Smallholder agriculture in Northwestern Ghana continues to suffer the increasing threats of climate change and variability. The extant literature has argued that climate-smart agriculture is the way forward for smallholder farmers to reduce the threats of climate change and variability in agriculture production. However, smallholder farmers continue to rely on indigenous knowledge and practices in their day-to-day agricultural activities. Few studies have explored the rationale and factors that explain smallholder farmers choice of local agriculture practices. This study explored the rationale and factors that explain smallholder farmers' choice of indigenous knowledge and agriculture practices. The mixed research method approach involving both quantitative and qualitative methods were employed for data collection and analysis. A survey, involving 305 household heads, 31 in-depth interviews and 18 focus group discussions were held with key participants for the data. The results showed that smallholder farmers' decisions to adopt indigenous practices for climate change adaptation were influenced by socio-demographic characteristics, access to farm capital, landscape and distance to farms, accessibility and reliability of practices, accessibility and cost of inputs, land tenure, access to extension services, and socio-cultural beliefs. These variables were statistically significant at 5 %. The paper concludes that these factors will continue to limit farmers' ability to adopt climate-smart and other improved agricultural practices. This will aggravate smallholder households' vulnerability to food insecurity and poverty. It is, therefore, recommended that climate-smart agriculture practices should be framed within the context of the aforementioned factors influencing farmers choice of indigenous farming practices in mainstreaming them into climate-smart agriculture.

This study investigates the effects of climate change on energy security in Africa, specifically focusing on the Upper and Lower Zambezi Basin. Data from the Kariba River basin sub-catchments, annual reports, the Climate Data Store, and Teal Tool Earth's country-by-country climate data were analysed through quantitative and qualitative data analysis techniques. The Mann-Kendal Trend Analysis was used to analyse time series and test the significance of changes to the climate. The historical climate and hydrological data analysis showed evidence of a slight increase in average rainfall amounts in the Zambezi River Basin but with high rainfall variability in some areas. Despite droughts increasing in frequency, there is a general increase in hydrological annual average water flow in the Zambezi River at two of the three sample sites. The increased water flow through the region could be attributed to population growth-induced land clearance and the degradation of wetlands in Angola's highlands. Although there is an increase in hydrological water flow into Kariba, there are water shortages for hydroelectricity generation due to increased generation capacity, resulting in increased demand for more water than in previous years. The unsustainable water abstraction to meet growing energy demands contributes to low water levels in the lake. The study recommends energy diversification and new hydroelectricity where the potential exists in the basin to reduce over-reliance on Lake Kariba with care not to disrupt the basin's hydrology and other economic activities. The study results provide insight into the potential effects of climate change on energy security in Africa.

Globally, national parks contribute to tourism and conservation. Several iconic national parks in Africa attract millions of tourists. These include Table Mountain, Kruger, the Serengeti, Chobe, Hwange, and Gorongosa National Park. Tourism contributes substantially to global warming and climate change through carbon emissions from tourism activities. Regardless of this understanding, minimal effort has been put into understanding and documenting the national park's carbon risk. The current debate on sustainability transitions calls for a relook of various economic sector strategies to reduce their carbon footprint. This aligns with SDG 13 on climate change action and the sector's calls for carbon neutrality. To that effect, this study examines how South African National Parks (SANParks) seeks to transition to net zero in its park operations to ensure responsiveness to the climate change agenda. This study included 150 interviews with national park and hospitality professionals in 19 national parks to address the research objective. In addition, the study draws upon extensive field observation, document analysis, and 871 tourist questionnaire surveys. Data analysis from the survey was conducted using QuestionPro Analytics, while interview data were analysed through systematic content and thematic analysis. The study found that South Africa's national parks have primarily carbon-intensive tourism facilities from an energy perspective. South African national parks, however, have taken steps to respond to the four essential pillars of NetZero emissions by 2050. These pillars are outlined in the Glasgow Declaration on climate change and the revised Nationally Determined Contributions. Within SANParks estates, these pillars include planning, measuring, reporting, and advocating for accelerated climate change action. NetZero initiatives should be funded in a variety of ways, including by tourists, the private sector, and other stakeholders.

In this article we present datasets used for the construction of a composite indicator, the Social Clean Energy Access (Social CEA) Index, presented in detail in [1]. This article consists of comprehensive social development data related to electricity access, collected from several sources, and processed according to the methodology described in [1]. The new composite index includs 24 indicators capturing the status of the social dimensions related to electricity access for 35 SSA countries. The development of the Social CEA Index was supported by an extensive review of the literature about electricity access and social development which led to the selection of its indicators. The structure was evaluated for its soundness using correlational assessments and principal component analyses. The raw data provided allow stakeholders to focus on specific country indicators and to observe how scores on these indicators contributed to a country overall rank. The Social CEA Index also allows to understand the number of best performing countries (out of a total of 35) for each indicator. This allows different stakeholders to identify which the weakest dimensions are of social development and thus help in addressing priorities for action for funding towards specific electrification projects. The data can be used to assign weights according to stakeholders' specific requirements. Finally, the dataset can be used for the case of Ghana to monitor the Social CEA Index progress over time through a dimension's breakdown approach.

The alignment of the Sustainable Development Goals (SDGs) with national development agendas has gained traction since the ratification of the 2030 Agenda for Sustainable Development in September 2015. This article investigates how South Africa has aligned the climate action SDG (SDG 13) with its national development agenda, with an emphasis on adaptation policies and institutional framework. This comes against a background where the country has been accused of bias towards mitigation policies that were trigged by the Long-Term Mitigation Scenarios in 2007, which could have quickened mitigation responses to SDG 13. The data were generated through the use of three key methods, namely key informant interviews (n = 21), an online survey uploaded on an online platform called QuestionPro and a realised sample of 103 completed surveys. Furthermore, relevant policy documents were analysed from a critical discourse perspective. It emerged that South Africa has policies and strategies in place to respond to climate change adaptation within the context of SDG 13. However, while policies are in place, they have not translated to real change on the ground and therefore have not enabled the country to have adequate climate change resilience. The policies have not been translated into concrete actions; there are knowledge gaps in adaptation, poor leadership and lack of clear vision for adaptation and poor coordination. Institutions are scattered, with uneven capacity across sectors and different spheres of government; and weakest at the local government level. It also emerged that mitigation was prioritised for a while over adaptation, with a lack of funding and general awareness. The study recommends that adaptation measures should not be undertaken in isolation, instead, it should be addressed within the context of other programmes such as disaster risk management and sustainable development.

Climate change-induced extreme weather events have been at their worst increase in the past decade (2010-2020) across Africa and globally. This has proved disruptive to global socio-economic activities. One of the challenges that has been faced in this regard is the increased coastal flooding of cities. This study examined the trends and impacts of coastal flooding in the Western Cape province of South Africa. Making use of archival climate data and primary data from key informants and field observations, it emerged that there is a statistically significant increase in the frequency of flooding and consequent human and economic losses from such in the coastal cities of the province. Flooding in urban areas of the Western Cape is a factor of human and natural factors ranging from extreme rainfall, usually caused by persistent cut off-lows, midlatitude cyclones, cold fronts and intense storms. Such floods become compounded by poor drainage caused by vegetative overgrowth on waterways and land pollution that can be traced to poor drainage maintenance. Clogging of waterways and drainage systems enhances the risk of flooding. Increased urbanisation, overpopulation in some areas and non-adherence to environmental laws results in both the affluent and poor settling on vulnerable ecosystems. These include coastal areas, estuaries, and waterways, and this worsens the risk of flooding. The study recommends a comprehensive approach to deal with factors that increase the risk of flooding as informed by the provisions of both the Sustainable Development Goals framework and the Sendai Framework for Disaster Risk Reduction 2015-2030 in a bid to de-risking human settlement in South Africa.

This study used a mixed-methods research design to examine the sensitivity of vector-borne disease (VBD) patterns to the changes in rainfall and temperature trends. The research focused on malaria in Masvingo Province, Zimbabwe. The study interfaced the climate action, health and sustainable cities and communities with sustainable development goals (SDGs). Historical climate and epidemiological data were used to compute the correlations and determine the possible modifications of disease patterns. Clustered random and chain-referral sampling approaches were used to select study sites and respondents. Primary data were gathered through a questionnaire survey (n = 191), interviews and focus group discussions, with Mann-Kendal trend tests performed using XLSTAT 2020. The results show a positive correlation between malaria prevalence rates and temperature-related variables. A decline in precipitation-related variables, specifically mean monthly precipitation (MMP), was associated with an increase in malaria prevalence. These observations were confirmed by the views of the respondents, which show that climate change has a bearing on malaria spatial and temporal dynamics in Masvingo Province. The study concludes that climate change plays a contributory role in VBD dynamics, thereby impeding the attainment of the 2030 Agenda for Sustainable Development, especially SDG 3, which deals with health. The study recommends further research into appropriate adaptation mechanisms to increase the resilience of rural and urban communities against the negative transmutations associated with weather and climatic pressures.

The year 2020 will be synonymous with the coronavirus disease 2019 (COVID-19) for many global citizens. Millions have died from and tens of millions more have been infected globally by the COVID-19 pandemic. This has led to an urgent search for COVID-19 vaccines and treatments by the scientific and political communities and civil society. Through elements of events study and document and critical discourse analysis, this paper investigates the COVID-19 vaccines' regulatory emergency use authorisation and/or conditional marketing authorisation (regulatory authorisation) regimes and the contestations thereof. The key finding is that there was a regulatory authorisation rush, with at least 62, mostly high-income countries, doing so in 40 days from 2 December 2020-10 January 2021. This has led to one senior USA official describing the United Kingdom pioneer regulatory authorisation of the Pfizer-BioNTech vaccine as 'too quick'. Regulatory authorisation regimes took place amid severe civil society contestations and appropriate political pressure. The paper recommends that as the COVID-19 vaccines' regulatory authorisation continue in 2021, national vaccines and treatments regulatory bodies must be informed by science, with governments, civil society, politicians and other key stakeholders taking responsibility to educate the masses and continue taking the necessary precautions.

The 2030 Agenda for Sustainable Development (AfSD) has the vision to leave no one behind, particularly low-income countries. Yet COVID-19 seems to have brought up new rules and approaches. Through document and critical discourse analysis, it emerges that there has been a surge in COVID-19 vaccines and treatments nationalism. Global solidarity is threatened, with the USA, United Kingdom, European Union and Japan having secured 1.3 billion doses of potential vaccines as of August 2020. Vaccines ran out even before their approval with three candidates from Pfizer-BioNTech, Moderna and AstraZeneca having shown good Phase III results in November 2020. Rich countries have gone years ahead in advance vaccines and treatments purchases. This is a testimony that the 2030 AfSD, especially SDG 3 focusing on health will be difficult to achieve. Low-income countries are left gasping for survival as the COVID-19 pandemic relegates them further into extreme poverty and deeper inequality. The paper recommends the continued mobilisation by the World Health Organisation and other key stakeholders in supporting the GAVI vaccine alliance and the Coalition for Epidemic Preparedness Innovations (COVAX) global vaccines initiative that seeks to make two billion vaccine doses available to 92 low and middle-income countries by December 2021.

The COVID-19 pandemic ushered a wave of economic decline across the world due to disruptions in the supply and demand chain for the travel market. This study examines potential recovery pathways from the global aviation industry following the severe negative impacts of the COVID-19 pandemic. Using archival and secondary data mainly from Flightradar24, ICAO, IATA and EUROCONTROL, the study found that the pandemic inflicted a heavy toll on global aviation, which resulted in ratings downgrades, liquidation and bankruptcy of several airlines and airports due to severe cash burn instigated by travel restrictions. Although the industry is opening up, the recovery process seems much slower than anticipated, which could see more jobs and airlines failing in the absence of relevant support. The study recommends that as the sector opens up, it does so in a responsible manner, which puts measures that protect travellers, reduce costs, increase efficiency, and ensure a quality customer experience anchored on employees' health and customer safety. Recovery should also occur with the view to build back better in line with the provisions of the Sendai Framework for Disaster Risk Reduction and at the same time responding to the dictates of Agenda 2030 on sustainable development goals (SDGs).

This literature-based article found that on 08 June 2020, New Zealand claimed victory over coronavirus disease 2019 (COVID-19) mainly because of effective non-pharmaceutical strategies and interventions that included a hard lockdown. The response was informed by the country's Influenza Pandemic Plan (although without criticism), which was updated in 2017, and the swift responses from political leadership and other key stakeholders. Strategies instituted included the proclamation of urgent precautionary measures leading to border closures, issuing of a 3-month-long COVID-19 notice under the Epidemic Preparedness Act 2006, the proclamation of the COVID-19 Elimination Strategy and the Initial COVID-19 Maori Response Action Plan, which incorporated COVID-19 Alert Levels that facilitated stepwise easing of the hard lockdown. The non-pharmaceutical strategies seem to have worked again, even as the second wave of COVID-19 infections returned in August 2020 through an Auckland cluster. Hence, the New Zealand case remains one that the world can draw lessons from, although not perfect.

This study investigated the existing adaptive capacity for climate change impacts by Small-Scale Famers Associations (SSFAs) in Swaziland's sugar industry. The analysis of adaptive capacity considered how the livelihood assets (natural, physical, financial, human and social) as discussed in the Sustainable Livelihoods Framework (SLF) help promote SSFAs' adaptive capacity to climate change. The study took place in the Lowveld. Data were generated through a questionnaire from 45 SSFAs supervisors representing more than 2700 farmers. In addition, face-to-face interviews were undertaken with key informants, namely, Swaziland Water and Agricultural Development Enterprise, Swaziland Sugar Association, Ministry of Natural Resources and Energy, Ministry of Agriculture, Ministry of Economic Planning and Development, and the United Nations Development Programme. The results indicate that the farmers have less adaptive capacity, and this affects the implementation of adaptation measures. The priority action towards increased adaptation includes interventions on credit, utility costs and taxes, land resources ownership and management, as well as information dissemination, especially early warning.

The challenges associated with climate change in local governments are growing daily. One such challenge is water security, an aspect that draws us to the subject matter of climate change adaptation. This article discusses findings about institutional complexities surrounding Day Zero, a concept associated with water taps running dry because of drought conditions as aggravated by climate change in the city of Cape Town, South Africa. The thrust on institutional complexities is deliberate, as this affects how crisis situations like Day Zero were handled. The data were generated mainly from the actor-actant-network theory, events study as well as document and discourse analysis methods. The actor-actant-network theory is used widely to trace how actors (humans) and actants (non-human phenomena) interact in space and time through their networks, following narratives like Day Zero, and act on climate-related matters. The analysis applied elements of grounded theory, resulting in categories and themes emerging for discussion. The article found that narratives surrounding Day Zero were embedded in both political and administrative dilemmas and red tape. Despite these challenges, the article concludes that Day Zero remains one of the landmark learning points for climate change adaptation and water security in Cape Town, South Africa, and in other cities across the world. The article recommends that Day Zero experiences continue to be embraced positively and documented further to enhance local government climate adaptation for water security currently and into the future as well.

Climate change has potential to affect human health in various ways. Extreme temperatures and cold both result in deaths, while the changing habitats favouring the breeding of vectors could result in the spread of diseases such as malaria, cholera and typhus. This article reviews climate change adaptation measures in the African public health sector. The evidence is drawn from National Communications of 21 countries as submitted to the United Nations Framework Convention on Climate Change (UNFCCC). This article combines the literature review and grounded theory approaches with data obtained from the UNFCCC National Communications. Among key adaptation measures emerging from the work are weather-based forecasting and early warning systems, public education and awareness, putting in place appropriate policies, surveillance, research and monitoring as well as improving public health infrastructure and technology. The study recommends that African nations should commit to address health impacts of climate change through the implementation of appropriate adaptation measures.

Understanding local community perceptions on impacts, causes, and responses to climate change is vital for promotion of community resilience towards climate change. This study explored local ecological knowledge (LEK) held by local communities on climate change trends and impacts in the Middle Zambezi Biosphere Reserve (MZBR), Zimbabwe. The objectives of the study were to (i) investigate local community perceptions on trends and causes of climate change, (ii) identify biophysical impacts of climate change at the local level, and (iii) explore the ecosystem-based adaptation strategies towards climate change. The study used a mixed methods approach where a household questionnaire survey (n=320), key informant interviews (n=12), and focus group discussions (n=8) were used to collect data between April 2015 and October 2016. Results from the study show that local communities have observed decreasing rainfall and increasing temperatures as key indicators of climate change. Local communities observed water scarcity, changes in vegetation phenology, livestock and wildlife mortalities, and food shortages due to drought as the major impacts on their livelihoods. LEK can contribute to adaptive management strategies that enhance resilience of socioecological systems (SES) in the face of climate change by providing information on the status and use of biophysical components of the environment and by highlighting potential local adaptation strategies that can sustain key livelihood practices.

Water-Sanitation-Hygiene (WASH) remains vital for the 2030 Agenda for Sustainable Development, yet many countries have not localised the 17 Sustainable Development Goals (SDGs), including SDG 6, which focuses on ensuring the availability and sustainable management of water and sanitation for all. Even in leading African economies such as South Africa, many communities still use the bucket system for sanitation. Using a Composite Index drawn from three indicators whose data were available for 53 of the 54 African countries, it emerged that these states are at various stages of fulfilling the targets set out in SDG 6. The fact that some countries showed declining trends in WASH between 2000 and 2015, is an indication that it will be difficult for Africa to reach the 2030 targets. We recommend that Africa aggressively mobilise resources if it is to attain universal WASH services by 2030, along with other SDG 6-related targets.

The mining sector is a significant contributor to the gross domestic product of many global economies. Given the increasing trends in climate-induced disasters and the growing desire to find lasting solutions, information and communication technology (ICT) has been introduced into the climate change adaptation mix. Climate change-induced extreme weather events such as flooding, drought, excessive fog, and cyclones have compounded the environmental challenges faced by the mining sector. This article presents the adoption of ICT innovation as part of the adaptation strategies towards reducing the mining sector's vulnerability and exposure to climate change disaster risks. Document analysis and systematic literature review were adopted as the methodology. Findings from the study reflect how ICT intervention orchestrated changes in communication patterns which are tailored towards the reduction in climate change vulnerability and exposure. The research concludes with a proposition that ICT intervention must be part of the bigger and ongoing climate change adaptation agenda in the mining sector.

The Rio+20 outcomes document, the Future We Want, enshrines green economy as one of the platforms to attain sustainable development and calls for measures that seek to address climate change and biodiversity management. This paper audits climate change policies from selected east and southern African countries to determine the extent to which climate change legislation mainstreams biodiversity and wildlife management. A scan of international, continental, regional and national climate change policies was conducted to assess whether they include biodiversity and/or wildlife management issues. The key finding is that many climate change policy-related documents, particularly the National Adaptation Programme of Actions (NAPAs), address threats to biodiversity and wildlife resources. However, international policies like the United Nations Framework Convention on Climate Change and Kyoto Protocol do not address the matter under deliberation. Regional climate change policies such as the East African Community, Common Market for Eastern and Southern Africa and African Union address biodiversity and/or wildlife issues whilst the Southern African Development Community region does not have a stand-alone policy for climate change. Progressive countries like Rwanda, Uganda, Tanzania and Zambia have recently put in place detailed NAPAs which are mainstream responsive strategies intended to address climate change adaptation in the wildlife sector.
