RESUMEN

The European Association of National Metrology Institutes (EURAMET) within its research programme European Metrology Programme for Innovation and Research (EMPIR) funded project EMPIR 19NET03 supportBSS that contributes to the establishment of a European Metrology Network (EMN) for Radiation Protection (RP). The EMN-RP was established in September 2021 with the intent to work as a meeting point for the metrology community and all stakeholders in the field of ionising radiation regulation, thus providing quality assurance for measurements in each of the exposure situations contemplated in the European Legislation. Within project EMPIR 19NET03, work package 3 aims at the preparation of a Strategic Research Agenda (SRA) by identifying the metrology needs to support the European legislation and regulation in Radiation Protection and of two Roadmaps for metrology services, one under the European Council Directive 2013/59/EURATOM and the other under the EURATOM Treaty. Following a Gaps Workshop held in September 2020 and a second internal workshop that took place in April 2022, a questionnaire was prepared for distribution to the stakeholders, e.g. RP platforms and authorities, academia, industry, among other, together with an accompanying paper. In this paper, the authors present the state of the art of European legislation in RP, address the importance of metrology, the practices and activities that need metrology to meet the requirements set in the regulations, emphasise the need for quality assured measurements in all fields, highlight the stakeholders contributions in their specific area and show their vision of the EMN-RP.

RESUMEN

The ISO/IEC 17025 standard requires that all significant contributions have to be propagated to the measurement uncertainty, including also sampling uncertainties. We evaluated soil sampling uncertainties for gamma-ray spectrometry by using in-house and split-sample methods. By in-house method, the sampling uncertainty was determined by comparing standard deviations of measurement results and average analytical uncertainty. With split-sample method, it was calculated using between-sample and between-analysis variances. If analytical uncertainty is reliably determined, the in-house method is recommended because fewer measurements are needed.

In 2017, a new revision of the ISO/IEC 17025 standard was issued. One of the important changes is that the uncertainty arising from sampling has to be evaluated. Based on this new requirement, we evaluated the contribution of the sampling procedure to the total uncertainty budget of the high-resolution gamma-ray spectrometry of environmental soil, tap water and aerosol filter samples. We performed statistical analyses of measurements of sets of samples taken from the same target in the same general time period. The determination of sampling uncertainty was based on the evaluation of the standard deviation of the set of measurement results and the combined uncertainty budget of sample preparation and analysis. When the spatial and temporal heterogeneities are low, the sampling uncertainty is estimated to be around 5% (k = 1) for soil samples and 30-40% (k = 1) for air samples. For single tap water samples collected consecutively, sampling uncertainty does not have a significant contribution to the complete uncertainty budget.

This study assesses the potential use of different types of stabilized sewage sludge as a soil amendment by considering their physicochemical characteristics, nutritional status, and their trace metal and radionuclide content. The concentrations of trace metals and radionuclides were determined using ICP-OES and gamma-ray spectrometry, respectively. For determining nutritional status and chemical characterization, this study followed standard ISO-recommended procedures. Data analysis revealed that anaerobic sludge contains higher concentrations of Cr, Hg, and Ni compared to aerobic and non-biologically stabilized sludge. A similar observation was observed in the case of 226Ra, 210Pb, 228Ra, and 228Th. Furthermore, the high levels of P and N in aerobic sludge suggest that biologically stabilized sludge has the potential to be a good fertilizer. In addition, the study finds strong evidence that nutrients are involved in the adsorption of metals and radionuclides onto sludge biomass. Overall, eight of the nine studied sludge samples are safe for agricultural use since the concentrations of trace metals fall well below the limits set by Croatian legislation (NN 38/08). In addition, the levels of radionuclides do not pose a radiological risk. This means that soil conditioning with sewage sludge remains a viable strategy for nutrient recovery from municipal waste, although long-term impact assessments of repeated applications are necessary.

This article presents yearly mean concentrations of cosmogenic radionuclides 7Be and 22Na occurring in dry and wet depositions (fallout) and aerosols. Time dependencies negatively correlated with the yearly mean number of sunspots. Activity concentrations of 7Be and 22Na in aerosols in the surface air had a correlation of near-unity. 7Be in aerosols exhibited a smoother time dependence than 22Na, implying that the production of 22Na is more sensitive to the solar activity than the production of 7Be. The effect of the measured doses on the general population through internal and external exposure to radiation from cosmogenic radionuclides was small.

Comparisons of national standard of air kerma for conventional and mammographic diagnostic X-ray radiation qualities were conducted by the IAEA. Eleven secondary standards dosimetry laboratories provided calibration data for Exradin A3 and Radcal RC6M transfer ionization chambers circulated. Each comparison result expressed as the ratio of the participant and IAEA calibration coefficient were within the acceptance limit of ±2.5%. From the 67 results of 11 participants and 10 available beam qualities, the comparison result was within its standard uncertainty in 63 cases, and within the expanded (k = 2) uncertainty in four cases. Detailed calibration uncertainty budgets from participant laboratories are presented. The relative standard calibration uncertainty of each participant was in the range of 0.5-1.3%. These results indicate that the calibration related uncertainty component is reasonable low for a clinical measurement. In addition to the calibration coefficient, other corrections should be applied for clinical measurement to achieve the recommended accuracy.

RESUMEN

A compact portable aerosol sampling and measurement device was developed at Jozef Stefan Institute (JSI). A CeBr3 scintillation detector is positioned centrally within a concertinaed filter assembly. It provides continuous and via network communications on-line monitoring of low levels of airborne radioactive particulates. The evaluation of the response of the device to the natural background at controlled conditions with elevated radon concentrations, performed at the National Institute of Ionizing Radiation Metrology of ENEA, is presented.

RESUMEN

The quality and comparability of results of different comparison schemes depend strongly on how the samples were prepared and how the reference values were determined. To test the influence of different approaches to preparing comparison samples and determination of reference values on the final evaluation of participants' results, analyses of S-shapes for Cs-134 and Cs-137 in different comparison schemes in time period 1986-2016 were performed. This study pointed out significant improvement in the quality of performance of comparison tests of selected providers.

RESUMEN

In the frame of the European metrological research project MetroERM, a compact portable aerosol sampling and measurement device was developed at Jozef Stefan Institute. The system incorporates a CeBr3 scintillation detector positioned centrally within a concertinaed filter assembly and an improved high flow rate air pump. It provides continuous on-line low level airborne radioactive particulate monitoring for field station use via 3G network communications. The calibration of the device was performed at National Physical Laboratory (NPL) with filters, spiked with a certified mixed nuclide solution. Additionally first tests were performed in an environment with an elevated radon concentration.

RESUMEN

One of the best ways to demonstrate the performance and capabilities of testing laboratories is to participate successfully in different international comparison schemes and proficiency tests. The overview of all results of such schemes in the field of high resolution gamma-ray spectrometry where the Laboratory for Radioactivity Measurements (LMR) of the Jozef Stefan Institute (JSI), Slovenia, participated in years 1986-2014 is presented. Different schemes are compared, strong points and drawbacks of different providers and schemes regarding evaluation procedures, determination of reference values, reporting time, sets of radionuclides included in the samples and range of activities of different radionuclides are discussed. One of the main conclusions is that the comparison and proficiency test samples normally contain substantially larger activities than are usually detected in environmental samples. Therefore the capability of determination of activities close to detection limits is usually covered only by few schemes.

RESUMEN

We present an analysis of the results reported in the framework of proficiency tests performed in the years 2003-2007 in a gamma-ray spectrometry laboratory. Measurements of 102 samples and 622 results reporting the activities or activity concentrations of 39 gamma- or X-ray emitters are included in the study. A total of 61 results were found to be in disagreement with their target values. The cause of the disagreement was not found for only 21 discrepant results.
