The achievement of economic sustainability and assurance of national security through activation of production sectors, medical industry in particular, is the integral component of successful strategy of state development. The importance of achieving autonomy in production of medical technique is targeted to reducing dependence of external factors, ensuring continuity of supply of critically important equipment and increasing level of technical characteristics of production. Besides it, expansion of medical production positively impact on innovative development, organization of new work places and level of scientific research in this industry. The development of national medical industry contributes to improvement of quality of medical care that directly affect population health. The necessity to maintain stability of health care through import substitution of medical products is indisputable fact in modern conditions, determined by strategically important direction from national security point of view. The article considers measures within the framework of import substitution plan in medical industry of the Russian Federation for period up to 2024. The analysis of volume of national production of medical equipment in dynamics over 5 years was carried out. The main problems of production of medical devices at the present stage were considered. The measures of state support targeted to development of national production of medical equipment and innovative medical technologies were discussed.

The market of medical devices within the framework of the Eurasian Economic Union is regulated by special legislation that ensures formation of common market and compliance of products with all necessary requirements. This allows to ensure high level of quality of medical equipment and articles that contributes into improving safety and efficiency of medical procedures. The development of uniform requirements, considering world practices, is an important step, since it allows to guarantee high standards not only at level of single states, but also at level of the entire Union. This approach facilitates reinforcement of confidence to medical production of manufacturers from he Eurasian Economic Union countries. The article examines normative legal base regulating issues of formation and functioning of common market of medical equipment and articles within the framework of the Eurasian Economic Union. The analysis of normative legal base of the Russian Federation in section related to medical articles market was carried out. The analysis of the regulatory framework of the Russian Federation in terms of issues related to the market of medical devices was also carried out. The corresponding conclusions were made based on the study results.

According to the International Labor Organization, health protection and access to medical treatment are to be guaranteed to seamen in the same way as to people working ashore. However, in practice, formal measures and mechanisms do not always make it possible to provide medical care to crew members of civil vessels due to peculiarities of legal systems of the States in whose territorial waters the vessel is located, remoteness of the vessel from coastline and objective situation that permits to receiving medical care from the shore. As far as possible these problems are resolved by non-profit organizations of seamen. The overview of their activities is presented in this article.

The impact of development of technique and technology as result of scientific and technological progress in modern society tremendously affected population life of people in its various areas. One of these technologies is telemedicine. The telemedicine technologies permit to ensure accessibility of highly qualified medical care to travelers, ship crew members and persons located at remote objects. The actuality of application of telemedicine technologies is excessively high in conditions of providing medical care to ship crew members working hundreds miles away from nearest medical care station. The article considers application of telemedicine technologies in world-wide practice. The legal norms of applying telemedicine in the Russian Federation were analyzed. The results of scientific research of telemedicine application on shipboard are analyzed and both advantages and disadvantages of technology under study are determined. The ways of resolving existing problems are proposed to minimize risks associated with application of telemedicine technologies on shipboard.

The article presents review of foreign publications reflecting application of digital technologies in medical professional education. The most common pedagogical innovations are considered: digital textbooks and multimedia, simulation modeling, virtual learning environment and augmented reality, cloud technologies, gamification and artificial intelligence. It is noted that application of digital technologies is seen as constant of future professional education. However, current practice of digitization of educational process of training medical personnel is ambiguous and requires careful study and constant monitoring in order to determine main advantages of digital technologies, methods, didactic practices and other elements ensuring quality and effectiveness of the educational process.

In Russia, the orphan diseases for many years are the object of intent attention both of the national legislation and health care system. The lower prevalence of these diseases in population causes predicaments to timely diagnosis, drug provision and medical care. Besides, absence of integrated approach to issues of diagnosis and treatment of rare diseases contribute nothing to fast solving of actual problems in this field. Frequently, impossibility to get necessary course of treatment forces patients with orphan diseases to seek for alternative sources. The article assesses current situation with medications support of patients suffering from diseases included in the list of life-threatening and chronic progressive rare (orphan) diseases that result in shortening life-span or disability and diseases included in the Federal Program "The 14 high-cost nosologies". The issues of keeping record of patients and financing medications purchase are touched upon. The study results identified problems of organization of medication support of patients with orphan diseases associated with complexity of accounting their number and absence of integral system of preferential medication support.

The issues of the movement of medicines across the customs border of the Eurasian Economic Union are timely and relevant, due to the increase in the turnover of medicines in the Russian Federation. The article deals with the issues of import and export through the customs border of the Eurasian Economic Union of both registered and unregistered medicines in the Russian Federation by legal entities. In addition, the authors investigated the regulatory and legal procedure for the movement of medicines across the customs border of the Eurasian Economic Union containing narcotic and psychotropic substances. Topical issues of falsification of medicines and criminal norms of the law on combating it are touched upon. The analysis carried out in the work allowed the authors to identify the existing problems of regulatory regulation of the issue under study and propose a solution.

Currently, the Eurasian Economic Union regulates all stages of the circulation of medicines, including their development, preclinical research, clinical trials, industrial production, pharmacy manufacture, sale, storage, transportation, medical use, return to the manufacturer or supplier and destruction. Legal regulation of medicines in the EEU is carried out at several levels: at the level of the legislation of the EEU and at the level of the national legislation of each of the member states. As part of the formation of a common market for medicines in the EEU countries, more than seventy regulatory legal acts were adopted. The article analyzes the regulatory framework governing the functioning of the common market of medicines of the member states of the Eurasian Economic Union, considers the registration of medicines under the uniform rules of the Union, the functioning of a unified information system and the approval of.

The study of peculiarities of handling medications as goods for personal use by natural persons is quite actual in view of complexity of normative legal regulation of procedure under study. The actuality of study is also confirmed by rapidly growing rate of medical tourism and pharmacy tourism (as its part) as dynamically developing economy branch. Within the framework of research study the analysis was applied to procedure of handling medications by natural persons and to present prohibitions, limitations and risks as well. The occurrence of last ones is capable to be resulted in administrative or criminal responsibility. In case of handling medications by natural persons difficulties with identifying particular rules are conditioned by the fact that they are included both in international (Eurasian Economic Union) and national (Russian Federation) normative legal acts. Furthermore, regular alterations of customs legislation sometimes significantly affect customs administration that requires additional research studies to provide clarity of understanding measures of customs regulation. The article presents analysis of normative legal base of the Russian Federation and the Eurasian Economic Union that regulates import of medications as goods for personal use by individuals, prohibitions and limitations concerning medications handled by natural persons. The consequences of risks in case of non-compliance with prohibitions and limitations are marked. The conclusions on study results are formulated.

The use of various harmful substances for fumigation and preservation of goods during their transportation in containers to preserve it for longer time are widely used in sea transportations. In the context of increasing demand for carriage of goods in containers by sea, issue of customs officials safety, who are, as part of their duty customs inspection, the first to open container treated with fumigants, is becoming increasingly relevant. The results of analysis established absence of clear legal regulation of issues related to ensuring security of customs officials authorized to conduct customs inspections, both at international and national levels. In this regard, detailed analysis of main fumigants that customs inspector may encounter in his professional work is presented in this article. The risks of negative effect of fumigants on inspector health are studied and appropriate conclusions and recommendations regarding the legal and technical regulation of this question are formulated.

The social support of customs officials is one of the most important factors stimulating recruitment of qualified specialists in customs authorities and keeping qualified specialists in service. One of the main directions of development of social sphere of customs services in the Russian Federation is medical and sanitaria and health resort support of customs officials to protect their life and health. The priority development of social sphere of customs service of the Russian Federation is implementing by expanding network of departmental medical and sanitaria and health resort institutions in regional and large industrial centers through acquisition of new facilities and reconstruction and modernization of existing ones. The article considers categories of customs officials and procedure of applying medical and sanitaria and health resort measures. The official activity of each of categories of customs personnel is regulated by different Federal laws. Therefore, there are differences in standards of provision of social medical care and health protection. The results of analysis testify absence of separate normative legal document regulating provision of medical support of federal state civil employees. The medical insurance is guaranteed to all civil employees and these guarantees are fixed both in current legislation and contract in the form of essential condition. Therefore, right to health protection is provided mainly through compulsory medical insurance of citizens. It is proposed to develop and approve Federal law on provision of specialized types of medical insurance and an expanded list of medical services for state civil employees.

In the conditions of duration of passages of foreign-going vessels, the issue of procurement of medications needed by individual crew members within the framework of personal prescriptions issued on the territory of the Russian Federation, related to administration of therapeutic treatment. In conditions of coronavirus pandemic, this issue has become particularly acute, since it has become problematic to estimate the exact time of passages because of complicated regime of changing crews in foreign states. The analysis testifies absence of unified system permitting to implement information interaction in electronic mode to apply interaction between pharmacists, physicians, patients and insurance companies. Thus, the formulated recommendations will permit hereinafter international exchange of digital prescriptions without current difficulties that will simplify process of replenishing the ship's medicine chest with individual medications assigned to crew members. Moreover, the information about the need of selling medications of long-term use needed by particular crew member will be quickly displayed on the territory of country of sojourn.

The modern requirements to business management in maritime industry are manifested not only in operative response to rapidly changing conditions of internal and external environment, but also in necessity in permanent maintenance of ship activity and health of crew members. Despite a thorough medical examination prior to starting professional activity on ship board, seamen may face the need to receive medical care during the time of contract performance. In recent years, drastic changes in procedure of first medical assistance and medical nursing on ship board. Previously, these functions were assigned to ship physician. Currently, medical care is provided by representatives of senior officers of ship crew in accordance with the requirements of international conventions. In this regard, the stated research topic is rather actual. The article describes in detail the procedure of providing medical care on ship board to crew members. Also, the key problems are established and appropriate recommendations are proposed.

Today, the presence of specifics in the organization of the work of sea cargo, fishing and passenger ships is indisputable, which affects the difficulties in providing qualified timely medical care in case of need. This issue is especially urgent in the context of the pandemic caused by the new coronavirus infection COVID-19. The article carried out a detailed analysis of the regulatory framework governing the formation of the list of ship's first aid kit and formulated the appropriate conclusions and recommendations. In addition, the article developed recommendations for supplementing the ship's list with drugs necessary for the treatment of COVID-19.

In the context of the COVID-19 pandemic, the issue of protecting the vital functions of crew members on ship's board in conditions of a long voyage and stay in a confined space is urgent. In addition, excluding cases of infection with a new coronavirus infection, one must not forget about the readiness to provide first and subsequent medical assistance in case of urgent need to any crew member, and this can sometimes be done only by using drugs containing narcotic drugs and psychotropic substances in treatment or medical care. The analysis carried out indicates that there is no normative legal regulation of the composition of a first-aid kit in the Russian Federation, and many of the available international documents are for the most part advisory in nature. In this regard, the article carried out a detailed analysis of the regulatory framework governing the procedure for providing ships for overseas navigation with drugs, including those containing narcotic drugs and psychotropic substances, to protect the health of crew members of sea vessels in the context of the spread of COVID-19 and formulated the appropriate conclusions and recommendations.

Issues of concern to the medical services advertising industry and regulatory authorities in healthcare, the impact of advertising on the development of the medical market, and international experience in state regulation of advertising communications in the field of medicine are relevant. Today, the development of an effective policy aimed at attracting new customers and expanding the service sector is a prerequisite for the success of any medical organization. Along with the increasing competition of organizations working in the medical market for consumers of medical services, the need for effective management of advertising communications is also increasing, thanks to which the company's status is maintained, qualified, high-quality treatment is provided, and a high level of service is maintained. Thus, the management of advertising communications in medical organizations has its own specifics and requires compliance with Russian legislation. Ads for medical services must truthfully inform the patient about the nature and direction of the medical organization's work.
