Esse estudo se situa no debate sobre as oportunidades e os obstáculos à implementação descentralizada do Sistema Nacional de Segurança Alimentar e Nutricional (SISAN) a partir da promoção da intersetorialidade, uma diretriz chave deste Sistema e uma condição de efetividade da Política Nacional de Segurança Alimentar e Nutricional. O objetivo geral foi analisar os fatores que favorecem e ou obstaculizam a promoção da intersetorialidade no âmbito da implementação conjunta de programas da área de Segurança Alimentar e Nutricional (SAN) por governos de municípios de pequeno porte do estado da Bahia. Partiu-se do argumento que, na esfera dos governos locais, a promoção da intersetorialidade tem seus limites e possibilidades nos incentivos e constrangimentos criados pelos modos como os atores estatais estruturam relações de interdependência em torno da implementação de programas relacionados à SAN, induzidos pelos desenhos institucionais estabelecidos pelo governo federal. Para atingir os objetivos e propósitos, o estudo fundamentou-se na abordagem neoinstitucionalista da escolha racional, em Elinor Ostrom. O Institutional Analysis and Development Framework constituiu-se na base metodológica do estudo e permitiu identificar as unidades de análise, categorias analíticas e variáveis que serviram de referência à coleta, processamento e análise das expressões empíricas. Para apreensão empírica, elegeram-se estudos de caso múltiplos com o mesmo desenho metodológico como estratégia de investigação e, também, utilizaram-se técnicas e instrumental analítico da abordagem qualitativa.
This study is situated in the debate on the opportunities and obstacles to the implementation decentralized of the National System for Food and Nutritional Security (SISAN) from the promotion of intersectionality, a guideline key to this system and a condition of effectiveness of the National Policy of Food and Nutrition Security. The main objective was to analyze the factors that favour and/or impede the promotion of the intersectionality in the implementation of the programs of SAN by small municipalities in the state of Bahia, Brazil. We started with the argument that, in the sphere of local government, there are limits and possibilities of the promotion of the intersectoriality in the incentives and constraints created by the ways in which actors of the governments structure relationship of interdependence surrounding the implementation of programs related to the SAN, induced by institutional designs set up by the federal government. For achieving the objectives and purposes, the study was based on the neo-institutionalist approach of rational choice proposed by the sociology Elinor Ostrom. The Institutional Analysis and Development Framework was the methodological basis of the study that help to identify the units of analysis, analytical categories and variables that was useful as a reference to the collection, processing and analysis of empirical data. For empirical understanding, the multiple case studies with the same methodological design was elected as a investigation strategy, with the techniques and analytical tools of qualitative approach.
