OBJECTIVE: analyze professional implication with the support of humanization and articulators of permanent education in health as a tool of Permanent Education in Health. METHOD: this is an interventional study of qualitative approach, based on the theoretical reference of Institutional Analysis. Thirty-five humanization supporters and/or permanent education articulators participated in this study. Semi-structured interviews, monthly meetings, restitution meetings and a daily logbook were used as tools for data production. The material was analyzed according to the principles of the study reference and the results were presented according to the ideological, organizational and libidinal dimensions of professional implication. RESULTS: this study identified a contradiction when finding a professional profile for the development of support and articulation; feelings of discouragement, pessimism and optimism in the development of these roles; influences of the nursing profession on the development of support and articulation; length of professional service; and the absence/presence of desire in such development. CONCLUSION: the analysis of professional implication consisted of a powerful tool generating training processes. It allowed learning and reflection of the practice through analysis of the actions performed by the professionals, generating changes in the conception of work in health.

RESUMO

The United Nation's 17 Sustainable Development Goals (SDGs) are an urgent call to all countries for action to combat climate change and its impacts (United Nations, 2015). In response, Taiwan's highest national body, the Executive Yuan, has designated health as one of eight primary areas of threats and challenges in the policy document "Adaptation Strategy to Climate Change in Taiwan". Further, the Ministry of Education has been promoting climate-change adaptation education since 2012 and, in 2016, the Teaching Alliance was established to promote the integration of climate change issues into public education curricula as well as resource sharing and multidisciplinary collaboration (Ministry of Education, 2019). The focus of nursing on primary healthcare and community care makes nursing professionals critical to successfully attaining UN SDGs (Shmian, 2016). In addition, the environmental health component of nursing education addresses core global health and public health competences directly (Clark, Raffray, Hendricks, & Gagnon, 2016). The American Nurses Association (2013) includes environmental health as one of the eleven standards of professional performance for public health nursing. This column invites Teaching Alliance educators to share their experiences in multidisciplinary professional, teaching, and practice environments in articles that hopefully enhance readers' knowledge of adaptation strategies and of the sustainable development of public health under climate change.

Fortalecer y consolidar el liderazgo y la gestión estratégica de la enfermería en el contexto de los sistemas de salud y en la formulación y monitoreo de políticas. 2. Abordar las condiciones de trabajo y las capacidades de los enfermeros y enfermeras para expandir el acceso y la cobertura con equidad y calidad, a fin de promover un modelo de atención centrado en las personas, la familia y las comunidades y el fortalecimiento tanto del primer nivel de atención como de las redes integradas de servicios de salud. 3. Fortalecer la calidad de la educación en enfermería para responder las necesidades de los sistemas de salud orientados al acceso universal a la salud y la cobertura universal de salud y los ODS.

Addressing the working conditions and capacities of nurses to expand access and coverage with equity and quality, in order to promote a people-, family-, and community-centered model of care and strengthen both the primary level of care and integrated health services networks. 3. Improving the quality of nursing education to respond to the needs of health systems focused on universal access to health, universal health coverage, and the SDGs.

OBJECTIVES: Public health nurses (PHNs) have a significant role in engaging the voice and actions of school communities in promoting the health of children and youth. School nursing was one of the early 20th century public health nursing foci and specialties in Canada, however over several decades, there has been a gap in actualizing PHNs' full potential in schools. At the same time, intersectoral and interdisciplinary comprehensive school health (CSH) models have emerged as exemplars of partnerships between schools and communities to advance health promotion and ultimately chronic disease prevention with school populations (Pan-Canadian Joint Consortium for School Health, ; World Health Organization, ). DESIGN AND MEASUREMENT: Using a participatory action research methodology we explored the role of PHNs in CSH, drawing on the concept of engagement in intersectoral healthy school teams. RESULTS AND CONCLUSIONS: The three themes that emerged from the data analysis were: facilitators of public health nursing engagement, barriers to public health nursing engagement, and the influences of community context on engagement. Overall, findings indicate that the PHN role in CSH must be developed and supported so that PHNs remain a vital link between school health communities, programs, and policies in the promotion of health.

BACKGROUND: Historically, nursing curricula have not offered opportunities for students to develop hands-on political competence. A public health policy simulation can improve students' ability to be change agents for health policy through advocacy. METHOD: The public health policy simulation was a combination of didactic preparation and hands-on application of advocacy training. At the simulation, held at the State Capitol, students visited legislators, gave an oral testimony before a mock hearing committee, and received feedback from legislators. RESULTS: In general, students expressed being more knowledgeable and confident about the legislative process, advocacy for public health issues, communication with legislators, and the role of nursing in the public health policy arena. Students reported increased likelihood of advocacy for public health issues. CONCLUSION: Public health policy simulation should be part of nursing curricula to help to create a culture that dictates that public health policy is an integral component of the nursing profession. OBJECTIVES: The primary objective was to understand the contemporary public health nurse's (PHN) role and the issues that they face working in rural Ireland. DESIGN AND SAMPLE: This study was based on an ethnographic approach with 13 PHNs working in rural areas in the South West of Ireland. MEASUREMENTS: A combination of solicited diaries and semi-structured interviews referred to as the diary/interview method were employed. Diaries were used by the PHNs to record their working day on a staggered basis from February to April 2017 with the subsequent interviews carried out in June and July 2017. RESULTS: Working as a PHN in a rural area presented a number of issues such as time spent on traveling as a result of geographical disparity & poor road networks; client transport issues; a sense of working in isolation; communication issues with respect to computer/tablet hardware availability, mobile phone and broadband connectivity and the availability of, and the physical access to services. CONCLUSION: PHNs operating in rural communities face a distinct set of challenges that they have a limited ability to address. Legislators, health care providers and policymakers need to create a supportive environment that helps address these challenges in Ireland.

Objectives This report aims to present the community assessment model developed by the Committee on Public Health Nursing (6th term) of the Japanese Association of Public Health. This new model was designed such that it could be applied to a broad range of public health activities. It aims at theorizing public health nurses' practice-based knowledge and sharing it among other public health professionals.Methods The model was developed during seven committee meetings held from October 2014 to September 2017. In the first step, we brainstormed the definition and methods of community assessment and constructed a framework for a literature review. In the second step, information on theories, research, and practice relevant to community assessment was reviewed based on this framework. In the third step, the community assessment model was developed based on the results of the literature review and the practice experience of the committee members. In the last step, we examined the applicability of this model to the practice of occupational health and public health administration.Project activities We defined community assessment as the "skills and methods based on applied science that drive Plan-Do-Check-Action (PDCA) cycles in every activity that aims at achieving a better quality of life (QOL)." We further classified community assessment into two types; comprehensive assessment and targeted assessment. The model underlined that community assessment was a continuous and developmental process that occurs throughout every stage of the PDCA cycle, and that it was oriented toward improving the QOL of community residents. This model also purported that the empirical and scientific intuition, and ethical sensitivity of assessors were among the key determinants of assessment quality.Conclusion The model on community assessment developed in the present study based on the empirical knowledge of public health nurses could be applied to all types of public health activities in communities.

OBJECTIVE: Inadequate health care quality may contribute to Native American health disparities through racial/ethnic discrimination by health care professionals. Nursing approaches to relationships and caring offer a means to understand health disparities through an unconventional lens. The study objective was to examine health disparities within the context of patient/nurse relationships. DESIGN: A descriptive-qualitative method guided data collection and analysis. Eleven nurses who serve Native Americans were interviewed. They described attitudes, meaningful relationships, and nurse leadership. RESULTS: Nurses discussed their perceptions of and experiences with Native American patients. Four themes emerged: shared patient/nurse values, patient-centered care, external forces, and stereotype-driven care. CONCLUSIONS: Are we ready for the challenge to advocate for, build, and sustain organizational structures that support caring relationships? Implications for public health nursing include being intentional about recognizing implicit biases and ethnocentrism; examining nurses' complicit roles in perpetuating racism; and developing mechanisms to collectively advocate for improved Native American health.

OBJECTIVE: To evaluate the effectiveness of an education program for mid-level Japanese public health nurses (PHNs) to improve their competencies in program planning, which will fulfill community health needs. DESIGN: Randomized control trial. SAMPLE: During 2017, 103 PHNs with 5-20 years of PHN work experience in Japan were enrolled and randomly allocated to the intervention (n = 51) or control group (n = 52). MEASUREMENTS: The primary outcome measured competency in program planning based on Competency Measurement of Creativity for PHNs (CMC), knowledge, and skills regarding program planning. INTERVENTION: Six web-based learning modules followed by two face-to-face group sessions. RESULTS: The PHN participants averaged about 12 years of experience. In the intervention group, 25 PHNs completed all modules (49.0%). Post intervention, there were no statistically significant differences among any between-group CMC scores. However, the intervention group's CMC 3 score was significantly higher than that of the control group of ≥12 years of experience. Total knowledge and skill scores also improved significantly in the intervention group compared with the control group. CONCLUSIONS: The results suggest that PHNs with ≥12 years of experience are a suitable target of this educational program, and should play a key role in program planning.

BACKGROUND: Fundamental nursing responsibilities include health promotion, disease prevention, and alleviation of suffering both locally and internationally. PURPOSE: To examine the state of knowledge and provide clarity on the concept of social justice in global health. METHOD: Using a modified Walker and Avant approach, literature was synthesized based upon discipline, including: nursing, public health, social work, philosophy, international law, international development studies, and religious studies. A theoretical definition, antecedents, defining attributes, and consequences were identified along with gaps in current knowledge and understanding. A model case was followed by direction for further concept development. FINDINGS: Social justice in global health nursing is a fundamental human right to be protected and a moral obligation demonstrated by action. It results in change that improves the health of individuals and populations both locally and globally by recognizing and confronting injustice, oppression, and inequity while promoting participation, opportunity, justice, equity, and helping relationships. DISCUSSION: Nursing must bring its unique perspective to policies and practices pertinent to issues of inequity. As the largest group of health care providers globally, nursing has the responsibility and political potential to mediate change and address factors integral to ensuring social justice in global health.

RESUMO

The Omaha System is the hallmark evidence-based clinical information management system used in nursing education, research, and practice. Multiple education documents guide public health workforce preparation. This qualitative study identified similarities and gaps between the Omaha System and seven guiding documents commonly used by nurse educators. A crosswalk design was employed. The setting was virtually based using online technology. Recommendations are for public health nurse educators to update their teaching practices using evidence-based approaches.

Objetivo: analisar como é compreendida a coordenação do cuidado ao recémnascido prematuro na segunda região de saúde do estado do Rio Grande do Norte (RN). Método: a abordagem da pesquisa é qualitativa e foi realizada com os coordenadores da atenção primária à saúde dos municípios que compreendem a segunda região do estado do RN. Os dados foram coletados a partir de um evento que ocorreu na 2ª Unidade Regional de Saúde Pública em outubro de 2016. O roteiro foi submetido a pré-teste para validá-lo e a coleta de dados realizada posteriormente ao evento. A amostragem por conveniência obteve sete partícipes, oriundos de quatro municípios da região. O instrumento de pesquisa utilizado para a coleta de dados foi a entrevista, e para a técnica de análise de dados a análise temática de conteúdo. Resultados: evidenciaram três categorias empíricas, quais sejam: o retorno ao território da Estratégia de Saúde da Família; o processo de trabalho na Estratégia de Saúde da Família; e a gestão municipal de saúde. Discussão: a primeira categoria expressa a condição da equipe frente ao retorno do recém-nascido prematuro ao território a partir da descrição de ações, da necessidade de apoio matricial e da fragilidade na articulação nos diferentes níveis e locais de prestação de serviços; a segunda categoria descreve o processo de trabalho na estratégia de saúde da família e o recém-nascido com as dificuldades no manejo continuado, a invasão dos territórios, a cultura do encaminhamento, a responsabilidade sanitária centrada no enfermeiro e os significados do trabalho para a população; e, finalmente, a terceira categoria demonstra as implicações para a gestão municipal de saúde.(AU)


Objective: to analyze how the coordination of care for premature newborns in the second health region of the state of Rio Grande do Norte (RN) is understood. Method: the research had a qualitative approach was and was carried out with the primary health care managers of the municipalities that comprise the second health region of the state of Rio Grande do Norte. Data were collected from an event that occurred in the 2nd Unidade Regional de Saúde Pública in October 2016. The script was submitted to a pre-test for validation and the collection of data was made after the event. A convenience sample of seven participants from four municipalities of the health region participated in the study. The instrument used for data collection was an interview, and thematic content analysis was used as the analysis technique the. Results: the results showed three empirical categories, namely: return to the territory of the Estratégia de Saúde da Família; work process in the Estratégia de Saúde da Família; and municipal health management. Discussion: the first category addressed the situation of the team in the return of premature newborns to the territory based on the description of actions, the need for matrix support and fragility in articulation at different levels...(AU)


Objetivo: analizar la coordinación de los cuidados del recién nacido prematuro en la segunda región de salud del estado de Rio Grande do Norte (RN). Método: Investigación cualitativa realizada con los coordinadores de atención primaria de salud de los municipios de la segunda región del estado de RN. La recogida de datos se llevó a cabo a partir de un evento en la 2ª Unidad Regional de Salud Pública en octubre de 2016 y después de validar el cuestionario con una prueba preliminar. El muestreo por conveniencia consistió en 7 participantes de cuatro municipios de la región. El instrumento de investigación utilizado para la recogida de datos fue la entrevista; los datos se analizaron según la técnica de análisis temático de contenido. Resultados: se destacan tres categorías empíricas: el regreso al espacio de la Estrategia de Salud de la Familia; el proceso de trabajo en la Estrategia de Salud de la Familia; y la gestión municipal de salud. Discusión: la primera categoría se refiere a la condición del equipo ante el regreso del recién.(AU) nacido prematuro al dicho lugar con la descripción de acciones, de la necesidad de apoyo matricial y de la fragilidad en la articulación en los distintos niveles y lugares de la prestación de servicios; la segunda categoría describe el proceso de trabajo en la estrategia de sald de la familia y el recién nacido con las dificultades en el manejo continuado, la invasión de los espacios, la cultura de derivación del paciente y la responsabilidad sanitaria centrada en el enfermero y los significados del trabajo para la población; la tercera categoría señala las implicaciones para la gestión municipal.
