RESUMEN

Growing consumption is both necessary to end extreme poverty1and one of the main drivers of greenhouse gas emissions2, creating a potential tension between alleviating poverty and limiting global warming. Most poverty reduction has historically occurred because of economic growth3-6, which means that reducing poverty entails increasing not only the consumption of people living in poverty but also the consumption of people with a higher income. Here we estimate the emissions associated with the economic growth needed to alleviate extreme poverty using the international poverty line of US $2.15 per day (ref. 7). Even with historical energy- and carbon-intensity patterns, the global emissions increase associated with alleviating extreme poverty is modest, at 2.37 gigatonnes of carbon dioxide equivalent per year or 4.9% of 2019 global emissions. Lower inequality, higher energy efficiency and decarbonization of energy can ease this tension further: assuming the best historical performance, the emissions for poverty alleviation in 2050 will be reduced by 90%. More ambitious poverty lines require more economic growth in more countries, which leads to notably higher emissions. The challenge to align the development and climate objectives of the world is not in reconciling extreme poverty alleviation with climate objectives but in providing sustainable middle-income standards of living.

Disaster losses are increasing and evidence is mounting that climate change is driving up the probability of extreme natural shocks1-3. Yet it has also proved politically expedient to invoke climate change as an exogenous force that supposedly places disasters beyond the influence of local and national authorities4,5. However, locally determined patterns of urbanization and spatial development are key factors to the exposure and vulnerability of people to climatic shocks6. Using high-resolution annual data, this study shows that, since 1985, human settlements around the world-from villages to megacities-have expanded continuously and rapidly into present-day flood zones. In many regions, growth in the most hazardous flood zones is outpacing growth in non-exposed zones by a large margin, particularly in East Asia, where high-hazard settlements have expanded 60% faster than flood-safe settlements. These results provide systematic evidence of a divergence in the exposure of countries to flood hazards. Instead of adapting their exposure, many countries continue to actively amplify their exposure to increasingly frequent climatic shocks.

Ensuring a more equitable distribution of vaccines worldwide is an effective strategy to control global pandemics and support economic recovery. We analyze the socioeconomic effects - defined as health gains, lockdown-easing effect, and supply-chain rebuilding benefit - of a set of idealized COVID-19 vaccine distribution scenarios. We find that an equitable vaccine distribution across the world would increase global economic benefits by 11.7% ($950 billion per year), compared to a scenario focusing on vaccinating the entire population within vaccine-producing countries first and then distributing vaccines to non-vaccine-producing countries. With limited doses among low-income countries, prioritizing the elderly who are at high risk of dying, together with the key front-line workforce who are at high risk of exposure is projected to be economically beneficial (e.g., 0.9%~3.4% annual GDP in India). Our results reveal how equitable distributions would cascade more protection of vaccines to people and ways to improve vaccine equity and accessibility globally through international collaboration.

The COVID-19 pandemic has caused a massive economic shock across the world due to business interruptions and shutdowns from social-distancing measures. To evaluate the socio-economic impact of COVID-19 on individuals, a micro-economic model is developed to estimate the direct impact of distancing on household income, savings, consumption, and poverty. The model assumes two periods: a crisis period during which some individuals experience a drop in income and can use their savings to maintain consumption; and a recovery period, when households save to replenish their depleted savings to pre-crisis level. The San Francisco Bay Area is used as a case study, and the impacts of a lockdown are quantified, accounting for the effects of unemployment insurance (UI) and the CARES Act federal stimulus. Assuming a shelter-in-place period of three months, the poverty rate would temporarily increase from 17.1% to 25.9% in the Bay Area in the absence of social protection, and the lowest income earners would suffer the most in relative terms. If fully implemented, the combination of UI and CARES could keep the increase in poverty close to zero, and reduce the average recovery time, for individuals who suffer an income loss, from 11.8 to 6.7 months. However, the severity of the economic impact is spatially heterogeneous, and certain communities are more affected than the average and could take more than a year to recover. Overall, this model is a first step in quantifying the household-level impacts of COVID-19 at a regional scale. This study can be extended to explore the impact of indirect macroeconomic effects, the role of uncertainty in households' decision-making and the potential effect of simultaneous exogenous shocks (e.g., natural disasters).

Countries have sought to stop the spread of coronavirus disease 2019 (COVID-19) by severely restricting travel and in-person commercial activities. Here, we analyse the supply-chain effects of a set of idealized lockdown scenarios, using the latest global trade modelling framework. We find that supply-chain losses that are related to initial COVID-19 lockdowns are largely dependent on the number of countries imposing restrictions and that losses are more sensitive to the duration of a lockdown than its strictness. However, a longer containment that can eradicate the disease imposes a smaller loss than shorter ones. Earlier, stricter and shorter lockdowns can minimize overall losses. A 'go-slow' approach to lifting restrictions may reduce overall damages if it avoids the need for further lockdowns. Regardless of the strategy, the complexity of global supply chains will magnify losses beyond the direct effects of COVID-19. Thus, pandemic control is a public good that requires collective efforts and support to lower-capacity countries.

BACKGROUND: In 2016, 23% of children (155 million) aged [Formula: see text] were stunted. Global-level modeling has consistently found climate change impacts on food production are likely to impair progress on reducing undernutrition. OBJECTIVES: We adopt a new perspective, assessing how climate change may affect child stunting via its impacts on two interacting socioeconomic drivers: incomes of the poorest 20% of populations (due to climate impacts on crop production, health, labor productivity, and disasters) and food prices. METHODS: We developed a statistical model to project moderate and severe stunting in children aged [Formula: see text] at the national level in 2030 under low and high climate change scenarios combined with poverty and prosperity scenarios in 44 countries. RESULTS: We estimated that in the absence of climate change, 110 million children aged [Formula: see text] would be stunted in 2030 under the poverty scenario in comparison with 83 million under the prosperity scenario. Estimates of climate change-attributable stunting ranged from 570,000 under the prosperity/low climate change scenario to [Formula: see text] under the poverty/high climate change scenario. The projected impact of climate change on stunting was greater in rural vs. urban areas under both socioeconomic scenarios. In countries with lower incomes and relatively high food prices, we projected that rising prices would tend to increase stunting, whereas in countries with higher incomes and relatively low food prices, rising prices would tend to decrease stunting. These findings suggest that food prices that provide decent incomes to farmers alongside high employment with living wages will reduce undernutrition and vulnerability to climate change. CONCLUSIONS: Shifting the focus from food production to interactions between incomes and food price provides new insights. Futures that protect health should consider not just availability, accessibility, and quality of food, but also the incomes generated by those producing the food. https://doi.org/10.1289/EHP2916.

Throughout the process of economic and social development, decisionmakers from the household to the state level are confronted with a multitude of risks: from health and employment risks, to financial and political crises, as well as environmental damages and from the local to global level. The World Bank's 2014 World Development Report (WDR) provides an in-depth analysis of how the management of such risks can be improved. In particular, it argues that a proactive and integrated approach to risk management can create opportunities for fighting poverty and achieving prosperity--but also acknowledges substantial obstacles to its implementation in practice. This article presents and discusses these obstacles with respect to their causes, consequences, interlinkages, and solutions. In particular, these include obstacles to individual risk management, the obstacles that are beyond the control of individuals and thus require collective action, and, finally, the obstacles that affect the ability of governments and public authorities to manage risks. From these obstacles, this article derives a policy roadmap for the development of risk management strategies that are designed not only around the risk they have to cope with, but also around the practical obstacles to policy implementation.

Estimates of the cost of potential disasters, including indirect economic consequences, are an important input in the design of risk management strategies. The adaptive regional input-output (ARIO) inventory model is a tool to assess indirect disaster losses and to analyze their drivers. It is based on an input-output structure, but it also (i) explicitly represents production bottlenecks and input scarcity and (ii) introduces inventories as an additional flexibility in the production system. This modeling strategy distinguishes between (i) essential supplies that cannot be stocked (e.g., electricity, water) and whose scarcity can paralyze all economic activity; (ii) essential supplies that can be stocked at least temporarily (e.g., steel, chemicals), whose scarcity creates problems only over the medium term; and (iii) supplies that are not essential in the production process, whose scarcity is problematic only over the long run and are therefore easy to replace with imports. The model is applied to the landfall of Hurricane Katrina in Louisiana and identifies two periods in the disaster aftermath: (1) the first year, during which production bottlenecks are responsible for large output losses; (2) the rest of the reconstruction period, during which bottlenecks are inexistent and output losses lower. This analysis also suggests important research questions and policy options to mitigate disaster-related output losses.

This article proposes a new modeling framework to investigate the consequences of natural disasters and the following reconstruction phase. Based on input-output tables, its originalities are (1) the taking into account of sector production capacities and of both forward and backward propagations within the economic system; and (2) the introduction of adaptive behaviors. The model is used to simulate the response of the economy of Louisiana to the landfall of Katrina. The model is found consistent with available data, and provides two important insights. First, economic processes exacerbate direct losses, and total costs are estimated at $149 billion, for direct losses equal to $107 billion. When exploring the impacts of other possible disasters, it is found that total losses due to a disaster affecting Louisiana increase nonlinearly with respect to direct losses when the latter exceed $50 billion. When direct losses exceed $200 billion, for instance, total losses are twice as large as direct losses. For risk management, therefore, direct losses are insufficient measures of disaster consequences. Second, positive and negative backward propagation mechanisms are essential for the assessment of disaster consequences, and the taking into account of production capacities is necessary to avoid overestimating the positive effects of reconstruction. A systematic sensitivity analysis shows that, among all parameters, the overproduction capacity in the construction sector and the adaptation characteristic time are the most important.
