RESUMEN
The French Higher Health Authority's (Haute Autorité de santé [HAS]) certification process is an important issue for a health care facility and in particular for a radiotherapy department. It is based on a quality-risk management methodology driven by the commitment and involvement of professionals. The radiotherapy department of the university hospital in Brest (France) has been engaged for many years in a demanding quality-risk management policy implementation, subjected to regular inspections by the French Nuclear Safety Authority (Autorité de sûreté nucléaire [ASN]). This implementation is driven by a strong commitment from department managers, who are determined to maintaining an efficient level for care quality and safety.

The Centre Finistérien de radiothérapie et d'oncologie, based in Brest (France), wanted to expand its activity by offering intracranial stereotactic radiation therapy to improve patient care. The desire of the Centre was to invest in this innovative and efficient technique and thus modernize its technical platform and its offer of care. The introduction of intracranial stereotactic radiation therapy requires vigilance for the technical and human organization. Therefore, the Centre prepared the implementation of this technique upstream by a structured and timed preliminary project management.

AFQSR has demonstrated, since its creation, its dynamism, by participating in many working groups with the health authorities and national societies and by helping to ensure that quality, through the voice of the quality experts, constitutes a way to progress in the practice and exercise of radiotherapy.

The quality and risk manager works in a regulated framework, which delimits its missions. Nevertheless, the variety among the centers generates heterogeneous situations regarding the positioning and the range of action. A well-defined framework is needed in order to ratify the legitimacy and the recognition of quality and risk manager's main function.

A working group within the French association of radiotherapy quality managers (AFQSR) proposed to implement an inter-institution audit among radiotherapy quality managers to share best practices, experience, and to have an external measurement of the effectiveness of the quality control processes implemented. A checklist was devised based on the French nuclear safety authority guide N(o) 5 and a procedure was formalized. The audit focuses on the effectiveness of the quality management process in radiotherapy. This article details the rationale for the project and conduct of the audit.
