ABSTRACT: Introduction: Distracted driving (DD) of a motor vehicle is considered an increasing risk factor for land transport accidents. Objective: To identify the tendency in the number of victims in DD accidents and in the number of offences due to cell phone use on Brazilian federal highways, as well as analyze the DD category in depth as it is being used in the country. Method: A time series study with data on accidents with victims, made available by the Federal Highway Police, whose cause was distracted driving, from 2007 to 2016 and data on offences for driving using a cell phone. Results: There was a tendency towards a monthly increase in the number of distracted driving accident victims in the country up to mid-2011 (percentage monthly variation - PMV = 0.57%), followed by a significant decrease (PMV = -0.45%). Macro-regions showed similar behavior, except in the Southeast. There was a monthly increase in the number of offences caused by drivers using cell phones from 2007 to 2013. Conclusion: There was a tendency towards monthly increases in the number of victims of distracted driving in Brazil and in most macro-regions up to 2011, followed by a subsequent downward tendency. The inaccurate nature of the expression "distraction" compromises the quality of the data and, consequently, the adequate estimation of victims attributable to this risk factor. The cell phone-driving dyad could be the root cause of accidents with victims caused by distracted driving in the country.

RÉSUMÉ

OBJECTIVES: To examine characteristics associated with cell phone use while driving by parents and caregivers of children ages 4-10 years. STUDY DESIGN: National cross-sectional online survey with a convenience sample (March 2017-April 2017). INCLUSION CRITERIA: Parent/caregiver of a child age 4-10 years in their home, age ≥18 years, read and spoke English, and drove child ≥6 times in previous 3 months. Adjusted logistic regression analyses were modeled for outcome measures of previous 3-month self-report cell phone use while driving with the child. RESULTS: The analytic sample was n = 760. In the previous 3 months, 47% of parent/caregivers talked on a hand-held phone, 52.2% talked on a hands-free phone, 33.7% read texts, 26.7% sent texts, and 13.7% used social media while driving with their child in the vehicle. Compared with those who always used their typical child restraint system, participants who did not always use were more likely to talk on a hands-free phone (aOR 1.97, 95% CI 1.26-3.09), read a text (aOR 1.74, 95% CI 1.11-2.73), send a text (aOR 1.65, 95% CI 1.04-2.62), and use social media (aOR 2.92, 95% CI 1.73-4.94) while driving. Higher income, not wearing a seat belt (driver) on every trip, and driving under influence of alcohol also were associated with various types of cell phone use while driving. CONCLUSIONS: Inconsistent child restraint system use, lack of seat belt use, and driving under the influence of alcohol are associated with parent/caregiver cell phone use while driving. Screening and education related to parental driving behaviors should include addressing multiple risk behaviors.

RÉSUMÉ

The analysis of the effects that mobile phone use produces while driving is a topic of great interest for the scientific community. There is consensus that using a mobile phone while driving increases the risk of exposure to traffic accidents. The purpose of this research is to evaluate the drivers' behavior when they decide whether or not to use a mobile phone while driving. For that, a hybrid modeling approach that integrates a choice model with the latent variable "risk perception" was used. It was found that workers and individuals with the highest education level are more prone to use a mobile phone while driving than others. Also, "risk perception" is higher among individuals who have been previously fined and people who have been in an accident or almost been in an accident. It was also found that the tendency to use mobile phones while driving increases when the traffic speed reduces, but it decreases when the fine increases. Even though the urgency of the phone call is the most important explanatory variable in the choice model, the cost of the fine is an important attribute in order to control mobile phone use while driving.
