Entre as violências, o medo e o protagonismo social: vivências em um distrito de saúde, Porto Alegre, 2016 / Among violence, fear and social protagonism: experiences in a health district, Porto Alegre, 2016

RESUMO

Atualmente, é notória a problemática latente do fenômeno da violência em Porto Alegre e no Brasil, o que nos instiga a compreender e apreender mais sobre este fenômeno. Objetivo desta pesquisa é descrever como a violência estrutural e suas possíveis consequências estão sendo percebidas pelos diferentes atores (ensino, serviço e comunidade), que atuam ou vivem em uma das regiões de saúde de Porto Alegre. Apresenta-se a perspectiva de relato de experiência, baseada em intervenções individuais, grupais e comunitárias, dentre as quais se destacam visitas à comunidade, seminários com equipes de serviços e alunos, observação participante e análise de relatos verbais e de mídias. O material empírico foi analisado de acordo com quatro grandes categorias ou temas o medo, a articulação frente à violência, a estigmatização da violência e o protagonismo dos atores em relação às manifestações da comunidade, do serviço e do ensino sobre a violência. Como resultados constatou-se que o medo tem se tornado um sentimento forte entre os diversos atores no território e esse sentimento produz estigmatização, ao mesmo tempo em que interfere na articulação de redes e no protagonismo social, porém considerar o medo como o elemento central na compreensão da violência pode ser o caminho para conclusões equivocadas. Conclui-se que a violência estrutural origina-se de um contexto histórico, social e político e precisa ser entendida em sua gênese e determinantes pelos atores que vivem, estudam ou trabalham no território. ABSTRACT

Currently, the phenomenon of violence consists of a latent and notorious problem in the Brazilian city of Porto Alegre, which instigate us to understand and learn more about it. Thus, this study aims to describe how the structural violence and its possible consequences are perceived by different actors (academicians, health professionals and community), which act or live in one of the administrative health regions of Porto Alegre. Thus, is presented an experience report, based on individual interventions, in groups and community, among which we highlight community visits, seminars with health professionals and student teams, by participant observation, analysis of verbal reports and other medias. The empirical material was analyzed according four main categories or themes fear, the articulation facing violence, stigmatization of violence and the role of actors in respect of manifestations of the community, health professionals and academicians about violence. The results show that fear has become a strong feeling among the various actors in the territory and this feeling produces stigmatization, while interfering in the articulation of networks and social involvement. But to consider fear as the central element in the understanding of violence might be the way to mistaken conclusions. It was concluded that structural violence emerges from a historical, social and political context and needs to be understood in its genesis and determinants by actors who live, study or work in the territory.
