity for racial/ethnic minorities rises from 12.4% to 13.1%. Applying an optimization approach to multiple emissions reduction scenarios, we find that no alternate combination of reductions from different CO2 sources would substantially mitigate exposure disparities. Results suggest that CO2-based strategies for this range of reductions are insufficient for fully mitigating PM2.5 exposure disparities between white and racial/ethnic minority populations; addressing disparities may require larger-scale structural changes.

Air quality and climate change are substantial and linked sustainability challenges, and there is a need for improved tools to assess the implications of addressing these challenges together. Due to the high computational cost of accurately assessing these challenges, integrated assessment models (IAMs) used in policy development often use global- or regional-scale marginal response factors to calculate air quality impacts of climate scenarios. We bridge the gap between IAMs and high-fidelity simulation by developing a computationally efficient approach to quantify how combined climate and air quality interventions affect air quality outcomes, including capturing spatial heterogeneity and complex atmospheric chemistry. We fit individual response surfaces to high-fidelity model simulation output for 1525 locations worldwide under a variety of perturbation scenarios. Our approach captures known differences in atmospheric chemical regimes and can be straightforwardly implemented in IAMs, enabling researchers to rapidly estimate how air quality in different locations and related equity-based metrics will respond to large-scale changes in emission policy. We find that the sensitivity of air quality to climate change and air pollutant emission reductions differs in sign and magnitude by region, suggesting that calculations of "co-benefits" of climate policy that do not account for the existence of simultaneous air quality interventions can lead to inaccurate conclusions. Although reductions in global mean temperature are effective in improving air quality in many locations and sometimes yield compounding benefits, we show that the air quality impact of climate policy depends on air quality precursor emission stringency. Our approach can be extended to include results from higher-resolution modeling and also to incorporate other interventions toward sustainable development that interact with climate action and have spatially distributed equity dimensions.

High-resolution simulations are essential to resolve fine-scale air pollution patterns due to localized emissions, nonlinear chemical feedbacks, and complex meteorology. However, high-resolution global simulations of air quality remain rare, especially of the Global South. Here, we exploit recent developments to the GEOS-Chem model in its high-performance implementation to conduct 1-year simulations in 2015 at cubed-sphere C360 (∼25 km) and C48 (∼200 km) resolutions. We investigate the resolution dependence of population exposure and sectoral contributions to surface fine particulate matter (PM2.5) and nitrogen dioxide (NO2), focusing on understudied regions. Our results indicate pronounced spatial heterogeneity at high resolution (C360) with large global population-weighted normalized root-mean-square difference (PW-NRMSD) across resolutions for primary (62-126%) and secondary (26-35%) PM2.5 species. Developing regions are more sensitive to spatial resolution resulting from sparse pollution hotspots, with PW-NRMSD for PM2.5 in the Global South (33%), 1.3 times higher than globally. The PW-NRMSD for PM2.5 for discrete southern cities (49%) is substantially higher than for more clustered northern cities (28%). We find that the relative order of sectoral contributions to population exposure depends on simulation resolution, with implications for location-specific air pollution control strategies.

Crop residue burning contributes to poor air quality and imposes a health burden on India. Despite government bans and other interventions, this practice remains widespread. Here we estimate the impact of changes in agricultural emissions on air quality across India and quantify the potential benefit of district-level actions using an adjoint modeling approach. From 2003 to 2019, we find that agricultural residue burning caused 44,000-98,000 particulate matter exposure-related premature deaths annually, of which Punjab, Haryana, and Uttar Pradesh contribute 67-90%. Due to a combination of relatively high downwind population density, agricultural output, and cultivation of residue-intensive crops, six districts in Punjab alone contribute to 40% of India-wide annual air quality impacts from residue burning. Burning two hours earlier in Punjab alone could avert premature deaths up to 9600 (95% CI: 8000-11,000) each year, valued at 3.2 (95% CI: 0.49-7.3) billion US dollars. Our findings support the use of targeted and potentially low-cost interventions to mitigate crop residue burning in India, pending further research regarding cost-effectiveness and feasibility.

Detailed examination of the impact of modern space launches on the Earth's atmosphere is crucial, given booming investment in the space industry and an anticipated space tourism era. We develop air pollutant emissions inventories for rocket launches and re-entry of reusable components and debris in 2019 and for a speculative space tourism scenario based on the recent billionaire space race. This we include in the global GEOS-Chem model coupled to a radiative transfer model to determine the influence on stratospheric ozone (O3) and climate. Due to recent surge in re-entering debris and reusable components, nitrogen oxides from re-entry heating and chlorine from solid fuels contribute equally to all stratospheric O3 depletion by contemporary rockets. Decline in global stratospheric O3 is small (0.01%), but reaches 0.15% in the upper stratosphere (∼5 hPa, 40 km) in spring at 60-90°N after a decade of sustained 5.6% a-1 growth in 2019 launches and re-entries. This increases to 0.24% with a decade of emissions from space tourism rockets, undermining O3 recovery achieved with the Montreal Protocol. Rocket emissions of black carbon (BC) produce substantial global mean radiative forcing of 8 mW m-2 after just 3 years of routine space tourism launches. This is a much greater contribution to global radiative forcing (6%) than emissions (0.02%) of all other BC sources, as radiative forcing per unit mass emitted is ∼500 times more than surface and aviation sources. The O3 damage and climate effect we estimate should motivate regulation of an industry poised for rapid growth.

Responses to the COVID-19 outbreak resulted in one of the largest short-term decreases in anthropogenic emissions in modern history. To date, there has been no comprehensive assessment of the impact of lockdowns on air quality and human health. Using global satellite observations and ground measurements from 36 countries in Europe, North America, and East Asia, we find that lockdowns led to reductions in NO2 concentrations globally, resulting in ~32,000 avoided premature mortalities, including ~21,000 in China. However, we do not find corresponding reductions in PM2.5 and ozone globally. Using satellite measurements, we show that the disconnect between NO2 and ozone changes stems from local chemical regimes. The COVID-related lockdowns demonstrate the need for targeted air quality policies to reduce the global burden of air pollution, especially related to secondary pollutants.

The radiative forcing resulting from condensation clouds behind aircraft ("contrails") has been estimated to have an effect on the same order of magnitude as all accumulated aviation-attributable CO2. However, contrail impacts are highly uncertain, with estimates of total contrail-driven forcing made in the past five years varying by a factor of 4. Two of the key driving uncertainties are the crystal shape and size, which describe the cloud optical properties. Here we combine data from high-fidelity scattering simulations of single crystals with in situ measurement of bulk contrail ice properties to bound the range of realistic optical properties for contrail ice. Accounting for the full range of measured contrail microphysical evolution pathways, and for a given estimate of contrail coverage, we find that the global net radiative forcing due to contrails in 2015 is between 8.6 and 10.7 mW/m2. Relative to the midpoint, this uncertainty range is less than one-quarter of that recently reported in the literature. This reduction in uncertainty is primarily due to the elimination of spheres as a plausible long-term shape for contrail ice, leaving questions of contrail coverage and optical depth as the primary causes of contrail forcing uncertainty.

Outdoor air pollution adversely affects human health and is estimated to be responsible for five to ten per cent of the total annual premature mortality in the contiguous United States1-3. Combustion emissions from a variety of sources, such as power generation or road traffic, make a large contribution to harmful air pollutants such as ozone and fine particulate matter (PM2.5)4. Efforts to mitigate air pollution have focused mainly on the relationship between local emission sources and local air quality2. Air quality can also be affected by distant emission sources, however, including emissions from neighbouring federal states5,6. This cross-state exchange of pollution poses additional regulatory challenges. Here we quantify the exchange of air pollution among the contiguous United States, and assess its impact on premature mortality that is linked to increased human exposure to PM2.5 and ozone from seven emission sectors for 2005 to 2018. On average, we find that 41 to 53 per cent of air-quality-related premature mortality resulting from a state's emissions occurs outside that state. We also find variations in the cross-state contributions of different emission sectors and chemical species to premature mortality, and changes in these variations over time. Emissions from electric power generation have the greatest cross-state impacts as a fraction of their total impacts, whereas commercial/residential emissions have the smallest. However, reductions in emissions from electric power generation since 2005 have meant that, by 2018, cross-state premature mortality associated with the commercial/residential sector was twice that associated with power generation. In terms of the chemical species emitted, nitrogen oxides and sulfur dioxide emissions caused the most cross-state premature deaths in 2005, but by 2018 primary PM2.5 emissions led to cross-state premature deaths equal to three times those associated with sulfur dioxide emissions. These reported shifts in emission sectors and emission species that contribute to premature mortality may help to guide improvements to air quality in the contiguous United States.

Global simulations of atmospheric chemistry are commonly conducted with off-line chemical transport models (CTMs) driven by archived meteorological data from general circulation models (GCMs). The off-line approach has advantages of simplicity and expediency, but incurs errors due to temporal averaging in the meteorological archive and the inability to reproduce the GCM transport algorithms exactly. The CTM simulation is also often conducted at coarser grid resolution than the parent GCM. Here we investigate this cascade of CTM errors by using 222Rn-210Pb-7Be chemical tracer simulations offline in the GEOS-Chem CTM at rectilinear 0.25° ×0.3125° (≈25 km) and 2° ×2.5° (≈200 km) resolutions, and on-line in the parent GEOS-5 GCM at cubed-sphere c360 (≈25 km) and c48 (≈200 km) horizontal resolutions. The c360 GEOS-5 GCM meteorological archive, updated every 3 hours and remapped to 0.25° ×0.3125°, is the standard operational product generated by the NASA Global Modeling and Assimilation Office (GMAO) and used as input by GEOS-Chem. We find that the GEOS-Chem 222Rn simulation at native 0.25° ×0.3125° resolution is affected by vertical transport errors of up to 20% relative to the GEOS-5 c360 on-line simulation, in part due to loss of transient organized vertical motions in the GCM (resolved convection) that are temporally averaged out in the 3-hour meteorological archive. There is also significant error caused by operational remapping of the meteorological archive from cubed-sphere to rectilinear grid. Decreasing the GEOS-Chem resolution from 0.25°×0.3125° to 2°×2.5° induces further weakening of vertical transport as transient vertical motions are averaged out spatially as well as temporally. The resulting 222Rn concentrations simulated by the coarse-resolution GEOS-Chem are overestimated by up to 40% in surface air relative to the on-line c360 simulations, and underestimated by up to 40% in the upper troposphere, while the tropospheric lifetimes of 210Pb and 7Be against aerosol deposition are affected by 5-10%. The lost vertical transport in the coarse-resolution GEOS-Chem simulation can be partly restored by re-computing the convective mass fluxes at the appropriate resolution to replace the archived convective mass fluxes, and by correcting for bias 20 in spatial averaging of boundary layer mixing depths.

Civil airliner passengers and crew are exposed to elevated levels of radiation relative to being at sea level. Previous studies have assessed the radiation dose received in particular cases or for cohort studies. Here we present the first estimate of the total radiation dose received by the worldwide civilian flying population. We simulated flights globally from 2000 to 2013 using schedule data, applying a radiation propagation code to estimate the dose associated with each flight. Passengers flying in Europe and North America exceed the International Commission on Radiological Protection annual dose limits at an annual average of 510 or 420 flight hours per year, respectively. However, this falls to 160 or 120 h on specific routes under maximum exposure conditions.
