Acceso a servicios de salud en el distrito Capital, revisión documental 2000-2007 / Access to health services in the district capital, literature review 2000-2007

RESUMEN

Este trabajo hace una revisión de documentos de divulgación en el período 2000-2007 sobre el acceso a los servicios de salud en el Distrito Capital para tratar de cualificar su situación actual y brindar a la actual Administración elementos para proponer acciones. La revisión se realizó con la metodología de utilizar fuentes secundarias que han publicado investigaciones sobre el tema en el Distrito en revistas indizadas a nivel nacional, y revisó informes técnicos recientes sobre salud efectuados por organizaciones diferentes a la Secretaría Distrital de Salud en el período 2000-2007. Los grupos que han llevado a cabo estas investigaciones en el ámbito nacional se concentran en tres entidades privadas y la Veeduría Distrital. Con la información publicada disponible no es posible asociar los resultados con la Administración del periodo 2000-2007 en razón a que los documentos consultados tienen datos no actualizados, pues se encontró en las investigaciones publicadas que tienen dos años de diferencia respecto de los tiempos de los datos recolectados. Por ejemplo, los informes técnicos de 2005 utilizan datos de los años 2004 y 2003. En general, la información sobre aseguramiento muestra aumento de coberturas y disminución de barreras financieras. La información sobre prestación del servicio identifica algunas restricciones para el acceso. Las poblaciones con las cuales se ha tratado de profundizar el tema son la materno-infantil y los desplazados, sin consideraciones específicas para otras.

ABSTRACT

This paper reviews documents published during the period 2000-2007 on access to health services in the Capital District in order to try to qualify the current situation and provide the current administration with elements to propose actions. The review was carried out with the methodology of using secondary sources that have published research on the subject in the District in nationally indexed journals, and reviewed recent technical reports on health carried out by organizations other than the District Health Secretariat in the period 2000-2007. The groups that have carried out this research at the national level are concentrated in three private entities and the Veeduría Distrital. With the available published information, it is not possible to associate the results with the Administration for the 2000-2007 period because the documents consulted have outdated data, as it was found that the published investigations have two years of difference with respect to the times of the data collected. For example, the 2005 technical reports use data from 2004 and 2003. In general, the information on insurance coverage shows an increase in coverage and a decrease in financial barriers. The information on service provision identifies some restrictions to access. The populations that have been the subject of in-depth analysis are maternal and child health and the displaced, with no specific considerations for others.
