ABSTRACT
This Reference Document aims to further increase the effectivenss of development co-operation in imporing the health of poor people as a means of reducing poverty and achieving the health-related Millenium Development Goals. This set of policy recommendations is geared to a board range of development agency staff working in policy and operations, at headquarters and in the field. It provides directions on the most effective ways of supporting a pro-poor helath approach in parnter countries. A pro-poor helath approach is one thart gives priority to promoting, protecting, and improving the health of the poor; includes the development of pro-poor health systems, with equitable financing mechanisms; Encompasses policies in areas that disproportionately affect ehe health of poor people such as education, nutrition, water and sanitation; is integrated in country-led poverty reduction strategies and health-sector programmes; takes into account global public goods and policy coherence concerns, including health surveillance, R&D in poverty-related diseases, thade policy issues regarding drugs and vaccines, and migration (AU)
