RESUMEN

This research explores the effect of servant leadership on prosocial rule-breaking (PSRB) and the mediating mechanism of public service motivation (PSM) between the association of servant leadership and PSRB. The said phenomenon is examined in the civil service context of Pakistan during the continuing crises of the COVID-19 pandemic, a situation where the traditional civil service policy and rule system has become highly complicated for passionate employees' service performance and efficiency, and where servant leadership has received greater attention for inspiring the attitudinal and behavioral outcomes of frontline workers during the pandemic. Data were collected from 546 frontline workers of the corona relief tiger force. The findings of the study revealed that servant leadership has a significant effect on PSRB and PSM, and that PSM significantly promotes PSRB. The results also revealed that servant leadership has a significant impact on PSRB via engendering PSM.

The COVID-19 pandemic has induced a process of digital acceleration and has likely changed the attitudes of local public managers toward information and communication technology (ICT). While this attitude change has been reasonably argued, it has not been systematically measured. This study narrows this gap by measuring the attitudes of public managers before and after the outbreak of the COVID-19 pandemic. Overall, this study finds that the pandemic has led public managers to be more confident in the capacity of ICT to help cities achieve their economic, social, and environmental goals and respond to challenges. Both explicit and implicit measures confirmed attitude changes. The explicit measures also indicated that the change in public managers' attitude toward ICT was similar to their change in attitude toward scientific progress and greater than their change in attitude toward other issues that have played a major role during the pandemic, namely, climate change, citizen participation, and privacy.

BACKGROUND: This study presents a protocol for a mixed method study on the development and evaluation of the effectiveness of mobile phone-based intervention for enhancing career competencies of managers in the Malaysian public service. Career competencies, being central to the self-management and development of one's career, are necessary for proactive management of careers; they help to guide the individuals towards subjective career success which subsequently leads to organization success. However, there is a lack of career competencies intervention practices in the Malaysian public service. Therefore, this study aims to develop and evaluate the effectiveness of a user and expert centric mobile phone-based career intervention program of career competencies among Malaysian public managers. In this study, the Social Cognitive Career Theory (SCCT) is adopted as the framework to develop mobile phone-based intervention for career competencies. METHOD: This is a sequential exploratory mixed method study which involves, in Phase 1, a qualitative approach: reviewing of literature and interviewing experts and public servants who are users of mobile phones so as to obtain their perspectives regarding the components in the career intervention module and mobile phone application features. A quantitative approach is implemented in Phase 2 that evaluates the mobile phone-based career intervention program. Validation will be conducted to meet the objectives of (i) the usability of the mobile communication career intervention application (survey), and (ii) evaluation of the effectiveness of the intervention program for career competencies delivered through mobile phone application (randomized controlled trial). The career intervention program consists of five modules through which development is based on reflective, communicative and behavioral dimensions. OUTCOME: The primary outcome of this study is career competencies. The career competencies score will be compared between participants in the intervention and control group at the baseline, and follow-ups at week four and week 12 respectively, using mixed design ANOVA. DISCUSSION: The results from this study will indicate the effectiveness of the career intervention program for career competencies in the reformation of public services management. The intervention can serve as a new modality to enhance career competencies among public managers in Malaysia if its effectiveness is proven.

Resumo As pesquisas empíricas no âmbito da administração pública têm dedicado pouca atenção à problemática dos valores que orientam a gestão no setor público, embora muita pesquisa sobre os valores tenha sido desenvolvida quer na perspetiva filosófica, quer na perspetiva dos estudos das organizações e do trabalho. O presente artigo cinge-se aos valores públicos e reporta a análise estatística das perceções sobre valores organizacionais de gestores públicos portugueses. Contrariando a noção corrente acerca dos efeitos da reforma da administração pública, os resultados permitem verificar a existência de diferenças significativas nas perceções sobre valores organizacionais associados ao setor público face aos demais valores organizacionais, em particular, face aos valores organizacionais associados ao setor privado. Esses resultados acarretam como implicação a necessidade de rever o debate sobre a extensão em que o paradigma europeu continental é tido como subjugado ao paradigma da common law.


Resumen La investigación empírica en la administración pública ha prestado muy poca atención a la cuestión de los valores que guían la gestión en el sector público, aunque se han desarrollado muchas investigaciones sobre valores tanto en la perspectiva filosófica como en la perspectiva de las organizaciones y los estudios de trabajo. En este artículo se rodea a los valores públicos y reporta el análisis estadístico de las percepciones sobre valores organizacionales de los gestores públicos portugueses. Contrariamente a la idea actual sobre los efectos de la reforma de la administración pública, los resultados nos permiten comprobar la existencia de diferencias significativas en las percepciones acerca de los valores organizacionales asociados con el sector público en comparación con otros valores de la organización, en particular, teniendo en cuenta los valores organizacionales relacionados con el sector privado. Estos resultados llevan en el sentido de la necesidad de revisar el debate sobre el grado en que se ve el paradigma de Europa continental como subyugado al paradigma de la common law.


Abstract Empirical research in public administration have devoted little attention to the issue of values that guide management in the public sector, although much research on values has been developed both in the philosophical perspective and in the perspective of organizations and work studies. This article encircles the public values and reports the statistical analysis of perceptions about organizational values of Portuguese public managers. Contrary to the current notion about the effects of public administration reform, the results allow us to verify the existence of significant differences in perceptions about organizational values associated with the public sector compared to other organizational values, in particular, given the organizational values associated with the private sector. These results carry as implication the need to review the debate on the extent to which the Continental Europe paradigm is seen as subjugated to the common law paradigm.

RESUMEN

El desarrollo de las investigaciones que contribuyen a la generación y aplicación de nuevos conocimientos, productos y procesos que eleven la calidad del sistema de salud cubano constituye una de las prioridades del Ministerio de Salud Pública en el país. El Sistema de Programas y proyectos de ciencia e innovación implementado desde 1996 a nivel nacional, ramal y territorial como parte del Sistema de Ciencia e Innovación Tecnológica ha constituido una valiosa herramienta en la organización de la actividad científica e innovativa en los diferentes niveles. Su implementación a nivel territorial abarca diferentes sectores socioeconómicos, entre los que se encuentra la salud pública. El presente trabajo tiene como objetivo examinar la utilidad de la gestión de programas y proyectos de ciencia e innovación en la planificación, organización, ejecución y control de las investigaciones en el sector de la salud en la provincia de Holguín, a partir del análisis de su evolución desde sus inicios en 1997 hasta su término en el 2012. El estudio realizado demostró la incidencia positiva de la gestión de proyectos en el incremento de la efectividad de la actividad científica en la salud pública en el territorio, lo cual se manifiesta en una mejor gestión del gasto destinado a proyectos de I+D+i, mayor calidad de los proyectos ejecutados y un incremento del nivel de introducción de los resultados y del efecto de estos en la sociedad holguinera. Además, permitió identificar las principales deficiencias que limitaron el desarrollo de dicho proceso(AU)


One of the priorities of the Cuban Ministry of Public Health is the development of research contributing to the generation and application of new knowledge, products and processes aimed at improving the quality of the Cuban health system. Implemented in 1996 on a national, territorial and local scale as part of the Science and Technological Innovation System, the system of science and innovation programs and projects constitutes a valuable tool for the organization of scientific and innovative activity on the various levels. Territorial implementation comprises several socioeconomic sectors, including public health. The purpose of the present paper is to evaluate the usefulness of the management of science and innovation programs and projects in terms of the planning, organization, implementation and control of research tasks in the public health sector in the province of Holguín, based on the analysis of its evolution from its start in 1997 to its end in 2012. The study showed the positive impact of project management on the effectiveness of scientific activity in the public health sector in the territory, evidenced by better management of expenditures on R & D, the higher quality of the projects implemented, and an increase in the incorporation of results and their effect on society in Holguín. It also made it possible to identify the main deficiencies limiting the development of the process(AU)

RESUMEN

Pesquisa exploratória de abordagem qualitativa e quantitativa. Teve como objetivo verificar a ocorrência de aproximação entre os objetivos e as diretrizes da Política Nacional de Recursos Hídricos e da Política Nacional de Promoção à Saúde nos conteúdos de 64 monografias produzidas em Cursos de Especialização sobre Gestão de Recursos Hídricos, realizados em Santa Catarina e no Nordeste. O processo da pesquisa desenvolveu-se em três momentos, focados na análise de conteúdo e na quantificação dos resultados das fases anteriores. A análise dos dados mostra a existência de aproximação entre os objetivos da PNPS e da PNRH nas monografias, construída a partir de três grandes temáticas - "sustentabilidade", "participação social" e "intersetorialidade", e evidencia a carência de estudos sobre o cuidado com as águas na perspectiva da formação de gestores em recursos hídricos. Entende-se que a ampliação da compreensão das pessoas sobre a complexidade desta temática contribuirá para participação efetiva de toda a sociedade na promoção de políticas e ambientes coletivos mais saudáveis.
