RESUMEN

Drawing on 662 studies from 102 countries, we present a systematic review of published empirical studies about site-level biodiversity conservation initiated between 1970 and 2019. Within this sample, we find that knowledge production about the Global South is largely produced by researchers in the Global North, implying a neocolonial power dynamic. We also find evidence of bias in reported ecological outcomes linked to lack of independence in scientific studies, serving to uphold narratives about who should lead conservation. We explore relationships in the sample studies between conservation initiative types, the extent of Indigenous Peoples' and local communities' influence in governance, and reported social and ecological outcomes. Findings reveal positive ecological and social outcomes are strongly associated with higher levels of influence of Indigenous Peoples and local communities and their institutions, implying equity in conservation practice should be advanced not only for moral reasons, but because it can enhance conservation effectiveness.

Community Based Natural Resource Management (CBNRM) is presented as an equitable approach, particularly relative to strict types of Area-based conservation. In Zambia, traditional and formal, contemporary institutions were combined to leverage CBNRM for natural resource management. We investigate whether and how this shift in conservation approach and interaction between institutions works in practice, and to what extent it produces more equitable governance processes. We identified 30 key informants from NGOs and government departments via snowball sampling. We conducted 20 focus group discussions involving local community participants in three Game Management Areas (GMAs) adjacent to North Luangwa National Park. Focus groups were divided by age and gender to minimize any potential influence of unequal power relations. Data collection included informal discussions with individual community members and participant observation. We found that the customary roles held by chiefs gave them relative power over the Community resources board and made them gatekeepers for NGOs and government institutions. Instead of fostering community participation and empowerment, new CBNRM institutions have had the unintended consequence of increasing the customary chiefs' power through commercialization and bureaucratization of their positions. Rather than reinforcing local and indigenous institutions CBNRM has become a vehicle through which governments and NGOs centralize power and manufacture consent while weakening traditional institutions and reproducing existing patterns of inequity. This research provides unique insights into the workings of a CBNRM institution that is a hybrid between traditional (socially embedded) and Government (bureaucratic) institutions. We recommend that rather than simply setting up idealized institutions as a means to devolve power and enhance equity, the realisation of effective local participation and representation in CBNRM projects requires careful assessment of cultural contexts, local institutions and power dynamics.

Protected area (PA) connectivity is pivotal for the persistence of wide-ranging wildlife species, but is challenged by habitat loss and fragmentation. We analyzed habitat suitability and connectivity for the African elephant (Loxodonta africana) across PAs in south-western Tanzania in 2000, 2010, and 2019. We quantified land-use changes through remote sensing data; estimated habitat suitability through aerial survey data, remotely sensed variables and ensemble species distribution models; modelled least-cost corridors; identified the relative importance of each corridor for the connectivity of the PA network and potential bottlenecks over time through circuit theory; and validated corridors through local ecological knowledge and ground wildlife surveys. From 2000 to 2019, cropland increased from 7% to 13% in the region, with an average expansion of 634 km2 per year. Distance from cropland influenced elephant distribution models the most. Despite cropland expansion, the locations of the modelled elephant corridors (n = 10) remained similar throughout the survey period. Based on local ecological knowledge, nine of the modelled corridors were active, whereas one modelled corridor had been inactive since the 1970s. Based on circuit theory, we prioritize three corridors for PA connectivity. Key indicators of corridor quality varied over time, whereas elephant movement through some corridors appears to have become costlier over time. Our results suggest that, over the past two decades, functional connectivity across the surveyed landscape has largely persisted. Beyond providing crucial information for spatial prioritization of conservation actions, our approach highlights the importance of modeling functional connectivity over time and verifying corridor models with ground-truthed data.

RESUMEN

Social-ecological ecosystem restoration involves interacting challenges, including climate change, resource overexploitation and political instability. To prepare for these and other emerging threats, we synthesized key restoration and social-ecological systems literature and derived three guiding themes that can help to enhance the adaptive capacity of restoration sites: (i) work with the existing system, (ii) create self-sustaining, adaptive systems, and (iii) foster diversity and participation. We propose a two-step approach and provide an example from Rwanda detailing the application of these principles. While site-specific activities have to be designed and implemented by local practitioners, our synthesis can guide forward-thinking restoration practice.

Protected areas are considered key to conserving ecosystems and safeguarding biodiversity worldwide. Local stakeholders' involvement in decision-making in area-based conservation approaches may help to mitigate environmental inequalities and to improve social and ecological outcomes. However, sound and in-depth evidence on the relationship between participation and protected area outcomes is piecemeal. To synthesize the available knowledge, we provide evidence from a systematic literature review of 52 empirical case studies from the scientific literature examining the social and ecological outcomes of protected-area-related decision-making processes in which local stakeholders participated. In a first step, we defined factors that are linked to social and ecological protected area outcomes as success. Based on these factors, we then categorized success indicators which we quantitatively linked to features of participation. Our review provides evidence of the relationship between protected area successes and the following four features of participation: 1. Genuine devolution of power to the local level; 2. Involvement of diverse actors and multiple perspectives through fair and inclusive processes; 3. Long-term external support; 4. Devolution of rights. Even though the degree and form of participation require adjustment to specific local contexts, this overview of features provides sound evidence based on the relation between participatory decision-making and social and ecological effectiveness in protected areas. These insights can be used to design more effective participatory conservation interventions that meet both biodiversity conservation and human well-being.

Mainstreaming of ecosystem service approaches has been proposed as one path toward sustainable development. Meanwhile, critics of ecosystem services question if the approach can account for the multiple values of ecosystems to diverse groups of people, or for aspects of inter- and intra-generational justice. In particular, an ecosystem service approach often overlooks power dimensions and capabilities that are core to environmental justice. This article addresses the need for greater guidance on incorporating justice into ecosystem services research and practice. We point to the importance of deep engagement with stakeholders and rights holders to disentangle contextual factors that moderate justice outcomes on ecosystem service attribution and appropriation in socio-political interventions. Such a holistic perspective enables the integration of values and knowledge plurality for enhancing justice in ecosystem services research. This broadened perspective paves a way for transformative ecosystem service assessments, management, and research, which can help inform and design governance structures that nourish human agency to sustainably identify, manage, and enjoy ecosystem services for human wellbeing.

Both the number and the extent of protected areas have grown considerably in recent years, but evaluations of their effectiveness remain partial and are hard to compare across cases. To overcome this situation, first, we suggest reserving the term effectiveness solely for assessing protected area outcomes, to clearly distinguish this from management assessments (e.g., sound planning). Second, we propose a multidimensional conceptual framework, rooted in social-ecological theory, to assess effectiveness along three complementary dimensions: ecological outcomes (e.g., biodiversity), social outcomes (e.g., well-being), and social-ecological interactions (e.g., reduced human pressures). Effectiveness indicators can subsequently be evaluated against contextual and management elements (e.g., design and planning) to shed light on management performance (e.g., cost-effectiveness). We summarize steps to operationalize our framework to foster more holistic effectiveness assessments while improving comparability across protected areas. All of this can ensure that protected areas make real contributions toward conservation and sustainability goals.

RESUMEN

The United Nations (UN) recently declared 2021 to 2030 the Decade on Ecosystem Restoration. Against this background, we review recent social-ecological systems research and summarize key themes that could help to improve ecosystem restoration in dynamic social contexts. The themes relate to resilience and adaptability, ecosystem stewardship and navigation of change, relational values, the coevolution of human and ecological systems, long-range social-ecological connections, and leverage points for transformation. We recommend two cross-cutting new research foci; namely: (i) post hoc cross-sectional assessments of social-ecological restoration projects; and (ii) transdisciplinary social-ecological 'living labs' that accompany new restoration projects as they unfold. With global agendas increasingly taking a social-ecological perspective, the recasting of ecosystem restoration as a social-ecological endeavor offers exciting new opportunities for both research and practice.

European farmland biodiversity is declining due to land use changes towards agricultural intensification or abandonment. Some Eastern European farming systems have sustained traditional forms of use, resulting in high levels of biodiversity. However, global markets and international policies now imply rapid and major changes to these systems. To effectively protect farmland biodiversity, understanding landscape features which underpin species diversity is crucial. Focusing on butterflies, we addressed this question for a cultural-historic landscape in Southern Transylvania, Romania. Following a natural experiment, we randomly selected 120 survey sites in farmland, 60 each in grassland and arable land. We surveyed butterfly species richness and abundance by walking transects with four repeats in summer 2012. We analysed species composition using Detrended Correspondence Analysis. We modelled species richness, richness of functional groups, and abundance of selected species in response to topography, woody vegetation cover and heterogeneity at three spatial scales, using generalised linear mixed effects models. Species composition widely overlapped in grassland and arable land. Composition changed along gradients of heterogeneity at local and context scales, and of woody vegetation cover at context and landscape scales. The effect of local heterogeneity on species richness was positive in arable land, but negative in grassland. Plant species richness, and structural and topographic conditions at multiple scales explained species richness, richness of functional groups and species abundances. Our study revealed high conservation value of both grassland and arable land in low-intensity Eastern European farmland. Besides grassland, also heterogeneous arable land provides important habitat for butterflies. While butterfly diversity in arable land benefits from heterogeneity by small-scale structures, grasslands should be protected from fragmentation to provide sufficiently large areas for butterflies. These findings have important implications for EU agricultural and conservation policy. Most importantly, conservation management needs to consider entire landscapes, and implement appropriate measures at multiple spatial scales.
