RESUMEN

León Olivé es considerado uno de los filósofos de la ciencia e investigadores contemporáneos más importantes de México e Iberoamérica. Su pensamiento se distingue por las aportaciones realizadas en ámbitos de investigación como: la epistemología y la filosofía de las ciencias, el análisis de las relaciones interculturales y el estudio de las relaciones entre ciencia, tecnología y sociedad. Recurrió al pluralismo como enfoque epistémico para examinar los contextos multiculturales latinoamericanos donde coexisten conocimientos científico-tecnológicos con conocimientos tradicionales; ello le permitió desarrollar una concepción novedosa de la innovación a través de las Redes Sociales de Innovación (RSI). Sustentado en estos argumentos el presente artículo tiene como objetivo analizar la articulación entre las categorías de Apropiación Social del Conocimiento (ASC) y cultura científico-tecnológica desde la perspectiva epistemológica pluralista de dicho autor. El análisis de documentos constituyó el método principal para la reconstrucción sintética del contenido objeto de estudio.


León Olivé is considered one of the most important contemporary philosophers of science and researchers in Mexico and Latin America. His epistemology is distinguished by the contributions made in research areas such as: epistemology and philosophy of science, the analysis of intercultural relations and the study of the relationship between science, technology and society. He resorted to pluralism as an epistemic approach to examine Latin American multicultural contexts, where scientific-technological knowledge coexists with traditional knowledge; this allowed him to develop a novel conception of innovation through Social Innovation Networks (SIN). Based on these arguments, the aim of this article is to analyze the articulation between the categories of Social Appropriation of Knowledge (ASC) and scientific-technological culture from a pluralist epistemological perspective. Document analysis constituted the main method for the synthetic reconstruction of the content under study.

BACKGROUND: In seeking the attainment of Universal Health Coverage (UHC), there has been a renewed emphasis on the role of communities. This article focuses on social innovation and whether this concept holds promise to enhance equity in health services to achieve UHC and serve as a process to enhance community engagement, participation, and agency. METHODS: A cross-country case study methodology was adopted to analyze three social innovations in health in three low- and middle-income countries (LMICs): Philippines, Malawi, and Colombia. Qualitative methods were used in data collection, and a cross-case analysis was conducted with the aid of a simplified version of the conceptual framework on social innovation as proposed by Cajaiba-Santana. This framework proposes four dimensions of social innovation as a process at different levels of action: the actors responsible for the idea, the new idea, the role of the institutional environment, and the resultant changes in the health and social system. RESULTS: The study found that each of the three social innovation case studies was based on developing community capacities to achieve health through community co-learning, leadership, and accountability. The process was dependent on catalytic agents, creating a space for innovation within the institutional context. In so doing, these agents challenged the prevailing power dynamics by providing the communities with respect and the opportunity to participate equally in creating and implementing programs. In this way, communities were empowered; they were not simply participants but became active agents in conceptualizing, implementing, monitoring, and sustaining the social innovation initiatives. CONCLUSION: The study has illustrated how three creative social innovation approaches improved access and quality of health services for vulnerable rural populations and increased agency among the intervention communities. The processes facilitated empowerment, which in turn supported the sustained strengthening of the community system and the achievement of community goals in the domain of health and beyond.

The social and environmental failure of successive Western development models imposed on the global South has led local communities to pursue alternatives to development. Such alternatives seek radical societal transformations that require the production of new knowledge, practices, technologies, and institutions that are effective to achieve more just and sustainable societies. We may think of such a production as innovation driven by social movements, organizations, collectives, indigenous peoples, and local communities. Innovation that is driven by such grassroots groups has been theorized in the academic literature as "grassroots innovation". However, research on alternatives to development has rarely examined innovation using grassroots innovation as an analytical framework. Here, we assess how grassroots innovation may contribute to building alternatives to development using Zapatismo in Chiapas (Mexico) as a case study. We focus on grassroots innovation in autonomous Zapatista education because this alternative to formal education plays a vital role in knowledge generation and the production of new social practices within Zapatista communities, which underpin the radical societal transformation being built by Zapatismo. We reviewed the academic literature on grassroots innovation as well as gray literature and audiovisual media on Zapatismo and autonomous Zapatista education. We also conducted ethnographic fieldwork in a Zapatista community and its school. We found innovative educational, pedagogical, and teaching-learning practices based on the (re)production of knowledge and learning, which are not limited to the classroom but linked to all the activities of Zapatistas. Our findings suggest that innovation self-realized by Zapatistas plays a key role on the everyday construction of Zapatismo. Therefore, we argue that a specific theoretical framework of grassroots innovation for the pluriverse, based on empirical work carried out in different alternatives to development, is an urgent task that will contribute to a better understanding of how such alternatives grassroots groups imagine, design, and build, particularly across the global South.

Resumen Introducción: el emprendimiento social realizado por profesionales del trabajo social en Colombia plantea diversos retos en la comunidad académica, evidenciando la emergencia del emprendimiento social como nuevos canales para alcanzar resultados desde el abordaje de las problemáticas. Objetivo: indagar las características de los/las emprendedoras sociales graduadas en el trabajo social en Bogotá. Materiales y métodos: se realiza una investigación cualitativa mediante el análisis de caso de estudio, con la técnica de entrevista semiestructurada, en la cual se tuvieron como categorías principales la relación con la comunidad, relaciones con el Estado, recursos y gestión-organización. Resultados: en cuanto a las relaciones con la comunidad, es fundamental que los emprendedores/as sociales se relacionen directamente con las comunidades y fortalezcan el tejido social. En las relaciones con el Estado, se identifica la importancia de fortalecer la participación y la responsabilidad de este, así como de otros actores. Para la gestión de recursos, las/os trabajadoras/es sociales identifican la importancia del trabajo en equipo u otras habilidades para el desarrollo e implementación del emprendimiento. Por último, en la gestión-organización se rescata la importancia de la debida administración de los recursos económicos y humanos, así como la autosostenibilidad de los emprendimientos sociales. Conclusión: se evidencia la necesidad de formación en procesos de emprendimiento social para el trabajo social en Colombia, ya que, permite un cambio a través de la incidencia social, como ejercicio profesional y alternativa laboral.


Abstract Introduction: the social entrepreneurship developed by social work professionals in Colombia poses several challenges in the academic community, highlighting the emergence of social entrepreneurship as new channels to achieve results from addressing problems. Objective: to ask about the characteristics of social entrepreneurs who graduated in social work in Bogotá. Material and methods: a qualitative research are carried out through a case study analysis, using the semi-structured interview technique, in which the main categories of the relationship with the community, relations with the country, resources and management-organization have been studied classified. Results: in community relations, it is essential that social entrepreneurs interact directly with the communities and strengthen the social fabric. In relations with the country, the importance of strengthening the active participation and responsibility of the country, as well as of other actors, is identified. For resource management, social workers identify the importance of working in teams or other skills for the development and implementation of the company. Finally, in management-organization, the importance of poor management of economic and human resources is highlighted, as well as the self-sustainability of social entrepreneurship. Conclusion: there is a need for training in social entrepreneurship processes for social work in Colombia, which allows a change through social impact, such as professional training and alternative employment.


Resumo Introdução: O empreendedorismo social desenvolvido por profissionais de serviço social na Colômbia apresenta vários desafios na comunidade acadêmica, destacando o surgimento do empreendedorismo como novos canais para obter resultados a partir do tratamento de problemas. Objetivo: conhecer as características dos empreendedores sociais formados em serviço social em Bogotá. Material e métodos: é realizada uma pesquisa qualitativa por meio da análise de um estudo de caso, utilizando a técnica da entrevista semiestruturada, em que foram estudadas as principais categorias da relação com a comunidade, relações com o Estado, recursos e gerenciamento-organização. Resultados: no relacionamento com a comunidade, é fundamental que os empreendedores sociais interajam diretamente com as comunidades e fortaleçam o tecido social. Nas relações com o Estado, identifica-se a importância de fortalecer a participação ativa e a responsabilidade do Estado, bem como de outros atores. Para o gerenciamento de recursos, os assistentes sociais identificam a importância do trabalho em equipe ou outras habilidades para o desenvolvimento e implantação da empresa. Por fim, na gerenciamento-organização, destaca-se a importância da má gestão dos recursos econômicos e humanos, bem como a autossustentabilidade do empreendedorismo social. Conclusão: há necessidade de formação em processos de empreendedorismo social para o serviço social na Colômbia, o que permite uma mudança por meio do impacto social, como a formação profissional e alternativas de emprego.

BACKGROUND: Despite efforts to extend Universal Health Coverage in Colombia, rural and remote populations still face significant challenges in accessing equitable health services. Social innovation has been growing in Colombia as a creative response to the country's social problems including access to healthcare. This paper presents the findings of a social innovation case study, which was implemented in the rural area of Sumapaz in  Colombia, with the purpose of holistically addressing the health needs of the local population and enhancing health service access. METHODS: A case study methodology was used to investigate and understand the process by which the Model of Integral Health Care for Rural Areas was developed and how the various strategies were defined and implemented. Qualitative methods were used in the data collection and all data was analysed using Farmer et al. staged framework on grassroots social innovation which includes growing the idea; implementing the idea; sustainability and diffusion. RESULTS: The social innovation model was designed as a co-learning process based on community participation. The model was implemented adopting a holistic health approach and considerate of the conditions of a rural context. As a result of this process, access to quality health services were enhanced for the vulnerable rural community. The model has also provided outcomes that transcend health and contribute to individual and community development in different areas eg. agriculture. CONCLUSION: The Model of Integral Health Care for Rural Areas is a social innovation in health that demonstrates how Universal Health Coverage can be achieved for vulnerable populations through a series of creative strategies which fill systemic voids in access and co-ordination of care, as well as in addresings upstream environmental factors responsible for ill-health.

RESUMEN

The multilayer technology integration of hardware and software will reduce the social inclusion gap and increase the support in case of an emergency for people with special needs at hearing and visual levels. This research shows a development based on Internet of Things to support people with visual disabilities (PwVD) for indoor and outdoor activities. The decision-making process is made at the operational, tactical, and strategic level, providing a safe place so people with visual and hearing special needs can make decisions, their families can make decisions, and the government authorities can make decisions in case of an emergency or even on a day-by-day basis. In the case of the authorities, the smart visualization of the data according to the information provided facilitates Comprehensive Disaster Risk Management (CDRM) and Disaster Risk Reduction (DRR). The main findings are based on the need to develop mobile applications, dashboard and web applications that are responsive to people with visual or hearing disabilities, and the need to develop an infrastructure of communication systems assisted by batteries and clean energy, and independent of the current telecommunications system, to allow greater reliability.

Un grupo interdisciplinario de Ingeniería y Ciencias de la Salud de la Universidad del Rosario creó el primer dispositivo interactivo para apoyar a los menores de edad en situación de discapacidad auditiva durante el proceso de aprendizaje de lectoescritura, a través de la lúdica. Está casi listo y se espera que sea de fácil acceso para la población objetivo.


An interdisciplinary group of Engineering and Health Sciences from the Universidad del Rosario created the first interactive device to support minors with hearing disabilities during the literacy learning process, through play. It is almost ready and it is expected that it will be easily accessible for the target population.

Resumo Estudamos como uma comunidade brasileira respondeu a um desastre com várias inovações sociais (IS) propiciadas por bricolagem social e intermediação com stakeholders. O artigo busca explicar tais processos e sua inter-relação. A abordagem metodológica foi majoritariamente indutiva, utilizando entrevistas abertas e semiestruturadas e análise documental, além da experiência do autor principal, que residiu na localidade antes, durante e após o desastre. Nossos resultados sugerem que este abalou o equilíbrio social da comunidade de diversas maneiras e desencadeou ondas subsequentes de IS ligadas a bricolagem social e intermediação, as quais se amenizaram parcialmente ao longo do tempo. A originalidade e o valor do artigo derivam do contexto único e negligenciado de recuperação pós-desastre em um país emergente e da aplicação de avanços na conceitualização da intermediação e de sua relação com a bricolagem social e a IS.


Resumen Estudiamos cómo una comunidad brasileña respondió a un desastre con varias innovaciones sociales (IS) propiciadas por el bricolaje social y la intermediación con stakeholders. El artículo busca explicar tales procesos y su interrelación. El enfoque metodológico fue principalmente inductivo, utilizando entrevistas abiertas y semiestructuradas y análisis documental, además de la experiencia del autor principal que residió en la localidad antes, durante y después del desastre. Nuestros resultados sugieren que dicho acontecimiento afectó el equilibrio social de la comunidad de diversas maneras y desencadenó oleadas subsiguientes de IS relacionadas con el bricolaje social y la intermediación que se atenuaron parcialmente con el tiempo. La originalidad y el valor del artículo derivan del contexto único y de abandono de recuperación posdesastre en un país emergente y de la aplicación de avances en la conceptualización de la intermediación y de su relación con el bricolaje social y la IS.


Abstract We studied how a Brazilian community responded to a disaster using social innovations (SI) developed based on social bricolage and brokerage with stakeholders. The paper seeks to explain these processes and their interrelation. The methodological approach was primarily inductive, using semi-structured and open-ended interviews, document analysis, and the residential experience of the senior author before, during, and after the disaster. Our results suggest that the disaster upset the social balance of the community in several ways and triggered waves of subsequent SI related to social bricolage and brokerage that faded somewhat over time. Originality and value of the paper derive both from the unique and neglected context of post-disaster recuperation in a developing country and from the application of advances in the conceptualization of brokerage and its relation to social bricolage and SI.

RESUMEN

Potential contributions of universities to social innovation are explored with special attention to Southern countries. The normative guide is the notion of Sustainable Human Development understood as stressing the agency of least-advantaged sectors. The main challenges stem from decreasing sustainability and increasing inequality. Their impacts are highly dependent on how the tension between economic growth and environmental protection is managed. Improving actual perspectives demands harnessing advanced knowledge to foster inclusive and frugal innovation. For this to occur, universities need to be main actors. The context in which they act is analyzed with reference to the National Systems of Innovation conceptualization. Possible evolutions of universities as agents of social innovation are discussed with the aid of the Multi-Level Perspective. The importance of the Southern experience of innovating in scarcity conditions is highlighted and illustrated with the specific experience of a Latin American university. The cooperation of universities with weak social actors in ways that involve advanced knowledge appears as a key theoretical issue and as a difficult practical problem for the effective engagement of universities in social innovation. The diverse issues that such engagement needs to integrate conform an ambitious research program, of which the paper aims at giving a first glimpse.

RESUMEN: El artículo presenta una investigación centrada en los programas de acompañamiento a estudiantes con discapacidad a partir del giro conceptual de los Disability studies. El objetivo de la investigación ha sido buscar aquellos elementos clave que han configurado este cambio en el acceso de los estudiantes con discapacidad a la Universidad y de los programas de acompañamiento que se han creado. El análisis se ha centrado en tres categorías: evolución del número de estudiantes, innovaciones en la universidad y en personalización. La investigación concluye admitiendo que el cambio generalizado de la mirada sobre las personas con discapacidad ha supuesto que las universidades hayan normalizado la presencia de personas con discapacidad en los diferentes estudios. Los datos revelan la importancia de la consolidación de proyectos de apoyo para hacer posible su incorporación a las universidades. Pero los estudiantes con discapacidad todavía relatan el gran esfuerzo que deben realizar para cursar sus estudios, hecho que demuestra que todavía no se ha conseguido plenamente la igualdad de oportunidades. El horizonte se plantea con universidades tan accesibles como para ir reduciendo los apoyos específicos porque ya no sean necesarios.


ABSTRACT: This paper presents a research focused on accompanying programs for students with disabilities based on the conceptual shift of Disability Studies. The objective of the research was to look for those key elements that have configured this change in the access to the University for students with disabilities and the accompanying programs that have been created. The analysis has focused on three categories: student evolution, university innovations, and personalization. The research concludes by admitting that the widespread change of gaze on people with disabilities has meant that universities have standardized the presence of people with disabilities in different studies. The data reveal the importance of consolidating support projects to make possible that people with disabilities join the university. However, students with disabilities still recount the great effort they must make to keep on their studies, demonstrating that equal opportunities have not yet been fully achieved. The horizon is raised with universities so accessible that allow to reduce specific supports because they are no longer needed.

Resumen El motor para el cambio social es la innovación social y en medio de estos dos términos está la participación ciudadana, sin la cual no sería posible resolver de manera eficiente los problemas actuales de la socie dad, el artículo hace un análisis bibliométrico para generar resultados cuantitativos y cualitativos, a partir de un análisis de la producción existente enfocada en la relación de "innovación social y cambio social" e "innovación social y metodologías participativas. Uno de los resultados más concluyentes es que el interés en los temas seleccionados ha aumentado exponencialmente en los últimos años.


Abstract The engine for social change is social innovation and in the midst of these two terms is citizen participation, without which it would not be possible to solve efficiently the societal current problems. This article makes a bibliometric analysis in order to generate quantitative and qualitative results, based on an analysis of existing production focused on the relationship of "social innovation and social change" and "social innovation and participatory methodologies. One of the most conclusive results is that the interest in selected topics has increased exponentially in recent years.

Resumen Introducción: Las plataformas de financiamiento colectivo y las innovaciones sociales son aspectos simbólicos fundamentales para el surgimiento y consolidación de una nueva economía. De esta forma, el presente artículo busca comprensión de las plataformas de financiamiento colectivo, también conocidas como crowdfunding en Brasil, y su relación con proyectos que son compatibles con las definiciones de innovación social. Objetivo: Esta investigación busca comprender la influencia y las posibles relaciones entre las plataformas de crowdfunding y los procesos de innovación social, a partir de la revisión de las principales líneas teóricas relacionadas con el crowdfunding y las matrices de innovación social. Materiales y métodos: El método utilizado fue un estudio de caso exploratorio. Para ello, se realizó un estudio en dos de las plataformas de crowdfunding más representativas de Brasil (Kickante y Vakinha) con entrevistas a sus representantes y acceso a datos secundarios. Resultados: Fue posible una percepción más clara de cómo la herramienta de crowdfunding actúan en el país y cómo pueden constituirse mecanismos fomentadores de innovación social, generando impactos positivos en la sociedad brasileña. Conclusiones: La evaluación realizada llevó a la comprensión de que las plataformas de crowdfunding, aliadas a proyectos que apuntan al bienestar social, resultan a menudo en prácticas compatibles con los conceptos de innovación social al resultar en mejoras significativas para la sociedad. Se observó que las plataformas de financiamiento colectivo, analizadas poseen el aspecto del bienestar social bastante destacado en gran parte de los proyectos vehiculados.


Abstract Introduction: The birth of a new economy, collaborative call has been subject increasingly explored in various spheres of society. The possibility of raising a revolution in the economic and social environment in which we live is a matter of interest to researchers and scholars around the world. Both crowdfunding platforms as said social innovations are key symbolic aspects for the emergence and consolidation of this new economy. Objective: This research seeks to understand the influence and possible relationships of crowdfunding platforms and social innovation processes, based on a review of the main theoretical lines related to crowdfunding and social innovation matrices. Materials and methods: The method used was an exploratory case study. For this, a study was carried out on two of the most representative crowdfunding platforms in Brazil (Kickante and Vakinha) with interviews with their representatives and access to secondary data. Results: As a result, you can get a clearer perception of how crowdfunding tool operate in the country and how they can be promoters mechanisms of social innovation, and generating positive impacts in Brazilian society. Conclusions: The evaluation has led to the understanding that crowdfunding platforms, combined with social welfare projects, often result in practices compatible with the concepts of social innovation, resulting in significant improvements for society. It was observed that crowdfunding analyzed have the aspect of social well-being that is highlighted in a large part of the projects conveyed.


Resumo Introdução: Plataformas de financiamento colectivo e inovações sociais são aspectos simbólicos fundamentais para o surgimento e consolidação de uma nova economia. Assim, este artigo procura compreender as plataformas de financiamento colectivo, também conhecido como crowdfunding no Brasil, e sua relação com projectos que são consistentes com definições de inovação social. Objetivo: Esta pesquisa procura entender a influência e possíveis relações das plataformas de crowdfunding com processos de inovação social, tomando por base a revisão das principais linhas teóricas relacionadas com crowdfunding e as matrizes de inovação social. Materiais e Métodos: O método utilizado foi o estudo de caso, de caracter exploratório. Para isso, foi realizado um estudo em duas das plataformas de financiamento colectivo mais representativos do Brasil (Kickante e Vakinha) com entrevistas com seus representantes e acesso a dados secundários. Resultados: Como resultado, foi possível observar uma percepção mais clara da ferramenta de crowdfunding que opera no país e como pode tornar-se promotora de mecanismos de inovação social, gerando impactos positivos na sociedade brasileira. Conclusão: A avaliação levou à constatação de que as plataformas de crowdfunding, aliados a projetos voltados para assistência social, muitas vezes são compatíveis com os conceitos de inovação social para resultar em melhorias significativas para as práticas da sociedade. Observou-se que plataformas de financimaneto coletivo, têm analisado o aspecto bem-estar social bastante proeminente na maior parte dos projectos veiculados.

BACKGROUND: Identifying social innovation in health initiatives, promoting quality of life through them, and transforming current health conditions demand the knowledge, comprehension and appropriation of the theoretical and methodological developments of this concept. Academic developments in social innovation have mainly occurred in and been documented for English-speaking countries, although relevant experiences have been implemented in Latin America. In this article, we describe and analyze how social innovation in health is being approached and understood in this region. MAIN TEXT: To identify the theoretical and methodological developments of social innovation in health between 2013 and 2018, a scoping review with a mixed approach was carried out. Eighty texts in English, Spanish and Portuguese were selected for a process of reflexive analysis of intra and intertextual reading. The approaches identified in the studied initiatives were complementary. The most applied approaches were innovation in health, technological innovation in health and social innovation, each with twelve publications, and social innovation in health and ecohealth with ten and seven publications respectively. The approaches showed a general interest in reaching the goals of the Sustainable Development Goals (SDGs), the Alma Ata Declaration and the Ottawa Letter. CONCLUSIONS: The social innovation in health approach in Latin America adopts educational strategies, identifies risk factors, optimizes resources, promotes interculturality, participation, community empowerment, and enhances intersectorality and interdisciplinarity. As an approach, process, program or solution, social innovation in health is a conceptual category under construction. This research provides a baseline for other systematic reviews on the subject.

BACKGROUND: Improved access to health care and quality of services require integrated efforts and innovations, including community empowerment and participation in transformation processes. Chagas disease is a neglected tropical disease that is generally controlled by insecticide spraying. To achieve community empowerment in a health program, actions for social innovations may include: community-based research, interdisciplinary and intersectoral participation, community perception of direct benefits and participation in health or environmental improvements. The aim of this study was to describe and analyze the processes by which an interdisciplinary team, in collaboration with communities of Comapa, Guatemala, developed an effective solution to address the risk for Chagas disease. METHODS: A qualitative study involving interviews semi-structured and direct observation was conducted using a case study approach to describe and understand the community-based research and intervention process developed by researchers from the Laboratory of Applied Entomology and Parasitology of the Universidad de San Carlos of Guatemala (Laboratorio de Entomologia y Parasitologia Aplicada). Nine interviews were conducted with the investigators, innovators, members of the community in which the intervention had been implemented. NVivo software (version 12) was used for the emergent coding and analysis of the interviews. RESULTS: Processes of social transformation were evident within households, and the communities that transcended the mere improvement of walls and floors. New social dynamics that favored the household economy and conditions of hygiene and home care that positively impacted the health of the community. We describe how the integration of criteria of social innovation into a home improvement strategy for Chagas disease control, can generate processes of transformation in health by considering sociocultural conditions, encouraging dialogue between public health approaches and traditional practices. We identify and discuss processes for Social Innovations in Health and identify their potential in improving community health in Latin America. CONCLUSIONS: When social innovation criteria are included in a health control initiative, the community-based research and the interdisciplinary and intersectoral participation facilitate the implementation of the control strategy, the perceived benefits by the community and its empowerment to sustain and share the strategy. The case study provided understanding of the intersectoral and interdisciplinary dynamics in particular contexts, and documented the relevance of innovation criteria in health processes.

Resumo As cidades têm sido concebidas como um dos principais loci para promoção de mudanças nos padrões de desenvolvimento e na construção de soluções que possam fazer face à complexidade dos problemas públicos contemporâneos. Nesse contexto, o estudo dos ecossistemas de inovação social (EIS) e de seus efeitos nas cidades se coloca como temática relevante, considerando a crise socioambiental e a diversidade e amplitude dos problemas urbanos vivenciados. Trata-se de compreender em que medida os EIS geram consequências diante das problemáticas vividas nas arenas públicas da cidade. Eis o foco deste artigo, que propõe uma abordagem teórico-metodológica, de inspiração pragmatista, para cartografia e análise dos EIS, que se aplica na cidade de Florianópolis. Por meio da co-construção de uma plataforma digital colaborativa, observam-se atores, suas interações e suas práticas, com vistas a compreender "se" e "como" essa rede favorece a "investigação pública" ou a experimentação democrática e/ou promove dinâmicas de desenvolvimento mais sustentáveis na cidade.


Resumen Las ciudades han sido concebidas como uno de los principales loci para promover cambios en los estándares de desarrollo y construir soluciones que puedan enfrentar la complejidad de los problemas públicos contemporáneos. En este contexto, el estudio de los ecosistemas de innovación social (EIS) y sus efectos en las ciudades es un tema relevante, considerando la crisis socioambiental y la diversidad y magnitud de los problemas urbanos experimentados. Se trata de comprender en qué medida los EIS generan consecuencias frente a los problemas experimentados en los espacios públicos de la ciudad. Esta es el foco de este artículo, que propone un enfoque teórico-metodológico inspirado en el pragmatismo para la cartografía y el análisis de los EIS, que se aplica en la ciudad de Florianópolis. A través de la coconstrucción de una plataforma digital colaborativa, se observa a los actores, sus interacciones y sus prácticas, con el fin de comprender "si" y "cómo" esta red favorece la "investigación pública" o la experimentación democrática y/o promueve dinámicas de desarrollo más sostenibles en la ciudad.


Abstract Cities have been conceived as one of the main loci for promoting changes in development patterns, and building solutions that can address the complexity of contemporary public problems. In this context, the study of social innovation ecosystems (SIE) and their effects on cities is a relevant theme, considering the socio-environmental crisis diversity and extent of the urban problems experienced. The research seeks to understand to what extent the SIE responds to problems experienced in the public arenas of the city. It proposes a pragmatist-inspired theoretical-methodological approach to cartography and analysis of SIE that is being applied in the city of Florianópolis. Through the co-construction of a collaborative digital platform, the research observes actors, their interactions and practices, to understand "whether" and "how" this network favors "public inquiry" or democratic experimentation and/or promotes more sustainable development dynamics in the city.

RESUMEN El modelo alternativo de inclusión e innovación productiva (MAIIP) es un proyecto interdisciplinar de desarrollo en el territorio, el cual ha sido liderado por la Universidad Piloto de Colombia e implementado en Viotá y Girardot (Cundinamarca). El artículo propone que la principal contribución del MAIIP es incentivar la innovación social a partir de la integración productiva de las comunidades rurales y urbanas en ambos municipios. El MAIIP permite establecer la naturaleza de los problemas sociales particulares de la comunidad en términos sociológicos y económicos, así como mejorar la competitividad mediante el encadenamiento productivo y la asociatividad. Además, es una iniciativa de construcción de paz que favorece el desarrollo rural.


ABSTRACT The Alternative Model of Productive Inclusion and Innovation (AMPII) is an interdisciplinary project of territorial development which has been supported by Universidad Piloto de Colombia and has been implemented in the towns of Viota and Girardot (Department of Cundinamarca). The article proposes that the main contribution of AMPII is to encourage social innovation from productive integration between rural and urban communities in both towns. AMPII allows to establish the nature of particular social problems from the community in sociological and economic terms; also, it improves competitiveness through productive chain and associativity; additionally, it is a peacebuilding initiative that favors rural development.

Este artigo propõe uma nova leitura teórico-analítica para o estudo dos processos de inovação social promovidos por atores da sociedade civil na esfera pública, com base na sociologia pragmática francesa. Parte de uma discussão sobre o lugar das iniciativas da sociedade civil na ação pública na atualidade. Em seguida, faz uma incursão no debate sobre a incidência da sociedade civil na esfera pública, buscando evidenciar em que a sociologia pragmática francesa pode auxiliar para uma nova compreensão desse processo. Finalmente, relaciona os debates sobre ação coletiva da sociedade civil, inovação social e ação pública, sob uma ótica pragmatista, propondo um enfoque analítico particular para compreensão dos processos de codefinição e codomínio de situações problemáticas em arenas públicas.


En este artículo se propone una nueva lectura teórica y analítica para entender los procesos de innovación social promovidos por los actores de la sociedad civil en la esfera pública, basándose en la sociología pragmática francesa. Parte de una discusión sobre el lugar actual de las iniciativas de la sociedad civil en la acción pública. A continuación, se hace una incursión en el debate sobre la participación de la sociedad civil en la esfera pública, para demonstrar que la sociología pragmática francesa puede producir una nueva comprensión de este proceso. Finalmente, se propone un marco analítico que busca relacionar los debates sobre la acción colectiva de la sociedad civil, la innovación social y la acción pública, desde una perspectiva pragmática. De esta forma, san destacados algunos supuestos analíticos que pueden enriquecer la comprensión del fenómeno y ayudar a entender mejor los procesos de co-definición y co-dominio de situaciones problemáticas en las arenas públicas.


This article proposes a new theoretical approach for the study of social innovation processes promoted by civil society actors in the public sphere, based on French pragmatic sociology. It begins with a discussion about the current place of civil society initiatives in public action. Debate about civil society involvement in the public sphere is then explored, showing to what extent the French pragmatic sociology can provide a new understanding of this process. Finally, an analytical perspective is proposed, which relates the discussions about collective action of civil society, social innovation and public action, presenting some assumptions that can help to better comprehend processes of co-definition and co-dominium of problematic situations in public arenas.
