RESUMEN

The world's oceans are highly impacted by climate change and other human pressures, with significant implications for marine ecosystems and the livelihoods that they support. Adaptation for both natural and human systems is increasingly important as a coping strategy due to the rate and scale of ongoing and potential future change. Here, we conduct a review of literature concerning specific case studies of adaptation in marine systems, and discuss associated characteristics and influencing factors, including drivers, strategy, timeline, costs, and limitations. We found ample evidence in the literature that shows that marine species are adapting to climate change through shifting distributions and timing of biological events, while evidence for adaptation through evolutionary processes is limited. For human systems, existing studies focus on frameworks and principles of adaptation planning, but examples of implemented adaptation actions and evaluation of outcomes are scarce. These findings highlight potentially useful strategies given specific social-ecological contexts, as well as key barriers and specific information gaps requiring further research and actions.

This paper investigates the Locally Managed Marine Area (LMMA) approach through looking at developments and challenges of community-based marine resource management over time, with a particular focus on Fiji in the South Pacific region. A diachronic perspective, based on two multi-method empirical studies, is used to exemplify the social complexities of the implementation of this LMMA approach in a specific island setting. This perspective connects local stakeholders' establishment and management of a LMMA covering their entire customary fishing rights area (iqoliqoli) with the national context articulated around the Fiji Locally Managed Marine Area (FLMMA) network, as well as with regional networking and international conservation dynamics. It especially explores the impacts of a small-scale marine closure (so-called tabu area) on the harvesting patterns in a portion of this LMMA, related aspects of formal and informal enforcement, and villagers' views of the health of their reef fishery. This case study reveals a lack of consensus on the current management of this closure as a conditionally-opened no-take area, whose temporary openings (re)produce social tensions, as well as a lack of consensus on the effects of this closure on the reef fishery, which is subject to poaching. The paper highlights that the articulation between conservation and extraction of marine resources, as well as between short-term and longer-term objectives of the community-based marine resource management in place, is a complex sociopolitical process even at the most local level. The discussion also points out that local observations and interpretations of coastal resource dynamics, and of the interplay between fishery and community changes, might be instrumental in addressing the limits of the area-based system of management inherent in the LMMA approach. These insights into both the development process of the LMMA approach and the challenges of its local implementation and maintenance efforts can be useful to consider the adjustments necessary for Fiji's achievement of its national coastal fisheries management strategy and its international ocean governance commitments.

Valuation of biodiversity and ecosystem services (ES) is widely recognized as a useful, though often controversial, approach to conservation and management. However, its use in the marine environment, hence evidence of its efficacy, lags behind that in terrestrial ecosystems. This largely reflects key challenges to marine conservation and management such as the practical difficulties in studying the ocean, complex governance issues and the historically-rooted separation of biodiversity conservation and resource management. Given these challenges together with the accelerating loss of marine biodiversity (and threats to the ES that this biodiversity supports), we ask whether valuation efforts for marine ecosystems are appropriate and effective. We compare three contrasting systems: the tropical Pacific, Southern Ocean and UK coastal seas. In doing so, we reveal a diversity in valuation approaches with different rates of progress and success. We also find a tendency to focus on specific ES (often the harvested species) rather than biodiversity. In light of our findings, we present a new conceptual view of valuation that should ideally be considered in decision-making. Accounting for the critical relationships between biodiversity and ES, together with an understanding of ecosystem structure and functioning, will enable the wider implications of marine conservation and management decisions to be evaluated. We recommend embedding valuation within existing management structures, rather than treating it as an alternative or additional mechanism. However, we caution that its uptake and efficacy will be compromised without the ability to develop and share best practice across regions.

This paper presents an ethnographic case study of the design and revision of a decentralized marine management scheme implemented on the island of Moorea, French Polynesia named Plan de Gestion de l'Espace Maritime (PGEM). Drawing on an analysis of over 50 consultative workshops and meetings, held from 2018 to 2021 during the PGEM revision, we document the materials, discourses, and practices local stakeholders (e.g., fishers, cultural and environmental activists, government staff, and scientists) combine to build their interpretations of PGEM success or failure. We examine the diversity of domains these interpretations draw from (ecology, marine livelihoods, culture, religion, and politics) and how they are put into practice in people's engagement with-or resistance to-the local marine management and governance design. Our results highlight how the controversies around the revision of Moorea's PGEM overflowed the boundaries of ecology as construed by scientific experts. Stakeholders interpreted "marine resource management" as something well beyond just "marine resources" to include politics, identity, Polynesian cosmology, and livelihoods. Our findings provide generalizable patterns for understanding how natural-resource management policies are received and repurposed by local actors.

On 11 March 2011, a catastrophic earthquake and subsequent tsunami hit the Pacific coast of northern Japan, devastating many of the towns, villages and coastal ecosystems located along the shoreline. To assess the impacts of the disaster, we investigated temporal dynamics of fish and epibenthic megafaunal community structure in relation to changes in a range of physical, biological and anthropogenic variables between 2007 and 2018 in Onagawa Bay. Commercially important fish such as greenlings, Japanese anchovy, flatfishes, rockfishes were consistently abundant in both larval and adult fish assemblages. While abundance, species richness, and Shannon index H' for adult fish and epibenthic megafaunal assemblages increased significantly soon after the disaster to peak values towards the end of the study period, the same metrics did not change accordingly for larval fish assemblages. Temporal dynamics of larval fish community clearly demonstrated significant seasonal variation along with changes in large-scale environmental conditions such as temperature and nutrients. However, anthropogenic components such as decline in human population, reduction in fishing pressure and the recovery of aquaculture operations significantly explained the observed post-disaster change in adult fish and epibenthic megafaunal communities. The pelagic and benthic components of Onagawa Bay appeared to have responded to the 2011 disaster very differently, and this study suggests the post-disaster recovery and dynamics of the coastal ecosystems may be regulated by how human societies respond to the impacts of a tsunami catastrophe through their influences on benthic habitat of ecosystems.

Coral reef ecosystems worldwide are immediately threatened by the impacts of climate change. Here we report on the condition of coral reefs over 83 km of coastline at the island of Upolu, Samoa in the remote South West Pacific in 2016 during the Tara Pacific Expedition. Despite the distance to large urban centers, coral cover was extremely low (<1%) at approximately half of the sites and below 10% at 78% of sites. Two reef fish species, Acanthurus triostegus and Zanclus cornutus, were 10% smaller at Upolu than at neighboring islands. Importantly, coral cover was higher within marine protected areas, indicating that local management action remains a useful tool to support the resilience of local reef ecosystems to anthropogenic impacts. This study may be interpreted as cautionary sign for reef ecosystem health in remote locations on this planet, reinforcing the need to immediately reduce anthropogenic impacts on a global scale.
